A reliable sources close to president Museveni’s state house tells us that, before leaving for the September UN session in New York, the Ugandan warlord got Robert  Sebunya to reactivate a program that would use financially stressed Buganda royals to spy on or undermine Kabaka Mutebi. The source told us: “The president has been using Kabaka Mutebi’s uncle, Prince Simbwa to keep Ssabasajja off balance. However, Tamale Mirundi and Robert Sebunya advised him that other royals, either misguided or desperate for money, should be recruited. Tamale also recommended that recruitment of Balangira and Bambejja in the Diaspora might be the easiest because it is harder for Kabaka to track their activities. In fact, when His Excellency went to the USA in late September, a meeting with princes and princesses in Boston was put on his agenda. He did meet them in Boston as planned only because of the Baganda demonstrations.”  The source speculated that the money intended for the princes and princesses was probably left with Ruhakana Rugunda, “since he is more in tune with how Ugandan things work than Kamunanwire in Washington DC.”

Our source explained that the campaign is getting accelerated with assistance from Robert Kabushenga who is launching a media blitz where negative and contradictory stories on Buganda royals will appear in Bukedde, New Vision and  the Monitor, to demoralize Baganda and Kabaka Mutebi. Some stories will talk positively about Kabaka Mutebi while others will question his legitimacy. And others will show that there are divisions within the Buganda royal family. Yet others will claim that the Kabaka and Museveni now like each other.

The source explained: “The period between now and December, when huge numbers of Baganda come for Christmas, is critical to Mr. Museveni. Expect him to use it to keep Kabaka and Mmengo confused with a barrage of mixed messages, including friendly but fruitless negotiations, public abuses, court cases against Nambooze and Lubega Sseggona, making impossible demands on CBS Radio and maintaining confusion around Kabaka’s personal security. The recruitment of at least 4 or 5 youthful grand children of Ssekabaka Chwa to undermine the Kabaka is attractive to the president because he is starting to believe that the back of Baganda youth has been weakened. The key is to deny the Kabaka and his loyal adviser, who are part-time, in a reactive mode all the time between now and January or February next year.”

In a related development, unconfirmed reports from  Boston tell us that at least 4 or 5 princes and princesses from Texas and North East USA were in Boston on September 26, 2009. And some were eager to meet Museveni. If Museveni left money with Rugunda to buy Buganda royals, as our state house source asserted, then  the campaign may already be in full swing.

President Museveni’s propaganda team were wise to bar all Uganda TV stations from broadcasting the proceedings at the NRM’s independence day celebrations on October 9, 2009 at Kololo Airstrip.  That is because, this year’s ceremony saw the smallest crowd of ordinary Ugandans in the 47 years since the British granted independence to Uganda on October 9, 2009. Leaving out the many security or government officials and about 60 boda boda’s, approximately 900 ordinary people attended. Notably, even with this small crowd, the majority wore yellow NRM party tee shirts which were given out free in poor areas to entice people to come to the event.

Conspicuously absent were foreign dignitaries from Libya and neighboring countries. Even the so called cultural leaders, who Museveni supports financially, stayed home – Omukama of Toro, Omukama of Bunyoro, Kyabazinga of Busoga, Omorimor of Teso and Rwot of Acholi. The only non-government VIPs present were a few diplomats accredited to Uganda, junior officials from Kenya, Tanzania and Southern Sudan plus Mr. Museveni’s own Ssabaluri Mwogeza Butamanya (coincidentally, it literally translates to  ”the one who speaks with ignorance”) and Sabanyala Kimeze.

State House Panic and Propaganda Plan

On October 7, 2009, Mr. Museveni’s statehouse received reliable information that over 10,000 people had greeted Kabaka Mutebi in Mityana (Ssingo county), on his way to the Buganda independence event in Mubende, Buwekula county. They knew right away that Kabaka’s crowds could embarrass Museveni at the Uganda independence celebrations on the 9th. So, they turned their attention to controlling the news about Kabaka Mutebi’s activities.

According to our sources in Mr. Meseveni’s ISO, the plan which was hatched by Tamale Mirundi, Robert Kobushenga, Kabakumba Matsiko and a certain Mafabi included 5 main elements: (a) Minimize the crowd in any pictures of Kabaka Mutebi’s crowds if shown in government newspapers. (b) Use physical barriers to force the crowd at Kololo into a relatively small but longish area just below Upper Kololo Terrace road so that the numbers can look big in photos taken from a low angle; (c) Have Mr. Museveni enter the ceremonies through the crowd area, so that we can take photos showing many people around the president, (d) force all major media outlets to broadcast the events at Kololo, using a single audio/video feed from the government’s Uganda Broadcasting Corporation (UBC), and (e) strengthen enforcement of the rules which Godfrey Mutabazi had placed on radio stations, barring any praise of Kabaka or Buganda.

The Monitor Does Not Cooperate

On October 8 and 9, New Vision and Bukedde reported on Kabaka’s tour of Buwekula but omitted any mention of Buganda Independence celebrations, only referring to bulungi bwa nsi (national service) but without translating it to English. Also, they have avoided any picture which show the huge crowds that the Kabaka attracted in Mubende or Mityana. The crowd at the main Mubende celebrations was approximately 25,000 people.

In a sign that the Aga Khan’s The Monitor newspaper editors may be starting to rethink their anti-Buganda sentiments, they defied Museveni and published a photo showing Kabaka Mutebi with thousands of his subjects jubilating around him. Furthermore, they published parts of the Kabaka’s tough “47 Years Wasted” speech, although with incorrect translation in some parts (see “Kabaka Mutebi Disowns Katikkiro’s Apologetic Tone“).

Ghost NRM Independence Day Celebrations

On October 9, Mr. Museveni’s worst fears came to pass. Despite the efforts of his propaganda people, the 900 or so crowd was to small for anyone to ignore. However, state house forced WBS TV, NTV, and NBS to suspend regularly scheduled programming and transmit the UBC TV feed from Kololo live for over 5 hours. And the UBC camera were continuously glued on the marching troops and the VIPs, skipping the miserable crowd. And in a sign that Museveni is losing confidence, he gave his shortest independence day speech ever even though the event lasted from 10:00AM to 3:30 AM.

Uncharacteristically, Museveni read his independence day speech strictly from the script, without any of his trademark long strays to abuse or threaten Baganda, aid donors and others. Also, although he had been fully briefed about Kabaka Mutebi’s statement that Buganda has gained nothing out of 47 years of independence, the Uganda warlord did not mention the subject at all (see “Kabaka Mutebi Disowns Katikkiro’s Apologetic Tone“).

Museveni’s speech included nothing he has not said over the last few years.

• He boasted of his record on education and raised eyebrows when he interpreted the rampant unemployment in Uganda as a sign of his successes, saying: “We no longer have to be frustrated by these people who don’t want to work. You find a problem person somewhere, you act, get rid of that person and get another one because they are many here now.”
• He pledged, as he has done numerous since 1986, that he will fight corruption. But immediately warned that the war on corruption, which is now much worse now than in 1986, will not be won overnight but through a protracted struggle. This time, he spared judges and the police and blamed accountants, auditors and accounting officers for the persistent corruption. However, he promised his outwardly bored audience that he has new army of young “clean” accountants and auditor to lead the war on graft. He did not mention where the got their education or earned their professional experience.
• He made the “obvious” observation that recent oil discoveries would increase self-reliance and make Uganda less dependent on foreign aid.
• Mr. Museveni (once again) revealed that problem of theft of drugs is a serious problem in the health sector. He did not mention the status of the corruption charges against his ministers and NRM stalwarts Michael Mukula and Jim Muwhezi.

Museveni’s Colonel’s on Empty Stomachs

The otherwise dull event could not end without typical Ugandan breakdown. The man in charge of the parade at the very long ceremonies, UPDF’s Col. Peter Ekweru, fainted and fell on his face due to hunger and exhaustion. Sources could not confirm how a whole colonel could command an important national parade on a empty stomach.

Within hours after a lecture from president Museveni’s chief censor, the management of foreigner owned Capital Radio issued a memo announcing new anti-Buganda policies. Rwandese Godfrey Mutabazi, Museveni’ airwaves enforcer visited Capital Radio and, using his infamous talking points (see “Rwandese Godfrey Mutabazi Censures Uganda Radios, His Talking Points“), specified what the station could and couldn’t broadcast. There was no resistance from the owners, who after a brief discussion, instructed the deputy general manager to implement.

Sources in Kampala tell us that members of the Baganda youth population have taken careful note of Capital FM’s eagerness to collaborate Buganda occupiers.

Re: BUGANDA CONTENT

Following a meeting with the Broadcasting Council today concerning certain forms of on air content on Beat FM that can be deemed inciting and may have potential to inflame public sentiments, we are required to make key adjustments to our content broadcast on both Capital Radio and Beat FM.

All content relating to Buganda-the Buganda Kingdom and the institution of the Kabaka-will not be aired on both stations, unless as positive stories run in the New Vision or Bukedde newspapers covered in our press review. The stories which are positive are those that enhance the relationship between the Central Government and the Buganda Kingdom and do not incite the public into violence. In this context we shall not however give opinion but report them as fact.

More specific to Beat FM, we shall:

(a)  Stop all talk and promos in support of Buganda Certificates.

(b)  Stop all talk and promos in support of the Buganda Football Tournament Cup finals Amasaza Cup this Saturday

(c)   Stop all songs about Buganda and in some cases those about Buganda ’s quest for federo or those eulogizing the Kabaka and SeKabaka’s.

(d)  Stop all traditional drums and shakers that introduced the evening drive interspersed with homage to the Kabaka.

(e)  Stop any other comment that promotes the Buganda Kingdom or the Kabaka.

(f)   Stop all news coverage about Mengo or the Kabaka.

We shall only focus on lifestyle and entertainment content throughout our broadcasts.

Ibrahim Semujju Nganda may not know it but he made Museveni sweat on July 12, 2009! According impeccable sources close to Mr. Museveni’s state house, this young man is the first person to make President Museveni sweat in his pants since he took over government by the barrel of the gun. And this happened during the infamous WBS TV debate where Museveni declared: “I can never allow Federo for Buganda”.

On July 12, 2009 Museveni participated in a debate with Ibrahim Ssemujju Nganda, political editor at The Observer news paper and John Kakande, news editor at the government’s New Vision. The moderator was one Peter Kibazo.  Despite the warm temperatures in Kampala, the Uganda strongman came clad in European winter clothing, including head gear, winter gloves, winter boots and a combed wool neck scarf. Seemingly awed by the presence of the president, Kibazo gave Mr. Museveni the opportunity to make a brief opening statement. Mr. Museveni characteristically attempted to belittle his debating opponents by saying that the came to WBS TV because after listening debates about the Teso famine, he felt, “[I am very] sorry that you could see these young people just speaking about things they don’t care to find out about or just viciously telling lies. I felt sad.”

Later in debate things got tough for Mr. Museveni attempted to patronize Mr. Semujju when the Observer editor asked the president why his government is perennially unable to plan for disasters like the ongoing Teso famine.  Semujju argued: “Mr. President, but if we did not see this as a country it means there is a big structural failure: that we cannot predict there will be a problem. Now that we have to go back to the budget and begin re-allocating, it is a failure on the part of government.”  Unable to effectively respond to Semujju, Mr. Museveni made what, according to our sources, was the fatal mistake. In response to another Ssemujju statement, “[Mr. President] there are now [Teso] people who come to you asking for food”, Museveni disjointedly responded, “Of course when they are distributing, Mr. Ssemujju Nganda who specializes in writing biased articles in The Observer, now you have extended your confusion to WBS…”. Semujju then fired the shot which reportedly made Mr. Museveni sweat in his winter clothing.

Semujju directly looked at Museveni and asked, “Are you threatening me Mr. President?” Museveni had no immediate answer.

According to our sources, Mr. Museveni felt so embarrassed and angry that this “small boy” had publicly challenged him. “Museveni had never had any Ugandan look him in the eye and asked him, ‘What is the bottom line?’ since, maybe Muliika. But even with Muliika it was a bit indirect. Whether it is Bukenya or Nsibambi or JB Walusimbi or Tinyefuza, everyone speaks in parables when talking to Museveni. To make things worse, the anger caused by Semujju got Mr. Museveni to unintentionally let out the secret that he would never allow Federo for Buganda.

After getting back to statehouse the president consulted Tamale Mirundi, Byaruhanga, Kobushenga, Mafabi, Mwesigye, Wabudeya and, I think, even Karooro Okurut. He  seemed to be really humbled and asking for opinions. That how it was decided that people like Tamale Mirundi and Wabudeya should issue statements saying that the Museveni was only expressing his current thoughts but it is the NRM to take official positions and he could also change his thoughts.”

The debate transcript made by Edris Kiggundu left out the critical “Are you threatening me Mr. President?” question. However, it includes a part where Mr. Museveni says to Semujju in connection with another subject: “I am going to ask the lawyers to look at it. I am not threatening you, you have got rights and other citizens have rights.”

When asked to comment on this story before publication, a leading Muganda analyst based in New York commented: “Semujju may not know it but he gave Museveni his first real ‘Emperor has no clothes’ moment.  Museveni has been playing lion for so long, chasing various Nsibambis, Bukenyas and Bidandis to feast on.  It is clear that the man panicked when a Semujju chased him, even if for a 20 seconds.  What we Baganda are praying for is a Mengo which can understand and properly utilize our power to be lion and chase. Because,  the off-the-calf, inconsistent and sometimes apologist statements from Mengo on Bafuruki, Bukedde boycott, Federo and other major issues leave us wondering…”

In a twist of irony, both Mmengo and president Museveni are happy about the news that the high court of Kampala has summoned New Vision Publications to file its defense in a suit filed on July 23, 2009 against it and its employees by the Kabaka of Buganda Ronald Muwenda Mutebi II. The employees are editor-in-chief, Els de Temmerman and reporter Barbara Among. Mmengo should be pleased because the courts appear to be acting expeditiously on their filing. On the other hand, sources close to president Museveni’s state house have told this writer that Uganda’s strong man is relieved and pleased because he was getting intelligence reports that Baganda anger was building and they were starting to look to Mmengo for direction on next steps. And now things are back to his sphere of influence.

On July 11, in a New Vision story titled “Bulange land title held over sh1bn debt”, one Barbara Among reported that Kabaka Mutebi had mortgaged Buganda’s Bulange land title for money he put to personal use. In reaction, a July 20, 2009 the Buganda Lukiiko passed 10 resolutions, including one calling upon Baganda to boycott the New Vision and the Luganda Bukedde, until they apologize to Kabaka Mutebi. Since then Bukedde readership has drastically fallen and there have been reports of people being beaten up or denied services in the counties of Buddu, Ssingo, Kyaggwe, Bulemeezi and elsewhere.

Our New York based analyst warns that, whenever you see Museveni, Nsibambi, Bukenya, Namayanja or Sekandi strongly agree with Mmengo, it is sign that bad news and disappointment for Baganda is on the way. They and several other NRM bigwigs started a campaign to push Mmengo to go to court, after reports of mounting Baganda anger last Tuesday. He adds: “In the broader picture, this kavuyo is about Museveni trying to keep Baganda and Mmengo permanently off balance, in courts, demonstrations, online discussion groups, etc. That way, they cannot get on the same page and create any roadmap for self-determination. Imagine, a few months ago is was the land act, 3 weeks ago the crisis at Mmengo was’ Kampala bamutwaala’. Then came,’ Federo will never come to Buganda’. Now it is ‘Kabaka vs. New Vision foreigners’. This one might last a few weeks and keep several Baganda going to court every day, because I am suspicious that Museveni will use the court environment to bring out a lot of Mmengo dirty linen on land titles, etc.  And while we are all glued on this one they will probably pass the law to take Kampala out of Buganda and conclude the sale of Entebbe airport to their partners.”

“It has been this way since the time when Museveni shortchanged Buganda on Federo during constitution making. The question is whether the people in Mmengo are genuinely incapable of seeing Museveni’s Machiavellian tricks or whether some of them are willfully helping him by misleading Kabaka Mutebi.  Only weeks ago Katikkiro Walusimbi was taking a check form Museveni to buy bean seeds, which we have not heard about again. Now, over the next few weeks, Kabaka Mutebi, our Ssabasajja will be waiting to hear how a commoner judge, appointed by a foreigner, determines the fate of his ‘complaint’. Which sane Muganda will be able to proudly tell his child that, ‘Kabaka taloopebwa’ anymore?. Museveni must be so happy, because he has Kabaka Mutebi where he wants him, pleading with his (Museveni’s) appointed commoner judges for mercy against those defaming him (Kabaka) in his own kindgom.”

NEW VISION ORDERED TO SUBMIT ITS DEFENCE

The high court of Kampala has summoned the New Vision Publication to file its defence in a suit filed against it by the Kabaka of Buganda Ronald Muwenda Mutebi II for publication of a fabricated defamatory article about him.

The Company has been sued together with its Editor in Chief Els De Temaman and the reporter Barbara Among who wrote the defamatory article that Bulange title deed is being held by a senior cabinet minister in the central government for non payment of debts amounting to over one billion Ugandan shillings.

According to the summons signed by the Kampala high court registrar, Elizabeth Kabanda, the trio have been given 15 days within which to submit their defence.

Through his lawyers Masembe, Makubuya, Adriko, Karugaba and Ssekatawa Advocates, the Kabaka stated that the article published on Sunday the 12th July, 2009 titled “BULANGE TITLE HELD“, was false and malicious against him despite the fact that he has always been held in high esteem as the Kabaka of Buganda and a cultural leader of over 6 million people. He added that the article injured his credibility and reputation in the eyes of right thinking members of his society.

The suit further stated that the published article referred to his majesty Ronald Muwenda Mutebi II because he is the only sitting Kabaka of Buganda, adding that some sections of the article even mentioned his son Prince Crispin Jjunju which made a large number of people who read the article to identified him as the person referred to in the article.

The Kabaka further stated that the article defamed him extremely since it implied that he had betrayed the trust embedded in the office of the Kabaka of Buganda and meant that he is grossly reckless and negligent in his conduct of affairs of the Kingdom as trustee.

The Kabaka stated that the article implied that he is dishonest as portrayed by his use of the Kingdom’s properties in his personal businesses. He added that the article portrayed him as an indebted person who has failed to pay off his debts and therefore in the process of selling off Buganda’s land to unscrupulous people for his personal gains.

In the suit, the Kabaka assured that hearing of the case will help him prove that he has never pledged, mortgaged or otherwise disposed of the certificate of Bulange title deed to any minister in government or to any one at all.

He further sated that the minister being referred to as coming from Sembabule district, Sam Kuteesa has already come out publicly to deny ever lending any money the Kabaka or being in possession of the said title deed.

He also stated that the hearing will help him prove that he has never personally borrowed any money from any other senior cabinet minister and that he has never transferred the titled into the names of Rexba limited, as it was alleged in the article.

The Kabaka stated that the publication had a motive to malice him because all the information in regard to the mentioned land titled is in his possession and went further to explain that if they had bothered to contact him before publishing the defamatory articles, the matter would have been cleared once and for all.

The Kabaka therefore wants court to order the New Vision Publication to retract the defamatory article and publish a front page apology to him as well as to the people of Buganda who were most affected by the story.

He also wants the apology to be published in both English and Luganda and also air special announcements on both the English and Luganda FM stations, owned by the New Vision Publications.

The Kabaka further wants an order from court that the false story be withdrawn from the New Vision website and also be rendered invisible, so that it is not read over and over again.

The Kabaka also wants court to order the New Vision to pay him damages worth his status for damaging his image.

The case will be presided over by Justice Kibuuka Musoke before the high court of Kampala.

On June 27, 2009, Katikkiro JB Walusimbi appeared visibly confused and angry when the London Baganda he was trying to address confidently heckled him. The place was East London University, thousands of miles away from his more familiar Kampala. The Katikkiro, together with his two predecessors, Mulwaanyamuli Ssemwogerere and Emmanuel Ssendaula were the guests of honors at a function organized by a Baganda group called Saagala Agalamidde – led by Enock Kiyaga and Nkata Masembe. The current and former Katikkiros were accompanied by Mmengo deputy minister for youth, Mathias Mpuuga who, until a few months ago, was a key player in the Nkoba za Mbogo movement.  Only two weeks ago, however, the Uganda government Bukedde newspaper reported that Mr. Mpuuga publically appealed to President Museveni to start funding Nkoba za Mbogo.

Also present in the audience was ISO operative Aisha Kabanda who, according to our sources in Mr. Museveni’s state house, travelled on assignment to monitor and (if necessary) assist the Mmengo officials. Indeed, she is supposed to have filed the reports that the New Vision and Bukedde used to compose propaganda stories that left out the negative elements of the Katikkiro’s visit.

Despite frequent heckles from a few members of the audience, Katikkiro JB Walusimbi and his team made presentations on their development plans for Buganda. Owek. Walusimbi spoke glowingly about his Omumuli project, through which he intends to return Baganda homes to the “good times” when he was a young boy – with each homestead having a few chicken, 2 or 3 cows for milk, a bicycle and a “katandaalo”. He also lashed out at those who criticized him for accepting money gifts from president Museveni, claiming that the funds would develop Buganda but also boasting that he is a self-made man, not impressed by any money.

Owek. Ssendaula used a substantial amount of his allotted time to talk about his extensive international experience as a diplomat, in Australia and France and other assignments. Some members of the audience were visibly bored and uneasy that their former Katikkiro, the highest office in Buganda below Kabaka, apparently put exceptional importance on serving the anti-Buganda and corrupt regimes of Amin, Obote and Museveni.

When his turn came, former Katikkiro and architect of the aborted regional tier arrangement for Buganda, Owek. Mulwaanyamuli Ssemwogerere spoke about his successes as Katikkiro and his new responsibilities to run a Buganda unit trust investment fund in cooperation with what we have reliably learnt to be a Kenyan bank.  Curiously, the Uganda arm of that Kenya bank is ran Basaamya who happen to be former UPC wingers.  Mr. Mulwaanyamuli also declared his ambition to run the Katwe tower arcade “once its construction is completed” but it appeared that hardly anyone in the audience knew what he was proudly talking about. The three Katikkiro’s, all of whom have worked for or with president Museveni in different capacities, brushed off the efforts by some members of the audience to engage them on controversial subjects like Federo, land grabbing, selling Buruli county  for Shs 350 million (US$155,000), Katikkiro worshiping Museveni and corruption in Mmengo.

The three Katikkiros and their hosts seem to have underestimated the anger and energy of those Baganda who are tired of Mmengo’s failure to modernize and become transparent during their respective administrations. The angry Baganda kept murmuring and heckling the Buganda officials, at one time forcing Enock Mayanja Kiyaga, the master of ceremonies, to interrupt one of the speakers and promise that all questions and complaints would be fully addressed during a Questions and Answers period at the end.  The organizers and Kabaka’s representative in UK, Mr. Nsambu, were also not ready for the demonstrators, both inside and outside, who moved around with posters denouncing the current state of affairs at Mmengo and the dismal performance of the three Katikkiros. The organizers brought in police to chase those with posters away but they (the organizers) were disappointed when the police agreed with the protesters, who included a lawyer, that under the law no one could expelled.

When it came to the promised Questions and Answers time, it was most obvious that Enock Mayanja Kiyaga, the master of ceremonies, avoided picking on those thought to be unfriendly to the Mmengo team. This tactic did not work for long as complaints started to grow loud and Mayanja Kiyaga was forced to some people from the other side to say something. Soon enough the emotions were exploding and even the Kabaka’s representative was calling the protesters obscene names. The lightly attended meeting (compared to some previous Dan Muliika meetings) ended on an unpleasant note when the Katikkiro and his team were escorted out of the venue through a back door, without the customary final handshakes and mingling.

In a related story, we have reliably learnt that next day, on Sunday, the Mmengo team attended the Holloway Catholic Church, where the prayers were dedicated to the Baganda martyrs. According to our source who attended the meeting: “But the talk among the crowd was about what transpired the day before at East London University and no doubt this dictated the play ground of the Katikkiro’s activity on the day. When the Katikkiro was introduced people hardly clapped and his reception was so cold.”

When asked for comment, our New York based Buganda expert expressed concern that the three Katikkiros seem to be sincerely out of touch with the reality of today’s Buganda. He explained: “Messrs. Walusimbi, Ssemwogerere and Ssendaula mostly talk to old people, like themselves, whose livelihoods and health depends or has previously depended on Museveni. The problem is that very few Baganda alive today are over the age of 35 years and a huge majority of these youthful Baganda does not depend on Museveni. In fact they are suffering from Museveni and other foreigners. And none of these young Baganda understand or want to go own 3 cows and one “katanadaalo” in the village as in Owek. Walusimbi’s Omumuli plan. They are also too poor to buy trust units from the Basaamya former UPC youth wingers. Isn’t this what ‘being out of touch’ means? As Baganda say, ‘Akanaafa tekawulira ngombe’.”

A report in the April 8, 2009 issue of the Uganda government Bukedde newspaper that, the day before, Katikkiro JB Walusimbi laid a flower wreath at the mass graves of victims of the 1994 Rwanda genocide has upset some Baganda. Our reporters in both Masaka and Kampala have told us. According to the reports, most ordinary Baganda in Buddu and around Kampala think that it is a good thing to commemorate the terrible killings that took place in Rwanda. But a large majority of them are asking why the Katikkiro of Buganda found time and money to buy flowers for graves of Banyarwanda although he did not have time to accompany Kabaka Mutebi to Buluuli last October fearing to upset Museveni.

The Kampala people are especially unhappy that incidents like the Budo Junior fire and child sacrifices which target Baganda are just  quiet form genocide but Owek. Walusimbi does not take expensive flowers let alone mabugo (condolence funds) to the victim’s families. Some also complained that Katikkiro Walusimbi has not cared to officially investigate why tens of Baganda children are murdered every month without government action. Yet when one mulaalo child was killed around Kiboga in Ssingo county, the police commander even personally camped in the area until some people were arrested.

On October 8, 2008 Mr. Museveni’s armed soldiers stopped the Kabaka of Buganda, Ronald Muwenda Mutebi II from going to Nakasongola to preside at the 46th anniversary of independence from Britain. The president later stated that, while Kabaka Mutebi was being harassed, Katikkiro Walusimbi was in telephone negotiations with David Tinyefuza and Mr. Museveni’s state house. Nakasongola is the main town in Buluuli county of Buganda. October 9, 1962 is when Buganda formally joined the other parts of today’s Uganda to become a federal republic. Under the terms of the 1962 independence agreement, Buganda remained a kingdom under Kabaka and retained control of its own education, healthcare, police and local administration systems. In 1966 then prime minister Milton Obote overthrew the constitution, used Idi Amin to attack Kabaka’s palace, made the kingdom illegal, exiled the Kabaka and stole 9,000 square miles of Buganda native lands and numerous other properties.  After decades of persecution by Obote, Idi Amin and Obote II, the Baganda joined Mr. Museveni and thousands of  Rwandan Tutsi refugees to remove Obote II and make it possible for the Kabaka to return to his kingdom.

In 1993/94 thousands of  Rwandese Tutsi refugees used Uganda army weapons to take power in Rwanda, in the middle of a genocide which started after that country’s president Habyarimana was assassinated. After more than 20 years since Mr. Museveni and his Baganda and Tutsi partners removed the Obote II regime, Mr. Museveni has refused to return the 9,000 square miles of native lands that Obote stole. He also refused to recognize the Baganda rights to return to the status as a federal state within the republic of Uganda. As the Baganda continue to demand that Mr. Museveni act honorably, the relations between the Buganda Kingdom and central government have become increasingly hostile. And many Baganda, especially the youth, are demanding that Katikkiro (head of Buganda government) Walusimbi resign due to conflict of interests because of his strong business and personal relationships with both Mr. Museveni and Rwanda government.

The Uganda government owned New Vision newspaper of January 2, 2009 reported that the Buganda Government has decided to avoid any future confrontation with Mr. Museveni’s government. The New Vision quotes the Katikkiro of Buganda, in his New Year message, telling the kingdom: “As for the relationship between Mengo and the central government, we should avoid any more confrontation because we are all Ugandans who must learn to amicably solve our differences.” The story is attributed to Josephine Maseruka and Eddie Ssejjoba.

According to the New Vision, Katikkiro Walusimbi made these statements at the annual New Year Nkuuka festival, which Kabaka Mutebi and Nnabagereka Nagginda attended. However, a Buganda Government source who attended the festival has told this reporter by phone that the New Vision is intentionally twisting words to send the message that Mengo has surrendered and Baganda nationalist must give up.

The source, who does not want his name disclosed to avoid retaliation, said: “As expected Walusimbi and a few other Mengo ministers said things that sounded like intended to please Museveni. In fact some of us were annoyed but decided to be polite. But they did not talk surrender, which is the message that the Uganda government is using New Vision to spread to non-Baganda and Baganda who live overseas. How can anyone sensible decide to avoid any future confrontation with a Museveni whose way of life is conflict and confrontation? How could Mengo avoid all confrontation when they still oppose the Regional Tier arrangement and Mr. Museveni’ s latest land laws? Are you not surprised that the Luganda Bukedde, which is also published by New Vision did not report what Walusimbi, Mayiga or Makubuya said?”

A prominent Muganda business and political strategists in the USA believes that the relentless bashing of Beti Kamya by Forum for Democratic Change (FDC) top brass has been what he called a “power windfall” for Beti Kamya. What is not clear is whether she realizes it and can turn it into a ‘game changer’, at least in Buganda. The analyst told this reporter by email that  Besigye, Musumba and Ogutu totally misread the current psyche of Baganda when they adopted a strategy to isolate, demonize and then discard Beti Kamya. Baganda, both at home and overseas are upset that Besigye and his cabal have copied Museveni in taking Buganda for granted, abusing their leaders. And, there is a huge opportunity for Beti Kamya and friends to “leverage” the situation and change the face of politics in Buganda forever.

For more than three months Beti Kamya has been locked in a public battle with Besigye and other FDC leaders over her resignation from the party’s leadership. Besigye, Ogutu, Anne Mugisha, Salam Musumba and even Sam Njuba have used their influence in the Aga Khan owned newspaper to plant scores of negative stories about Kamya. The government owned New Vision has taken advantage of the situation to publish stories that, in their thinking, weaken both Kamya and the FDC. For the time being, Kamya has the upper hand though, since, due her popularity among Baganda, the FDC has even failed to organize branch elections in Buganda – no one is willing to stand for office.

The Muganda strategist says: “Conscious Baganda in the disapora are quite upset with FDC because many of them believe that, with Beti’s commitment to the kingdom, solid political support in Buganda and overseas, maturity and industry experience, she is a top contender for the position of Katikkiro. Most of the Baganda here in the USA in fact don’t know or care about Musumba and Ogutu. However in the USA, Canada and Europe, Beti is a star, especially after her stellar performance at Ttabamiruka ’08. In fact many of Beti’s supporters are very frustrated that she is still publicly arguing with Besigye over the FDC carcass. As that keeps her down there in the gutters of Uganda politics with Besigye, which makes her difficult to approach.

“A serious problem I see is that, like Nambooze, Kyanjo and Ssegona, Beti is unable to capitalize on the enormous amount of moral and material support available overseas. It appears that they are always too busy arguing with gutter people like Kayihura, Besigye or their top boss to maintain steady relationships with their supporters in London or Boston. They should take a page from the Ugandan Balokole pastors who smartly divide their time between local preaching and packaging themselves to meet the expectations of Christians and potential donor in London or California. I don’t know why they think that we  ‘understand’ the situation in Buganda and so they don’t need to market themselves to us in the language and style we understand. Yet Museveni is marketing himself daily in his New vision and Bukedde and Besigye and Oguttu are doing the same with Monitor.”

Beti Kamya was one of the main speakers at Ttabamiruka ‘08, the Baganda annual conference, which was held in New Jersey, USA at the end of August 2008. Along with Hussein Kyanjo and Katikkiro Muliika, Beti’s paper on Baganda’s political and civil rights was very well received. However, Beti got the strongest reaction from the Baganda youths aged 10 – 30 years, for whom she conducted a special 4 hour seminar on Buganda political and human rights.

According to investigations by this reporter , the head of the Baganda Mmamba clan never accepted a Mulugwaala into his clan as reported by a Uganda’s government newspaper.  A mutaka (elder) in the Mmamba clan told this reporter that, although he did not want to publically attack the Mmamba clan administration, he had to clear the name of “Jajja” Yosiya Kasozi on this matter.  Gabunga is the title of the head of the Mmamba (lung fish) clan, one the most prominent among the 54 Baganda clans. A report in the Uganda government owned Bukedde news paper shocked many Baganda by its suggestion that that one Peter Onziye, a Lugbara, went to Gabunga, asked for and was granted membership in the Mmamba clan.

The mutaka who did not want his name revealed due to the sensitivity of the issue of fake Baganda said in Luganda: “I can assure you that Jajja Gabunga who is 90 years now, has been seriously sick for months and can even hardly talk to us his grandchildren; he could not have been involved in what was reported.  And like other clan heads, Gabunga is very concerned about the issue of foreigners impersonating Baganda for temporary convenience and, later on, doing things that are anti-Baganda.  Without naming names, I must remind people that some of the most dangerous projects against Buganda, like trying to sell the Lubiri, were first introduced by the so called Buganda think-tank  which is loaded by greedy people who are not genuine Baganda.”

The mutaka went on to explain Baganda identity as follows:  “Under Baganda culture, a person is a Muganda if his or her father is a Muganda. Each Muganda belongs to one of the 50 plus Baganda clans. Over the centuries, Baganda have allowed a few exceptions to this general rule. Large populations of people who wish to join or were conquered by Buganda could be admitted as a new clan. The new clan would integrate into Buganda by pledging their loyalty to Kabaka and adopting  Baganda customs such as barring intra clan marriage. Baganda clans grew from less than 20 to over 50 in this way.

“The second major historical path has been when large populations of non-Baganda join Buganda after a war or treaty and get absorbed into different Baganda clans by being given Masiga and Mituba (subclan groups). This is how many people originally from Buluuli, Kooki, Buvuma, Bugerere and Bukunja became solid Baganda.  A third but less formal path is one where foreigners have adopted Baganda cultural practices and names and sought sponsorship from prominent Baganda families to get their children recruited into a given clan. However, the acceptance is normally at Lujja or Mutuba level but never at Kasolya level. Ordinarily the foreigner does this to ‘earn’ his or children and grandchildren the honor of becoming . As you can see, being a Muganda is a really tough thing. The problem is that now there are a few corrupt clan officials who think that it is alright to have someone like Onziye walk off the street, give you 50,000 and you make him a Muganda.”

The elder encouraged all Bazzukulu ba Gabunga (Mmamba clan members) to directly tell the Katikkiro of their clan, Dr. Kimala Nsubuga,  that whatever happened with Onziye must not happen again. And to tell Haj. Aga Sekalala that allowing his Radio Simba to call Onziye the name Nsubuga would be a sign of disrespect to the Baganda in general, and Mmamba clansmen in particular. For Onziye, the mutaka had a veiled warning: “I hope Mr. Onziye realizes that, at this point in time, it is not good for him to become famous for bribing clan officials to become a Muganda and ridicule Baganda customs so publicly.”
