Dear Writers,

Burning Of Kasubi  Follows A Plan Written In 1513

I am writing to warn every Muganda and friend of Buganda that this burning of Kasubi is really part of a long-term plan to destroy Buganda which is based on a book by Niccolo Machiavelli wrote in 1513.

The history of my warning starts around 2002/2003 when Bwaana Tamale Mirundi used to translate a book about how a dictator can stay in power – from English to Luganda. The book was by called The Prince and the writer Machiavelli.  By that time, Tamale Mirundi called himself Mr. Consultant and had a  late night CBS Radio programme (I think Sunday) where he translated the book.

Because at that time Tamale Mirundi disliked the NRM his programme was really about explaining how Mr. Museveni was using Machiavelli’s  book  as his bible for ruling Ugandans forever.  I think it is true that  Museveni is a follower Machiavelli because he quickly saw that Tamale Mirundi could awaken Baganda so he somehow brought him to his side. We heard that Tamale was fired from CBS radio because his programmes sounded like they were praising Museveni’s brain. If  that is true, then maybe Mengo made a mistake of blaming the messenger and ignoring the message. You cannot have a strong institution where people who may be a bit radical and crazy like Tamala Mirundi are fired on emotion only to be picked up by an enemy.

For me,  after listening to one of Tamale’s programmes I found them very educational. I even bought a copy of The Prince and started following Mirundi’s translations on CBS because it was tough to read in English.  In fact the day they burnt Kasubi tombs I immediately remembered that Mirundi told us on CBS in 2003 that “bwooba oyagala okufuga emirembe n’emirembe abantu b’obwakabaka obulina ebyaafayo nga Buganda oba Bunyoro, Machiavelli agamba nti olina okusanyaawo buli kantu konna akajjukiza abantu abo obwakabaka bwaabwe.”  (“if you want  to rule the people of a kingdom with history and institutions like Buganda or Bunyoro forever, Machiavelli  says that you must destroy everything that makes the people remember what their kingdom was like.”)

I found my The Prince book and it took me only two  minutes to find the place where Mirundi talked about destroying the kingdom.  Chapter 5. I paid someone to type it for me and I have double checked every word. Please anyone read it and the notes I put in brackets and tell me if I am wrong to say that BURNING OF KASUBI  FOLLOWED A PLAN WRITTEN IN 1513.

In case you don’t know, Tamale Mirundi has been Mr. Museveni’s  most valued advisor at the time of Ssabaluri, Sabanyala, Kayunda Riots, Kasubi Toms, Land Bill Amendment, expanding Kampala to Mukono and Entebbe, trying to force Kabaka to negotiate, and so forth. Even when they had a dispute with Vice Gilbert Bukenya on Chogom, it is Mirundi who came on top. Baganda must wake up and remember our own saying “Okwelinda si buti” (”Keeping prepared for anything is not a sign of cowardice”).  If we continue trying to please everybody then we must stop complaining when those same people treat us like rubbish for our “bampaane”.

MACHIAVELLI’S THE PRINCE – CHAPTER 5

HOW TO GOVERN CITIES AND PRINCIPALITIES THAT, PRIOR TO BEING OCCUPIED, LIVED UNDER THEIR OWN LAWS

WHEN a state is accustomed to live in freedom under its own  laws is acquired, there are three ways of keeping it: the first is to destroy it;  the second is to go to live there in person; the third is to let it continue to live under its own laws, taking tribute from it, and setting up a government composed of a few men who will keep it friendly to you. Such a govern­ment, being the creature of the prince, will be aware that it can­not survive without his friendship and support, and it will do everything to maintain his authority. A city which is used to freedom is more easily controlled by means of its own citizens than by any other, provided one chooses not to destroy it. [MY NOTE: The prince talked about here is the one who acquired Buganda and wants to permanently take it away. For sure we have had a few men in Buganda government who cannot survive without the support and friendship of the prince occupying Buganda].

Take, for example, the Spartans and the Romans. The Spartans held Athens and Thebes by setting up a government of a few men in each; nevertheless they lost both. In order to hold on to Capua, Carthage, and Numantia, the Romans de­stroyed them; yet they did not lose them. They hoped to hold Greece in almost the same way as the Spartans had done leav­ing her free under her own laws; yet they were not successful, and so they were compelled to destroy many cities of that province in order to keep possession of it.

For in truth there is no sure method of holding such cities except by destruction. Anyone who becomes master of a city accustomed to freedom and does not destroy it may expect to be destroyed by it; for such a city may always justify rebellion in the name of liberty and its ancient institutions. These are not forgotten either through passage of time or through benefits received. Despite any actions or provisions one may take, if the inhabitants are not divided and dispersed, they will not forget that name and those institutions, and they will quickly have re­course to them at every chance, as Pisa did after a hundred years of servitude under the Florentines. [MY NOTE: Were Baganda not accustomed to centuries of freedom until they were forced into Uganda in 1962? Are these schemes of Ssabaluri, Ssabanyala, Muchakamuchaka, Bibanja Association and land grabbing about dividing Baganda so that we can forget that name and those institutions?]

But when cities or provinces have been accustomed to live under a prince and his line becomes extinct, being on the one hand used to obeying and on the other deprived of their leader, they cannot agree among themselves in the selection of a new one and do not know how to live in freedom. Hence they are slower to take up arms, and a prince may more easily win them and hold them. But in republics there is greater vigor, greater hatred, greater desire for’ revenge, and the memory of earlier freedom cannot and will not let them rest. Thus, the surest pro­cedure is either to destroy them or to live in them. [MY NOTE: Are certain officials in Mengo not always telling us to stay calm avoid making the occupiers angry? Is it wrong to believe then that burning of Kasubi could be one of many things planned to make our royal family so weak that it is as good as extinct?]

Baganda SMS Radio Says Kabaka Going To Visit Nambooze In South Africa

Betty NamboozeAccording to a Boston based improvised radio station, using multimedia SMS messages to broadcast, Kabaka Mutebi will shortly travel to South Africa on November 10, 2009, to visit his subject Betty Nambooze. The SMS broadcast, which one of our readers downloaded and emailed to us, carries the “Ekiba Kibe Program”, presented by Robert Kabuye. In a charismatic brave voice Kabuye first announces that Betty Nambooze is in terrible medical shape and appears to face certain death. Apparently, because “her intestines fast disintegrating.” Kabuye repeats what Nambooze has said for years now, that Museveni’s security people injected her with some suspicious chemical when she was in police custody.

Also in the SMS Kabuye, who keeps saying “Museveni must go” throughout his broadcast, claims that Kabaka Ronald Muwenda Mutebi will travel to South Africa on Tuesday this week, to visit Betty Nambooze Bakireke. We have not been able to independently confirm if Nambooze is facing certain death or whether Ssabasajja will indeed travel as Mr. Kabuye says. Mr. Kabuye has made himself a name as a very effective communicator, who has mastered the multi-media SMS technology. His messages get to hundreds of Bagadna phones in the USA, Europe, Uganda and other countries. Sources also tell us that Mr. Kabuye is a very strong supporter of Frank Musisi, the former UNAA president. Indeed he intially started his SMS radio to campaign for Musisi when he was running for UNAA president. The same sources tell us that Mr. Kabuye’s energy and excellent communication skills also did a lot to get over 300 to attended the recent Emergency Buganda  Conference, organized by John Mayanja (see “Resolutions of the Buganda Emergency Meeting in Boston on October 17, 2009‏”).

In another related story, the people of Buganda were gripped by anxiety, anger and despair over the weekend after rumors spread by text messages that Betty Nambooze had died. Our source in Kayembe, near Nakasero market, told this writer: “The situation was tense and we feared that if the rumors got confirmed, anything could explode. The problem is that one could not tell where the rumor started. And because of the CBS Radio shut down we did not know who to listen to. Now, we have gotten to know that in fact the rumor was intentionally spread by ISO on instructions from Museveni’s statehouse.”

Kabaka Mutebi Disowns Katikkiro’s Apologetic Tone

Kabaka IndependenceThe SMS we got from out agent in Mubende town,  Buwekula county, where Sabasajja Kabaka chose to celebrate Buganda’s 14th independence observance was simple but very inspiring: “Empologoma ya Buganda ebogodde buto!” (”The lion of Buganda has roared yet again!”). In his first public statements since he was forced to go to Museveni’s statehouse and then tricked into appearing to be negotiating with a commoner, Kabaka Mutebi made it very clear that the current occupation conditions in Buganda are not acceptable.  The SMS from our reporter came seconds after Ssabasajja Kabaka told the mammoth crowd at Buganda independence day ceremonies, “The 47 years of independence which we are observing today have  been wasted by senseless conflicts and governance problems. As a result of this, our development has been paralyzed. Thinking in terms of constant conflicts must stop.”

According to our reporter, the lion of Buganda went on to give as example, leaders who practice decisive politics in an effort to divide Buganda into artificial chiefdoms. Warning that, “we must not tolerate what such leaders are doing.”

In the presence of his wife, Nnabagereka Nnaginda, the Kabaka promised that his kingdom nation will never promote constant ethnic conflicts because, “we value unity and not divisions in Buganda”.

Last week Kabaka Mutebi reluctantly went to Museveni’s state house after the Ugandan warlord threatened that if Ssabasajja did not meet him, he would introduce laws to abolish kingdoms and probably arrest  His Majesty. Our sources tell us that Kabaka Mutebi was not too concerned by Museveni’s empty talk but Katikkiro Walusimbi, other old Baganda and CBS Radio shareholders convinced him that Museveni was willing to entertain most of Buganda’s demands if the Kabaka spoke to him.  Although, Museveni dressed up properly to meet Kabaka Mutebi, including putting on dress shoes and walking his painful feet straight, he broke his promise to Walusimbi within minutes after the Buganda delegation arrived. Museveni took everyone by surprise when he told them to wait he spoke to Kabaka Mutebi for some minutes. The minutes turned into a full hour, after which Museveni’s state house and Katikkiro both started spinning that the private talks between were “ground breaking”.  Nothing on the original agenda took place because of the Museveni scam (kavuyo).

Surprisingly, next day, Katikkiro Walusimbi issued a statement claiming that, the meeting between Ssabasajja and the Ugandan warlord had removed all tensions between Buganda and her NRM occupiers (see “Katikkiro JB Walusimbi Praises Gunpoint Meeting Between Kabaka and Museveni“). Then Deputy Katikkiro Ssendaula wrote to all Kabaka’s representatives outside Buganda  asking them to tell Diaspora Baganda to be “very calm” while Mmengo talks to the occupying forces. Owek. Ssendaula’s letter angered some Baganda because it seems to focus only on  “not upsetting Museveni” and says nothing about the plight of Kabaka Mutebi and many of his loyal subjects who were murdered or are under torture in the NRM governments prisons and safe houses (see “Deputy Katikkiro and Kabaka’s Representative Anger UK Baganda“).

The consensus among all the 4 Baganda analysts who we have contacted is that Kabaka Mutebi made the strong statements in Buwekula to clearly and publicly disown the appeasing, apologetic and sometimes cowardly tone of the statements which his Katikkiro and his Deputy have been making.  One analyst named David Kasozi said: “Once a Muganda radical, always a Muganda radical. And Ssabasajja joined us Baganda radicals a long time ago. We, under Kabaka Mutebi’s leadership,  are not quitting until Buganda is ruled on her own terms, probably as an independent monarchy.”

Deputy Katikkiro and Kabaka’s Representative Anger UK Baganda

Owek. Emmanuel SendaulaSome British Baganda are angry at Deputy Katikkiro, Emmanuel Sendaula, and Kabaka’s representative in UK, Nsambu Musisi, for asking them (the Baganda) to keep quiet at a time when their Kabaka and nation are under a state of occupation by the NRM government.

In a Luganda letter that was addressed to all Kabaka’s representatives overseas, Owek. Sendaula indicates that the Kabaka’s representative had been informed in the past that, earlier, the Buganda government passed a resolution that Kabaka and the Ugandan warlord, Museveni, should meet. He adds that the meeting which took place has improved the communication between the two sides. He states that the two sides exchanged documents based on which negotiations were to take place; the Katikkiro would inform Kabaka’s representative in due course.

The Deputy Katikkiro’s letter includes no references to ordinary Baganda except when he asks Kabaka’s representative to tell the Baganda in their areas to be  “very calm”. Owek. Sendaula provides not information at all to his audience to pass over to Baganda in their area. His letter does not include any reference to the 30 Baganda who were massacred by the NRM occupation government, the hundreds who were injured and the nearly 1,000 who have been arrested and tortured over the last two weeks. The Deputy Katikkiro’s letter is dated Monday October 15, 2009, only 2 days after Kabaka’s minister, Lubega Sseggona, was arrested by Museveni. However it does not mention the plight of Ssegona. Even most important, the Deputy Katikkiro letter saying nothing about the health and general well being of Ssabasajja Kabaka, who all Baganda know has endured tough and stressful times since the NRM occupation power barred him from going to Bugerere and started murdering his subjects.

Also significant is that, in his letter, Owek. Sendaula never mentions ordinary Baganda who live the Diaspora. He never acknowledges the allegiance they have shown to the Kabaka and Buganda with their demonstrations and other actions. He only refers to these loyal subjects when he says, “You, the representatives of Ssabasajja outside Uganda should encourage the people you lead to be very calm to give a chance to the negotiations that have started between the Uganda government and Buganda Kingdom, which aim to address Buganda’s open issues.”

In his letter to UK Baganda, Kabaka’s representative Nsambu Musisi also skipped any acknowledgement what UK Baganda have done to show the loyalty they have to Buganda or the Kabaka. And he amplifies Owek. Sendaula’s letter, telling Kabaka’s subjects in UK: “It is best that any planned demonstrations in Britain be postponed.”

One of our sources in London reported that many Baganda in UK are incensed at the condescending attitude of  Owek. Sendaula and Mr. Nsambu Musisi. The situation is further complicated by the fact that Mr. Musisi has popularity issues with most UK Baganda who feel that he was imposed on them by Katikkiro Mulwanyaamuli. According to our source: “Baganda here in London believe that blood of Baganda shed by Museveni only a week ago and the ongoing torture of hundreds of his subjects are most important to Kabaka Mutebi. But that a few cowardly and greedy individuals are helping Museveni to isolate Kabaka from his subjects by making him appear more interested in CBS Radio money or the firing of Tamale Mirundi.”

Another source, who is a computer engineer and Nkoba za Mbogo veteran went as far as challenging Deputy Katikkiro Sendaula and Mmengo to explain why they are eager to sell a Buganda’s which has survived nearly 1,000 years to a man whose true identity is questionable. He said: “First Walusimbi, Sendaula and a few money angry Mmengo personalities were used by Museveni to trick Kabaka into becoming a negotiator. That was an effort to break the centuries old custom, ‘Kabaka tateesa‘. Now they are trying to get a short term, short sighted, secret Regional Tier deal with Museveni based on getting quick CBS Radio and bribe money, to protect their personal interests. That is why they don’t even care about the Baganda blood that was spilt, those in prison or even bad image Kabaka Mutebi may get among his subjects.

“Anyway, they cannot stop us from resisting Buganda’s occupiers and protecting out Kabaka and national interests. The only reason that Museveni is even learnt to dress up, walk as if his feet are OK and behave like a civilized person in front of the Kabaka last Wednesday, is because he and his fellow Balaalo were panicked by the demonstrations September 10-11, 2009. The demonstrators in Buganda, London, New York, Boston and elsewhere showed the Ugandan NRM war lords that Buganda has a backbone. It makes common sense that Baganda must only increase demonstrations if they want to make it clear to Museveni and his NRM occupiers that they have no future without agreeing to all Buganda’s demands. Akeenda, return of all our properties, payment of arrears and Federo.  These demands are well known by all Ugandans, so why would our demonstrations against the murder and senseless arrest and torture of Baganda change anything?”

When contacted for a comment on this story, our New York based Buganda analyst had this to say: “I think Owek. JB Walusimbi and his supporters in Mmengo have made a terrible mistake of sacrificing Nambooze, Sseggona, Mpuuga and other so called Mmengo radicals to appease Museveni, Bukenya and the businessmen in Mmengo. I suspect that if Walusimbi continues on this path then he (Walusimbi) will have no influence at all when the next major demonstrations by Baganda happens, because the demonstrators might be looking for his head. It is like the children making an alarm (okukuba enduulu) when they see a robber running way with family property. Suppose the robber panics and starts to appear cornered. I think that even a 6-year old would smell something fishy if the father comes out of hiding, doesn’t show concern about the children killed or kidnapped by the robber and tells the whole family to keep quite, so neighbors don’t come as he secretly negotiates with the robber.”

Union of Councils for Gwanga Mujje Warns Museveni

A radical Baganda nationalist organization has warned president Museveni of Uganda about his plans to force Kabaka Mutebi of Buganda to meet him (Museveni).

According to a statement issued by Asumani Balwaana Kaama, the spokesman for Union of Councils for Gwanga Mujje, “Ssabasajja Kabaka Ronald Muwenda Mutebi II, the 36th Kabaka of the Buganda nation, is the symbol of our being, our culture and our pride. He is however NOT our servant or spokesperson and CANNOT negotiate anything on Obuganda’s behalf. The religious leaders who are supposed to be in the Kabaka’s entourage are also neither honorable nor competent to represent Obuganda. They are not authorized to represent or speak for Buganda’s interests at this meeting.”

“NO ONE SPEAKS IN BUGANDA’S NAME WITHOUT THE DIRECT AUTHORITY FROM OBUGANDA”

The Union of Councils for Ggwanga Mujje would like to express and as well convey its profound and heartfelt sympathies to families that lost loved ones, Obuganda and all Ugandans during the September 09 public demonstrations in Kampala.

We acknowledge that Buganda is presently under occupation, just like Northern Uganda has been over the past 20 years. However, Dictator Museveni and his henchmen will be held personally responsible for these crimes against humanity at an appropriate time in the near future.

In a futile and cowardly show of strength, Dictator Museveni is forcing a meeting with His Majesty, Ssaabasajja the Kabaka of Buganda in an effort to claim some bizarre dark victory in the current standoff.

Dictator Museveni is praying and hoping on forcing concessions that will be of detriment to the Kingdom of Buganda from His Majesty the Kabaka.

In the absence of CBS Radio, and in an environment dominated by pro NRMO media, the Dictator wants to use the occasion of the face to face meeting to make some kind of rapprochements on dense ideas such the Regional Tier and other nonsensical projects like the Land Bill, Extension of Kampala, an Elected Katikkiro, the Creation of Saaba… this and Saaba… that, within Buganda.

Thereafter, the Dictator will want to claim that the Kabaka will work directly under his orders from now on.

Warning to the Dictator

The Union of Councils for Ggwanga Mujje would like to warn Dictator Yosweri Tibahurwa, Kayibanda Museveni, that if he goes ahead with this futile meeting, the Obuganda will not accept or be bound by whatever agreements he will come up with.

His Majesty, Ssaabasajja Kabaka Ronald Muwenda Mutebi II, the 36th Kabaka of the Buganda nation, is the symbol of our being, our culture and our pride. He is however NOT our servant or spokesperson and CANNOT negotiate anything on Obuganda’s behalf. The religious leaders who are supposed to be in the Kabaka’s entourage are also neither honourable nor competent to represent Obuganda. They are not authorised to represent or speak for Buganda’s interests at this meeting.

Obuganda will therefore not recognise or accept whatever concoction this meeting might achieve.

Any further attempts by Dictator Museveni to compromise or denigrate Ssaabasajja Kabaka or the institution he represents will result in a quick and effective uprising never seen before in the Great Lakes region which will finally rid Uganda of a Dictator with questionable and poor breeding.

The Union of Councils for Ggwanga Mujje would like to graciously and humbly remind Ssaabasajja Kabaka Mutebi to ensure that he does NOT smile or shake hands with Dictator Museveni , or sit anywhere within 5 feet from him, EVER.

We know for a fact that Dictator Museveni‘s intention is to bewitch His Majesty, Ssaabasajja Kabaka and take his influence and powers so that he can rule Uganda forever. Dictator Museveni obtained Juju (fetishes) from Cameroon which required him to sacrifice at least 50 adolescent virgins (school fires, Buddo etc) and the final act of this ritual is a face to face meet with Ssaabasajja Kabaka and shake his hand. That is why Dictator Museveni has been so pissed off and lamenting about the Ssaabasajja not taking his calls for over two years.

If His Majesty the Kabaka decides to meet the Dictator, whatever takes place must not compromise the dignity or undermine Ssaabasajja’s authority among his subjects.

Gadaffi and Improved Feet Make Museveni Stay In USA, Baganda Ready For Him In Boston

Museveni HatSources in the Uganda Foreign Affairs ministry have informed us that president Museveni changed his mind about leaving the USA early after reconciling with Libya’s Moammar Gadaffi, getting some badly needed sleep and overcoming much of the panic he had about Kabaka Mutebi back in Kampala. Apparently the lowered stress also led to a reduction in Museveni’s foot pain, which kept him seated in the UN even when everyone was standing or walking around (see “Kabaka, Obama, Foot Pain, and Baganda Demos Force Museveni To Leave USA“. Museveni reportedly arrived in Boston on Friday and, if his feet remain stable, he will be the chief guest at the 2009 NRM Forum.

Our reporter in Boston has learnt that the Kabaka’s anti-Museveni subjects made no changes in the demo plans, even after word came that the Ugandan warlord might not show. They were willing to demonstrate even if Ruhakana Rugunda was the chief guest. An estimated 500-1,000 are expected to demonstrate against Museveni and his anti-Buganda NRM government.

In the meantime, last week Baganda from the whole North East USA announce plans to protest at the NRM Gala, which will be hosted at the Marriott Copley Place Hotel, downtown Boston (see “USA Baganda Demonstrations Set for Boston NRM Gala“. The Baganda demonstration will take place at We will be holding a rally tomorrow, on Saturday September 26, 2009 at the Boston Common on the same also at 110 Huntington Avenue in Boston. Museveni is expected to start speaking at 10:00 AM and the Baganda intend to start their demonstration one hour earlier and continue after he finishes. Major news media organizations are expected to be present.

On September 23, 2009, Museveni decided to leave the USA early and skip the NRM Forum after being snubbed by President Obama and getting embarrassed by a large pro-Kabaka demonstration at the UN by about 100 Baganda. Museveni fortunes changed when Libyan military dictator, Moammar Gadaffi, agreed to meet with him in New York City. According to our sources, the two African warlords reconciled and agreed to work together on the  Buganda  issue.  Museveni was reportedly cheered up by the Gadaffi, reconciliation because believed reports by his dysfunctional  intelligence that Mmengo was getting assistance from Libya.  The Libyan side has down played the reconciliation however, a sign that Museveni needed it much more than they did.

In an indirectly related story, we have received unconfirmed reports that although Museveni’s feet became much better on Thursday after he got some sleep, he still needs to keep then in a basin of cold water to relieve pain. And he is still anxious to return to occupied Buganda and continue his efforts to  force Kabaka Mutebi to talk to him.

Museveni at United NationsA reliable source in the Uganda Foreign ministry has discreetly informed us that Uganda’s military strongman, president Yoweri Museveni will probably leave the USA prematurely on Thursday or Friday this week. Previously, Museveni had planned to stay until Sunday so that he could attend the annual NRM Gala in Boston. According to the source, Museveni had planned to go to New York after humiliating Baganda by succeeding to force Kabaka Mutebi to meet him. Certain influential Baganda who expect to personally benefit if Buganda accepts the Regional Tier government and CBS Radio is reopened, had promised to deliver Kabaka Mutebi by last Saturday. However, by the time Museveni left for the USA the Kabaka had said “No” to what seems to be a trick to make him (the Kabaka) appear like he is prostituting himself in exchange for re-opening CBS Radio.

Our source said: “The frustration that the president feels about the Kabaka’s tough stance has made it so difficult for him to get sleep and aggravated his feet problem, to where he cannot stand for 10 minutes.”  The source gave this as the reason why president Museveni greeted several important personalities at the UN while sitting, even when everyone around him was standing.

Our source also reveals that Museveni had gone to the USA with the expectation that he might have a one-on-one meeting with President Obama. However, Mr. Obama preferred to meet all African leaders together and give them a lecture about the need to stop dictatorships and create jobs – the things where Museveni is doing worst. The source adds that: “The bipolar president was not amused to then hear that about 100 Baganda were going to hold a major demonstration during his UN speech and accuse him of genocide in front cameras from major USA news organizations.  With the increasing worry about the Kabaka situation, the Obama snub, the burning pain in his feet and hostile American Baganda, Mrs. Museveni convinced her husband that staying in the USA longer is too risky.”

Museveni and his wife plan to depart from the USA sometime on Thursday or, latest, on Friday. At the time of posting this story, it was not clear if Museveni’s state house had even informed all concerned ambassadors or the NRM Gala organizers in Boston.

Museveni Decided To Stop Kabaka Out of Panic

Museveni PointWhen, on September 16, 2009, Museveni invited all Buganda MPs to a Thursday meeting to discuss the impasse regarding Kabaka’s visit to Kayunga, he was considering denying opposition to the visit (see “Museveni May Blame Police and Minister For Bugerere Violence“).   By the time the meeting took place, Museveni had decided to confront the Kabaka and had grown so paranoid that the locked non-NRM Buganda MP’s out.

One source close to president Museveni’s state house has told us:  “Young and rich Balaalo, who fear to lose the billion of shillings they have looted in Uganda had worked through senior members of the Balaalo akazu (secret conclave) Caleb Akandwanaho (Salim Saleh), Janet Museveni and Elly Karuhanga to persuade Museveni to lower the tension with Mmengo. As late as Wednesday afternoon, Museveni considered blaming the brutal actions of Uganda police against Baganda youths in Kayunga on Kayihura’s men.”  However, the Uganda warlord continued to face pressure from strongly anti-Baganda Balaalo and Bayiru like David Tinyefuza, Kale Kayihura, Kahinda Otafiire and others, who wanted the Kabaka arrested.”

The situation was complicated on Wednesday when, Museveni, after 2 years of unsuccessful efforts, managed to get a telephone audience with Ssabasajja Kabaka.  According the Museveni’s own statement, the Kabaka was clearly unimpressed by the extreme importance the Ugandan ruler places on the title, “President of Uganda”. The unfriendly call left Museveni irate but probably did not change his thoughts about calling some type of truce.

The source says, however, that: “President Museveni panicked on Thursday late morning when he got intelligence reports that the violence that started after Kayihura barred Katikkiro Walusimbi from entering Bugerere was spreading to places as far as Masaka.  Even worse, it was being executed by fearless young Baganda, some as young as 13 years, in huge numbers. When he consulted some members of  the kazu, they were also panicking. When he called Janet Museveni, overseas at the time and very angry at the way Baganda had embarrassed her at UNAA, she told him that there was no choice but crash the Baganda rioters.” That is when Museveni made the final decision to stop Kabaka Mutebi.

Museveni formally announced that unless Mmengo held talks with Banyala and CBS radio stopped their negative campaign against the NRM and inciting the people against Police, Kabaka’s visit to Kayunga on Saturday could not take place. Reportedly, the Ugandan warlord did not sleep at all Thursday night but made another critical decision. He ordered that the Kabaka had to be stopped if he left his palace and live bullets were to be used on rioters.

It appears that Kabaka Mutebi’s advisors got wind of Museveni’s genocidal plans early enough to avert the potential bloodshed. By Friday mid-afternoon, the Buganda cabinet had made the decision that talking to Museveni’s person king (Sabanyala) was out of questions and Baganda blood could not be sacrificed to the NRM government, which seemed deranged.  Sources close to Mmengo could not provide more details about what went on in the Buganda cabinet up to the point of the official statement canceling the trip. However, according the Observer Newspaper (www.observer.ug), the wording and timing  of the Mmengo statement was highly influenced by fear that Katikkiro Walusimbi, who is little trusted by nationalist Baganda, could be harmed.

We can report that Museveni was in communication with people who are close to key Buganda government officials throughout the crisis. However, it is not known if any actual communication took place. Also, Museveni planted at least one informer among Mmengo officials, including in the Katikkiro’s convoy that was stopped at Sezibwa (details withheld to protect the sources).

In the meantime, a state of panic has taken root among the Balaalo community in Buganda. For many of them this the first time they came face to face with the prospect that Museveni does not have the capacity to protest them against the thousands of unemployed and angry young Baganda. Evidence of this panic includes the decision by Rwandese Balaalo, assisted by a foreign country, to volunteer to offer over 20 lorries to accompany Kabaka Mutebi to Kayunga. We have also received unconfirmed reports of an unusual number of Balaalo parents taking their children home from boarding schools on Saturday September 12, 2009.

Museveni Switches CBS Radio Off After It Mobilizes Thousands For Kayunga

Museveni HatPresident Museveni ordered the closure of Kabaka’s CBS FM Radio after learning that the organizers of Ssabasajja’s tour of Bugerere had used it so effectively mobilize Baganda.  By Tuesday CBS the information put out on CBS by “commander” Betty Nambooze, the chief organizers of Kabaka’s tour of Bugerere has become so effective that some Mmengo officials were estimating that a few hundred thousand people would accompany Ssabasajja. When Wednesday came, the commitments exploded, especially after rumors spread that Kabaka Mutebi told Museveni off in a phone conversation.

In a clear sign that Museveni was losing control the Banyarwanda community, who are deeply entrenched in Museveni’s intelligence agencies, announced that they support Kabaka’s visit and donated twenty lorries. Similarly, Nubians, Iteso, Basoga and other communities started calling on all their members to accompany Kabaka Mutebi to Bugerere. Even FDC’s Besigye went to CBS FM to challenge Baganda who keep saying “woligwa wendigwa” to prove their commitment by going to Kayunga; promising that he was going himself. Soon Baganda analysts were estimating that about 1 million Baganda and others would be in Kayunga on Saturday.

According to state house sources, after the Kampala riots on Thursday, Museveni was advised by Robert Kabushenga and Temale Mirundi that hell would break lose by Friday if CBS Radio was left to control the news. Museveni instructed the Rwandese chairman of the Broadcasting Council, Godfrey Mutabaazi, to switch off both CBS channels,  88.8 and 89.2. The two FM stations went off the air a little after 5:30 PM on Thursday.

The local press has quoted Buganda’s  information Minister, Medard Lubega Sseggona saying that military officials had forcefully switched off the main mast that is erected at Buziga Hill in Kampala. However, the disconnection would not affect the planned Youth Day Celebrations at Kayunga. The Kayunga celebrations are scheduled for Saturday September 12, 2009.

At the time of posting this report, the organizers had gone to Plan B, using SMS messages to continue taking directions from the Nambooze committee.
