On October 29, 2009 Ibrahim Ssemujju Nganda, one of the most prominent pro-Buganda journalists in Uganda announced that he had joined FDC. Prior to the announcement, Mr. Ssemujju was known to be relatively independent of Ugandan political parties although he showed sympathy for FDC and JEEMA and openly opposed the NRM. Our son Ssemujju, we were shocked to hear that you officially announced that you are FDC and will now take your orders from the Muhororo Mukiga Kiiza Besigye his Mulaalo ‘katula kebisse buka’ (‘sweet looking bitter pill’) Winnie.  Although I don’t know who to read English, I have been very proud of what you write because the young people here translate well for me. And before the mad man closed our radio station, I would never miss listening to you on the “Kiriza Oba Gaana” (”Take It Or Leave It”) program. You have left both me and my wife in a very bad situation because we were confident that you are an intelligent man who knows the history of Buganda. And that you know that foreigner, from the time of the British with Muteesa I to Museveni with Mutebi, are always fighting to take Buganda off the map. That Mukiga will also use you like condoms and afterwards throw you away in trash. Do you really think that when it comes to discussing sensitive FDC matters Besigye or Winnie Byanyima will do it in the presence of a Ngo clan member Ssemujju?

Son, the dirty part of an elder’s eye is what sees. That is why I am begging you to rethink your decision and go slow with these foreigners. Really, what is the big difference you expect between Museveni and Besigye? Son, think about it, if Besigye wins as you believe, who is going to get all the important jobs? In case you don’t know, let me tell you that Bakiga will eat more but, overall, everything will stay with the westerners. On Buganda issues, he will simply deny having signed any agreements as Museveni has done. Because, if Baganda get the 1962 Federo plus the 9,000 square miles they may develop very fast. No foreigner in Uganda, whether Mukiga, Langi, Munyoro or Musoga would allow it. Even if a Muganda like Haji Nasser Ssebagala wins, he will not allow it.

All along, we were sure that your heart is with Buganda and Ssabasajja Kabaka. Son, were we misled? That is because, though both of us are Muslims, we know that running to marry a second wife when you have money problems and your first wife is sick, is ridiculous. It pains us that up to now you had a clear agenda so that even if the NRM people gave you problems, the reasons would be clear. Now, what is you agenda except to praise and promote Besigye? And if they inject you with funny chemicals, will it be for Bakiga and Balaalo?

We shall pray to God to give you peace and, if possible, to open your eyes so you can understand that Uganda politics is a case of ‘lubaale mubbe’ (”the bag is empty”). These people, including Besigye, are all of one family and they came to ransack Buganda. Even when the fight over FDC or NRM politics, don’t get too involved because  ‘ab’oluganda bita, bwebikonagana tebyatika’ (”brothers are like wine gourds, when they knock each other they never break.”)

Kabaka’s Subjects Test NRM Occupation Government In Its Own Courts

Kabaka in crowdFour loyal subjects of Kabaka Muwenda Mutebi of Buganda have taken the NRM Buganda occupation government to its own constitutional court, requesting the jurists to rule the blocking of the Kabaka’s visit to Bugerere county unconstitutional. The petitioners are Omutaka Edward Kamya Lugonvu who is the Katikkiro of Mamba clan, Omutaka Dr Adam Kimala, also an elder in the Mamba clan together with Charles Ssenkungu Walugendo and Ms Sayida Najjuka who are both residents of Bugerere county (Bagerere).

On behalf of the their clients Balikuddembe and Co Advocates and Godfrey Lule Legal Consultants, petitioned the Uganda constitutional court to rule that in barring the Kabaka and his Katikkiro Eng. John Baptist Walusimbi from visiting Kayunga in Bugerere County on September 12, the government contravened various provisions of the Constitution, including Article 21 which outlaws discriminatory acts.

Dr. Adam Kimala is a leading Muganda conservative intellectual. He and his lawyer, Godfrey Lule, were among the closest supporters and advisors to former Katikkiro Daniel Muliika as he (Muliika) taught Mmengo and Buganda how to “wake up” and resist the occupation.

Omulongo Kamya submitted an affidavit t stating that, among other things, while the Baganda, including those in the Diaspora are not compelled to pay allegiance to the Kabaka in any way, loyalty is rendered on their “own free will” and to prevent the kingdom’s people from associating in their diverse cultural norms “violates” their constitutional right to freedom of association.

The Attorney General of the NRM occupation government, Kiddu Makubuya, has up to 14 days within which to formally respond to the petition.

The current Uganda constitution was enacted in 1995 against the wishes of Baganda, the most influential and wealthiest of Uganda’s many ethnic groups. According to the Odoki Commission which surveyed Ugandans for input into the  new constitution, 90% of Buganda residents demanded federal form of government.  However, with support from Norway, Denmark and Sweden, Museveni’s NRM froced an arbitrary “decentralization form of government” into the constitution . Despite heavy promotion by Museveni co-conspirator at the time, Jaberi Bidandi Ssali, Baganda rejected Museveni’s decentralization and immediately started to agitate for the federal (federo) constitution. It is the 10 years of Buganda agitation for federo and Museveni’s brutal response that led to the huge demonstrations of September 10-11, 2009 and Museveni’s massacre of 30 Baganda. Over 65% of Uganda’s armed forces are now stationed in Buganda, 20% of the size, which puts the kingdom under armed occupation by the NRM government and its Banyankore, Bakiga, Banyarwanda and other collaborators.

Uganda Police Arresting Innocent Baganda To Make Quick Money

Uganda police sources indicate that the number of people who have been arrested in connection with the Kayunga demonstrations is has now grown to over 1,000 and rouge officers and magistrates are making quick money. In the first 5 days after the disturbances where the NRM police and army shot dead 30 Baganda, about 600 people were arrested. Since then, the police has continued to arrest more Baganda, claiming that they are looking for ringleaders and other participants in what they (the police) claim to be public violence and terrorist activities.

Baganda sources within Museveni’s  police force have informed us that the primary reasons why so many people are being arrested are politics and money.  One source told us: “These arrests were ordered from the very top for political reasons. They provide a chance for the NRM to shut up its loudest opponents in Mmengo and the opposition parties, especially DP.  It is one way to put make it difficult for the opposition to start organizing themselves for the 2011 campaigns. The majority are arrested not because of evidence that they did anything but because they used to talk a lot against the NRM government on radio stations. So many of them are Baganda DP or FDC campaigners. In some cases the evidence is manufactured using tips from Banyankore, Bakiga and other non-Baganda who are NRM moles in the opposition parties.”

Another Muganda veteran police officer told our investigator that money is also a big reason why the arrests are growing. The office explained: “As you may expect, when an innocent Muganda is arrested on allegations of inciting violence, his or her family will normally be desperate to have him freed on bail. The arresting officers and the magistrate make some quick money by charging the desperate family anywhere between Shs 150,000 and Shs 400,000 (US$74 to $198) depending on situation. They eat the money and in the books they write that the suspect has been freed on a ‘no cash’ police bond. In law this is called extortion and I know that top people in the police force know that it is going on or may even be supporting it.”

The Uganda police force is commanded by Kalyekezi Kayihura, a Rwanda national who came to Uganda as a refugee and joined Uganda police where Mr. Museveni quickly rose him to the rank of General.

USA Baganda Demonstrations Set for Boston NRM Gala

NRM Kisekka BeatingsUganda’s ruling political party, the NRM, which is also Buganda’s occupation force, is planning to hold its 2009 gala in Boston on Saturday September 27, 2009. And an estimated 500 to 1,000 Baganda from the North East United States are expected to be there to demonstrate against the occupation of Buganda, the restrictions place on their Kabaka and the state of emergency conditions that have been imposed in Buganda. On the receiving end will be an estimated 50-100 of what the Baganda demonstrators call loyal members of the murderous NRM party and their collaborators.

As we reported yesterday though, barring a last minute change on Friday, the NRM master, president Yoweri Museveni of Uganda is expected cancelled his attendance at the NRM Gala after enduring an unpleasant time at the UN general assembly (see, “Kabaka, Obama, Foot Pain, and Baganda Demos Force Museveni To Leave USA“). At the time of posting this story, we had not confirmed if the Uganda warlord had left the USA. According to our sources in both New Jersey and Boston, the Baganda demonstrators do not care whether Museveni is present or not. They believe that they will still achieve their goals.

One source sent us an email which said that: “Our goals are simple. One, to send a message to the Munyarwanda that he triggered the beginning of his end when he touched Magulu Nyondo, Nyanja Temanyiirwa, Musota. There is no going back for him and his collaborators; he may win small battles like closing CBS but he lost the war the day he publically told Ssabasajja what to do and not to do. Goal number two is to maintain our campaign against the genocidal NRM Buganda occupiers and collaborator. We are tired and very angry and the Kalembas and Kalemas of this world will, with time, find out how dumb it is sell one’s soul to a crook for a few pieces of silver.”

The NRM Gala, mostly funded by the Uganda embassy in Washington DC, will be held at the Marriott Copley Place Hotel, downtown Boston, Massachusetts, USA. The address is 110 Huntington Avenue, Boston MA 02116. The organizing committee includes only Banyankore/Bakiga and Baganda as follows:

Alleged Baganda Insurgency In Buddu County Could Be Linked To Uganda Government

Masaka MapThere are signs that a still unknown group could be getting training and carrying out terror operations in Buddu county, reportedly in demand for Buganda Federo.  Since January 2009, the group has harassed or killed over 50 people around Kyanamukaaka, Kyesiiga, Kiziba, Mutondo, Bisanje and surrounding areas in Kabaka’s Buddu county.  According to local residents, the group previously dropped leaflets in the area warning area MP and Museveni confidant, Edward Sekandi, to resign as MP and speaker of parliament if he cannot support Federo for Buganda. According to reports, the victims tend to be either Banyankore or Banyarwanda, even though some use Kiganda names.

The affected areas are generally along the Masaka to Mutukula road.  Since 2006, these areas have reportedly seen an influx of money, believed to be from either Uganda government or Rwandese sources, to enable Banyarwanda to buy huge pieces of local land. In mid 2008, violence broke out when a Rwandese national bought 1.5 square miles of settled land from a Muganda and started evicting Baganda bibanja (plot) holders, making them homeless. There is a high level of frustration and anger among Baganda, especially unemployed youths, about what they see as neglect and victimization by Mr. Museveni’s government in favor of foreigners.

Both the commander of Uganda police, Kale Kayihura, himself a Munyarwanda, and Edward Sekandi, the area MP, told the government New Vision newspaper on July 10, 2009 that the night killings are the work of criminal thugs. However, neither of them could explain why in many cases the killers, who mostly use machetes (pangas) leave behind easy to carry expensive property.

According to a source close to Mr. Museveni’s state house, the president first received intelligence reports over 1 year ago that Baganda might start an insurgency against government.  The source claimed: “Except if he is pretending and it is his own terror operation, president Museveni seems to be confused about how to face Baganda armed groups on Buganda territory. Given the extreme levels of corruption in the security organizations the intelligence reaching the President, especially about the loyalty of Baganda NRMs is often faulty and misleading. For example, it appears that many local Baganda in Masaka have a lot of information, which they are not sharing with the local DISO or police because they strongly disagree with Museveni on land and Kabaka issues. Some of these NRM officials are the ones who call Mambo Baado on CBS Radio and say, ‘Tukooye abasajja!’ (‘We are fed up with these people!’). Others also feel that Museveni is going and they now want to keep their distance”.

A  New York based Muganda analyst and thought leader thinks that Baganda need more information before getting excited about this so called Baganda insurgency for Federo. He explained: “First, the tactic of terrorizing civilians in the area which is supposed to benefits from a new war has Museveni’s fingerprints all over. Many Luwero veterans have publicly admitted that the NRA used staged ‘Obote murders’ in Bulemeezi and north Kyadondo to recruit unsuspecting relatives to fight for Museveni. Therefore, I would not be shocked if this is an NRM group created to terrorize Baganda in Buddu and to trap potential volunteers. But even if it is not Museveni, one still has to ask if this could not be Acholis, Rwandese or anti-Museveni Balaalo trying to once again ‘use’ Baganda as stepping stones.”

The analyst added: “Remember that in 1995 Museveni started a policy of cutting down all forests in Buganda, even Mabira. The job to carry out the policy was assigned to Bakiga to be supervised by Kahinda Otafiire and Salim Saleh. Most Ugandans mistakenly believed that the objective was just to make money from timber. Yes, Kahinda Otafiire, Saleh and even Mrs. Janet Museveni made millions of dollars from timber but to Yoweri Museveni, the key thing was to wipe out all possible training grounds for anti-NRM forces in Buganda. Why did Museveni leave the forests in southern Buddu untouched? If he did it intentionally for future covert operations or as a possible escape route, then there is a 75% chance that the Buddu insurgency is a Museveni ‘kiwaani’ (fake) to terrorize Baganda and trap his potential enemies. If it is not, we will find out soon enough.”

Peter Sematimba Wins Tainted Elections With 9% of Registered Voters

On May 21, 2009 former Los Angeles, California, resident and now owner of Radio Star, NRM candidate Peter Sematimba was declared the new LCIII chairman for Rubaga after a bitter election fight marred by massive irregularities. Even the Uganda government mouthpiece, the New Vision, on May 22, 2009 reported the results under the heading “Rubaga LC3 polls marred by rigging”.  Sematimba, who moonlights as a church pastor, won with 15,799 votes. The votes which Sematimba received represent 47% of the 33,314 cast in the elections, but only  9.3% of the 170,557 voters on the Uganda Electoral Commission roll of registered voters in Rubaga. According to NRM sources, more than 900 party activists were paid to irregularly vote in Rubaga. Also, over 2,000 pre-marked ballots were successfully stuffed into boxes across the 250 polling stations. Still, the total votes, including the irregular ones, represented a voter turn-out of only 19%.

While Peter Sematimba and most of his NRM supporters are celebrating his official victory, some political analysts think that this election is evidence that President Museveni and his NRM dominated brand of democracy could be rapidly collapsing. One New York based Muganda analyst, who requested that we withold his name, told us in a phone conversation: “Museveni, Nsibambi, Amama Mbabazi, Nakabirwa, Mrs. Museveni and so many other NRM heavyweights supported Sematimba. Then Peter blanketed Rubaga with constant campaign messages on his own radio station. Add on the fact that NRM people paid voters, ferried in illegal voters and stuffed the ballot boxes with thousands of votes. After all that, failing to get a turn-out over 30% in Rubaga is a clear message that the people of are fed up with Musevenism and are thirsting for something else.

“My contacts in FDC admit that many of those who kept away are former FDC Baganda who were convinced by Kamya that Ssebugwaawo was being used by Bakiga who were as anti-Buganda as Museveni’s regime.  FDC is dead in Buganda! Others were turned off by the leadership vacuum in DP and fairly good evidence that Mr. Museveni was funding the DP candidate (Makumbi) through ex-convict and Kampala mayor Haj. Nasser Sebagala. The bottom line is that Museveni and his people should now know that only about 5% of the people in Rubaga were genuinely convinced by Sematimba, Museveni, Nsibambi, Amama Mbabazi and other NRM big wigs to go vote for Sematimba. And at least 70% of the registered voters in Rubaga are opposed to or fed up with the Museveni circus. But that situation is much worse for NRM when it comes to Baganda, especially the militant youths below 25 years. So, if Sematimba or Museveni think that NRM won big in Rubaga, Baganda nationalists should be happy because it is better to have a stupid enemy than a smart one.”

The runner-up to Sematimba was Moses Makumbi of the Democratic Party (DP) who got 9,807 votes (29 percent), followed by Joyce Ssebugwaawo of FDC (15%) and four lesser candidates receiving less than 10% each. Makumbi conceded defeat and congratulated Sematimba quickly after the results were announced, leading to speculation in some DP circles that he was paid something to legitimize Sematimba as soon as possible. On the other hand, according to FDC sources, Joyce Sebugwaawo intends to challenge the elections results in court citing massive fraud by NRM activists with the Uganda Electoral Commission looking the other way.

Moses Musana: Abakenyi, Buganda Future, Appeal to Katikkiro

Dear BP,

I wish to tell my fell Baganda about my people and our concern about our future.  I am one of the Baganda group called Abakenyi or Abakeni. A long time ago our Baganda ancestors run away to Bugerere, Busoga and Teso because of problems with the Kabaka at that time. Over the last 10 years our elders are working to bring us back into the Baganda community and some progress has happened but not enough. But for  most of us our future is best back in Buganda because we are Baganda. That is why we are worried about the future of Buganda, because it should be our future too.

One reason why President Museveni manages to create division in Baganda is that when he bribes Banyala or Baluuli leaders to demand separation from Buganda, the Katikkiro and his government only quarrel and complain. But they should do research and show that staying in Buganda is much better. Here in Bugerere Banyala are not the majority and most even prefer to be part of Buganda. But the people in Mengo are not willing or able to get these facts and use them in public relations. They think that strengthening Baganda is taking Museveni money and giving people hoes and seeds. They don’t realize that Museveni wants them to stay on hoes and seeds while he settles Banyankore, Banyarwanda and Sudanese in places like Bugerere. When Katikiro Walusimbi brings Kabaka Mutebi to Bugerere to give out hoes and seeds, it is possible that more of Museveni’s Sudanese will get the items than Baganda (Banyala and Bakenyi included) because of local LC and police connections. Banyankore, Bakiga or Banyarwanda control most  police posts in Buganda and share bribes with local LCs.

I appeal to Katikiro Walusimbi to look in his heart and start working for the true Buganda. The true Buganda are the Baganda communities who are 95% very poor and being terrorized by Mr. Museveni’s policies on corruption, money laundering, land grabbing and giving nearly all local security control in Buganda to people from the West.  Katikiro, you should embrace all Buganda’s native communities like Banyala, Baruli, Bakenyi, Bavuma, etc. and use them as key members of  Buganda. You should also make clear what long-term future Mengo is working on for Buganda, so that all of us can know what to expect which is not Museveni’s “Buganda becomes Central Region and Kabaka Goes” future. Right now, the future you talk is only 3 months long – the next harvest of beans from the seeds Kabaka is giving out in the Omumuli program.  If the rains do not come and the beans die, what happens next? Are we not talking about who will get the feet of our cow when we kill it while thieves are running away with the whole animal?

Badru Kazibwe: Thanks and Praying for Buganda

Dear Sir/Madam,

I want to thank you very much for making the chance for Baganda to say what they feel without censuring. The English and Luganda newspapers is Uganda today will never print a letter from if it deeply talks about what Baganda must do to become free. They only allow letters praising Museveni or making the usual weak complaining about land, 2011 elections and federo. 

I pray that many Baganda will use the chance to tell everyone about the way Museveni and his people have robbed our country Buganda which now has nothing. Also, that you will be able to have Kabaka Mutebi and Owek. Walusimbi to read these letters and know live what is really going on with Baganda.

Beti Kamya Announces Her Uganda Federal Alliance

Beti Olive Kamya, Uganda’s MP for Lubaga North, used an opinion piece in The Monitor newspaper of April 27, 2009 to announce her new political organization, known as the Uganda Federal Alliance (UFA). Ms. Kamya’s opinion piece is titled “Make Moroto the administrative seat of government” and, on first reading, it may not appear to be related to announcing any political organization. It is too early to tell if  ordinary Baganda, her core constituency, will quickly and widely understand the intrigue rich message and style in Ms. Kamya’s announcement.  

Since November 2008 Beti has been leading a growing “Buganda first” campaign, educating Baganda about their political rights and the need to resist manipulation by existing Uganda political parties, including her own Forum for Democratic Change (FDC). In process, Ms. Kamya has engaged in tough verbal wars with the FDC’s Bakiga most powerful leaders, resulting in a near-collapse of FDC support in Buganda.

In announcing the UFA signaled that she will probably never run for a political office under the FDC flag. How her announcement shade little light on the UFA itself. She did not say whether the organization will focus on Buganda’s rights, as she has done herself for more than 6 months, or whether it would emphasize the federal system. She left out details about the overall political agenda of the UFA, only saying that her organization “will advocate for the use of one stone to kill seven birds – by an Act of Parliament, to shift the administrative seat of government from Kampala to Moroto”.

NRM Determined to Extinguish Ttabamiruka ’09 at November 9th Meeting

Moses KalembaSources close to the Uganda North American Association (UNAA) Vice President, Moses Kalemba, tell this reporter that NRM operatives have a plot to derail Ttabamiruka ’09 during the next Ggawangamujje Boston general meeting. The meeting is to be held on November 9, 2008, and according to our sources in Boston, the strategy that Kalemba and Bukenya emphasize first changing the Ttabamiruka date from September to May. Bukenya is a diehard NRM who, like Kalemba, takes the view that Baganda events like Ttabamiruka must not become an alternative to their UNAA Convention. However, they support similar conferences by Basoga, Bakiga, Bamasaba, Acholis and other nationalities.

According to the sources, the Kalemba/Bukenya team scored first when they bulldozed a clearly weak Ggwangamujje Executive to agree that changing of the Ttabamiruka ’09 date to May or July be put to a vote in a general meeting. And now they are engaged in a well funded intense ground campaign (“kakuyege”) to get very many of their supporters to the November 9, 2008 meeting and vote for the date change they want.  Apparently, they are confident that, once the date is changed to May 2009, there simply will not be enough time for the Ggwangamujje Executive to organize a serious Ttabamiruka. So, in short order the powerful Baganda conference which shook Museveni in 2007 and 2008 will be dead.

Members of the Ggwangamujje Boston Executive include Reverend Nakabaale (President), NRM’s Bukenya (Vice President), Prof. Lugira, Kato Kajubi, Samalie Kajubi, Ssali, Mark Kizza, Mayanja and Dan Nvule. Historically, the Boston chapter of Ggwangamujje has suffered from NRM manipulation, placing a cloud of doubt over the overall loyalty of Boston Baganda to their Kabaka and nation. The immediate past president of Ggwangamujje Boston is Abdul Kimbugwe who simultaneously held that position with Chairmanship of UNAA. Kimbugwe was later widely reported to be an ISO operative who was later recalled by State House and given a consultant job in Uganda Revenue Authority. All evidence so far is that Reverend Nakabaale and a few others on his Executive may be committed to the Buganda cause but they simply don’t have the experience and organizational skills to fight off the NRM.

Bukenya is Vice President of Ggwangamujje Boston but also, together with Kalemba,  one of the UNAA Convention organizers.  He is one of the NRMs strongest activists and has on many occasions spoken against Ttabamiruka. He has never attended a Ttabamiruka conference but was one of the key organizers of the UNAA convention in Florida. Moses Kalemba is Vice President of UNAA and a well known opponent of Ttabamiruka. This reporter has reliably learnt that Moses Kalemba is a Muganda or Mmamba but opposed to Baganda only affairs.

On September 25, 2008, Buganda Post broke the story that Boston Baganda were  threatening to report, directly to Kabaka Mutebi that NRM activists in the USA who had accepted money from Kampala were plotting to sabotage the next Ttabamiruka conference.  This reporter kindly requests all those who will attend the November 9, 2008, Ggwangamujje general meeting to send your observation to info@bugandapost.com.
