Nkulamusizza nnyabo. I hope you and the muzzukulu are all doing fine. We are also doing fine and somewhat engrossed in the presidential campaign. I hope you get a chance to see a good amount of it on CNN too. Eh, your tall boyfriend BO seems to be getting even better as his opponent keeps acting more and more erratically.
When it comes to Buganda issues, Maama the situation is totally depressing. I am amazed how you and other serious people get through the day in Buganda today. Because for me I am totally fed up with the arrogance of these crooks who have stripped Buganda naked. How on earth can a man like Muhweezi who was caught with his hand in the jar on GAVI funds be in the forefront of catching another thief, Mbabazi?
And how stupid does Mbabazi think we are to tell us that the real issue for us to worry about is not his corruption but unfair persecution native Bakiga by Muhweezi, a Muhororo Mukiga? The same Mbabazi does not even see that there is anything peculiar in the fact that he, Mutebire (Bank of Uganda governor), Suruma and a few other Bakiga and Balaalo now own their own private Bank where they can launder money unabated?
Now, what really made me decide to write to you on this problem is when Tom reliably told me that now the president has chosen to side with Mbabazi to crash Muhweezi. Not because Mbabazi is innocent or less corrupt that Muhweezi but only because he is more loyal and have never challenged him (Museveni). This is worse than a Mafia comedy movie!
Maama, my blood boils whenever I think about the arrogance of these Balaalo and their collaborators – and I am not alone. Nubians were never this arrogant. Even British colonialists never got to this level, where a tiny section of the population, partly foreign, loot the national treasury, refuse to pay taxes and then publically fight over the loot in front of the aggrieved majority. And to do this in front of the Kabaka of Buganda, the same Buganda they have been robbing? Ekikutte obudde kiributa!
I am sorry for writing when I am in such a bad mood but I needed to get it off my chest. I hope I will write and less stress next time.
Convey our best to Kazibwe and continue to keep him fully educated about what these people are doing to our motherland. Also say hello to Maama Musa when you see her.

A Muganda security expert living in North America has rubbished the story that appeared in the pornographic Red Pepper news paper, reporting that “Kabaka Mutebi survived death by a whisker last night after security agents diffused a bomb placed near the gates of Bulange”. The expert who requested that his identity not be disclosed because of his current job, told Buganda Post by email that this story has the fingerprints of Mr. Museveni’s clumsy security apparatus. The full email reads:
Fellow patriotic Baganda:
I want you and your children to know that the story which Mr. Museveni’s government planted in Red Pepper can only be a fake, but must be taken very seriously. It is a fake because the facts don’t add up. Who in Uganda not only hates Mutebi (motive) but also has the capacity (means) to secretly import or make, transport to Bulange and stage a sophisticated remote control bomb? Baganda hatters like Kasirivu Atwooki, Elly Karuhanga and Kahinda Otafire? Or is it Kenya, Tanzania or Congo? Even a novice security person in a serious country will tell you that Mr. Museveni’s government is unique in having both the motive and means to commit the crime.
And Baganda must remember that Museveni’s government has done this kind of thing with Kabaka before. About 2-3 years ago, when Kabaka Mutebi’s relationship with Museveni was strained, CMI boys threateningly trailed Kabaka’s car through Kampala and abandoned their aggression only after the royal guards fired shots above the CMI vehicle. We later learnt that their intention was to intimidate Kabaka Mutebi and Mengo.
I assure you that this was the work of Museveni’s Police Anti Terrorism Unit (PATU) or Joint Anti Terrorism Unit (JATT), the same people painted as the “saviors” by the Red Pepper. Because they are also the only ones with enough training to stage the whole thing. And the motive appears to be simple, to intimidate the Kabaka Mutebi, Abataka and Mengo radicals into negotiating with Museveni on his terms. The problem is that this stupid move is also extremely dangerous. The people doing this are so drunk with arrogance that they don’t realize that if anything went wrong and the bomb went off, many Baganda might die. And if that happens, hell could break loose in Kampala and thousands of people, especially Banyankore, Banyarwanda and Banyoro could become instant revenge targets. Obviously Museveni’s thinking and plan is that Baganda are the ones who would be massacred. He is like a child playing with matches and every Muganda must stay alert! By the way, you could not rule Rwanda out 100% but what would be their motive?

Red Pepper, exclusively owned and ran by Banyankore and Bakiga, is East Africa’s only openly sold pornographic newspaper. Many political analysts in Buganda believe that the paper is decoy operation of Mr. Museveni’s security apparatus. Its initial capital came from Museveni’s brother Salim Saleh and the government frequently uses it to float stories of a controversial nature. Conservative Baganda view the Red Pepper as one of Mr. Museveni’s biggest onslaughts against Baganda culture. Despite numerous public demonstrations in Buganda against the papers highly pornographic content, Mr. Museveni staunchly supports the Red Pepper. And over the years, the alien culture of pornography has taken root in Buganda.

On September 16, 2008, Uganda’s parliamentary committee on Commissions, Statutory Authorities and State Enterprises heard that the Uganda National Social Security Fund (NSSF) received title to about 50% of the land that it bought from Kampala businessman, Amos Nzeyi and security minister Amama Mbabazi. One John Busungu of Geomap Surveyors, who were contracted by NSSF to survey the land, testified to the committee that the land titles for Plot 12 and Plot 20, representing 249.94 acres out of a total 463.87 or just over 50%, were still in the names of Amos Nzeyi. Mbabazi and Nzeyi sold the land, located at Temangalo, Busiro County, at a whopping US $15,000 per acre.
The NSSF contracted Geomap Surveyors to survey the land prior to completing the deal. Musungu informed the committee that after surveying the land, he had warned the NSSF that the land was mostly a swamp. However, according to him, NSSF officials told him that the swamp and marsh was OK since they could serve as a green belt in their housing projects.
The controversial land sale by Nzeyi and Mbabazi to NSSF is under investigation by parliament because of allegations that it was rife with corruption and influence peddling, especially by influential Banyarwanda and Bakiga government officials. Mbabazi is a Mukiga from Rukungiri in Kigezi. According to the evidence presented so far, bidding for the land was not open, thus violating the Public Procurement and Disposal of Public Assets (PPDA) law. Ezra Suruma, another Mukiga, Minister of Finance and co-owner of a commercial bank with Mbabazi, is reported to have authorized suspension of the PPDA law. A government valuer also reported claims that the land was grossly overvalued, especially since much of it is swamp and marshes.
In another twist, President Museveni jumped into the fray earlier this week. Museveni intervened to support Amos Nzeyi, referring to him as a private businessman who cannot be blamed for simply selling his property. One Kampala political analyst sees Museveni’s support for Nzeyi expected in these times of unlimited government arrogance. He told this reporter, “Museveni and Nzeyi go way back over 10 years when they worked together to cheat Ugandan share holder in the Pepsi Cola bottling company and take it over without investing anything. On that, add the fact that he is a Munyarwanda.”

In an apparent jab at Kabaka Mutebi, President Museveni’s primer minister, Apollo Nsibambi praised the late Kyabazinga of Busoga, Henry Mulooki for “following the national constitution and not engaging in politics, like other cultural leaders I will not mention.” Nsibambi was representing Mr. Museveni’s government at the Sunday funeral services for the late Kyabazinga at the Church of Uganda cathedral in Bugembe, outside Jinja.
Early in 2007, Ssabasajja Kabaka, Ronald Muwenda Mutebi rejected Mr. Museveni’s planned amendments to the Land Act of 1998, which would, among other things, enable Banyankore, Bakiga, Rwandese, Indians and others to permanently take 9,000 square miles of Buganda native lands. The Kabaka also instructed his subjects to oppose the draft bill. Frustrated that Baganda are massively obeying their Kabaka and opposing the proposed law amendments, Mr. Museveni and his assistants accuse Kabaka Mutebi of playing politics and breaking the constitution. In July 2008, Mr. Museveni’s government kidnapped three Kabaka’s officials who have spoken out against Mr. Museveni’s land reforms and illegally tortured and held them in captivity for nearly a week. They were later charged with sedition but the cases appear to have been abandoned by Mr. Museveni.
Prime Minister Nsibambi’s veiled attack on Kabaka Mutebi took place in the presence of the Kabaka’s wife the Nnabagereka of Buganda, Sylvia Nnaginda and Deputy Katikkiro of Buganda, Emmanuel Ssendaula. Nsibambi is himself a Muganda, of Ffumbe (civet cat) clan and used to be a highly respected Kabaka’s official before being appointed Prime Minister by Mr. Museveni.
