Kabaka’s Subjects Upset With Patronizing Speeches Made By Non-Baganda At Ttabamiruka

JBWalusimbi_PPBuganda Post has received a few letters from Baganda, reacting to the December 17, 2009 Buganda Conference. All of them, without exception, express different levels of anger about the patronizing speeches made by non-Baganda (Bannamawanga) Kanyeihamba, Mao and Pulkhol, as well as Museveni’s abusive speech, which was delivered for him by Kakooza Mutale. Most of the letters praise the defiant and determined positions taken on Buganda’s demands by Kabaka Mutebi and his men Hussein Kyanjo and Nsubuga Nsambu.

Below, we publish the letter that best represents how upset the Baganda have written to us about the Buganda conference are. This letter was written by one Hannia Musemba and it is directed to Katikkiro JB Walusimbi and those who support his policy of begging non-Baganda to support Federo. The letter says that the only way forward for Buganda is independence.

Baganda we are missing the point the 100th time!

Since CBS station was knocked off from air, we are missing the point and this time around I find it very serious!  I read only about CBS as the fundamental human right deprived of us by this so-called Uganda Govt.

People lost their jobs (livelihood) that is brutality!  I wholeheartedly admit, so as you do, however this was not more brutal than our fellow innocent Baganda murdered in cold blood in the recent riots.  Please fellow Baganda we have missed a point the 100th time since the independence of that thing called Uganda.   We need CBS station, it is our right to have it, but it is not much important than all our dear ones who have been slaughtered like animals by these people:   Ben Kiwanuka, Andrew Kayira, the Muslims of Mbarara, massive innocent Baganda in Luwero, should I continue mentioning which month will I stop.  The point for Buganda now is Buganda’s Independence.   That is the point.

The question that has to break our minds now is not CBS or CBS only, but how can we throw these fellows away from our Land.  One day when Buganda Nation is independent we shall open 200 CBSes at once and no one will utter a word.  90,000 sq. kilometres [Editor: should be 9,000 sq. Miles] and more of our undisputable ancestral land are in hands of these same fellows.   If we remain so naive and indifferent, we are slaves now, our children and grand children are going be slaves as we are today.

From the bottom of my heart, I congratulate those two Buganda heroes Owekitiibwa. Nsambu and MP Kyanjo and those others who have bravely stated the fact of Buganda’s Independence.

All the so-called negotiations going on with [Museveni], please I wonder why our Beloved Kabaka goes in such a mess!  Ssabassajja is a voice of more that 5 million Baganda and by fooling our King around and the Buganda delegation repeatedly, I have an impression that they consider us non-existent.

The man [Museveni] is using you and he will continue using you up till you break your last shoes.  Please don’t involve our King in such nonsensical talks with M7.  He  has proved all along that negotiations and agreement don’t exist in his vocabulary.

If you are realistic enough you would have noted already that these other tribes in the thing called Uganda will never wish Buganda to win, unless you are a day dreamer who thinks that Buganda has to go to these tribes and if need be dans on their rhythm asking them to accept Federo of better independence.

They will never accept. [Don’t have] illusions over that, live with me here on the Earth. Look at the Northern tribes, the people there after more that ten years war they have been left with nothing, still according Mr. Mao and DR Kanyeihamba we Buganda we have to go and beg these people to accept Federo system whereby they avail their own parliament and budget to develop their own region benefitting directly their own people.  If they are satisfied with their situation now,  I don’t find any reason why we should convince them to go federo. Let them wait for [Museveni] however they will have to wait much longer.

I know very well our ancestors signed treaties presided by then British civil servants which  under normal circumstances should be respected,  however [Museveni]  has never asked permission from the steak holders of that thing called Uganda as Rwandese to wage war in a foreign land called Uganda.  Therefore there are more that 101 ways to break away from this [dysfunctional] thing.

If you‘re near them ask them, how many jobs have been created by the thing called Uganda Govt in the Northern Uganda in the last 20 years?  How many people have been resettled back in their homes after the war.  Don’t they have eyes to see that? That all the money that would create such jobs or create resettlement programs for the northerners find their way out of the system through corruption and all is spent in Buganda region, then the question here!, “is Buganda the greatest loser with this corrupt system”?

Mr Mao asks Buganda to repackage the federo to win support from other tribes. Next time you come across him tell him, let the northerners draft their own version of federo system if really they need it, we shall sit down on a round table and talk. Otherwise let them keep and warm the camps in which their people are living now, in conditions much worse than animals in zoos. By the time they will wake up, the thing called Uganda Govt will have already sold their homelands to Chinese for their rice fields.

At one time I am not talking about 50 years ago even, Busoga was the economic heart of that thing called Uganda.  All Factories [burned]out or shifted to Buganda.  What did the so-called Uganda Govt do to [re-channel] or compensate these employment losses for Busoga?   [What you expect] if half of the so called Cabinet ministers spend indefinite hours on the CBS commission to defend their great divine master’s NO to the reopening of CBS Radio station, as if that is why they were made ministers.

Should Buganda go to the knee of King Kyabazinga of Busoga to convince him that the Basoga are one of the poorest tribe in Uganda now,  while one time the richest?  Has King Kyabazinga forgotten the lost glories of Busoga and Jinja town? Please don’t make us ridiculous if other tribes refuse deliberately to see it or they see it but they prefer to stay in the thing called Uganda that has milked their people to the last coin.  Let them do so.  The decisions you make save you or damn you!

One time Eritrea was Ethiopia and Ethiopia was Eritrea.  Now no more!  And in real terms Eritrea is one of the first growing economies of Africa. One time Monaco was France and France was Monaco.  Now no more!.  Now Monaco is one of the economic powers of Europe.

This thing called Uganda has systematically and consistently blocked Buganda’s development.  Our People are living in conditions much worse than in the medieval times. Go to Ki Mombasa, go to Makerere Kivulu, go to Mulago ghettos and so on and so forth.  Do you need a drawing to make you convinced?  Buganda shouldn’t miss the point once again!  Wake up!   Freedom is calling tomorrow! And [it is] our time!   Buganda Independence!

Mmengo Official Censures Tough Paper On Federo From Buganda Conference

Tags: , , , , , , , , , , , , , , ,

An irate USA based muganda requested us to publish his paper on Federo, which he claims was censored by a Mmengo official whom he trusted to pass the document to the Buganda Conference organizer, Owek. Apollo Makubuya. Mr. Sam Galiwango claims that his schoolmate, who is now a Buganda government official, promised to pass the Luganda paper on to the organizers and ask them to respond to the author with more details about presenting  at the Buganda Conference on December 17, 2009.

Mr. Galiwango’s email says: “My schoolmate and long term friend is now one of Kabaka’s ‘bakungu’. He lied to me that he had passed my paper to Owekitiibwa Makubuya and that I should wait for the official invitation to Buganda Conference. As time passed, I started to call my friend because I wanted to make travel arrangements to go to Buganda Conference but he would never pickup. By December 7th, I was so frustrated that I called a mutual friend in Kampala to find out if he knew anything. That is when I found out the painful truth.  Apparently, my schoolmate and friend, whom I have trusted for nearly 40 years,  trashed my paper on Federo and then started telling people that I was writing terrorist propaganda against Buganda. Can you imagine?”

The betrayed Muganda did not reveal the identity of the Mmengo official who double-crossed him. However, he requested us to print the paper, in the hope that many Baganda would still get a chance to read about his ideas this way. He concluded: “I think my friend is now more concerned about his stomach. As you will see when you read my paper, my message is simply that the ‘Federo’ slogan is a smoke screen – Federo cannot help Buganda. The only way is to go for what Buganda knew for 800 years –  independence. Clearly, my friend has lost his loyalty to Buganda and I have lost the trust I had in him all these years. Please help me to publish my paper, so that his bad motives can be defeated.”

We print Mr. Galiwango’s paper (in Luganda) below:

Mu byafaayo, Kabaka waffe amazima n’obwenkanya bye yatukutiira tewali bantu bali babituuseko nga bayita mu kusomesa na kwegayirira abalabe baabwe.

Olwo Tukole Ki?
Tumaze okwanjula bwiino n’ensonga lwaaki Federo tesobola kukola mu Uganda. Federo ya 1962 yali nnungiko kubanga Buganda teyayita mu kwegayirira okugifuna. Ate Banamawana bali tabanaba kunyaga bintu bya Buganda nga mailo 9,000, ettaka ly’embuga, ebibira awamu n’ebizimbe. Embeera eriwo kati mbi nnyo kubanga ne Katikkiro wa Buganda musuubuzi era nga ebyenfuna ye byesigamye ku mirimu gya kuzimbira gavumenti eyawakati. Bwegutyo, ne ba minisita mu Government ya ssabasajja abasukka 50% nabo basubuuzi oba bana byabufuzi by Uganda. Ekirala kiri nti Federo ya 1962 teyatesebwaako mu nkukutu. Naye kati Mmengo yakifuula muze okuteesa n’abalabe ba Buganda mu nkukutu nebakomawo kututegeeza butegeeza ebyavuddeyo.

Kyetuva tuwunzika nga tugamba nti, okusookera ddala, Katikkiro wa Buganda asaana yetondere Ssabasajja n’Obuganda bwonna olw’okulemwa okutukiriza emirimu gye era n’obutabuulira Ssabasajja mazima nti mu mbeera eno eriwo, Buganda tesobola kufuna Federo ya nnamaddala.  Ekiddilira, abakungu be Mmengo batandike okubuliira Ssabasajja n’abantu ba Buganda amazima ku nsonga ya Federo. Nga mukadde wange omu abeera e  New York bweyanyinnyola emabegako, Buganda yali nsi eyetadde (independent nation) okumala emyaaka nga 800 n’okusoba. Federo ya Buganda yaliwo emyaaka egitawera 4, okuva mu October 1962 okutuuka mu May 1966, era neefa. Okuva mu 1966, emyaaka 43, Buganda efugirwa mu buwambe na kunyagwa (occupation).

Ekubo etuufu Buganda lyesaana okukwaata kwekuddayo kunfuga yaffe eyatukolera okumala emyaaka egisukka mu 800. Nga Katikkiro n’abakungu be Mmengo ababadde bawabya Obuganda ne Kabaka waffe nti Federo ey’okulupapula (theoretical) nnungi bamaze okwetonda, ekiddilira kwe kusomesa abantu ba Buganda nti tuli mu buwambe (occupation) okutandika embagirawo. Ekyo kiddirirwe okuyigiriza abantu baffe obukodyo bw’okulwaanirira okwejja mu buwambe.

Financial Challenges For Buganda Conference, Help Needed

</p>

According to the government’s official website, www.buganda.or.ug, “preparations for Buganda conference are in full gear and all signs are promising for a successful event.” The conference is to take place on December 17, 2010 and Ssabasajja is expected to appear at the occasion. The venue is Hotel Africana on Jinja Road.

This is the second Buganda national conference organiszed by the Government. The armed occupation of. Buganda by the foreigner led NRM government presents huge challenges to the organizing committe. For example, since warlord Museveni closed CBS Radio the coomittee is having a difficult time promoting in Uganda.

On the other hand, although hundreds of Baganda will in the mother land in December, and would be happy to pay even $50 to attend, the organizers do not seem to have considered this in their scheduling or promotion.  According to the statement the the government website, secretary to the organizign committee, Mr. Uthman Mulindwa, “many people are not aware of the conference because of the absence of CBS radio on air”. However, he does not indicate if the committee is trying other channels, such as  using Baganda media outlets in the Diaspora. Yet many Baganda back in the NRM occupied kingdom now get their news from relatives living outside.

Buganda Post will bring its readers any new information that becomes available on the conference. Some the Kabaka’s representatives in the Diaspora may also provide information on the conference. We will communicate where and how Baganda and friends the Diaspora can send their financial support for the Buganda Conference as soon as the information is available.

The statement from the Government website is reproduced below:

BUGANDA CONFERENCE 2009

Preparations for Buganda conference are in full gear and all signs are promising for a successful event.

The Conference is an annual event in Buganda, graced by the Kabaka of Buganda with an aim of creating a platform for debate and interactions on the Kingdom’s issues.

It is also part of the celebrations to commemorate coronation anniversary. However, due to the numerous problems witnessed by the Kingdom during the past two months, the conference could not coincide with the anniversaries and was therefore shifted to December under the theme “a Federo System of Governance for Uganda”.

According to the committee Secretary, Uthman Mulindwa, shifting the conference to December will not change its main goals and objectives.

He however cited limited publicity of the conference as one of the biggest problems encountered by the committee. He explained that this has occurred due to the break down of the communication network within the Kingdom.

Mulindwa added that many people are not aware of the conference because of the absence of CBS radio on air.

He added that due to this communication break down, the committee is incurring very high costs on advertising the conference which has necessitated for the setup of a registration fee of 25000 per participant to help in the proper planning and preparations of the conference.

The registration exercise and the sale of cards are carried out at Bulange, Mengo in the ministry of Economic planning room TF8 on 3rd floor.

The committee therefore appeals to the public to spread the gospel about the conference to other people.

Questions About 2010 Uganda American Conferences As UNAA Starts DC Plans

Tags: , , , , , , , , , , , , , , , , , , , , , , , , , , , ,

On November 4, 2009, one Caroli Mpoza sent an email to the Uganda Community in Washington DC, inviting them to the first meeting on UNAA Washington DC 2010. Mr. Mpoza identified himself as UNAA DC Planning Committee Chairman. For those who needed further information Mr. Mpoza suggested that they contact him or Omulangira Fred Kalema-Musoke or Omulangira Michael Kimbugwe (Kalema’s son). Fred Kalema is the Kabaka’s representative in the Washington DC area.

Mpoza’s email did not sit well with a large section of Baganda in the Washington DC area, who do not recognize Mr. Moses Wilson as the fairly elected president of UNAA because they insist that he beat Lt. Frank Musisi with the help of NRM style vote rigging. James Kabonge, a long-term resident of Washington DC represented some of these upset Baganda when he responded to Mpoza’s invitation with a tough “shut up already” email on November 5, 2009. Not mincing words, Kabonge said, “I am disappointed in all of you who are supporting the current UNAA-NRM administration, and even helping them to plan 2010 convention,” in reference to Moses Wilson’s administration. Kabonge further promised:  ”I am going to work to see a change in Uganda , and NRM government extension worldwide, and I ask peace and non corrupt Ugandans to join me in this mission.”

The two emails from Caroli Mpoza and James Kabonge are reproduced at the end of this story.

In the meantime, Flex Kabuye, who was a distant third in the UNAA vote for president, went ahead and formed his own breakaway alternative to UNAA by early October,2009. According to sources in Texas, Kabuye, who is widely called “Seya” due to his weak command of the English language, has already started plans for his own Uganda conference in September 2010. The conference is reportedly planned for Atlanta, Georgia and further details are expected to appear on his website www.flexkabuye.info.

Although Kabonge did not reveal if and where he and his supporters might hold a Uganda conference, many Baganda in North America and Europe are raising questions about 2010 Ugandan conference in North America.  It is not clear how many Ugandan conferences will be held and what  issues they will focus on. Becuae the political situation in Uganda is also very volatile, it is difficult even to guess how much the NRM will invest to influence or scatter any of the Uganda meetings.

Based on the emails we have received about the UNAA split, it appears that a growing number of Baganda are losing faith in the ability of UNAA, FDC, DP or UPC or the Uganda Parliament to help Buganda out of  NRM “captivity”. For example, one email said: “In Chicago I thought that Buganda issues were at last getting some attention. But after seeing over 100 NRMs, DPs and UPC from Uganda come to influence the vote, I think that neither UNAA nor DP or FDC can deal with my interests as a Muganda.”

In a related development, on November 14, 2009 the organizers of Ttabamiruka distributed an email promoting the Buganda Conference on December 17, 2009. The email also said that Ttabamiruka ‘10 “will build on the outcome of the Buganda Conference.” More details about Ttabamiruka ‘10 are found on their website at www.ttabamiruka.com.

Mr. Mpoza
UNAA RNM Fruad and Corrupt
DC Planning Committee Chairman

It is an insult to me and a lot of Ugandan to legitimize the current UNAA-NRM Administration and even to make it worse, to support them in planning a UNAA-NRM convention in my backyard.

We are fighting corruption, fraud and democracy, and yet we are supporting UNAA-NRM Chicago corrupt and fraud administration.

I am disappointed with friends, and people I know nation wide, who are claiming that they want to see a change in Uganda and yet they are the key supporters or participants of UNAA-NRM DC convention and their agents. Museveni/NRM is laughing at us.

How can we change Uganda if we are supporting what went on in Chicago ? How can we complain about Museveni’s corruption and voter fraud and yet we allowed the fraud that he exported from NRM in Uganda to Chicago convention?

We are condemning Museveni, yet we are supporting his agents and their actions, in my poor understanding of life ” that is double standard”

As one of the founding member of UNAA, I am disappointed in all of you who are supporting the current UNAA-NRM administration, and even helping them to plan 2010 convention. Some of you have been in New York , Boston , and DC demonstrations against Museveni’s Government for corruption, fraud, and democracy and, yet you are supporting his Government extension in America which UNAA-NRM, THIS IS WRONG.

In the demonstrations, some of had signs saying that MUSEVENI MUST GO, yet you are now  saying MUSEVENI WE LOVE SO MUCH AND WE ARE SUPPORT YOUR UNAA-NRM  GOVERNMENT EXTENSION HERE IN USA, ” this is wrong and we are watching.

I am going to work to see a change in Uganda , and NRM government extension world wide, and I ask peace and non corrupt Ugandans to join me in this mission.

Charity begins at home, let us start with UNAA-NRM administration, and end up in Lwakitura.

MUSEVENI MUST GO, AND MUSEVENIS’S EXTENSION GOVERNMENTS MUST GO.

Mr. Mpoza please take me off your UNAA-NRM FRAUD CORRUPT DOUBLE STANDARD CONVENTION PLANNING MAILING LIST, IT IS AN INSULT TO ME TO BE ASSOCIATED WITH THE GROUP.

Good Luck, the world is watching

Government’s Statement on Upcoming Buganda Conference

Tags: , , , , , , , , , , , , , , , , , , , , , , , , , , ,

The Government of Buganda has published the press conference on the second Buganda Conference, slated for December 2009. The government is bravely taking on this challenge in the midst of a military occupation by Uganda’s NRM government, led by Yoweri Museveni. Most Buganda analysts think that it is too early to tell what Museveni will do about the conference.

The press conference, which appears on the official Buganda website, www.buganda.or.ug, is reproduced in full below:

BUGANDA CONFERENCE FOR 17TH DECEMBER 2009

Buganda Kingdom is organizing the second annual Buganda Conference to be held on the 17th December, 2009 at Hotel Africana under the theme “a Federo System of Governance for Uganda”.

The conference is an annual event graced by the Kabaka of Buganda with an aim of creating a platform for debate and interactions on the Kingdom’s issues.

According to the chairman organizing committee who also doubles as the Kingdom’s attorney general, Apollo Makubuya, the conference is expected to attract over 1000 participants from across the country.

He explained that discussion on federalism for Uganda is very important because many people have mistaken it to be an issue for only Buganda.

According to Makubuya, the conference will enlighten people within and outside Buganda that federo is not about Buganda seceding from Uganda or attaining a superior position but to grant power through the law to people in various parts of the country to work on developing their regions.

He added that the conference will also discuss the regional tier government among other issues and why Buganda Kingdom does not want it.

Makubuya reassured that the conference will be addressed by prominent scholars from various parts of Uganda and renowned international scholars on federalism from countries like Nigeria, USA and the United Kingdom among others.

He explained that unlike last year’s conference which was free of entry, this year’s event will require registration with a fee of 25000 Ugandan shillings each. He added that this fee has been set to help the organizers in the preparations of a successful event.

The conference was first held last year as part of the celebrations to commemorate the 15th coronation anniversary. However, due to the numerous problems encountered this year, the Kingdom was forced to shift the event to a later date.

Given it’s success last year, Kabaka Ronald Muwenda Mutebi was greatly impressed and resolved that the conference be held annually.

The conference which was themed “Development and Governance of Buganda in Uganda” attracted several scholars including renowned Professors Ali Mazurui and Mahmood Mamdhani among others.

It should however be remembered that last year’s conference was interfered with by the arrest of three Buganda Officials Medard Sseggona Lubega, Charles Peter Mayiga and Betty Nambooze Bakireke. Sseggona was arrested early morning before kick off of the conference while Peter Mayiga and Betty Nambooze were captured late night after the conference. The trio were held hostage and incommunicado for a week during which they were dragged into several cells in various parts of Western Uganda including Bundibujo, Masindi, Ibanda, Kabarole, Kagadi Fort Portal and Kyenjojo.

The sale of invitation cards to the public shall be announced very soon.

Second Ttabamiruka In Kampala Slated For December 17, 2009

The Buganda Kingdom attorney general, Owek.  Apollo Makubuya said in a press statement yesterday that the second Buganda conference would take place on Saturday December 17, 2009. Owek. Makubuya, who chairs the organizing committee explained that the  conference would clarify the differences between Federalism, Decentralization and Regional Tier.  The theme of the conference is to promote federalism as the best form of governance for Uganda.

Decentralization is an improvised form of government which Jaberi Bidandi Ssali and Uganda’s warlord president, Yoweri Museveni, implemented in 1995, with the help of Denmark, Norway and other western countries. It was brought in to derail Buganda’s demands for a federal system (Federo). Regional Tier is a highly unpopular (in Buganda) form government which was secretly negotiated between Museveni and Katikkiro Mulwaanyamuli Ssemwogerere, which would have allowed Museveni to take charge of the Buganda government and for non-Baganda to assume the cultural office of Katikkiro.

When announcing the 2009 Buganda Conference, Owek. Makubuya revealed that federalists from the USA, UK and Nigeria were expected to participate in the conference. Participants are also expected from Busoga, Bunyoro, Toro, the Diaspora and academia. Owek. Makubuya suggested that Buganda is politically isolated and promised to fix the problem by making it clear that Buganda is not demanding for Federo alone.”

Two weeks ago, a retired former Buganda Government official currently visiting in North America, told us that there are three camps at Mmengo on the issue of Buganda political situation. He said: “The situation is similar to administration of Katikkiro Michael Kintu in the early 1960’s. Kintu and his supporters pushed for Buganda independence, arguing that all our neighbors secretly hated or envied Buganda and could not be honest partners in the long run. They were accused of being ‘radicals’, not accommodating and even ‘uncivilized’. Today, it is Muzei Nsubuga Nsambu in the camp which is accused of the same because he insists that Buganda must not repeat past mistakes and the solution is secession.”

The elderly grandfather continued: “Opposite to Kintu’s camp, in 1960, was a larger camp which was ‘more educated’ and liberal camp, which promoted ‘Federo for all who want it’. Mayanja Nkangi, who now helps Museveni manipulate Buganda’s lands, was one of these young firebrands and ended up becoming Katikkiro. Even today the second camp are viewed as the more educated and modern and, like 45 year ago, they are  pushing hard for ‘Federo for all who want it’.  History is repeating itself 100% except that Museveni is more sinister and dishonest than the colonialists or Obote.

“The third camp, both in 1960 and now, are those who either do not have enough information or enough courage to push for one side or another. Thanks to Buganda’s democratic traditions, all camps are expected to have their say at the Buganda Conference in December. Also expected is heavy infiltration of occupation government agents, to intimidate people and influence events.”

Promising Results From The Thai Phase III Prime Boost HIV Vaccine Trial

Below is a statement from Global HIV Vaccine Enterprise executive director, Dr. Alan Bernstein.  The Enterprise (http://www.hivvaccineenterprise.org) is a global alliance of researchers, funders, policy makers and advocates that includes the African AIDS Vaccine Program, the AIDS Vaccine Advocacy Coalition (AVAC), the AIDS Vaccine Asian Network, the Bill & Melinda Gates Foundation, the Canadian HIV Vaccine Initiative, the Center for HIV/AIDS Vaccine Immunology, the Chinese AIDS Vaccine Initiative, the Collaboration for AIDS Vaccine Discovery (CAVD), the Department for International Development, the European Commission, Europrise, Eurovacc, GlaxoSmithKline, the HIV Vaccine Trials Network (HVTN), the International AIDS Vaccine Initiative (IAVI), Merck & Co. Inc., the National Agency for AIDS Research (ANRS), the National Institute of Allergy and Infectious Diseases (NIAID), Novartis Vaccines, sanofi pasteur, the South African AIDS Vaccine Initiative (SAAVI), the U.S. Military HIV Research Program (MHRP), UNAIDS, USAID, Vaccine Research Center (VRC), Wellcome Trust and the World Health Organization (WHO).

Dr. Bernstein is available to speak with journalists to help put the Thai trial results into perspective and to comment on their significance for the future of HIV vaccine research.  To interview Dr. Bernstein, please contact Mark Aurigemma at (212) 600-1960, (646) 270-9451 or mark@aucomm.net; or Jennifer Brunet at (212) 46i-3693 or jbrunet@vaccineenterprise.org.

“This is a historic day in the 26-year quest to develop an AIDS vaccine.  The results of the Thai Phase III HIV vaccine clinical trial of the “prime-boost” combination of ALVAC-HIV vaccine and AIDSVAC B/E vaccine demonstrate that a safe and effective AIDS vaccine is an achievable goal. This trial is the first demonstration in humans that, with more research, it will be possible to develop a vaccine that is fully protective against HIV.

These results represent the most significant advance in HIV vaccine research to date, and a ray of hope for the more than 2.7 million women, men and children who become newly infected with HIV every year across the globe.  Current prevention efforts can lower HIV risk, but a safe and effective vaccine will be essential to ending this epidemic.

We owe an enormous debt of thanks to the people of Thailand, and especially to the more than 16,000 women and men who selflessly participated in this clinical trial. This significant scientific milestone – the first vaccine study to reduce HIV infections in humans – would not have been reached without their engagement and the efforts of the trial sponsors – Enterprise stakeholders including the U.S. Military HIV Research Program (MHRP), the U.S. National Institute of Allergy and Infectious Diseases (NIAID), and sanofi pasteur – as well as the Thailand Ministry of Public Health and Global Solutions for Infectious Diseases (GSID).

The reduction in HIV infection risk measured in this study, 31.2 percent, was modest, but raises important implications for future research directions. HIV vaccine researchers, funders and advocates must now continue to work together, as quickly and effectively as possible, to understand why this vaccine regimen worked as it did, how its efficacy can be improved, whether and how it may work in other parts of the world, and how to develop new vaccine candidates that expand on the level of protection achieved here.

This study also demonstrates the importance of global cooperation and collaboration – the central values of the Global HIV Vaccine Enterprise – in accelerating the search for a safe and effective HIV vaccine.  Researchers, advocates, funders and policy makers are working together through the Global HIV Vaccine Enterprise process to develop and test new vaccine candidates. Full data from the Thai trial will be presented at the Enterprise’s annual scientific conference, AIDS Vaccine 2009, in Paris on October 19-22. http://www.hivvaccineenterprise.org/conference/2009/

Finally, these results are an immediate call to action to governments, funders, policy makers, researchers and advocates to dramatically step up our efforts to develop and make globally available a safe and effective HIV vaccine. Stakeholders of the Global HIV Vaccine Enterprise will continue to lead this fight, but developing a safe and effective AIDS vaccine will require the full and collective efforts of every individual and organization worldwide committed to ending this devastating epidemic.

Global HIV Vaccine Enterprise partners will be working aggressively in the months ahead to address the many scientific questions raised by this study, and to develop and test other vaccine candidates.  The findings of this trial will also help inform strategies outlined in the updated Enterprise Scientific Strategic Plan, the global strategy for HIV vaccine research currently being developed by over 150 scientists from around the world, to be released in spring 2010.

We look forward to hosting the ongoing discussion of results of this trial and the discussion of next steps in the journey to find an AIDS vaccine at the AIDS Vaccine 2009 conference in Paris, October 19-22.

Kabaka Mutebi Has Joined Us Baganda Radicals

David Kasozi
USA and Buganda

Kyawedde dda! Ssabasajja  is cool with us radical Baganda.  Many of us are constantly accused of being “too radical” by fellow Baganda because we are not willing to compromise with NRM or anyone else who suggests that Uganda is more important than Buganda. Many Ugandans, including prominent Baganda both in Mmengo and outside have vilified us by calling us “tribalists”, “sectarian”, “unpatriotic”, “backward” or  ”too radical”. Even Kabaka’s representatives in Europe and America, serving their own personal interests, have made false reports to Mmengo and Kabaka about us. We have even been accused of being “anti Kabaka” and “anti Mengo” simply because we are not afraid of pointing out Buganda government officials who are in bed with the enemy.

Who are we? We are the millions of Baganda youths in Nkoba za Mbogo, Bana ba Kintu and other organizations, who pioneered the resistance against the marginalization of our Kabaka and our nation Buganda.  We are the Bazukulu ba Buganda, who a few corrupt Buganda government officials, cheating Kabaka, have harassed for years. We the radicals also include members of Ggwangamujje in Europe and America who have not been equivocal about putting Buganda and Kabaka first. We have organized Ttabamiruka conferences in America and Buganda, angering the NRM government, Uganda politicians and even some Buganda government officials. Oh, and we are also deep in Mmengo, fighting the NRM moles who betray our Kabaka and Buganda for a few pieces of silver. A few of us are even Baganda clan leaders, who would rather die poor than betray our Kabaka and our Bazukulu. Some of us radical have been kidnapped and molested, or otherwise harassed, but gone back to the our usual  behavior  of channels to telling the NRM dictators that we won’t quit!  It is us radicals who have also made the ultimate sacrifice for Buganda, getting shot dead by the NRM government’s police and soldiers.

The reason we are radical is simple. We whole heartedly embrace the saying, “Baganda nkoba za mbogo; zegya zoka mu bunya”.  And the plot to destroy Buganda, since 1990, is so thick that if we continue acting “nice and civilized” there might be no Buganda soon.  You will not hear us praising any Ugandan politician, Muganda or not, as the one will save Buganda;  because we know they cannot.  Nor do we get excited about promised from the NRM government because we do not accept the idea that anyone has a right to play “master” over Kabaka and Buganda.   All that talk about Federo is alright so long it is not “given” or “granted” to us. Only Baganda can and should determine how they are ruled, whether Federo or full independence. We do not owe Uganda  anything and cannot be forced to accept other people’s arrangements under duress, as it happened in 1960 and 1995.

We proudly claim that Ssabasajja  is now one of us radical Baganda because his historical actions in September 2009 leave no doubt that he has lost patience with the “Abasajja tubakwaate mpola” philosophy.  We are confident that he is tired of uncivilized, unkempt, Banamawanga telling him to shut up while they rape and pillage his kingdom. Look around him now and you see us, the radicals. We didn’t all start this way. So, it is OK if you are not yet a radical Muganda but we look forward to having you join us. It is such a liberating feeling!

Ttabamiruka ‘10 Announced As UNAA Politics Heat Up

Tags: , , , , , , , , , , , , , , , , , , , , , , ,

On September 1, 2009, Ggwangamujje NY/NJ, Inc. announced Ttabamiruka ‘10, an International Baganda conference outside Buganda, to take place over the American Labor Day holiday of September 3-6, 2010 in New York, USA.  The venue and program will be posted on the conference website, www.ttabamiruka.com.

After two highly successful conferences in 2007 and 2008, Ggwangamujje was unable to hold Ttabamiruka ‘09 because of the global financial crisis.

The official theme of Ttabamiruka ‘10 has not been decided on yet. However, the Chairman of the past two Ttabamirukas, Mr. Edward Semambya, provided some insight into the conference plans. He stated that, “Kabaka Mutebi has done a great job of providing leadership and guidance to Baganda during extremely difficult times. The Baganda in the Diaspora would like to express their gratitude to him.

Mr. Semambya continued that, “although it is still too early to talk about the program and dignitaries, Ttabamiruka ‘10 will provide unprecedented international exposure for Kabaka Mutebi and our Kingdom.”

In the meantime, Uganda-style politics threaten to cause an implosion in UNAA, as the election race for the organization’s new leaders heats up. The leading candidate appears to be the Muganda incumbent, US Army soldier, Lt. Frank (Omusese) Musisi. His opponents are Moses Wilson and Flex Kabuye, both known to have close relationships with high profile NRM officials and Uganda embassy staff. Indeed, Kabuye is brother to Brig. Kayanja, who at one time led Mr. Museveni’s brutal and extra-judicial Operation Wembly against robberies. So, very much like in it does in Uganda, the NRM is supporting more than one candidates.

Musisi has positioned himself as the an anti-Museveni Muganda candidate, which has won him strong support from Baganda all over the USA. Kabuye, on the other hand, is playing the classic NRM style politics of money. For example, according to reports from Washington DC, he secretly sponsored a major Muganda musician and then tried to use the concert as a platform to campaign. Unfortunately for him the anti-NRM faction in Washington DC commandeered the stage and nsibambed him (denied him the microphone). According to Uganda diplomatic sources in the USA, various NRM elements have sent in a total of at least $90,000 to support Kabuye and Wilson. And the NRM government plans to bring is 20-50 officials from Ugnada, to vote as instructed.

It is too early to tell where these battles will end. First of all, although Musisi appears to have the most support, Wilson and Kabuye could do a last minute deal and join supporters to help the stronger NRM to win. Then there is the issue of Mrs. Museveni, who insists on being a key speaker at the UNAA conference.  Secondly, we can report that  Ambassador Kamunanwire has openly told Musisi that the if Mrs. Museveni is not allowed to speak, the NRM government will withhold the $20,000 that it had promised to give to UNAA, as it did last year. Furthermore, under pressure from Mrs. Museveni, several major Ugandan sponsors of UNAA (UIA, URA, BOU and others) have also indicated that they may not send any money.

One problem for Musisi is that, the UNAA conference may implode for financial reasons, even before the voting takes place.  According to unconfirmed reports, Musisi is desperately looking for a way to give in and allow Mrs. Museveni speak without looking like he has been bought by the NRM. Reportedly, he cannot afford to forgo the Museveni money. If the now very angry Janet Museveni decides to play true NRM politics of betrayal, however, the end of this story might be much more dramatic than what has happened so far.

Owek. Sendaula And Uganda Style Politics Expected At Chicago UNAA

Tags: , , , , , , , , , , , , , , , , , , , , , , , , , , , , , , ,

According to reports from Chicago, USA, Deputy Katikkiro, Owek.  Emmanuel Sendaula is expected to attend the UNAA conference in that city on the America Labor Day weekend. Owek. Sendaula will lead a Mmengo team, which will include Minister for Tourism, Nakiwala-Kiyingi. It is still unclear what role the Deputy Katikkiro will play at UNAA, which is expected to be attended by at least 50 Uganda governmental officials. However, there are reports that Minister Nakiwala-Kiyingi will announce one well known NRM as Buganda’s tourism representative in USA and Canada.  We have already received an email claiming that certain Baganda who want to see more transparency and support for Kabaka from Mmengo plan to demand “okunyonyolwa lwaaki Ssabasajja n’abataka tebawagirwa kimala” from the Deputy Katikkiro. The same Baganda also plan to demand that Minister Nakiwala-Kiyingi explain what qualifications her choice of Buganda tourism representative in North America has for such a sensitive job. And why she selected him in a non-transparent and suspicious way, typical of NRM.

The decision by Katikkiro Walusimbi to send a Mmengo delegation to UNAA could be seem as clear evidence that his commitment is with the NRM dominated Uganda politics than Buganda’s fight for her rights which Kabaka Mutebi is talking about. That is because last year, Katikkiro Walusimbi boycotted the Baganda international conference, Ttabamiruka ‘08. According to www.ttabamiruka.com, the planning for Ttabamiruka ‘10 should be already going on. Ttabamiruka focus on Buganda issues only and does not allow any Uganda style politics.

The UNAA conference this year is expected to be most affected by Uganda politics in history. There is concern by the organizers that Uganda style politics will take over during the elections of the new UNAA leadership because Mr. Museveni is determined to control UNAA. The current president, Frank Musisi is competing against Edward Wilson and Flex Kabuye, younger brother Colonel Kayanja of the infamous Operation Wembley.  Musisi beat Wilson two years ago. Supporters of Mr. Musisi, who is independent of Uganda politics, are upset about the close relationship his two opponents have with the NRM government.  In places like Boston, Edward Wilson and Flex Kabuye are routinely referred to as the NRM candidates . Musisi’s supporters are genuinely afraid that one of the NRM candidates will declare support for the other one (whoever appears to be strongest) in order to beat Musisi through a Uganda style kavuyo.

In the meantime, the UNAA organizers chose to give the conference a truly Ugandan flavor by inviting Illinois Senator Roland Burriss as the keynote speaker. Senator Roland is a colorful man who was appointed to the senate by former Governor Rod Blagojevich in the middle of impeachment proceedings involving the selling of President Obama’s former seat.  During the impeachment trial, tapes were audio tapes were publicly played where now Senator Burriss discussed raising funds for the Governor and at the same time expressed interest in being appointed to replace Obama to the Senate seat.
