			<content:encoded><![CDATA[<p><a href="http://www.bugandapost.com/main/wp-content/uploads/2010/07/muliika_Boston1.jpg"><img class="alignleft size-medium wp-image-2427" title="muliika_Boston1" src="http://www.bugandapost.com/main/wp-content/uploads/2010/07/muliika_Boston1-300x200.jpg" alt="muliika_Boston1" width="300" height="200" /></a>On July 5, 2010, a Baganda internet radio called <a href="http://www.ekibakibe.com/">www.ekibakibe.com</a> was broadcasting a speech by retired Buganda Katikkiro, Dan Muliika, where tells Baganda that it makes no sense to participate in the 2011 elections since they will only legitimize Museveni’s dictatorship.  Sources in Boston have confirmed to us that Owek. Muliika made the speech during the last Buganda liberation conference in May 2010. It is not clear at what times Owek. Muliika’s speech is repeated and how long it will stay on <a href="http://www.ekibakibe.com/">www.ekibakibe.com</a>.  You can try your luck to listen to it by going to the site and clicking “Radio” and “Listen Live”.</p>
<p>About Uganda’s system government, the former Katikkiro says, “The electoral commission is Museveni’s personal property, the Parliament is owned by Museveni, the army and police are his and so is the civil service. But even more important, he has looted so much of the national assets; if he loses the elections, it is difficult to imagine how he will be prosecuted or imprisoned by the winner. That is why there is no way he will even allow the situation.”</p>
<p>About the opposition MPs, Owek. Muliika does not mince words. “Real parliamentary opposition disappeared in 1966. People like Betty Kamya and Latigo are mere pawns that Museveni uses to make his government appear legitimate. He uses them to argue to the donors that there is democracy in Uganda.”</p>
<p>On the inter-party coalition (IPC) that includes DP-Buganda, Mulwaanyamuli’s Suubi, FDC, Otunnu’s UPC, and others, Muliika, dismissed the whole idea as a farce that involves people who do not trust each other. He questioned why, if they have clear and intelligent political objectives, they do not form one party but constantly says that they are separate. He  refers to the alliance using a Luganda saying,  “Eyo alliance gyebayita ‘Malako enyama ompe amagumba’” (“That alliance in nothing but a  ‘You can eat the meat but leave the bones’ for me deal”). He calls the IPC evidence of the “politics of intrigue” from which Buganda cannot gain anything.  He challenges the audience to do some thinking with, “Lawaaki oyingira ekitima ekiwedde ng’otunula?” (“How can you blindly enter such an obvious trap with your eyes open?”)</p>
<p>On the holding of elections, Owek. Muliika argues that there should be no elections until Uganda’s constitution reflects the wishes of the citizen, not the current one, which was imposed by Museveni’s government. And until all national institutions are answerable to the people, not to an individual.</p>
<p>The retired Katikkiro called on Baganda in the diasopra to lead in the civic education of our people about their self-determination rights. He used Otunnu as an example, saying, “Although Otunnu is dangerous he still taught Ugandans something good.” He explained the president of UPC, which occupied and terrorized Buganda in 1966, recently taught Ugandans how to resist arbitrary and illegal police arrests by Museveni’s police.</p>
<p>One area that Owek. Muliika advised diaspora Baganda to include in the civic education is genocide. He told them that the Ugandans are practicing genocide against Buganda when they change the name of the kingdom from “Buganda” to “Central Region”. It is also genocide to change “Ssese Islands” [a Buganda county] to “Kalangala District”. All these things the Ugandans are doing by force to erase the identity of Buganda and Baganda are acts of genocide under international law.</p>

Over 80 people, including princes, princesses and clan leaders were appointed to the various committees. In appointing the committees, the Katikkiro totally avoided Baganda in the diaspora. Ironically, this discrimination of Kabaka’s subjects living overseas came only a few weeks after Mmengo launched a campaign to solicit contributions from overseas Baganda.</p>
<p>The decision by Katikkiro Walusimbi and his cabinet upset a few Baganda in Europe and the USA. One member of the ffumbe clan who sent us an email to complain that Mmengo has failed European Baganda when it comes to leadership. The very angry Muganda used some language that we cannot repeat in Buganda Post but the main points he wanted to make can be summarized as follows:</p>
<ol>
<li>Restoring the Kasubi tombs shall require restoration experts; and there a few such Baganda in Canada, USA and Europe, especially in Library Science and Antiquities industries. Mmengo does not want them involved.</li>
<li>Restoring the Kasubi tombs is a very complicated project which would require expertise in managing complex projects; and there are several exceptional Baganda project managers around the world but Mmengo trusts Kampala businessmen and politicians more.</li>
<li>The people who know most about the architecture and maintenance of the Kasubi tombs are ordinary Baganda from clans like the Ngeye, who have specialized in this work for centuries. These people have no clear representation on the Building and Technical Committee. Yet, that critical committee includes an Indian and at least one convicted criminal (Naava Nabagesera is a convicted embezzler and an NRM operative).</li>
<li>Some people in Mmengo have bought into Museveni’s thing of “sharing the cake”, and they really think that restoring Kasubi is about &#8220;sharing&#8221; instead of &#8220;serving&#8221;. To them, involving outside Baganda means losing something.</li>
</ol>
<p>The soon to retire associate professor Forensic Science concludes his email with: “I am so disappointed that Katikkiro Walusimbi so obviously discriminates against us who live outside overseas even when the skills needed to restore Kasubi are totally absent back home. This is why I am sorry to predict that because of the  discrimination against clan institutions and us who live abroad, Mmengo’s plans for Kasubi will have a lot of problems.”</p>

<p>2.    Carry out detailed survey and prepare a Technical Report of the current situation of Muzibu Azaala Mpanga building as destroyed by fire describing in details with photographs the destroyed building and what is on the ground now.</p>

<p>b- Prepare schedules of materials and erect temporary hoardings for delivery and storage of materials and encourage site security guards to safely guard the delivered materials</p>
<p>c- Identify, select and engage skilled builders and labour to construct the building according to the plans and specifications and undertake closer supervision of the works, to ensure quality workmanship.</p>
<p>7.    Work with central government and UNESCO to prepare a detailed technical report as per UNESCO standard requirements to declare Kasubi Tombs (Muzibu Azaala Mpanga) an endangered structure and for use to qualify for support as an Emergency reconstruction/ restoration of cultural heritage building.</p>
<p>8.    Identify and develop the required building plan specification, schedules of materials and cost estimates to Muzibu Azaala Mpanga building structure as they are core building for the Phase II; Reconstruction/ Restoration of the Culture heritage building.</p>
<p>9.    Prepare and present those building plans, specifications, schedules of materials and cost estimates to both the main reconstruction committee and the Nnalinya committee, central government and UNESCO and receive their comments/inputs.</p>

			<content:encoded><![CDATA[<p><a href="http://www.bugandapost.com/main/wp-content/uploads/2009/09/moses_wilson2.jpg"><img class="alignleft size-full wp-image-486" title="moses_wilson2" src="http://www.bugandapost.com/main/wp-content/uploads/2009/09/moses_wilson2.jpg" alt="moses_wilson2" width="285" height="183" /></a>In a show of unheard of bravery in Buganda, the Chairman of NRM funded UNAA, Mr. Edward Wilson has publically boasted to thousands of Baganda on the Internet that he has the “ability and access to talk directly with the Nnabagereka herself.”  Mr. Wilson boasted in an email he sent to several Baganda Internet discussion groups. Because some of the discussion groups have hundreds of members, which means that, since he doesn’t really know their members, he probably intended to make sure that every Muganda he can reach should know about his influence over the Nnabagereka.</p>
<p>The Washington D.C. based Muganda elder who forwarded Mr. Wilson’s email to Buganda Post included the following comments in Luganda: “Banange mulabe obugwenyufu webutuuse mu bana Yuganda. Ani yali awulidde omusajja omuganda, wadde munamawanga ategeera ebya Buganda nga yewaana mu lujjude nti yetukira buterevu ewa  muka Beene? Ekyo kkive mu Buganda! Era Wilson kirabika musajja muzira kufa, kubanga tatya kunyiiza Baganda obukadde omukaaga. “ (“Friends, look how far stupidity has reached among Ugandans. Who has ever heard of a Muganda man, or even a foreigner sensitive to Buganda culture, publically boasting about having direct access to Beene’s wife? Clearly Wilson is a very brave man, because he is not afraid of making six million Baganda angry at him.”</p>
<p>On April 18, 2010, Buganda Post reported that Baganda in the diaspora were concerned about a press release by UNAA that Nnabagereka would be the guest speaker at UNAA (see “<a href="http://www.bugandapost.com/main/archives/2099" target="_blank">Diaspora Baganda Concerned About Nnabagereka Going To UNAA</a>”).  Also on April 18, 2010, Mr. Kabuye of Ekiba Kibe program on Free Buganda Radio warned UNAA to stop “massaging the a lion’s teeth” (Click on <a href="http://www.bugandapost.com/main/wp-content/uploads/2010/04/Ekiba_Kibe18Apr10A.wav">Ekiba_Kibe18Apr10A</a> to listen or see &#8220;<a href="http://www.bugandapost.com/main/archives/2115" target="_blank">Story About Nnabagereka Going To UNAA Is Bogus, Robert Kabuye</a>&#8220;). Apparently, one nationalist Muganda whose name is not disclosed, reacted to all that and sent an email to a Baganda discussion group to say that Wilson’s press release is not genuine.  It was in response to that email from the patriotic Muganda that Mr. Moses Wilson violated a centuries old taboo in Buganda and told the world that he is buddies with the Kabaka’s wife.</p>
<p>Mr. Wilson’s brave action came at a time when UNAA seems to be having serious public relations and financial problems which could allow NRM to decide its fate. Our sources tell us that registration is far below the usual at this time because of the large number of Baganda who plan to attend Ttabamiruka instead. We have also been told that within the organizers, there fear that NRM operatives will find a way to embarrass Nnabagereka, to pay for what happened to Janet Museveni in Chicago.  Mr. Wilson’s appearance to join the NRM’s campaign to break all taboos that make Baganda special, such as never to publically talk about personal relationships with Kabaka’s wives, is expected to hurt UNAA further.  Many Ugandans who do not wish to be associated with any form of cultural genocide against Buganda might have trouble going to UNAA.  It is also difficult now for the Mother of Buganda herself to attend UNAA and help in the NRM’s cultural genocide against her own family.</p>

Kabuye said:  “Abakulu abamu abategeka kwekuli omukulu eyeyita omulangira, Kalema Musoke, omukulu eyeyita family ya Kabaka, Moses Wilson, omukulu eyeyita Zabasaja nga ye Zabasaida, ne mukyala we. Bagenda bagamba abantu ku Facebook nti Maama wa Buganda y’agenda okubeera omugenyi omukulu mu bintu byaabwe ebya Museveni ebya UNAA. Teli atakimanyi nti UNAA ya Museveni. Era bazeemu okukozesa obukodyo bwebumu obwa Museveni.” (“Some of the oreganizers are Kalema Musoke, who says he is a prince, Moses Wilson, who claims to be a close relative of the Kabaka, Mr. Zabasaida, who calls himself Zabasaja and his wife. They tell people on Facebook that the mother of Buganda will be the chief guest at Museveni’s UNAA. Everyone knows that Museveni owns UNAA. They have started to use Museveni’s dirty tactics once again.”</p>
<p>Kabuye asks: “Lwaaki temulanga muka Museveni nti yajja? Lwaaki muyingirira byaffe ebya Buganda? Mwagala otukubya emizimu emiggo!” (“Why don’t you use Mrs. Museveni? Why do you meddle in Buganda affairs? Do you want the spirits of Buganda ancestors to punish us?”) He tells the UNAA team to stop spreading  false stories about the Nnabagereka and to stay out of Buganda affairs. Kabuye advises them to invite Mrs. Museveni. According to Mr. Kabuye’s, when they play with the Nnabagereka name, they are massaging the lion’s teeth. Finally The he demands that Omulangira Kalema Musoke must make clear where his loyalty is – Buganda or UNAA – and assures his listerners that Abaana ba Kintu will certainly stop the dirty tacktics against the Nnabagereka. MR. Kabuye vows to stop any attempt to connect the Nnabagereka institution with UNAA.</p>

			<content:encoded><![CDATA[<p>We have received several inquiries and complaints about a press release that is circulating on the Internet and announcing that the mother of Buganda, Nnabagereka Sylvia Nnagginda, will be the key note speaker at the 2010 UNAA convention in Washington DC, USA. The press release came from the email of Moses Wilson the president of UNAA.</p>
<p>To honor the Nnabagereka institution, Buganda Post shall not publish any of the very strong opinions that Baganda may express about Mr. Wilson’s press release.  However, we can report that some Baganda in USA are extremely concerned that, after failing to compromise Kabaka Mutebi, the NRM is using the UNAA to set up his wife for a major embarrassment. The NRM is the UNAA’s biggest funder and Perez Kamunanirwe, NRM’s ambassador in the USA and Kabaka’s representatives in the USA engineered the deal for UNAA.</p>
<p>If Nnabagereka Sylvia Nnagginda goes to the UNAA convention in Washington DC, she could land in the middle of the increasingly controversial politics of Uganda American community, which is fast breaking apart. During the 2009 UNAA convention in Chicago, there was strong evidence of NRM style vote manipulation. Besides vote theft, the NRM government flew over 300 operatives to the USA to vote for Moses Wilson.  Besides the election problems at UNAA Chicago, Baganda made Mrs. Museveni extremely and visibly angry when they told her that her she and her husband were the most corrupt presidential family they had ever seen.</p>
<p>Wilson’s win split the UNAA organization into camps of Frank Musisi and Flex Kabuye supporters. Later, new organizations to compete with UNAA were created, including UADA and UDII. Many other Baganda simply woke up and totally abandoned UNAA/NRM style politics and joined the movement to liberate Buganda (“Buli mbuzi ku nkondo yaayo”).  Recently UADA announced that they would hold their own convention in Boston on the same dates as UNAA.  And most Baganda fed up with UNAA/NRM are expected to go Ttabamiruka ’10 because it focuses on Buganda issues.</p>

<p><em>The Ugandan North American Association (UNAA) is pleased to announce that the Key Note Speaker at its upcoming 22nd Annual Convention in Washington DC will be Her Royal Highness Sylvia Nagginda, Nnabagereka of Buganda. </em></p>
<p><em>The Nnabagereka is the Patron of the Uganda Cancer Research Foundation and will be leading a delegation from this organization that will host a forum on its work at the UNAA Convention on Saturday September 4th, 2010.</em></p>
<p><em>HRH Sylvia Nagginda, The Nnabagereka of Buganda</em></p>
<p><em>The restoration of the Kabakaship in 1993 heralded the genesis of a new Buganda. It gave the Baganda a new sense of purpose and a vision towards a common future. The Nnabagereka (Her Royal Highness, the Queen), who is the wife of the Kabaka (King of Buganda), is considered the mother of the Kingdom and a symbol of unity for the Baganda. </em></p>
<p><em> There is a new and significant role HRH Sylvia Nagginda, as the wife of the Kabaka, has to play in the Kingdom. Since there had never been an office of the Nnabagereka, its inception in September 1999 was a new and very crucial phenomenon.  The Nnabagereka has a mission to lead a meaningful resuscitation of human, family and traditional values and sustained improvement in the social and economic welfare of the people. As a “mother” of the Baganda, the Nnabagereka spearheads the task of encouraging, sensitizing and mobilizing the general population. </em></p>
<p><em> HRH Sylvia Nagginda belongs to the Musu clan (Wild Rat) and comes from the Sebugwawo family in Nkumba-Entebbe. She was born in the United Kingdom and studied in both Uganda and the United States of America where she lived for more than 18 years before returning to Uganda to become wife to the Kabaka in 1999</em></p>
<p><em>HRH Sylvia Nagginda is the first Nnabagereka (Queen) in the history of the Buganda Kingdom to set up a fully-fledged Office, a very crucial phenomenon that has greatly complimented the ongoing development work in the Kingdom and Uganda at large. Her main focus areas are early childhood care and development; education for the girl child; vocational training and employment for the youth; empowerment of women, health issues particularly regarding the prevention and cure of childhood diseases, nutrition, and sexual reproductive health including the prevention of HIV/AIDS.  Touched by the expanding impact of cancer on the people in Uganda, especially among children and women, HRH is shining new light on the fight against this disease.</em></p>

<p><em>2.  However, we have been invited to and participated in events organized by others in our individual capacities and in some cases as a group. In the same spirit of solidarity with other Ugandan pro-democracy activists and groups, we have accorded their (activists and groups) announcements and events the wider audience we enjoy, via email and other media, still without us claiming or implying authorship and duly recognizing the specific organizers when not ourselves.</em></p>

<p><em>3.  In our efforts to secure democracy and human rights in Uganda, we welcome and encourage others individuals and groups to struggle for the same goal, without fighting each other. Still, we have neither worked with Olara Otunnu nor sought/gotten any financial or political gain from his group or any other entity. As dedicated patriots, we&#8217;re not in this struggle for personal gain whatsoever and therefore, we have not been and will not be compromised in any form or way by any person or entity.  </em></p>
<p><em>4.  Any photographs or videos taken at such public events are the sole property of the person or organization that takes them. That individual or organization can distributes such material in any legal way. The inscriptions on the photographs help those seeking to use them to promote our cause where to get them. The inscription does not suggest in any way or form that the photographer or organization he represents organized the event. For instance, VOA and not UDII own the videos in item 1 above even though these videos were taken at a UDII organized event.</em></p>
<p><em>5.  We also want to let everyone know that the &#8220;master and his agents&#8221; are at work to divide and rule Ugandans both within Uganda and in the Diaspora with a major focus on the Bagandas by creating unfounded stories and conflicts. Despite the attempts by the &#8220;master and his agents&#8221; to antagonize our efforts to liberate Uganda from the NRM regime, we are going to stay focused and strong.</em></p>
<p><em>6.  We want all the peace-loving Ugandans not to lose sight of our enemy and to ignore this attempted assault on the solidarity of Ugandan opposition groups. The sooner we stop fighting each other and re-direct our energies to defeating Museveni and NRM, the better for our country!</em></p>
<p><em>7. Finally, we want to express our disappointment in Robert Kabuye of Boston for falling prey to the master&#8217;s tricks, for broadcasting information and thus defaming us without any basis. Despite the fact that our contact information is widely available, neither Buganda Post nor Robert Kabuye cared to seek our comments before publicizing those malicious allegations.</em></p>
<p><em>8. Outside the law, this is the first and last statement that we will make jointly on this issue.</em></p>

<p>According to the government&#8217;s official website, <strong>www.buganda.or.ug</strong>, &#8220;preparations for Buganda conference are in full gear and all signs are promising for a successful event.&#8221; The conference is to take place on December 17, 2010 and Ssabasajja is expected to appear at the occasion. The venue is Hotel Africana on Jinja Road.</p>
<p>This is the second Buganda national conference organiszed by the Government. The armed occupation of. Buganda by the foreigner led NRM government presents huge challenges to the organizing committe. For example, since warlord Museveni closed CBS Radio the coomittee is having a difficult time promoting in Uganda.</p>
<p>On the other hand, although hundreds of Baganda will in the mother land in December, and would be happy to pay even $50 to attend, the organizers do not seem to have considered this in their scheduling or promotion.  According to the statement the the government website, secretary to the organizign committee, Mr. Uthman Mulindwa, &#8220;many people are not aware of the conference because of the absence of CBS radio on air&#8221;. However, he does not indicate if the committee is trying other channels, such as  using Baganda media outlets in the Diaspora. Yet many Baganda back in the NRM occupied kingdom now get their news from relatives living outside.</p>
<p>Buganda Post will bring its readers any new information that becomes available on the conference. Some the Kabaka&#8217;s representatives in the Diaspora may also provide information on the conference. We will communicate where and how Baganda and friends the Diaspora can send their financial support for the Buganda Conference as soon as the information is available.</p>

<h2><span style="text-decoration: underline;">BUGANDA CONFERENCE 2009</span></h2>
<p><em>Preparations for Buganda conference are in full gear and all signs are promising for a successful event.</em></p>
<p><em>The Conference is an annual event in Buganda, graced by the Kabaka of Buganda with an aim of creating a platform for debate and interactions on the Kingdom’s issues. </em></p>
<p><em>It is also part of the celebrations to commemorate coronation anniversary. However, due to the numerous problems witnessed by the Kingdom during the past two months, the conference could not coincide with the anniversaries and was therefore shifted to December under the theme “a Federo System of Governance for Uganda”.</em></p>
<p><em>According to the committee Secretary, Uthman Mulindwa, shifting the conference to December will not change its main goals and objectives.</em></p>
<p><em>He however cited limited publicity of the conference as one of the biggest problems encountered by the committee. He explained that this has occurred due to the break down of the communication network within the Kingdom.</em></p>
<p><em>Mulindwa added that many people are not aware of the conference because of the absence of CBS radio on air. </em></p>
<p><em>He added that due to this communication break down, the committee is incurring very high costs on advertising the conference which has necessitated for the setup of a registration fee of 25000 per participant to help in the proper planning and preparations of the conference.</em></p>
<p><em>The registration exercise and the sale of cards are carried out at Bulange, Mengo in the ministry of Economic planning room TF8 on 3rd floor.</em></p>
<p><em>The committee therefore appeals to the public to spread the gospel about the conference to other people.</em></p>

<p><strong>LONDON:</strong> As pressure mounts and more petitions continue, the UK&#8217;s Foreign and Commonwealth Office for the first time has come out to speak about the September 11, massacre of 30 unarmed civilians and continue incarceration of over 800 people in the capital Kampala. &#8220;The UK government is deeply concerned about the recent rioting in Kampala,&#8221; reads  in part an October 23, letter, to expatriate Ugandans who last month petitioned the UK government and the International Community demanding that Uganda&#8217;s foreign backers to withdraw their support to dictator Yoweri Museveni&#8217;s regime after the September massacre of innocent civilians.</p>
<p>Judith Mann from Great Lakes Section on behalf of Foreign and Commonwealth Office (FCO), wrote: &#8220;With our EU partners, we have raised our concerns about the use of excessive force by the police and defence during the riots with the government of Uganda and we have encouraged them to instigate an independent investigation into the riots.&#8221; This followed the increase petitions and lobbying by several groups of Ugandans abroad. Since the September, Kampala, streets carnage three groups most of them potential voters in the UK polls, have petitioned British Prime Minister&#8217;s No. 10 Downing Street. Whilst, others have prepared several dossiers to the House of Commons, House of Lords, and the European Union.</p>
<p>Although, the Ugandan President Museveni in his speech to the Parliament just after the riot, he justified his forces&#8217; action as they handled the rioters. It has now emerged Uganda Government&#8217;s narrative of the events to the International Community is different. Museveni, in his televised directive was &#8220;Shoot and Kill&#8217; order when the riot broke out on September 10, as Military Police and other armed security operatives blocked Prime Minister who was preparing His Majesty Ronald Muwenda Mutebi II&#8217;s visit to Kayunga an area  in Buganda Kingdom.  However, it has now been understood that when asked to account for the deaths and random arrests, the Uganda government&#8217;s message to the FCO is like chalk and cheese.</p>
<p>&#8220;The Ugandan authorities have told us that this will be investigated and that where appropriate, individuals will be held to account,&#8221; reads a FCO communiqué, contradicting, Museveni&#8217;s speech in which he labelled the protestors  as ‘shadowy subversive activities&#8217; against his regime and  ‘hooligans&#8217; whose purpose was meant to loot and destroy properties. During the September 11, riot, allegations of a foreign country, in this regard suspected to be Libya, had allegedly channelled huge amount of money to Buganda Kingdom to fund anti-NRM activities. The kingdom has vehemently denied such allegations, calling it playing dirt politics by Museveni&#8217;s regime to divert attention from  legitimate demands and possibly to persecute official from Mengo establishment.<br />
The current-day Uganda acquires its name from the ancient Kingdom of Buganda, a hereditary monarchy that once covered the southern part the country including the capital Kampala. His Majesty Mutebi II, the custodian of the Kingdom has unsolved issues with the central government which include; the return of 9000sqmile of land, its County headquarters and a demand for Federal system of governance that can check corruption. In addition to now the formerly cherished CBS FM radio station which was closed during the recent riot.</p>
<p>In a separate communiqué to this reporter, another officer Ms Stephanie Sandison, said that the General Affairs External Relations Council of the European Union express its concern over the September&#8217;s riots in Kampala, arguing the Ugandan Government to resolve any political disputes through peaceful dialogue and democratic  institutions. That,  the Council also urges the Government to do its utmost to assure that there will be a level playing field in the run up to the general elections of 2011 and that these elections will be free, fair and transparent. Ms Sandison said; &#8220;This has been agreed jointly by all EU Member States, including the UK.  A full copy of the text can be found at: tttp://www.consilium.europa.eu/uedocs/cms_data/docs/pressdata/en/gena/110787.pdf.&#8221;</p>
<p>&#8220;We continue to monitor the political situation in Uganda closely and regularly discuss human rights issues with the Uganda Government,&#8221; said officer Ms Sandison from the Great Lake Region when reacting to question why the British Government unfailingly continues to cosset the tyrannical regime given the well documented human rights abuses. Reacting to a demand made in several petitions by expatriate Ugandans to have the September protesters released, Ms Sandison, said: &#8220;We continue to push for further action on human rights issues such as media freedom, illegal detention and politically motivated harassment.&#8221;<br />
&#8220;The UK Government remains determined to bring stability to the region and will continue to work with the international community and partners in the region to bring this about,&#8221; says Ms Sandison.</p>
<p>Not used to public debates, fearing and well aware of the power of the media, President Museveni, justified CBS FM closure, when he claimed that it was inciting violence. Then the government accused CBS and other stations of inflaming violence that erupted in the entire region.</p>
<p>Meanwhile Ugandans in Diaspora joined the 120 country groups to continue lobby the UK Government and EU donors to scrutinise the Uganda Government in to protect their interests. In the last month, Ugandans from different organisations abroad have approached potential lobbyists over the current situation in Uganda.</p>
<p>&#8220;A total of 30 innocent civilians were brutally murdered by Museveni&#8217;s security forces last month and about 1000 people are still incarcerated in secret places, so, it&#8217;s our duty to check this situation,&#8221; said a member who attended a meeting with top UK Bishop and a member of House of Lords. The deputation, who has so far secured an informal approach with some UK MPs and members of House of Lords, is lobbying to give accurate and truthful information to the Commons about Uganda.</p>
<p>&#8220;We want to inform the legislators here that, the government&#8217;s continue backing of Museveni, is putting the British interests in Uganda at risk,&#8221; a member who attended an hour meeting at one of the Cathedral on October 19, told this reporter. Exclusively, this reporter has learnt that with the group has also prepared a similar dossier to be circulated to the European Parliament in Brussels-Belgium. A source said: &#8220;We are not going to use any form of force, but our brains and the power of the pen. That is why many politicians and Uganda&#8217;s foreign backers have welcomed this kind of approach. Let Museveni spend millions of dollars to decorate his corrupt regime, we are encountering his lies by delivering factual evidences,&#8221; said a source.</p>

<p>The Buganda Kingdom attorney general, Owek.  Apollo Makubuya said in a press statement yesterday that the second Buganda conference would take place on Saturday December 17, 2009. Owek. Makubuya, who chairs the organizing committee explained that the  conference would clarify the differences between Federalism, Decentralization and Regional Tier.  The theme of the conference is to promote federalism as the best form of governance for Uganda.</p>
<p>Decentralization is an improvised form of government which Jaberi Bidandi Ssali and Uganda&#8217;s warlord president, Yoweri Museveni, implemented in 1995, with the help of Denmark, Norway and other western countries. It was brought in to derail Buganda&#8217;s demands for a federal system (Federo). Regional Tier is a highly unpopular (in Buganda) form government which was secretly negotiated between Museveni and Katikkiro Mulwaanyamuli Ssemwogerere, which would have allowed Museveni to take charge of the Buganda government and for non-Baganda to assume the cultural office of Katikkiro.</p>
<p>When announcing the 2009 Buganda Conference, Owek. Makubuya revealed that federalists from the USA, UK and Nigeria were expected to participate in the conference. Participants are also expected from Busoga, Bunyoro, Toro, the Diaspora and academia. Owek. Makubuya suggested that Buganda is politically isolated and promised to fix the problem by making it clear that Buganda is not demanding for Federo alone.&#8221;</p>
<p>Two weeks ago, a retired former Buganda Government official currently visiting in North America, told us that there are three camps at Mmengo on the issue of Buganda political situation. He said: &#8220;The situation is similar to administration of Katikkiro Michael Kintu in the early 1960&#8217;s. Kintu and his supporters pushed for Buganda independence, arguing that all our neighbors secretly hated or envied Buganda and could not be honest partners in the long run. They were accused of being ‘radicals&#8217;, not accommodating and even ‘uncivilized&#8217;. Today, it is Muzei Nsubuga Nsambu in the camp which is accused of the same because he insists that Buganda must not repeat past mistakes and the solution is secession.&#8221;</p>
<p>The elderly grandfather continued: &#8220;Opposite to Kintu&#8217;s camp, in 1960, was a larger camp which was ‘more educated&#8217; and liberal camp, which promoted ‘Federo for all who want it&#8217;. Mayanja Nkangi, who now helps Museveni manipulate Buganda&#8217;s lands, was one of these young firebrands and ended up becoming Katikkiro. Even today the second camp are viewed as the more educated and modern and, like 45 year ago, they are  pushing hard for ‘Federo for all who want it&#8217;.  History is repeating itself 100% except that Museveni is more sinister and dishonest than the colonialists or Obote.</p>
<p>&#8220;The third camp, both in 1960 and now, are those who either do not have enough information or enough courage to push for one side or another. Thanks to Buganda&#8217;s democratic traditions, all camps are expected to have their say at the Buganda Conference in December. Also expected is heavy infiltration of occupation government agents, to intimidate people and influence events.&#8221;</p>

			<content:encoded><![CDATA[<p>A reliable sources close to president Museveni&#8217;s state house tells us that, before leaving for the September UN session in New York, the Ugandan warlord got Robert  Sebunya to reactivate a program that would use financially stressed Buganda royals to spy on or undermine Kabaka Mutebi. The source told us: &#8220;The president has been using Kabaka Mutebi&#8217;s uncle, Prince Simbwa to keep Ssabasajja off balance. However, Tamale Mirundi and Robert Sebunya advised him that other royals, either misguided or desperate for money, should be recruited. Tamale also recommended that recruitment of Balangira and Bambejja in the Diaspora might be the easiest because it is harder for Kabaka to track their activities. In fact, when His Excellency went to the USA in late September, a meeting with princes and princesses in Boston was put on his agenda. He did meet them in Boston as planned only because of the Baganda demonstrations.&#8221;  The source speculated that the money intended for the princes and princesses was probably left with Ruhakana Rugunda, &#8220;since he is more in tune with how Ugandan things work than Kamunanwire in Washington DC.&#8221;</p>
<p>Our source explained that the campaign is getting accelerated with assistance from Robert Kabushenga who is launching a media blitz where negative and contradictory stories on Buganda royals will appear in Bukedde, New Vision and  the Monitor, to demoralize Baganda and Kabaka Mutebi. Some stories will talk positively about Kabaka Mutebi while others will question his legitimacy. And others will show that there are divisions within the Buganda royal family. Yet others will claim that the Kabaka and Museveni now like each other.</p>
<p>The source explained: &#8220;The period between now and December, when huge numbers of Baganda come for Christmas, is critical to Mr. Museveni. Expect him to use it to keep Kabaka and Mmengo confused with a barrage of mixed messages, including friendly but fruitless negotiations, public abuses, court cases against Nambooze and Lubega Sseggona, making impossible demands on CBS Radio and maintaining confusion around Kabaka&#8217;s personal security. The recruitment of at least 4 or 5 youthful grand children of Ssekabaka Chwa to undermine the Kabaka is attractive to the president because he is starting to believe that the back of Baganda youth has been weakened. The key is to deny the Kabaka and his loyal adviser, who are part-time, in a reactive mode all the time between now and January or February next year.&#8221;</p>
<p>In a related development, unconfirmed reports from  Boston tell us that at least 4 or 5 princes and princesses from Texas and North East USA were in Boston on September 26, 2009. And some were eager to meet Museveni. If Museveni left money with Rugunda to buy Buganda royals, as our state house source asserted, then  the campaign may already be in full swing.</p>
