UDII Takes On UNAA With Another Convention in Washington DC

Ugandans in the Diaspora International Inc.  (UDII) has taken steps that will guarantee hot Uganda style political battles in Washington DC come September. The organization, which was created by UNAA members who supported Capt. Frank Musisi during the last UNAA elections, has announced that they will organize their own Ugandan convention in Washington DC, on September 3–5, 2010. This puts them in direct competition with the NRM sponsored UNAA convention a few miles away. Buganda Post has received a few emails from USA based readers with the UDII convention announcement. Another Ugandan conference on the same weekend is organized by UADA in Boston (see “Competition Between UNAA and UADA Heats Up, Ssenkumba Accused of Hiding In Bu”). UADA was formed by another UNAA election loser, and NRM man Flex Kabuye. However, it was later taken over by a then well financed supporter of Capt. Frank Musisi, Mr. William Senkumba fof Los Angeles. In another twist, Mr.Senkumba hurriedly left California for Bu weeks ago leaving most decision making in the hands of Nixon Andama, Ruth Kobusingye and Alan Rwabogo.

In addition to the above Ugandan convetions, the Baganda also have Ttabamiruka ’10, a conference which is organized and sponsored by Ggwangamujje NY/NJ. Based on the information from www.ttabamiruka.com, the Baganda conference is focused on Buganda and Baganda issues.

As of early February, the principals in UDII were Messrs James Kabonge, Michael Muganga, Kawunde Miti, Fred Kambugu and Dennis Nnyondo, all Baganda Boston (see “UDII Members Respond To Baganda UN Demonstration Story”). The official UDII site, www.ugandansinthediaspora.org does not provide any information on the current leadership or membership of the organization.

Washington D. C. Labor Day Weekend Conference

Ugandans in the Diaspora International Inc. is organizing a conference on Labor Day weekend – September 3rd – 5th, 2010 at the Westin Washington National Harbor Hotel, in Washington, D.C.

The theme is “The Urgent Need to Effect Political Change in Uganda”

Key topics that will be discussed at the conference include:

1. The current political situation in Uganda in light of the upcoming elections

2. The abuse of the electoral system, and criminalization of the political system

3. Human right abuses

4. The relationship between the Ugandan and the American Governments

5. The massive corruption and misuse of U.S. and other foreign aid to Uganda

The US government has been one of the biggest supporters of the Uganda regime for over 20 years. Without this critical support, the regime would not have survived for the two decades that it has been in power. However, there are now welcome signs that this unconditional support is far from being a permanent fixture. These signs include recent public pronouncements by the US government on democratic governance in Uganda.

Per announcements on Ugandan internet discussion groups, the Uganda government is preparing a massive lobbying effort in Washington, D. C., during and following the UNAA Convention, largely in response to actions taken by the current U.S. Administration, and Congress. The Uganda Government is sending a big delegation to the UNAA Convention which will stay behind after the event to continue its lobbying efforts, at Uganda taxpayer expense, especially with regards to next year’s elections in Uganda. A demonstration against this extravagancy is planned to take place during the conference in Washington, D.C.

It is therefore incumbent on the Ugandans in the United States to inform, educate and prepare the Washington DC establishment about the true nature of the situation in Uganda. This conference is part of this effort. The conference will bring together experts from various organizations, both private and public to discuss the Uganda political situation in detail. UDII will make arrangements for various opposition members attending the Convention to meet with key people in Washington DC to explore how the U.S. government can strengthen the opposition in Uganda in order to foster true democracy in Uganda.

Questions About 2010 Uganda American Conferences As UNAA Starts DC Plans

On November 4, 2009, one Caroli Mpoza sent an email to the Uganda Community in Washington DC, inviting them to the first meeting on UNAA Washington DC 2010. Mr. Mpoza identified himself as UNAA DC Planning Committee Chairman. For those who needed further information Mr. Mpoza suggested that they contact him or Omulangira Fred Kalema-Musoke or Omulangira Michael Kimbugwe (Kalema’s son). Fred Kalema is the Kabaka’s representative in the Washington DC area.

Mpoza’s email did not sit well with a large section of Baganda in the Washington DC area, who do not recognize Mr. Moses Wilson as the fairly elected president of UNAA because they insist that he beat Lt. Frank Musisi with the help of NRM style vote rigging. James Kabonge, a long-term resident of Washington DC represented some of these upset Baganda when he responded to Mpoza’s invitation with a tough “shut up already” email on November 5, 2009. Not mincing words, Kabonge said, “I am disappointed in all of you who are supporting the current UNAA-NRM administration, and even helping them to plan 2010 convention,” in reference to Moses Wilson’s administration. Kabonge further promised:  ”I am going to work to see a change in Uganda , and NRM government extension worldwide, and I ask peace and non corrupt Ugandans to join me in this mission.”

In the meantime, Flex Kabuye, who was a distant third in the UNAA vote for president, went ahead and formed his own breakaway alternative to UNAA by early October,2009. According to sources in Texas, Kabuye, who is widely called “Seya” due to his weak command of the English language, has already started plans for his own Uganda conference in September 2010. The conference is reportedly planned for Atlanta, Georgia and further details are expected to appear on his website www.flexkabuye.info.

Although Kabonge did not reveal if and where he and his supporters might hold a Uganda conference, many Baganda in North America and Europe are raising questions about 2010 Ugandan conference in North America.  It is not clear how many Ugandan conferences will be held and what  issues they will focus on. Becuae the political situation in Uganda is also very volatile, it is difficult even to guess how much the NRM will invest to influence or scatter any of the Uganda meetings.

Based on the emails we have received about the UNAA split, it appears that a growing number of Baganda are losing faith in the ability of UNAA, FDC, DP or UPC or the Uganda Parliament to help Buganda out of  NRM “captivity”. For example, one email said: “In Chicago I thought that Buganda issues were at last getting some attention. But after seeing over 100 NRMs, DPs and UPC from Uganda come to influence the vote, I think that neither UNAA nor DP or FDC can deal with my interests as a Muganda.”

In a related development, on November 14, 2009 the organizers of Ttabamiruka distributed an email promoting the Buganda Conference on December 17, 2009. The email also said that Ttabamiruka ‘10 “will build on the outcome of the Buganda Conference.” More details about Ttabamiruka ‘10 are found on their website at www.ttabamiruka.com.

It is an insult to me and a lot of Ugandan to legitimize the current UNAA-NRM Administration and even to make it worse, to support them in planning a UNAA-NRM convention in my backyard.

We are fighting corruption, fraud and democracy, and yet we are supporting UNAA-NRM Chicago corrupt and fraud administration.

I am disappointed with friends, and people I know nation wide, who are claiming that they want to see a change in Uganda and yet they are the key supporters or participants of UNAA-NRM DC convention and their agents. Museveni/NRM is laughing at us.

How can we change Uganda if we are supporting what went on in Chicago ? How can we complain about Museveni’s corruption and voter fraud and yet we allowed the fraud that he exported from NRM in Uganda to Chicago convention?

We are condemning Museveni, yet we are supporting his agents and their actions, in my poor understanding of life ” that is double standard”

As one of the founding member of UNAA, I am disappointed in all of you who are supporting the current UNAA-NRM administration, and even helping them to plan 2010 convention. Some of you have been in New York , Boston , and DC demonstrations against Museveni’s Government for corruption, fraud, and democracy and, yet you are supporting his Government extension in America which UNAA-NRM, THIS IS WRONG.

In the demonstrations, some of had signs saying that MUSEVENI MUST GO, yet you are now  saying MUSEVENI WE LOVE SO MUCH AND WE ARE SUPPORT YOUR UNAA-NRM  GOVERNMENT EXTENSION HERE IN USA, ” this is wrong and we are watching.

I am going to work to see a change in Uganda , and NRM government extension world wide, and I ask peace and non corrupt Ugandans to join me in this mission.

Charity begins at home, let us start with UNAA-NRM administration, and end up in Lwakitura.

London, UK: Stop genocide in Buganda

Dear Buganda Post,

I could not believe it when I read about how Museveni is using Tamale Mirundi to spread violence in my home county Bugerere. That man Museveni may think that we who grew up on bibanja and don’t own land are going to support his genocide programme. I want to assure our Kabaka and the people of Buganda that the people doing these things are not the true people of Buganda, whether Baganda or Banyala. These are foreigners from Bugisu, Teso, Ankole and Sudan and many of them have come during Museveni’s rule. Some like the Sudanese he even brought on lorries.  Mind you, many of the youth of these people now use Baganda or Banyala names to make sure that their own communities are not blamed for anything.

But time will come when all these people have to answer in an international court for the war crimes and the genocide type things they have done in Buganda, Northern Uganda, Congo and southern Sudan. Please Kabaka Mutebi you just continue to be strong and lead us bravely out of this Uganda mess.

No city, USA: Saluting Kabaka on Tamale’s Genocide Campaign

Dear Editor,

I salute Ssabasajja Kabaka wa Buganda for his courage for being able to say something against the campaign M7 is doing through Tamale Mirundi to promote the burning of land owners in Buganda.  Even shocking is the fact that the TOP radio where Museveni and Tamale Mirundi are spreading their genocidal messages is owned by so called Pastor Jackson Senyonga of Christian Life Centre. This is the same Senyonga who was arrested for fondling a 13 year-old girl during a flight in the USA. It seems that he got out of it but the deal was never publicized.

My question is what is Katikkiro Walusimbi doing, because he listens to Tamale Mirundi saying these things too? How can he just keep quiet about these crimes against humanity in Buganda to the point that Magulu Nnyondo himself has to speak? Abaganda babookya Katikkiro ali mu kugaba nsigo za bijanjaalo?

The way M7 and his people are behaving is typical of desperate people. Like a person who is drowning and dosen’t care who he goes under with him. Every Muganda should on the alert because these are dangerous people. Let us all follow behind our Kabaka and we shall overcome. Ekikute obudde kiributa.

Undisclosed Location: UNAA President vs. Janet Museveni and Ambassador Kamunanirwe

The current UNAA leadership has met stiff resistance from within most UNAA executive board members who have joined effort with the Uganda government officials to bring the current leadership down.  They can’t stand our current President, Lt. Musisi who is determined to revive UNAA to its past glory without the interference of the foreign Ugandan government. These are the facts.

What the Ugandans in North American are asking the Ugandan government is to concentrate on the affairs at home. It should stop imposing and directing itself on Ugandan North American Association, UNAA.  For your information the Ugandan Government official was informed officially by the UNAA Leadership that won’t be able at short notice of two weeks to change the program to accommodate the First Lady, Jennet Museveni to address the UNAA convention.  It is rather humiliating that this same government official through acquaintance got Ben Abe who is NOT part of the Organizing Committee to extend an invitation to the first Lady to address the Forum at UNAA convention. This is the worst that a foreign government can do to a non-profit organization like UNAA, equivalent to coercion and manipulation. See the attached document from the Ambassador giving orders!  I think it may be time for Ugandans in the U.S. to wake and stand up against this foreign government Intervention into the affairs of UNAA!  These are the facts.

Pennsylvania, USA: Promotion of Impunity, Dictatorship and Genocide in Uganda

Dear Editor,

Permit me to express my disgust regarding the increasingly deteriorating political situation currently prevailing in Uganda, more particularly in my native country and nation Buganda. For more than 23 years now, we have been closely following the political development of events back home. While we initially anticipated that the ouster of dictators Idi Amin, Milton Obote and the Okellos; subsequently with coming to power of Yoweri Museveni would be the anti-dote of the terrible dictatorships and their attendant buffoonery that had afflicted Uganda since around 1965, we are sadly coming to the realization that Ugandans just got rid of one form of dictatorship only to replace it with another fascist dictatorship.

All Ugandans will remember that Yoweri Museveni gave the “rigging of elections” as one of the reasons for his taking to the Luwero jungles where many Baganda perished. Few will disagree, however, that on the contrary, Museveni went to the bushes for only self-aggrandizement. Three elections in Uganda have been widely reported as having been massively rigged by Mr. Museveni using the Electoral Commissions, the military and Police. Two of these elections (2001 & 2006) have been publically brought to the attention of the courts of Uganda by Dr. Kizza Besigye Kifefe where it was conclusively adjudicated that these elections were massively rigged. We all remember how with the aid of Mr. Edaward Ssekandi, Yoweri Museveni manipulated and bribed the 7th Parliament with $ 2500 so term limits could be lifted for him to become the life president he is today.

In the heat of 2006 elections, an aide to Yoweri Museveni, a one Lt. Ramadan Magara, shot eight Baganda at the royal gates of Bulange. Inspite of the people’s outcry to have this murderer be brought to justice, this soldier walked scot free for close to two years, all still in the service of the Ugandan strongman. While it is reported that Lt. Magara is now in Luzira, it is more than apparent that he will soon be out on the Kampala streets gunning down again innocent Ugandans. We must remember that he was almost acquitted with a ridiculous verdict of “manslaughter” rather homicide!

Quite recently before the murders of landlords by assumed peasants began in Buganda, the Ugandan strongman was reported to have been going around with a one Tamale Mirundi and a one Lt. Bamwine in Buganda encouraging peasants to form what have been referred to as Bibanja associations. It is through these associations that Baganda prominent men and women are now reportedly been murdered.
Like it happened in the neighboring Rwanda, Joseph Tamale Mirundi is being hosted by not so-respectable but religious-based FM radio stations. Three prominent ones have been names as being TOP Radio, Radio Star and Radio Bukedde. It is through these radios that genocidal messages are being spread out by Tamale Mirundi, Lt. Bamwine and a one Luutu.

The recent brutal murders and burning to ashes of eight Baganda landlords in Buganda at the instigation of Yoweri Museveni together with his aides such as Tamale Mirundi, Lt. Bamwine, Luutu, among others, must not go unpunished. I am calling upon the international human rights organizations to seriously begin investigations into this criminality and impunity. I am also calling upon all Ugandans in the Diaspora and back at home to increase their resistance against the prevailing fascism in Uganda. The world must not just look on as yet another dictator commits genocide in Buganda/Uganda. We cannot wait to see a million Baganda butchered Intarehamwe-style for us to wake up to the terrible pogrom that is beginning to manifest itself in Buganda.

No City, USA: Response To Dr. Abe’s Invitation Of The First Lady

Currently, there is a lot of politics being introduced in UNAA, a non-profit organization. It is critical that we expose what’s happening in UNAA. Please post my article regarding what’s happening in UNAA today.

Ugandans Beware

Initially, official delegations from Uganda Government were invited to attend UNAA conventions in an effort to drum-up investment opportunities for Uganda. Today, the attendance and participation of official delegations from Uganda Government at UNAA Conventions has become almost an established rule, thereby becoming a violation of the principles under which UNAA is supposed to be run.

Case in point is Dr. Abe’s decision to sidestep the organization’s leadership and extend an invitation to the First Lady, who is also a high level NRM politician. It is not only wrong, it is regrettable. UNAA membership includes hundreds of refugees from Uganda. These refugees were forced into exile by the same people you are now asking them to applaud and embrace.  This is not only hypocritical, but also contradicts the basis for their applications for political asylum in the US.

The government of Uganda’s insistence on inserting the First Lady (a high level NRM politician in Uganda), into the UNAA Convention, is a direct violation of the principles governing UNAA, a no-profit organization.

It is therefore imperative for UNAA membership to make a stand against such actions that violate the very core of our organization. Fellow Ugandans and well wishers, the harsh realities that our brothers and sisters in Northern Uganda have endured for the last twenty years have remained buried under layers of a campaign of deception and disinformation, orchestrated by the same hypocrites who are now claiming to be the saviors of Northern Uganda (or is it the newly found oil in Northern Uganda).

In their efforts to control Ugandans in the Diaspora, they have infiltrated UNAA organization in order to introduce their politics of division and deception. These acts have far reaching consequences, with the potential of causing irreparable damage to the organization.

It is time for UNAA membership to stand up and deny Uganda politicians on open door to UNAA platform. Brothers and sisters, we must join hands in our effort to reclaim UNAA’s integrity. We cannot afford to be bystanders, but rather active participants. Together in our diverse political, ethnic, religious, professional, and other background, must unite to demand for conditions that will guarantee our freedom without any manipulation or intimidation both in Uganda and the Diaspora.

Ttabamiruka ‘08 Outlaws Negotiations and Baganda Cowards

The  Ttabamiruka ‘08 conference was successfully concluded on September 1, 2008. According to a press release issued by the organizers, the conference hailed the courage of the three Buganda officials who were recently arrested in Uganda. The conference, in its final resolution, declared that cowardice and self-effacement are now taboo in Buganda affairs, and that Buganda’s right to internal autonomy is non-negotiable.

The conference, which was opened by an official Message from Ssabasajja Kabaka Muwenda Mutebi II, was focused on the future political options of Buganda. The highlights of the two day meeting were addresses by retired Katikkiro Dan Muliika and members of Parliament Beti Kamya and Hussein Kyanjo. The hugely popular trio were frequently interrupted by tumultuous applause and standing ovations.

The conferees resolved that Buganda must take a new political direction based on direct discussions with the other peoples of Uganda to forge a New Deal. The political order of the last 42 years whereby the central government has had unlimited powers was declared a failure for having bred injustice, poverty and strife. The conferees asserted that the 14 Ugandan nationalities whose symbols were engraved on the walls of Uganda’s Parliament and which agreed to the 1962 independence constitution are still the legitimate base of Uganda as a country.

A special Youth Track also focused on Buganda’s future, with special attention given to how to build a stronger sense of identity among young Baganda in Diaspora. The youth sessions were moderated by, among others, Owek. Muliika and Owek. Betty Kamya. The young Baganda resolved to give highest priority to mastering the Luganda language and creating a robust global contact network.

The emotional highlight of the conference was a video of Kabaka’s official Mrs. Betty Nambooze Bakireke describing her arrest and torture. Many openly cried at hearing her describe the humiliation and pain that she was forced to endure, especially at her being locked up in a closet with two other women without enough space to sit down. Her resolve and refusal to buckle under pressure electrified the meeting. The meeting in its final resolution commended her and her colleagues to Ssabasajja Kabaka and promised to emulate the high standards of bravery that she has set. At the meeting, several thousand dollars were raised to assist with her medical expenses.

CONFERENCE RESOLUTIONS

WE, THE CONFEREES AT THE TTABAMIRUKA 2008 IN NEW JERSEY

HAVING OBSERVED THAT:
-That the current governance of Buganda is devoid of Justice.

-That a governance without Justice breeds poverty, violence and corruption. We have observed these problems in Uganda since 1966 and continue to do so.

-We accept that it is our duty to reform the governance of our nation.

DO THEREBY RESOLVE:

1. That we are firm in our allegiance to our Ssabasajja Kabaka, traditions and customs, and we thank Ssabasajja Kabaka for his gracious message to the conference.

2. That we have abandoned cowardice, laziness and self effacement in our quest for Freedom and Justice. No officer of the Kingdom of Buganda may beg for Justice as a favour from anybody.

3. That we are proud of the courage and obedience to Ssabasajja Kabaka shown by His servants Betty Nambooze, Charles Mayega and Medard Lubega,and pledge to be as courageous as they are.

4. That it is the urgent duty of all Baganda, acting through their offices, associations and parties, to enter into direct discussions with the other peoples of Uganda on the terms of union and governance that are acceptable to all, and to draft a new Basic Law of the Land in accord with Buganda’s interests.

5. That such discussions must be based on the recognition that:

-Uganda is and remains an entity created and owned by the 14 ancient African Nations whose symbols are inscribed on the walls of the Parliament of Uganda, which came together in 1962 and agreed on the Independence constitution.

- Buganda, upon entering that agreement, was an independent nation that left British rule on October 8, 1962.

-These ancient nations created the central government to administer their common purpose, not to be an overlord.

- The assets and duties of the Central Government are granted to it by the assent of the ancient African nations that formed it. The central government has otherwise no proper title to such assets and has no right to apportion them at its pleasure.

6. That the right of the Baganda to administer Buganda internally, including control of governance and land, is not negotiable and may not be negotiated by any officer of the Kingdom. The Baganda recognize the right of the other nationalities in Uganda to assert a similar claim.

We urge all Baganda to debate these matters in their neighbourhoods, in their clans and in their councils and to publish their opinions .

We have reported these resolutions to Ssabasajja Kabaka through his representative where we are seated – 31 August 2008.

UNAA President Denies President Museveni is Coming to Florida Convention

In a forum posting on Ugandalink, the president of Uganda North American Association (UNAA) categorically denied that President Yoweri Museveni is going to attend this year’s UNAA convention in Florida, USA. Referring to a report which appeared in Buganda Post on [date], U.S. Army Lieutenant Frank Musisi, who is currently stationed in Southwest Asia, stated, “The message is FALSE, President Museveni will NOT attend the UNAA convention in Florida”.

Greetings to you all from Southwest Asia.

The purpose of this message is to dispute a message entitled, “President Museveni Set for UNAA Conference in Florida” which appeared in Buganda Post dated August 15, 2008. The message was circulated to many groups and individuals in and out of Uganda. See www.bugandapost.com/ main/archives/ 67 This misinformation including the rest of its contents is designed to imply that His Excellency President Yoweri Kaguta Museveni would be attending the upcoming 20th Annual Convention in Orlando, Florida. The message is FALSE, President Museveni will NOT attend the UNAA Convention in Florida although we officially extended an invitation to His Excellency back in June. He delegated the following government officials to represent him; Hon. Syda Bdumba, Minister for Gender, Labour & Social Affairs, accompanied by Hon. James Kinobe, Minister of State for Youth and Mr. Moses Byaruhanga the Special Presidential Assistant/ Mobilization.

However, we invited a balanced spectrum of other leaders, humanitarians and personalities from in and out of Uganda who will be attending our 20th Annual UNAA Convention that will take place from Friday, 29th August thru 31st August 2008 at Orlando World Center Marriott Hotel, Florida.

Mmengo Teams with Uganda Government to Fight Ttabamiruka

Members of the Uganda North American Association (UNAA) convention organizing committee are reported to be confident that they have put a dent in this year’s Ttabamiruka ’08, thanks to the huge financial assistance they have received from President Museveni and the unexpected cooperation that the Katikkiro’s office has extended to them. Ttabamiruka ’08 is planned to take place in New Jersey, USA while the UNAA convention will be in Florida, USA. Both meetings will start on August 29 and end on September 1, 2008.

A member of the UNAA organizing committee, who could only speak off the record, boasted that Mr. Museveni has given their convention a boost by sponsoring at least ten MPs and government officials including Mmengo, UPC and DP leaders. This claim was confirmed by an email from the President of UNAA, Captain Frank Musisi, where he announced that former Katikkiro Mulwanyamuli Ssemwogerere has been sent to represent the Buganda Kingdom’s position on the Land Bill.  According to the same email, “Hon. John Ssebaana Kizito, President General of the Democratic Party, and several senior officials of the Forum for Democratic Change, FDC will have a political debate with ‘The ruling party, NRMO’ led by HON AMAMA Mbabazi, Hon. Minister Kinobe, and Mr. Moses Byaruhanga.”

A source close to Ggwangamujje NY/NJ, has informed Buganda Post that they approached Katikkiro JB Walusimbi as early as May 2008 to jointly work on organizing Ttabamiruka ’08 but he was unwilling to participate. He also offered no assistance and even rejected the idea of Kabaka attending. However, it appears that the Katikkiro’s office has provided active support to the Uganda government officials behind the UNAA convention by arranging for advertisements on CBS Radio. Buganda Post has also received firsthand accounts of people contacting the Katikkiro’s office and being told by Mr. David Ntege that there will be no Ttabamiruka this year and advising them that Buganda issues will be discussed at the UNAA convention.

It is an open secret in the Ugandan community in the North America that Mr. Museveni has invested heavily in the UNAA convention of 2008 after the unexpected success of Baganda Ttabamiruka ’07. Mr. Museveni was especially unhappy with former Katikkiro Ssendawula and Ahmed Bamweyana for failing to protect the State House delegation from being denied a platform. It appears that Katikkiro Walusimbi decided not to repeat the mistake by simply boycotting Ttabamiruka and ensuring that Kabaka Mutebi does not attend either.

A member of the Ugandan North American Association (UNAA) convention organizing committee who requested anonymity has informed Buganda Post of still secret plans for President Yoweri Museveni to attend the 2008 annual UNAA convention starting on August 31, 2008. The UNAA official revealed to Buganda Post that, “Museveni’s attendance is still being kept secret for obvious reasons and will only be announced after authorization by State House.” He declined to answer when asked whether anyone else on the organizing committee was aware of these plans. However, he volunteered that part of the plan included inviting Mmengo officials, all expenses paid, and that the President might use their presence as an opportunity to humiliate Buganda among the Diaspora population.

It is an open secret in the Ugandan community in the North America that Mr. Museveni has invested heavily in the UNAA convention of 2008 after the unexpected success of Baganda Ttabamiruka ’07. The stakes were further raised by the July 18, 2008 Ttabamiruka inspired Buganda conference in Kampala, where the question of Buganda self determination was a major topic. Efforts to get comments about Mr. Museveni’s trip from the Ugandan embassy in Washington D.C. were unsuccessful.
