Since 1966 Uganda governments have worked hard to destroy the idea of Buganda’s counties or masaza (singular: ssaza). Presidents Obote, Amin and more recently Museveni have all established administrative units to cut up Buganda and create a system destroying the geographic integrity of Buganda and thereby make the continued existence of the kingdom impractical. Such artificial administrative units included Region, Province, District, LCs and Regional Tier. Mr. Museveni’s government has gone as far as introducing the name “Central Region” to replace “Buganda”.
Traditionally, Buganda is divided into 18 counties or masaza: Buddu, Bugerere, Bulemeezi, Buluuli, Busiro, Busujju, Butambala, Buvuma, Buweekula, Gomba, Kabula, Kooki, Kyaddondo, Kyaggwe, Mawogola, Mawokota, Ssese, Ssingo. Each ssaza is then divided into a variable number of sub-counties or gombolola(s) and each gombolola is then divided into parishes called miluka (singular: muluka). Two or more villages make up on muluka. In his wisdom, Kabaka Mutebi has over the last 15 years given the reestablishment and strengthening of Buganda’s administrative institutions a very high priority.
The purpose of this and other similar articles which will follow is to educate our readers about the great counties of Buganda and to showcase the huge success that Kabaka Mutebi and his officials at Mmengo have achieved in their reestablishment. Kabaka Mutebi has appointed hundreds of chiefs to the various official positions and many have been operational for years. As many as possible will be identified.
Kyadondo is the most central of all Buganda’s 18 counties. Mmengo, Kampala, Lubiri, Kasubi Tombs, Kireka and Banda are all in Kyadondo. Also in Kyadondo are Ntinda, Luzira, Bweyogere, Muyenga, Gayaza, Kiwenda, Kawempe, Nateete, Kagoma, Matugga, Namulonge, Kyambogo.

I am extremly grateful for this kind of information about our great Buganda Kingdom. I am particularly intrigued by the fact that the so-called Local Councils were not an original idea by M7 and his henchmen but rather a poor copy – and – apply imitation of the earlier admnistrative structure of the great Buganda Kingdom (Please Cf. Mutuba I – Mutuba V). It’s also foolhardy for M7 and his henchmen to naively think that they can wish away the glorious history of the great Buganda Kingdom and the reality of the existance of the Buganda Kingdom by wanting to replace the name BUGANDA with CENTRAL REGION. Its just wishful thinking! I read the other day in the papers that one of M7 ministers – who happens to be his boot-licker and greedy politician now ilegally occupying Kabaka’s land on Entebbe Road with a big-time hotel facility – was recently quoted as having said that he would soon publish his own map or rather that of Uganda government on Buganda. This was in response of Buganda Kingdom’s publication of its own map of the Buganda Kingdom. How naive can M7’s minister be to think that the Baganda can believe his so-called Buganda map to be the authentic one. Never!!! Similarly, for M7 to think that he can make the Baganda forget the name BUGANDA and instead adopt or rather begin thinking as people from his so-called CENTRAL REGION is equally wishful thinking. It can never work and will never work!!
So, kindly continue to provide us with this kind of critical information on our history and on our future for the great Buganda Nation. It is what makes sense to us, and not those poor and ill-thought out imitations ala LCs, RDCs, etectra.

I wish to beg some audience this issues, more so the intrigue obsession of Buganda land.
I’m not an expert on Uganda history. I have read a few books on this subject and sadly discovered that actually some land in Buganda (not all) was illegally or put crudely stolen by collusion with the colonialists Britain.
I humbly stand to be corrected if any Baganda historian refutes this historical fact. We would all be the better in knowledge if all interested parties were invited to debate this controversial topic in parliament.
If Buganda is to rally any support nationally on a federal system, then a debate on Bugandas land origin is a welcome step in the right direction.
I would presume the idea will considered repugnant in Mengo, and would never see day light. Therefore by that analogy what’s happening today rationally is a case of “pots and kettles.
My only wish to peace loving people of Buganda is to shade off the colonial mindset. The notion that Buganda will be a nation within a nation is very outdated. It made a lot of sense in the 18th -19th century.
The dawn of independence changed all that, as it ushered in freedom from feudal subjugation. The road map to sovereign nations passes through wanaichi democracy.
Participatory democracy with its forces of modernity and accountability is the realty train that can never be derailed by forces of traditional and irrationality.
Yes tradition and culture is the cornerstone of society but not at the expense of wanaichi, who have the power to elect and deselect their leaders.
The most successful societies are those that have embraced these principles of human civilisation.
All men and women are equal not buy accident of birth but equal opportunities. Sadly this notion has been abused by African traditionalist for centuries.
Persons of rational mind would die to safe guard equality for all not the privileged few.
Interestingly enlightened baganda with an international grasp view, draw a balance between respect for their traditional institution and modernity.
