This week <em>Kamunye </em>published a story claiming that president Museveni of the Uganda occupation government had decided to go and pay a visit to Kabaka Mutebi at his Banda palace, to extend an olive branch, since the Lion of Buganda has been unresponsive.</p>
<p>A Kampala based Muganda analyst with close links to Mmengo sent an email which dismissed the story as silly and typical of NRM tactics of creating<em> kavuyo</em> (confusion). He said: “Now Museveni thinks that Baganda will forget the damage he has done to our kingdom and give him votes simply because he visited Kabaka? This is what they call a trial balloon and I hope that Katikkiro Walusimbi is not part of this one. The Kabaka must not be exposed to the hooligans anymore.”</p>
<p><em>Kamunye</em> is a sister paper to the <em>Red Pepper</em> which also recently printed another Nagenda planted story saying the NRM government was going to take over Bulange. Red Pepper was originally sponsored by Salim Saleh and is often used by the NRM to leak both true and fake stories. Many of its current reporters are known to be ISO and ESO spies.</p>

The Red Pepper, which was originally sponsored by Museveni’s brother Salim Saleh and run by Banyankore and Bakiga, claims that the Kabaka of Buganda, Ronald Muwenda Mutebi II, signed a secret with Dr. Kizza Besigye over the future of Buganda.</p>
<p>Since Museveni was forced to cancel his tour of Buganda, in late 2009, due to hostile questions about CBS Radio by peasants, there has been chatter in Kampala’s Balaalo political circles and from sources close to his state house that a new plan to neutralize Kabaka Mutebi in the works. Its objective is to minimize the influence of the the Lion of Buganda on 2011 elections. Key contributors and advisors to the plan include Museveni himself, one Mafabi, Tamale Mirundi, Robert Sebunya, Karoor Okurut, Joseph Kakooza, Sam Kuteesa, Salim Saleh, Haj. Katongole, Robert Kabushenga, Freddie Ruhindi, an unnamed Indian and others. At least two Mmengo officials, who cannot be named at this time, in order to protect our sources, have also contributed. All run businesses that heavily rely on Museveni’s government contracts.</p>
<p>A seasoned former Mmengo official with extensive contacts among closet Baganda nationalists in the NRM occupation government has told Buganda Post that the Red Pepper story had fingerprints of ISO and Museveni’s statehouse and seems to be the start of a campaign against the Kabaka. He explained: “These chaps are masters at throwing together loose facts and sprinkling a little speculation on them to fabricate fake anti-Buganda stories. And they do it with confidence that,  in the absence of an opposing response from Mmengo, Baganda will believe the lies over time. For example, it is an open secret that a large majority of Mmengo officials have bought into claims by Mayiga, Walusimbi, Makubuya, Jolly Lutaaya and retired Bishop Nkoyoyo, that Buganda’s future is at the mercy of Uganda politicians like Besigye and Museveni.</p>
<p>“It is also an open secret that the NRM, DP and FDC have infiltrated Mmengo. And most Buganda officials, including seemingly nationalist Nambooze, Lubega, Mpuuga and Mpanga frequently face a conflict between their personal or political ambitions and Buganda’s national interests. In fact is also an open secret that many of these Mmengo officials routinely lie to and mislead Kabaka Mutebi, simply to protect their personal interests. Other equally public information is that there are also high-profile Baganda political figures like Kyanjo and Nsubuga Nsambu, who have spine and publicly insist that the future of Baganda is up to Baganda.”</p>
<p>Our analyst explains that the Red Pepper story takes these pieces of common knowledge and uses them to create a fake story whose only goal is to make Kabaka Mutebi look like a coward who is putting the future of his kingdom in the hands of a Mukiga man whose political career is based on a long term fight with Museveni over a Mulaalo woman.  According to the analyst, Museveni’s people know that if this image of a weak and Besigye-worshiping Kabaka Mutebi becomes strong in the minds of young Baganda and those in the diaspora, his popularity will quickly fade. In their evil minds, Museveni’s team reason that if Baganda start to believe that their Kabaka is beholden to Besigye, then they will be so demoralized that they will abandon Buganda nationalist dreams.</p>
<p>The analyst asks: “If Kabaka Mutebi signed an agreement with Besigye, under what law did they sign it; Museveni’s law? Are all Baganda stupid enough that merely signing a piece of paper would stop Besigye from even abolishing kingdoms after becoming the new Uganda dictator? Museveni and NRM are using the Red Pepper to make the Kabaka of Buganda appear beholded to this Mukiga called Besigye.”</p>
<p>Below is the Red Pepper story that analysts believe was planted by the NRM occupation government to humiliate Baganda and their Kabaka:</p>
<h2><em><strong>Besigye, Kabaka Sign Secret Deal<br />
(Red Pepper &#8211; January 18, 2010)<br />
</strong></em></h2>
<p><em>The Mengo establishment has secretly signed a Memorandum of Understanding (MoU) with President Museveni’s leading political rival, Col. Dr Kizza Besigye. The development was a result of pressure from some Buganda clan leaders, advisors of the Kabaka, and opinion and religious leaders. Red Pepper has reliably learnt that the MoU was signed about a month ago. A decision was also taken to keep it top secret for fear that its leakage might annoy the Central government and further delay the reopening of CBS radio.</em></p>
<p><em>Recall that at all its sittings last year, the Lukiiko (Buganda Kingdom Parliament) consistently urged the Kabaka to reciprocate NRM hostility by openly fraternising with its political rivals. The Lukiiko members advanced two reasons. The one was the fact that most NRM rivals had been active in defending the Kabaka against the Central government. The other was that openly fraternising with the opposition would increase Mengo’s relevance among anti-NRM Baganda. This was also seen as the only way to blackmail the NRM into giving in to Buganda’s demands.</em></p>
<p><em><strong>DETAILS</strong><br />
NRM cadres have always dismissed Besigye’s promise of Federo to Mengo as mere political rhetoric, questioning why he doesn’t put it in writing. Red Pepper has learnt that to neutralise such criticism, Besigye has put a list of concessions to Mengo in writing.The concessions have been attached on the secret MoU. Some of them are: Unconditionally returning what Buganda perceives as their 9,000 square miles (mairo akenda), County headquarters (embuga z’amasaza), and all schools and institutions in the central region that once belonged to Buganda kingdom.</em></p>
<p><em>Other properties Besigye commits himself to returning include Butikkiro (Katikkiro’s residence) which is currently occupied by the Joint Clinical Research Centre, and all the titles for land (in government hands/use) that is owned by Buganda kingdom. The Supreme Court building in Mengo is another property whose return Buganda continues to demand.  Arguing that returning all these at once would paralyse government operations, the Central government has been dragging its feet and promising to pay rent to Mengo, in vain.<br />
As we write, Mengo is demanding billions of shillings in rent arrears. In fact as of June 2009 (when Mengo read its 2009/10 budget), the arrears stood at about Shs9bn. Lukiiko members then directed Attorney General Apollo Makubuya to sue the government for court to force a pay-up or Government vacates the premises.</em></p>
<p><em><strong>BESIGYE VS MAO</strong><br />
Our ever reliable sources revealed that Mengo ministers were initially divided on the Besigye/Kabaka MoU.<br />
The Majority agreed that since he was likely to remain the second most popular Ugandan politician after Museveni for many years to come, Besigye was the best ally Mengo could have. Others preferred Democratic Party’s Norbert Mao. Saying DP was seen as a Baganda party more than the FDC, the pro-Mao Mengo ministers had argued that the secret MoU should be signed with him (Mao) instead.</em></p>
<p><em>This, however, failed for a number of reasons, including consideration that the Kabaka personally believes in Besigye more than in Mao.The other reason was that it would take years for Mao to obtain the size of political following Besigye currently enjoys nationally.The never-ending squabbles in DP also worked against Mao. The party was contrasted with Besigye’s FDC which appears to be relatively more organised, with a predictable future.</em></p>
<p><em>Some Mengo officials wanted none of the two parties, saying they were both not Baganda. They argued that Mengo should instead flock with Bidandi Ssali’s People’s Progressive Party, Kibirige Mayanja’s JEEMA or Dr Abed Bwanika’s PDP.All these were, however, rejected after a research confirmed that they had little chance to win even within Buganda region.</em></p>
<p><em><strong>MENGO CONCESSIONS</strong><br />
To reciprocate Besigye’s big concessions, Mengo will ensure more FDC-friendly Baganda are given more visible roles both in its establishment and in organising the Kabaka’s mobilisation tours in future. In fact, sources revealed, since a good number of his ministers are eying parliamentary seats, the Kabaka will announce a new cabinet in the last 10 months to the next general elections. This reform will also be reflected in the Katikkiro’s department. Because Eng. J. B. Walusimbi’s four-year contract ends in 2012, his deputies will either be asked to become prolific in bashing the NRM, or be replaced with more militant names of the Dan Muliika brand.</em></p>
<p><em>In fact, Muliika might be recalled either as Deputy Katikkiro or to serve in a powerful ministerial position that will allow him do political mobilisation like he did in the run-up to 2006 elections and shortly after. The other concession will be reflected in Besigye and other opposition leaders being allowed to address crowds at public functions graced by the Kabaka this year. The optimism Mengo has in Besigye perhaps explains what we saw last week at Najjanankumbi when FDC nominations placed  Besigye against Maj. Gen. Mugisha Muntu.</em></p>
<p><em>One of them is to face off as a party flag bearer with President Museveni in 2011. All known FDC officials with linkages at Mengo openly embraced Besigye against Muntu. These included Ibrahim Semujju Nganda, Joyce Sebugwawo, Sam Njuba (Kabaka’s personal friend) and Prof. Bwogi Kanyerezi (brother to Joyce who mothers Daudi Mpanga and Kabaka’s Principal Private Secretary Peter Mpanga).</em></p>

We have a policy of not publishing atricles and letters are too long (more two and half pages in MS Word). <p>Those of you the Baganda youth of today, who have analyzed the series of events in our nation Buganda and theirs Uganda, you have noted that several elements repeat themselves in these two nations.   This explains a great deal why Buganda Nation has failed till now to realize her aspirations namely among others self-rule.</p>
<p>Firstly, up to the present day, we have never had Buganda army and that explains why we are being tossed like ping-pong in the so-called negotiations.  The Buganda delegations in all the negotiations lost significance and weight right [from] the 60s when the Kabaka Yekkas  sold Buganda nation to Langis UPC by the 21 Baganda MPs (Ekitole made an alliance with UPC).  Today Buganda’s participation to any negotiation cannot be termed as equal partners but as “YES SIR Partners” and of course to [rubber stamp].</p>
<p><strong> </strong></p>
<p><strong>What went wrong?</strong></p>
<p>With Mengo you will always expect surprises and sometimes [shocking] ones. What I remember from my dead father, strong supporter of DP, before he died, the man never stopped talking about the moral, psychological, cultural grief, torture and  bitterness he suffered from The Kabaka Yekkas.  Instead of voting for DP, my father like many Baganda,  voted Kabaka Yekka (KY) because of their loyalty to the Buganda Kingdom and their Kabaka.</p>
<p>Kabaka Yekka (KY) dumping Democratic Party, predominantly fellow Baganda and selling Buganda to Langis, the ordinary Baganda have never stomached it,  Till the present day  the Kabaka Yekkas have never officially apologized to Buganda Nation for this blasphemy.</p>
<p>Can we say today that the DPs were totally innocent in this impasse, personally I say no,  the DPs in their political agenda had very little place for Ssabassajja and Buganda Kingdom (Recall Ssebana Kizitos DP) statement just after the riots of last September  “If Museveni does n’t like kingdoms he should abolish them.” I want to remind Ssebana Kizito, that Buganda Kingdom is not only cultural institution as M7 dreams. [Buganda] is the full identity of Baganda people to which [Ssebana] belongs.  Ssabasajja Kabaka is not only a man so as you and me or the rest, but he is the living symbol of our identity and our ancestors. Awangale Ssabassajja!  Telling M7 to abolish the kingdoms if he does not like them, Mr. Ssebana (DP) exaggerated the powers of that dictator because we were Baganda before M7 came, we are Baganda, and we shall remain Buganda with or without M7.</p>
<p>One thing is clear. Kabaka Yekka officials of the 60s never realized that dumping their fellow Baganda and choosing Langis would cause the greatest disaster to the Buganda Nation, which up to the present day has never been fixed.  Can one tell us how many Baganda have been murdered because of this blunder?!</p>
<p>Should the young generation Baganda make the same mistakes as the old guard of Mengo 50 years ago?  Unacceptable! We should learn from the past mistakes to design our present and future. Kikafuwe nti our children and grand children are going to live in this Katogo, they will [curse] us as we are [cursing] the Mengo officials of the old.</p>
<p>We [the] young Buganda must know very well that Kabaka Yekka  old garde of the 60’s and Mengo institution were from top to bottom brainwashed and manipulated by the British people.  Knowingly or unknowingly they embraced the prejudice of the British peoples against the Catholics and other religions, given at the time that Mengo was predominantly Protestant. After the elections of 60s the Mengo old guard chose their fellow predominant protestants UPC to form any alliance dumping their fellow Baganda of the Democratic Party.   What is surprising here, Protestants and Catholics of the same clans during their respective cultural functions like Kwabya Nyimbe a protestant or a Catholic would be the Musika or Musumisi as long as one belonged to the clan and it was acceptable.  Why not in politics?</p>
<p>Did Mengo officials see beyond religion and religious bounds, were they aware that they were executing their colonial masters’ prejudices against other religious persuasions?  Did Mengo KY recognize that they were not the authors of this prejudice, did they realize that in Northern Ireland the same British people were oppressing the Catholics handling as second-class citizens.</p>
<p>Why didn’t Mengo Officials put Buganda first?  As [a] Muganda youth  I want  to remind the old guard of Mengo [that]  when Obote started killing Baganda with his slogan “A good Muganda is A dead one”  he did not [differentiate] between  a protestant and a Catholic. [When] Idi Amin started killing Baganda he  did not  filter who was  a protestant or a catholic. [And] Museveni has murdered [masses of] Baganda with his instrument ‘LET THEM TALK ….  KILL THEM IN SILENCE  (Recall M7’s speech in Kigali University) or his famous order SHOOT TO KILL.  This dictator has never selected which religion a Muganda belongs to, he kills whenever he wishes whoever Muganda he comes across.</p>
<p><strong>The Baganda are killed as Baganda and because we are Baganda. </strong></p>
<p>We the young generation [of] Baganda must not make any mistake now,  the British colonialist have gone who manipulated and brainwashed the Baganda old guard, now we have other manipulators namely:  Some fellow Baganda the collaborators of the occupiers or our homeland, the Rwandese and others and, most important, political parties.</p>
<p>We the young Baganda today must not make any mistake like the Old Baganda of the 60s</p>
<p><strong>“We must put Buganda First”. Forget all those political parties coming up in all colours,  they replace the British peoples of the 60s, they will never help you as a person.  “Put Buganda first”.  It is the only solutions that will ever change our lives and stop the cold murders our people are confronted with everyday in our own motherland.</strong></p>

<p>If you put your stomach first because of some few coins you get from NRM, to promote NRM’s anti-Buganda agenda in [the]Buganda nation, they are using you like toilet paper. [When] they don’t need you anymore,  you will not escape them, if you do, your children will not escape them.  <em>Ask Professor Gilbert Bukenya who now calls himself the Vice president of that country Uganda. If he is honest to himself and to you, he will tell you that money is not all what you need to be happy in life!</em></p>
<p>We the young generation Baganda today are suffering now [because of]  the mistakes made in the past.   You the Mengo officials must know very well that we are not going to follow your path.  Never make any mistake to sign any agreement with that country Uganda without prior consultations with the youth of our nation Buganda.  [Realize that] it is the Baganda youth of today who are being murdered or sleeping with empty stomachs due the decisions you made in the 60‘s [and other times in the past].</p>
<p>The institutions of our nation Buganda have always carried value and recognitions by the Baganda, young and old, and we believe in them. There is no Muganda who has ever been forced to respect the [Kabaka] and Buganda institutions at gunpoint, as what is happening in their country Uganda. Forget all about the integration with other tribes now because the terms of integration are not well defined  and that explains the Katogo we are navigating today.</p>
<p><strong>The way forward:</strong></p>
<p>We need a Buganda Block! It is only Buganda Block, which will promote our interest now. “Work with and for a Buganda nation ”.  Give your time and energy to liberate our motherland  Buganda nation so that we Baganda of today and our children can lead a dignified life, have and enjoy a feeling of security in our homelands.  Don’t forget we shall never have another life in another homeland. Buganda is our homeland our [ancestors] have fought and sacrificed their lives so that we the Baganda of today and those to come have a place to live.  Likewise, we are obliged to do the same for our children and grandchildren to come after us.</p>
<p>Baganda youth, resist any manipulations of any kind.  M7 calling Ssabasajja his colleague all along from London, and during the war was meant to manipulate the ordinary Baganda.  M7 has lost ground in Buganda, he knows very well that his days in Buganda are numbered. [However he remains a dangerous manipulator]. [Being  an opportunist],  he only invited Ssabasajja  together with the Bataka to meet and discuss the current crisis. Dear the Baganda Youth, are you so simple to believe this cynical invitation?  M7 knows that by appearing on a photo with Ssabasajja Kabaka and [the] Abataka of Buganda he will have the [evidence] to launch his propaganda [of] a cooperative and collaborative Buganda in the NRM occupation agenda for our Buganda Nation.</p>
<p>M7 needed [Kabaka and the Bataka only for] that one second [when] photographer pressed the Camera button, with  M7  standing near Ssabasajja Kabaka, [surrounded by] the  Bataka . That photograph is only enough for a dictator to show to the rest of the world and ordinary Baganda that all problems are resolved and the situation is normal.  We cannot permit our Nation Buganda to become  a new Palestine. They come wherever they come from to fight their wars in Buganda and who dies? The Baganda!</p>
<p>Baganda Youth never and never accept to devalue our mother Nation Buganda, and you should make it clear to your respective Batakas that our support and recognition of Buganda institutions has to depend on their conduct and loyalty to Buganda Nation.</p>
<p><strong>Source of skepticism</strong></p>
<p>As a young, concerned, devoted Muganda activist, I have profound reasons to fear decisions of Mengo officials and I urgue all the Baganda youth to be very critical and watchful of  all the movements taking place at Mengo.  Mengo officials are [supposed] not to serve two nations but one and that is Buganda Nation.</p>
<p>Some months ago I could not believe my eyes when I [heard about] Akena the son of Obote entering Bulange and the Lukkiko giving him a profound applause.  Bearing in mind that in politics you have not to hold permanent enmity,  your enemy today is tomorrow your coalition partner, however applauding for a son of a man who has humiliated and devasted our identity as Baganda this was a dose to much to stomach.  Is this due to desperation of Mengo Lukiiko, opportunism, or short memories of Baganda?  Did Akena come to apologize to the Baganda due the humiliation and murders the Bagandas have suffered committed by Langis? Did he denounce his late father’s dictatorship and murders committed on our Land?</p>
<p>[At about the same time] Omara Atubo (Minister of Lands in their Country Uganda), [another] Langi, declared his triumph [over] the land bill, [which land bill ensures that] ensures that the Kabaka of Buganda is no longer the [Ssabataka] of Buganda Those of you who [better know the] history of our Buganda Nation and their country Uganda, do you have [any evidence] that in the past our ancestors attacked Langis, humiliated them, graded their land, raped their women as what they have done to Buganda?</p>
<p>If I was in Bulange that day when Akena came to Bulange I could not see myself applauding for this man.  I would have reacted differently to express my opinion over Langis. Not necessarily violent but at least a moment of silence as a symbol of respect of the murdered Baganda and the physical, psychological, moral damage we have suffered from these people.</p>
<p>I have to remind the Mengo Officials that going to statehouse of that country Uganda is an act that absolutely not appreciated by Baganda now because you are not going to talk to leaders of our neighbors the Ugandans instead you are going to talk to thugs and murders of our children and rappers of your daughters.</p>
<p><strong> </strong><strong>Message to foreigners in Buganda</strong></p>
<p>When we the Baganda activists demand secession of Buganda Kingdom from the country Uganda, how do they react? [They say], “That is Baganda arrogance, they don’t know what they [want], they consider themselves a superior race? [They claim] superior economic wealth and superior  political traditions and so forth!”  It is a real dilemma you and me will never solve, the Baganda people who are so arrogant, bossy with a superiority complex over other tribes yet they can’t miss us. I think if these [accusations they make] over Baganda [were] true and valid in their minds, then the day we demand our independency they would all go party to celebrate the departure of the arrogant, bossy Baganda.  Instead, the more mentally dependent they become on us as if their further life is totally impossible without Buganda. This shows you how far different our understandings and backgrounds are. The general and simple concepts are interpreted differently [and] this means to me even if the western countries transfer half their wealth tomorrow and pump it in Uganda and the occupied Buganda we shall remain poor, even [get] poorer.</p>
<p>The citizens of Uganda make their heads sick [over] the position of Ssabassajja Kabaka of Buganda. Well, to the contrary,  no Muganda is busy [opposing] the way Basoga or Batoro or Acholis or Banyoro govern themselves.  If you decide to come and settle in Buganda you are going to settle here on our terms, not the opposite.   Failure to do so, you will vacate no doubt about that.  If Baganda happen to come to your homelands and tell you how you have to govern yourself, make them vacate your homelands.  We have accommodated everyone in Buganda, you have all what you have on our land yet we are the arrogant bastards? Fine! Think what you think, do what you do, we are not going to live on your terms in our home lands. “This to the last Muganda”.   You are very soon facing the hard truth.  We are working around the clock to liberate our Nation Buganda from captivity.</p>
<p><strong>Last Appeal to all Baganda youth </strong></p>
<p>To all the Baganda youth, it is our time today and not any other time. We have to realize and make everyone know that Buganda self-rule is our future, our security and our development.</p>
<p>You should all know that our greatest realization in this coming decade will be SELF RULE of our Buganda Nation.   Everyone has to play his or her role according to one’s capacity. If we have to change our lives, we have to be very vigilant, and critical to resist all kinds of manipulations. <strong>Put Buganda first!</strong> <strong>Form ekitole kya  Buganda, </strong>with the guidance of the wisdom of the past you are the future of Buganda.  Make Buganda shine again!!! We have profound trust in you our youth!!</p>

<p>According to the government&#8217;s official website, <strong>www.buganda.or.ug</strong>, &#8220;preparations for Buganda conference are in full gear and all signs are promising for a successful event.&#8221; The conference is to take place on December 17, 2010 and Ssabasajja is expected to appear at the occasion. The venue is Hotel Africana on Jinja Road.</p>
<p>This is the second Buganda national conference organiszed by the Government. The armed occupation of. Buganda by the foreigner led NRM government presents huge challenges to the organizing committe. For example, since warlord Museveni closed CBS Radio the coomittee is having a difficult time promoting in Uganda.</p>
<p>On the other hand, although hundreds of Baganda will in the mother land in December, and would be happy to pay even $50 to attend, the organizers do not seem to have considered this in their scheduling or promotion.  According to the statement the the government website, secretary to the organizign committee, Mr. Uthman Mulindwa, &#8220;many people are not aware of the conference because of the absence of CBS radio on air&#8221;. However, he does not indicate if the committee is trying other channels, such as  using Baganda media outlets in the Diaspora. Yet many Baganda back in the NRM occupied kingdom now get their news from relatives living outside.</p>
<p>Buganda Post will bring its readers any new information that becomes available on the conference. Some the Kabaka&#8217;s representatives in the Diaspora may also provide information on the conference. We will communicate where and how Baganda and friends the Diaspora can send their financial support for the Buganda Conference as soon as the information is available.</p>

<p><em>Preparations for Buganda conference are in full gear and all signs are promising for a successful event.</em></p>
<p><em>The Conference is an annual event in Buganda, graced by the Kabaka of Buganda with an aim of creating a platform for debate and interactions on the Kingdom’s issues. </em></p>
<p><em>It is also part of the celebrations to commemorate coronation anniversary. However, due to the numerous problems witnessed by the Kingdom during the past two months, the conference could not coincide with the anniversaries and was therefore shifted to December under the theme “a Federo System of Governance for Uganda”.</em></p>
<p><em>According to the committee Secretary, Uthman Mulindwa, shifting the conference to December will not change its main goals and objectives.</em></p>
<p><em>He however cited limited publicity of the conference as one of the biggest problems encountered by the committee. He explained that this has occurred due to the break down of the communication network within the Kingdom.</em></p>
<p><em>Mulindwa added that many people are not aware of the conference because of the absence of CBS radio on air. </em></p>
<p><em>He added that due to this communication break down, the committee is incurring very high costs on advertising the conference which has necessitated for the setup of a registration fee of 25000 per participant to help in the proper planning and preparations of the conference.</em></p>
<p><em>The registration exercise and the sale of cards are carried out at Bulange, Mengo in the ministry of Economic planning room TF8 on 3rd floor.</em></p>
<p><em>The committee therefore appeals to the public to spread the gospel about the conference to other people.</em></p>

			<content:encoded><![CDATA[<p>For the whole month of October and part of November this year, Buganda Post has been the target of numerous cyber attacks.  First, malicious software was clandestinely placed on our server, to corrupt our news stories. That was followed by attempts to electronically take over the Buganda Post website. Finally, malicious softer code was inserted into the website disguised as comments, to make search engines like Google warn users that Buganda Post is a dangerous site.</p>
<p>After a lot of hard work, the site has been enhanced and restored to clean up the website. At least 80% of the stories are fully accessible and work to restore the rest of content is moving ahead.</p>
<p>Omulongo Nakato, the chief Buganda Post, moderator and editor told this writer: “We want Buganda Post readers and our supporters to  know a few things. First, we are very thankful to all of you who sent us emails of support and even made suggestions on how to deal with the problem. We have enhanced and hardened Buganda Post to make it much harder to hack using the same tricks as our attackers used.  However, we now know that Buganda Post is ‘bad news’ for some people and they want to disable it. So, are going to be much more vigilant in protecting the website.  We will also research how we might get some income from the site to pay for its security.”</p>
<p>Omulongo Nakato revealed that she does not know who is attacking the site.  She said: “The truth is that we do not know the hooligans at this time. What we know is that there are many possible attackers, all the way from thousands of career cyberspace criminals to anti-Buganda individuals and to members of dictator Museveni’s ISO and ESO.  What I can says is that we will have everything restored and much more secure by next week.  Once more, we are very grateful to our loyal readers, Baganda and our relatives and  our friends.”</p>

			<content:encoded><![CDATA[<p><img class="alignleft" src="http://www.bugandapost.com/main/wp-content/uploads/2009/10/Sematimba_family.jpg" alt="" />For several days this week, a letter has been circulating on Baganda Internet discussion lists, allegedly written by Peter Sematimba, offering the NRM advice on how to weaken CBS FM Radio.  The alleged letter, which was supposed to be highly confidential, is addressed to the minister for Security in the NRM occupation government, Amama Mbabazi. It refers to a previous discussion on the subject with David Mafabi of Museveni&#8217;s state house.</p>
<p>Our state house sources most familiar with the activities of David Mafabi were not aware of any specific contacts between Sematimba and Mafabi. However, they confirmed that,  since the Kayunga civil disturbances, Mafabi has gotten more involved in activities to subdue Baganda. The source said: &#8220;Since the Kayunga riots, even Museveni now knows that Kabaka Mutebi could take him down, if he had enough bright and brave people in Mmengo to support him (Mutebi).  Because state house staff know that Museveni was shaken,  each one is trying to show that they have the best idea about how to isolate the Kabaka, scare the few bright and loyal Mmengo officials, strenghthen JB Walusimbi and disorganize the Baganda youth and Diaspora movements. In this environment, it would not be surprising if two money hungry people like Sematimba and Mafabi cooked up juicy deal along the lines of this letter. But I have no information to confirm it.&#8221;</p>
<p>On Sematimba&#8217;s part, he declined to reply to our email message, sent to the address he uses for business, <a href="mailto:info@superfmstation.com">info@superfmstation.com</a>, inquiring if he could confirm or deny the letter. Calls to his radio station numbers 041- 272777 / 0782-222885 also got a &#8220;Boss is not in office&#8221; response.</p>
<p>On reading the anti-Buganda letter, a leading Buganda analysts based in New York,  claimed that serious Baganda should only be happy when Buganda&#8217;s enemies are exposed like this. He explained: &#8220;Many so called intelligent Baganda are still subconsciously slaves to the belief that a foreigner like Museveni or Besigye will save them. Others are equally delusional by thinking that some fast talking Muganda president of Uganda, like Abedi Bwanika or Samuel Lubega or Frank Musisi will help. Such Baganda are either ignorant or afraid to face the fact that Museveni and his Banyankore and Rwandese kin have ransacked the Uganda experiment. It  is a failed state! So, what does Uganda have to offer to Buganda anymore?&#8221;</p>
<p>The analyst continued: &#8220;What would stop Bwanika or Musisi from becoming a Sematimba once he gets power? The more intelligent Baganda know that a Muganda president of Uganda will have to go anti-Buganda, in order to maintain support from the other groups, who are uniformly anti-Buganda. This letter by Sematimba, is good for demonstrating that, Mulondo, Nsibambi, Bukenya, Mulwaanyamuli, Katende, Sekandi and Tamale Mirundi were not the last to betray Buganda. More like Bwanika, Musisi and Lubega are coming, only they might even be worse than Muwanga. The only way out is independence for the Buganda Kingdom. Fortunately, the younger Baganda who are the majority seem to instinctively understand it and that is why they are 100% behind Kabaka Mutebi.&#8221;</p>

<p><em> RE: </em><strong><em><span style="text-decoration: underline;">INPUT ON THE IMPACT OF THE CLOSURE OF FMs AND THE WAY FORWARD.</span></em></strong><em></em></p>
<p><em>     Honorable minister, we discussed with Mr David Mafabi (office of the president) regarding the closed Radio stations, and i raised several issues with him which I present to you and may as well share with the powers that be at an appropriate time.</em></p>
<p><em> First, I wish to express my reservations for the Broadcasting council for not doing enough to forestall the mess in the electronic media especially the fm stations more so in view of what befell the country .</em></p>
<p><em>  As much as we have endeavored to set standards at Super fm, we have been let down by our competitors who either out of fear for positive competition or deliberately for failing fulfill the requisites of professional broadcasting.</em></p>
<p><em> With regard to the three closed stations, its my belief that the major protagonists are CBS and AKABOOZI while SUUBI FM is a nonentity in this jigsaw. It&#8217;s my conviction that you critically focus with CBS and AKABOOZI given their burgeoning presence in the FM industry.</em></p>
<p><em>Both FMs are a sister act especially with regard to violating the ethical code of conduct as per the press and journalist act 1995 and electronic media statute 1996 as well as the broadcasting council guidelines put in place for the electronic media to adhere to.</em></p>
<p><em> We at Super FM can use this time of relative normalcy before the closed FM stations  are re-opened to fix the situation both on behalf of Government and the party as well as check on the activities of the broadcasting council on their part.</em></p>
<p><em>  <strong>Action Plan </strong></em></p>
<p><em>I request that through your office you create a special desk where you can identify NRM cadres who can ably articulate party/ Gov&#8217;t issues on the air waves. </em></p>
<p><em>If this is implemented, am ready to offer a weekly program preferably during the day in fulfillment of this mission.  This will help us mobilize.</em></p>
<p><em> Honorable, we are aware of the imposing status of these two stations and the expected new sense of belonging upon re-opening I think that there is a need to covertly reduce their influence in the industry.</em></p>
<p><em> The stations will re-open with a bang and every listener will naturally want to associate with them after all this time in suspension. Its against this that if  no advance counter measures are put in place the bubble will bust  and you might not achieve the goal of their closure.</em></p>
<p><em>  For instance you can do this by demanding that they unconditionally shuffle various presenters in unfamiliar programs, i.e. from presenters to newscasters and vice versa.</em></p>
<p><em>  By so doing, you can institute an &#8220;independent&#8221; survey to rate FM stations and am positive that  the programs will be rating low after some time or/ and even most of the presenters will be disenchanted by the new set up  and may end up thinking twice.</em></p>
<p><em>Through this scheme, we can make amends by promoting those stations that are on the same page with the system</em></p>
<p><em>(e.g Super FM) and by the time they re-organize it will be after months when we have steadily set off. </em></p>
<p><em>  Alternatively, like we discussed with Mr. Mafabi, we can sweet talk a couple of presenters and draw them to the realization of not risking their careers and instead switch to the operating radio such as Super FM.</em></p>
<p><em>Personally am targeting two from CBS FM and two from AKABOOZI. For the fact I know that the management of both stations cannot agree to sack their prized presenters for the sake of re-opening them because they form the basis of their popularity.</em></p>
<p><em> But I can assure you that if we cunningly implement snatching them away, it cannot take long before these presenters are beaten into line with what we want.</em></p>
<p><em>We has suggested with Mr. Mafabi and Tamale Mirundi that I make a presentation on the above issues so that I can give you a more practical picture on the way forward on this matter for the continuity.</em></p>

JB Walusimbi has told us that the 65 year Katikkiro of Buganda has is losing interest in position and could be looking for ways get out of the 4-year contract with the kingdom. The source, who is a member of the Katikkiro&#8217;s Magunda sub clan (ssiga) of the Ffumbe (civet cat) clan, said: &#8220;Since even before the Kayunga riots, Engineer Walusimbi has been facing pressures to leave the office from all sides, even our clan elders, or show more that he is loyal to the Kabaka. Even we his own brothers and sisters have been pressuring him in our own ways because he is shaming our whole clan. By the way, when he was appointed Katikkiro, many of us who are insiders tried to oppose because we knew his background but we were not properly consulted.&#8221;</p>
<p>Our source told us that since the Kayunga riots, it appears that Engineer JB Walusimbi has been rethinking his part time job as Katikkiro. She says: &#8220;First,  it looks like JB realized during the riots that Baganda youth might one of these days kill him or some of his 6 children because of the image that he is on Museveni&#8217;s side. As a person, he wants to be Katikkiro but it is impossible for him when he is much closer  to Gilbert Bukenya and Museveni than he is to Kabaka Mutebi. And the way that Baganda youths are attacking him, is giving him high blood pressure. That is why he is really losing interest, because no one trusts him. Not even most of us members of his Magunda ssiga.&#8221;</p>
<p>Many Baganda were incensed with the statement that Katikkiro Walusimbi issued after the &#8220;gun on your head&#8221; Kabaka Mutebi was forced to have with Uganda warlord, Yoweri Museveni on September 30, 2009 (see &#8220;<a href="http://www.bugandapost.com/main/archives/522" target="_blank">Katikkiro JB Walusimbi Praises Gunpoint Meeting Between Kabaka and Museveni</a>&#8220;).  Since then, Katikkiro Walusimbi, has all but abandoned making pro-Buganda public statements or associating himself with the hundreds of Baganda who were murdered or continue to be arrested and tortured by the NRM government. The Katikkiro is even low key on the arrests and continuing harassment of Kabaka&#8217;s officials by Museveni&#8217;s security forces. He reportedly avoided assisting Kabaka&#8217;s official ,Betty Nambooze, with her medical problems, for fear of annoying Museveni who hates her.  According to local press reports, Kabaka Mutebi was forced to personally get involved in Nambooze&#8217;s case, working through other obedient ministers to provide her with much needed medical care.</p>
<p>If it is true that Engineer Walusimbi is losing interest his position as Katikkiro, there is evidence that he could be developing a new interest. Over the last two weeks, Katikkiro Walusimbi&#8217;s high profile engagements were closing the Uganda Manufacturers Association (UMA) trade show and presiding over the Rotary Club announcement of free medical operations program for the poor. At the UMA event, Owek. Walusimbi surprised many in the audience when he promised that Buganda would never reclaim the 9,000 square miles from its illegal occupiers but only partner with them to generate income from the land. The subject of how the 9,000 miles would be administered has never been discussed by the Buganda Lukiiko. Many of Engineer Walusimbi&#8217;s critics are also upset that this &#8220;Kabaka ow&#8217;ebweeru&#8221; was giving attention to Rotary Club medical operations instead of putting priority on getting Betty Nambooze the urgent surgery she needs.</p>

Emmanuel Sendaula" width="199" height="189" /></a>Some British Baganda are angry at Deputy Katikkiro, Emmanuel Sendaula, and Kabaka&#8217;s representative in UK, Nsambu Musisi, for asking them (the Baganda) to keep quiet at a time when their Kabaka and nation are under a state of occupation by the NRM government.</p>
<p>In a Luganda letter that was addressed to all Kabaka&#8217;s representatives overseas, Owek. Sendaula indicates that the Kabaka&#8217;s representative had been informed in the past that, earlier, the Buganda government passed a resolution that Kabaka and the Ugandan warlord, Museveni, should meet. He adds that the meeting which took place has improved the communication between the two sides. He states that the two sides exchanged documents based on which negotiations were to take place; the Katikkiro would inform Kabaka&#8217;s representative in due course.</p>
<p>The Deputy Katikkiro&#8217;s letter includes no references to ordinary Baganda except when he asks Kabaka&#8217;s representative to tell the Baganda in their areas to be  &#8220;very calm&#8221;. Owek. Sendaula provides not information at all to his audience to pass over to Baganda in their area. His letter does not include any reference to the 30 Baganda who were massacred by the NRM occupation government, the hundreds who were injured and the nearly 1,000 who have been arrested and tortured over the last two weeks. The Deputy Katikkiro&#8217;s letter is dated Monday October 15, 2009, only 2 days after Kabaka&#8217;s minister, Lubega Sseggona, was arrested by Museveni. However it does not mention the plight of Ssegona. Even most important, the Deputy Katikkiro letter saying nothing about the health and general well being of Ssabasajja Kabaka, who all Baganda know has endured tough and stressful times since the NRM occupation power barred him from going to Bugerere and started murdering his subjects.</p>
<p>Also significant is that, in his letter, Owek. Sendaula never mentions ordinary Baganda who live the Diaspora. He never acknowledges the allegiance they have shown to the Kabaka and Buganda with their demonstrations and other actions. He only refers to these loyal subjects when he says, &#8220;You, the representatives of Ssabasajja outside Uganda should encourage the people you lead to be very calm to give a chance to the negotiations that have started between the Uganda government and Buganda Kingdom, which aim to address Buganda&#8217;s open issues.&#8221;</p>
<p>In his letter to UK Baganda, Kabaka&#8217;s representative Nsambu Musisi also skipped any acknowledgement what UK Baganda have done to show the loyalty they have to Buganda or the Kabaka. And he amplifies Owek. Sendaula&#8217;s letter, telling Kabaka&#8217;s subjects in UK: &#8220;It is best that any planned demonstrations in Britain be postponed.&#8221;</p>
<p>One of our sources in London reported that many Baganda in UK are incensed at the condescending attitude of  Owek. Sendaula and Mr. Nsambu Musisi. The situation is further complicated by the fact that Mr. Musisi has popularity issues with most UK Baganda who feel that he was imposed on them by Katikkiro Mulwanyaamuli. According to our source: &#8220;Baganda here in London believe that blood of Baganda shed by Museveni only a week ago and the ongoing torture of hundreds of his subjects are most important to Kabaka Mutebi. But that a few cowardly and greedy individuals are helping Museveni to isolate Kabaka from his subjects by making him appear more interested in CBS Radio money or the firing of Tamale Mirundi.&#8221;</p>
<p>Another source, who is a computer engineer and Nkoba za Mbogo veteran went as far as challenging Deputy Katikkiro Sendaula and Mmengo to explain why they are eager to sell a Buganda&#8217;s which has survived nearly 1,000 years to a man whose true identity is questionable. He said: &#8220;First Walusimbi, Sendaula and a few money angry Mmengo personalities were used by Museveni to trick Kabaka into becoming a negotiator. That was an effort to break the centuries old custom, ‘<em>Kabaka tateesa</em>&#8216;. Now they are trying to get a short term, short sighted, secret Regional Tier deal with Museveni based on getting quick CBS Radio and bribe money, to protect their personal interests. That is why they don&#8217;t even care about the Baganda blood that was spilt, those in prison or even bad image Kabaka Mutebi may get among his subjects.</p>
<p>&#8220;Anyway, they cannot stop us from resisting Buganda&#8217;s occupiers and protecting out Kabaka and national interests. The only reason that Museveni is even learnt to dress up, walk as if his feet are OK and behave like a civilized person in front of the Kabaka last Wednesday, is because he and his fellow Balaalo were panicked by the demonstrations September 10-11, 2009. The demonstrators in Buganda, London, New York, Boston and elsewhere showed the Ugandan NRM war lords that Buganda has a backbone. It makes common sense that Baganda must only increase demonstrations if they want to make it clear to Museveni and his NRM occupiers that they have no future without agreeing to all Buganda&#8217;s demands. <em>Akeenda</em>, return of all our properties, payment of arrears and Federo.  These demands are well known by all Ugandans, so why would our demonstrations against the murder and senseless arrest and torture of Baganda change anything?&#8221;</p>
<p>When contacted for a comment on this story, our New York based Buganda analyst had this to say: &#8220;I think Owek. JB Walusimbi and his supporters in Mmengo have made a terrible mistake of sacrificing Nambooze, Sseggona, Mpuuga and other so called Mmengo radicals to appease Museveni, Bukenya and the businessmen in Mmengo. I suspect that if Walusimbi continues on this path then he (Walusimbi) will have no influence at all when the next major demonstrations by Baganda happens, because the demonstrators might be looking for his head. It is like the children making an alarm (<em>okukuba enduulu</em>) when they see a robber running way with family property. Suppose the robber panics and starts to appear cornered. I think that even a 6-year old would smell something fishy if the father comes out of hiding, doesn&#8217;t show concern about the children killed or kidnapped by the robber and tells the whole family to keep quite, so neighbors don&#8217;t come as he secretly negotiates with the robber.&#8221;</p>

Kale Kayihura" src="http://www.bugandapost.com/main/wp-content/uploads/2008/08/6.jpg" alt="" width="300" height="180" /></a>Uganda police sources indicate that the number of people who have been arrested in connection with the Kayunga demonstrations is has now grown to over 1,000 and rouge officers and magistrates are making quick money. In the first 5 days after the disturbances where the NRM police and army shot dead 30 Baganda, about 600 people were arrested. Since then, the police has continued to arrest more Baganda, claiming that they are looking for ringleaders and other participants in what they (the police) claim to be public violence and terrorist activities.</p>
<p>Baganda sources within Museveni&#8217;s  police force have informed us that the primary reasons why so many people are being arrested are politics and money.  One source told us: &#8220;These arrests were ordered from the very top for political reasons. They provide a chance for the NRM to shut up its loudest opponents in Mmengo and the opposition parties, especially DP.  It is one way to put make it difficult for the opposition to start organizing themselves for the 2011 campaigns. The majority are arrested not because of evidence that they did anything but because they used to talk a lot against the NRM government on radio stations. So many of them are Baganda DP or FDC campaigners. In some cases the evidence is manufactured using tips from Banyankore, Bakiga and other non-Baganda who are NRM moles in the opposition parties.&#8221;</p>
<p>Another Muganda veteran police officer told our investigator that money is also a big reason why the arrests are growing. The office explained: &#8220;As you may expect, when an innocent Muganda is arrested on allegations of inciting violence, his or her family will normally be desperate to have him freed on bail. The arresting officers and the magistrate make some quick money by charging the desperate family anywhere between Shs 150,000 and Shs 400,000 (US$74 to $198) depending on situation. They eat the money and in the books they write that the suspect has been freed on a ‘no cash&#8217; police bond. In law this is called extortion and I know that top people in the police force know that it is going on or may even be supporting it.&#8221;</p>
<p>The Uganda police force is commanded by Kalyekezi Kayihura, a Rwanda national who came to Uganda as a refugee and joined Uganda police where Mr. Museveni quickly rose him to the rank of General.</p>

			<content:encoded><![CDATA[<p>A radical Baganda nationalist organization has warned president Museveni of Uganda about his plans to force Kabaka Mutebi of Buganda to meet him (Museveni).</p>
<p>According to a statement issued by Asumani Balwaana Kaama, the spokesman for Union of Councils for Gwanga Mujje, &#8220;Ssabasajja Kabaka Ronald Muwenda Mutebi II, the 36th Kabaka of the Buganda nation, is the symbol of our being, our culture and our pride. He is however NOT our servant or spokesperson and CANNOT negotiate anything on Obuganda&#8217;s behalf. The religious leaders who are supposed to be in the Kabaka&#8217;s entourage are also neither honorable nor competent to represent Obuganda. They are not authorized to represent or speak for Buganda&#8217;s interests at this meeting.&#8221;</p>
<p>The Union of Councils for Gwanga Mujje statement is reproduced below:</p>
<p align="center"><em><strong>WARNING TO DICTATOR MUSEVENI ABOUT SSAABASAJJA<br />
&#8220;NO ONE SPEAKS IN BUGANDA&#8217;S NAME WITHOUT THE DIRECT AUTHORITY FROM OBUGANDA&#8221;</strong></em></p>
<p><em>The Union of Councils for Ggwanga Mujje would like to express and as well convey its profound and heartfelt sympathies to families that lost loved ones, Obuganda and all Ugandans during the September 09 public demonstrations in Kampala.</em></p>
<p><em>We acknowledge that Buganda is presently under occupation, just like Northern Uganda has been over the past 20 years. However, Dictator Museveni and his henchmen will be held personally responsible for these crimes against humanity at an appropriate time in the near future.</em></p>
<p><em>In a futile and cowardly show of strength, Dictator Museveni is forcing a meeting with His Majesty, Ssaabasajja the Kabaka of Buganda in an effort to claim some bizarre dark victory in the current standoff.</em></p>
<p><em>Dictator Museveni is praying and hoping on forcing concessions that will be of detriment to the Kingdom of Buganda from His Majesty the Kabaka.</em></p>
<p><em>In the absence of CBS Radio, and in an environment dominated by pro NRMO media, the Dictator wants to use the occasion of the face to face meeting to make some kind of rapprochements on dense ideas such the <strong>Regional Tier</strong> and other nonsensical projects like the <strong>Land Bill</strong>, <strong>Extension of Kampala</strong>, an <strong>Elected Katikkiro</strong>, the Creation of <strong>Saaba&#8230; this</strong> and <strong>Saaba&#8230; that</strong>, within Buganda.</em></p>
<p><em>Thereafter, the Dictator will want to claim that the Kabaka will work directly under his orders from now on.</em></p>
<p><em><strong>Warning to the Dictator</strong></em></p>
<p><em>The Union of Councils for Ggwanga Mujje would like to warn Dictator Yosweri Tibahurwa, Kayibanda Museveni, that if he goes ahead with this futile meeting, the Obuganda will not accept or be bound by whatever agreements he will come up with.</em></p>
<p><em>His Majesty, Ssaabasajja Kabaka Ronald Muwenda Mutebi II, the 36th Kabaka of the Buganda nation, is the symbol of our being, our culture and our pride. He is however NOT our servant or spokesperson and CANNOT negotiate anything on Obuganda&#8217;s behalf. The religious leaders who are supposed to be in the Kabaka&#8217;s entourage are also neither honourable nor competent to represent Obuganda. <p><em>Obuganda will therefore not recognise or accept whatever concoction this meeting might achieve.</em></p>
<p><em>Any further attempts by Dictator Museveni to compromise or denigrate Ssaabasajja Kabaka or the institution he represents will result in a quick and effective uprising never seen before in the Great Lakes region which will finally rid Uganda of a Dictator with questionable and poor breeding.</em></p>
<p><em>The Union of Councils for Ggwanga Mujje would like to graciously and humbly remind Ssaabasajja Kabaka Mutebi to ensure that he does NOT smile or shake hands with Dictator Museveni , or sit anywhere within 5 feet from him, EVER.</em></p>
<p><em>We know for a fact that Dictator Museveni‘s intention is to bewitch His Majesty, Ssaabasajja Kabaka and take his influence and powers so that he can rule Uganda forever. Dictator Museveni obtained Juju (fetishes) from Cameroon which required him to sacrifice at least 50 adolescent virgins (school fires, Buddo etc) and the final act of this ritual is a face to face meet with Ssaabasajja Kabaka and shake his hand. That is why Dictator Museveni has been so pissed off and lamenting about the Ssaabasajja not taking his calls for over two years.</em></p>
<p><em>If His Majesty the Kabaka decides to meet the Dictator, whatever takes place must not compromise the dignity or undermine Ssaabasajja&#8217;s authority among his subjects.</em></p>
