His Majesty the Kabaka of Buganda, Muwenda Mutebi II, formally closed this year’s Buganda Conference on December 17, 2009. Although the conference was dubbed a Buganda conference, it seemed to focus on appeasing non-Baganda and the NRM, in the hope that they will look kindly at Buganda’s quest for Federo. Indeed, the prime speaking spots were given to Supreme Court Judge George William Kanyeihamba (Munyankore), Gulu district chairman Norbert Mao (Achooli), Colonel Kiiza Besigye of FDC (Mukiga) and Maj. Ronald Kakooza Mutale, a Museveni adviser on military affairs and notorious human rights abuser.
In a move that shocked many ordinary Baganda, Katikkiro JB Walusimbi brought in government owned Bukedde Radio to broadcast the conference proceedings on radio. This is despite the common knowledge that one of the many reasons why the NRM occupation government keeps Buganda’s CBS Radio closed is to give competitive advantage to Luganda radios owned by the government and NRM diehards like Peter Sematimba. This writer spoke to 10 Baganda in Nakulabye after the conference ended and a surprising 9 of them said that they were not interested in what Mmengo is doing anymore because they cannot trust the Katikkiro and close allies. All the 9 also said that they had not listened to or read about the Buganda conference because they were boycotting government radios and newspapers. It appears that the gap between what Mmengo is doing about the governance of Buganda and what ordinary Baganda expect seem to be getting wider and fast.

REMARKS MADE BY SSAABASAJJA KABAKA RONALD MUWENDA MUTEBI II WHILE CLOSING BUGANDA CONFERENCE 09 AT HOTEL AFRICANA, KAMPALA, 17TH DECEMBER 2009
Distinguished Participants
I thank you all who have presented papers at this conference and contributed in any way to the holding of this important meeting. I wish to particularly single out for special thanks to the organizers and sponsors of this conference who have sacrificed their time and other resources to bring us here today.
Buganda is a microcosm of Uganda due to our treasured tradition of openness. Everyone is welcome here and that is how our Kingdom came to prominence in this region two centuries ago. We value our past, but we also live in the present and think about the future. We are sometimes, dismissed as conservative, but at least all recognize that we have something of value to conserve.
Our colonial masters did not write on a clean slate in Uganda. They found well-established nations which they brought together to form the Uganda Protectorate which became the sovereign state of Uganda in 1962.
Buganda was around before colonialism; colonialism emasculated but did not kill her. Even when monarchial institutions were abolished in 1967 and Buganda was erased from the map of Uganda, she remained alive in our people’s hearts. That is why the restoration of the Buganda Monarch in 1993 was very popular, the symbol of Buganda’s identity is their Kabaka, that identity was restored and we are all very grateful.
I have always believed that Uganda can accommodate all of us and that we can live in peace and harmony. I also believe that peace and harmony requires that we should be able to talk to each other honestly and dialogue in an atmosphere of mutual respect. All this costs us nothing but priceless. We should never tire to talk to one another as members of one family Uganda. However, it is important to recognize that members of our family have their peculiar needs and concerns which should be seriously attended to. That is how our family can be kept happy and prosperous.
Take the theme of today’s conference: The Question of Federalism for Uganda. It is a very old issue which was partially resolved in the 1962 constitution. I say partially resolved because this system of governance did not embrace the whole of Uganda. This was a major weakness which independent Uganda should have resolved a long time ago by creating a uniform system of federal governance throughout Uganda. It is clear from the findings of the Odoki constitutional review commission that the overwhelming majority wanted to have that system of governance in Buganda and sixty percent outside Buganda. That was the authentic voice of the people. Why deny them that right?
I am happy that you deemed it worthy to discuss a very old question in Uganda. We should not tire of debate because debates are liberating and good for the soul. It took a long time to build democracies in the west; I have no illusions about this. It will take us time to build genuine democratic institutions here, but I hope at the end of the day, people will see their aspirations to fruition. Thank you for your erudite deliberations.

Greetings to His Majesty King Ronald Muwenda Mutebi II Buganda’s Rightful Ruler., Ba sebo, ne banyabo, abolunganda, na bebika. It is with a geat deal of agonizing patience that we have observed the decline, the looting and raping of Buganda by aba gwira. We have welcome all with kind hearts and open arms,regardless of origin, even the Muzungus, but every single one of these inglorius bastards and bandits has only turned around and step on us. Museveni the leader of Africa’s #1 organized Crime family forgets where he lays his head, not in the pastures with his cows, maurading the country side, but in Buganda, Baganda’s Land. His Majesty represents and is the custodial of our great Kingdom, but Kabaka himself isn’t the Kingdom. Kintu has many grandchildren and some of us have waited until this pivotal moment to Vehemently pronounce ourselves. We are not going to take it any more, as the criminal likes to provide rebel groups rightfully opposing him a soft landing. We are going to afford The Godfather the same courtesy of a soft landing, as we are gentlemen. Tuli Baganda, tuli bantu. This soft landing for the M7 mafia, will be facilitated granted that in 2011, the war criminal, child soldier General retires with the little dignity he has left, he may even choose to retire in Uganda with his criminal gang, and amnesty for all their criminal conduct will be granted. That is a great deal of generosity from us. Kabaka ba mu nyigira mutoke, na ye ama fumu te bayinza ganyigira munsuku, gano gafumita, gafumitira dala. Our quest is to rid our land and people of these oppressors, and human rights abusers, we will not stop okutusa nga batwamuse. They can never be trusted to shepard the Future of Buganda, or Uganda. I urge The criminal and his Gang to heed the wishes of the people. Romania just celebrated it’s 20th year anniversary from the liberation of one Ceaucescu, and his demise was less than dignified. “History never repeats itself only man repeats History.” Good luck to all those challenging the criminal in the 2011 election.You will recieve our support, in every which way.
The elections are a charade, and a show for the West, we all know the predetermined outcome. This time around, our presence will be felt and it will be very unpallatable to the criminals. Keep training your paramilitary goons, and thugs, we have our on medicine for them. Kiboko men will be lynhed in public for Human rights abuse. We are not going to wait for the ICC. We will take matters into our own hands. Buganda’s problems will be solved by the patriotic Buganda Kingdom Baganda. All you Baganda opportunits, serpents, colluders, and agents of the M7 Criminal enterprise be warned!!! There will be a heavy price to pay once we set foot and take back our Kingdom. Rethink your loyalties now, or forever hold your peace, and make it with God. Kaguta’s son will never become president of Uganda, but may be Rwanda rest assured my fellow Ugandans.
Kabaka Awangale. Empologoma ya Buganda Ewangale. Gano mafumu go Ssebo, bazukulu ba kintu. Long live Uganda and all its oppressed citizens, we never forgot you, but timing is always everything, and the time has come.
VP Bukenya,the price you paid in your son’s death is too heavy of a price,for being a political threat to a man you have been loyal to. You too rethink your loyalties, you still have time. A sinking ship takes all aboard with it, and this one will go to its burial place in Infamy. we ae committed and unrelenting to our cause of liberating Uganda and establishing a true democratic nation, in which each group, Kingdom, fiefdom has self determination. His Royal Highness has no knowledge of us, does not instruct us, and has no control over our decisions, actions or activities, the only time His Majesty will ever contain us is once and only if The entire Kingdom of Buganda is granted Federo and returned to it’s rightfull owners. This is a struggle to emancipate Buganda fom the jaws of a Pariah. NRM purports to know a thing about struggle, so I am sure they can clearly understand our position.

Naye bino byona teebasaba bisabe, wabula babilwanirira. The lip service we keep getting from Mmengo should stop in 2011 and no further. If anything abantu be Mmengo, what exactly are they doing for us? Many of them are opportunists, looking for ways on how they can scheme off the populance!
Please know that we are with you all the way. And may it not happen that Museveni and his goons are let off lightly when liberation comes, for they have been given enough rope for them to call it a day, but instead they have used this rope to strangle us. Amazima Ssabasajja had to take things in his own hands to tell Museveni and his NRM oppressors that Buganda will quit! And it took Hussein Kyanjo, not any one from Mmengo, to support Kabaka with a strong statement that Buganda can fight back!
Nga Katikkiro ne banne batudde wali bali mukwelarikirira oba Kabaka ne Kyanjo bye bogedde binanyiiza Omunarwanda.
Ate nga nyiize nnyo. But before I go, I want to ask Katikkiro Walusimbi. Kiki Buganda kyeyali efunye olw’okubeera mu Uganda era kiki kyefiirwa ennyo senga yekutulako?
