A radical Baganda nationalist organization has warned president Museveni of Uganda about his plans to force Kabaka Mutebi of Buganda to meet him (Museveni).

According to a statement issued by Asumani Balwaana Kaama, the spokesman for Union of Councils for Gwanga Mujje, “Ssabasajja Kabaka Ronald Muwenda Mutebi II, the 36th Kabaka of the Buganda nation, is the symbol of our being, our culture and our pride. He is however NOT our servant or spokesperson and CANNOT negotiate anything on Obuganda’s behalf. The religious leaders who are supposed to be in the Kabaka’s entourage are also neither honorable nor competent to represent Obuganda. They are not authorized to represent or speak for Buganda’s interests at this meeting.”

WARNING TO DICTATOR MUSEVENI ABOUT SSAABASAJJA
“NO ONE SPEAKS IN BUGANDA’S NAME WITHOUT THE DIRECT AUTHORITY FROM OBUGANDA”

The Union of Councils for Ggwanga Mujje would like to express and as well convey its profound and heartfelt sympathies to families that lost loved ones, Obuganda and all Ugandans during the September 09 public demonstrations in Kampala.

We acknowledge that Buganda is presently under occupation, just like Northern Uganda has been over the past 20 years. However, Dictator Museveni and his henchmen will be held personally responsible for these crimes against humanity at an appropriate time in the near future.

In a futile and cowardly show of strength, Dictator Museveni is forcing a meeting with His Majesty, Ssaabasajja the Kabaka of Buganda in an effort to claim some bizarre dark victory in the current standoff.

Dictator Museveni is praying and hoping on forcing concessions that will be of detriment to the Kingdom of Buganda from His Majesty the Kabaka.

In the absence of CBS Radio, and in an environment dominated by pro NRMO media, the Dictator wants to use the occasion of the face to face meeting to make some kind of rapprochements on dense ideas such the Regional Tier and other nonsensical projects like the Land Bill, Extension of Kampala, an Elected Katikkiro, the Creation of Saaba… this and Saaba… that, within Buganda.

Thereafter, the Dictator will want to claim that the Kabaka will work directly under his orders from now on.

Warning to the Dictator

The Union of Councils for Ggwanga Mujje would like to warn Dictator Yosweri Tibahurwa, Kayibanda Museveni, that if he goes ahead with this futile meeting, the Obuganda will not accept or be bound by whatever agreements he will come up with.

His Majesty, Ssaabasajja Kabaka Ronald Muwenda Mutebi II, the 36th Kabaka of the Buganda nation, is the symbol of our being, our culture and our pride. He is however NOT our servant or spokesperson and CANNOT negotiate anything on Obuganda’s behalf. The religious leaders who are supposed to be in the Kabaka’s entourage are also neither honourable nor competent to represent Obuganda. They are not authorised to represent or speak for Buganda’s interests at this meeting.

Obuganda will therefore not recognise or accept whatever concoction this meeting might achieve.

Any further attempts by Dictator Museveni to compromise or denigrate Ssaabasajja Kabaka or the institution he represents will result in a quick and effective uprising never seen before in the Great Lakes region which will finally rid Uganda of a Dictator with questionable and poor breeding.

The Union of Councils for Ggwanga Mujje would like to graciously and humbly remind Ssaabasajja Kabaka Mutebi to ensure that he does NOT smile or shake hands with Dictator Museveni , or sit anywhere within 5 feet from him, EVER.

We know for a fact that Dictator Museveni‘s intention is to bewitch His Majesty, Ssaabasajja Kabaka and take his influence and powers so that he can rule Uganda forever. Dictator Museveni obtained Juju (fetishes) from Cameroon which required him to sacrifice at least 50 adolescent virgins (school fires, Buddo etc) and the final act of this ritual is a face to face meet with Ssaabasajja Kabaka and shake his hand. That is why Dictator Museveni has been so pissed off and lamenting about the Ssaabasajja not taking his calls for over two years.

If His Majesty the Kabaka decides to meet the Dictator, whatever takes place must not compromise the dignity or undermine Ssaabasajja’s authority among his subjects.

Gadaffi and Improved Feet Make Museveni Stay In USA, Baganda Ready For Him In Boston

Museveni HatSources in the Uganda Foreign Affairs ministry have informed us that president Museveni changed his mind about leaving the USA early after reconciling with Libya’s Moammar Gadaffi, getting some badly needed sleep and overcoming much of the panic he had about Kabaka Mutebi back in Kampala. Apparently the lowered stress also led to a reduction in Museveni’s foot pain, which kept him seated in the UN even when everyone was standing or walking around (see “Kabaka, Obama, Foot Pain, and Baganda Demos Force Museveni To Leave USA“. Museveni reportedly arrived in Boston on Friday and, if his feet remain stable, he will be the chief guest at the 2009 NRM Forum.

Our reporter in Boston has learnt that the Kabaka’s anti-Museveni subjects made no changes in the demo plans, even after word came that the Ugandan warlord might not show. They were willing to demonstrate even if Ruhakana Rugunda was the chief guest. An estimated 500-1,000 are expected to demonstrate against Museveni and his anti-Buganda NRM government.

In the meantime, last week Baganda from the whole North East USA announce plans to protest at the NRM Gala, which will be hosted at the Marriott Copley Place Hotel, downtown Boston (see “USA Baganda Demonstrations Set for Boston NRM Gala“. The Baganda demonstration will take place at We will be holding a rally tomorrow, on Saturday September 26, 2009 at the Boston Common on the same also at 110 Huntington Avenue in Boston. Museveni is expected to start speaking at 10:00 AM and the Baganda intend to start their demonstration one hour earlier and continue after he finishes. Major news media organizations are expected to be present.

On September 23, 2009, Museveni decided to leave the USA early and skip the NRM Forum after being snubbed by President Obama and getting embarrassed by a large pro-Kabaka demonstration at the UN by about 100 Baganda. Museveni fortunes changed when Libyan military dictator, Moammar Gadaffi, agreed to meet with him in New York City. According to our sources, the two African warlords reconciled and agreed to work together on the  Buganda  issue.  Museveni was reportedly cheered up by the Gadaffi, reconciliation because believed reports by his dysfunctional  intelligence that Mmengo was getting assistance from Libya.  The Libyan side has down played the reconciliation however, a sign that Museveni needed it much more than they did.

In an indirectly related story, we have received unconfirmed reports that although Museveni’s feet became much better on Thursday after he got some sleep, he still needs to keep then in a basin of cold water to relieve pain. And he is still anxious to return to occupied Buganda and continue his efforts to  force Kabaka Mutebi to talk to him.

Museveni at United NationsA reliable source in the Uganda Foreign ministry has discreetly informed us that Uganda’s military strongman, president Yoweri Museveni will probably leave the USA prematurely on Thursday or Friday this week. Previously, Museveni had planned to stay until Sunday so that he could attend the annual NRM Gala in Boston. According to the source, Museveni had planned to go to New York after humiliating Baganda by succeeding to force Kabaka Mutebi to meet him. Certain influential Baganda who expect to personally benefit if Buganda accepts the Regional Tier government and CBS Radio is reopened, had promised to deliver Kabaka Mutebi by last Saturday. However, by the time Museveni left for the USA the Kabaka had said “No” to what seems to be a trick to make him (the Kabaka) appear like he is prostituting himself in exchange for re-opening CBS Radio.

Our source said: “The frustration that the president feels about the Kabaka’s tough stance has made it so difficult for him to get sleep and aggravated his feet problem, to where he cannot stand for 10 minutes.”  The source gave this as the reason why president Museveni greeted several important personalities at the UN while sitting, even when everyone around him was standing.

Our source also reveals that Museveni had gone to the USA with the expectation that he might have a one-on-one meeting with President Obama. However, Mr. Obama preferred to meet all African leaders together and give them a lecture about the need to stop dictatorships and create jobs – the things where Museveni is doing worst. The source adds that: “The bipolar president was not amused to then hear that about 100 Baganda were going to hold a major demonstration during his UN speech and accuse him of genocide in front cameras from major USA news organizations.  With the increasing worry about the Kabaka situation, the Obama snub, the burning pain in his feet and hostile American Baganda, Mrs. Museveni convinced her husband that staying in the USA longer is too risky.”

Museveni and his wife plan to depart from the USA sometime on Thursday or, latest, on Friday. At the time of posting this story, it was not clear if Museveni’s state house had even informed all concerned ambassadors or the NRM Gala organizers in Boston.

American Baganda Declare Buganda To Be In Captivity

According to an email  we received from someone who claims to have attended  the Ggwangamujje meeting held in New Jersey on Saturday, the attendees agreed to declare Buganda to be under captivity.  “Everyone agreed that there is no question that Kabaka has done a wonderful job in these tough times. Also that the Baganda who are resisting Museveni’s dictatorship are real heros. We also agreed that Kabaka Mutebi made the right decision to call off the visit because he was totally surrounded by Museveni’s poorly trained forces and his subjects were at risk. In the end we declared Kabaka and Buganda to be in captivity.”

The email promised that an official statement is supposed to be issued by Ggwangamujje officials and it will most certainly say that Buganda is in captivity. And that those Baganda who agree must from today on work for one thing, the freedom of their Kabaka and country, Buganda, from the captivity (buwambe).  They  are confident that as time passes Baganda masses will understand this and stop discussing any  politics except for the withdraw occupying forces. They have no plans to waste time taking Museveni to his own courts or worrying about Uganda elections while Buganda is captivity.

In a related story, evidence continues to mount that President Museveni is becoming more panicky every passing day after his forces massacred young unarmed Baganda last week. On Saturday and Sunday, after closing down Baganda owned radio stations, he launched a press campaign in his New Vision and Aga Khan’s The Monitor claiming that he was to meet Kabaka Mutebi this week. But our sources tell us that Katikkiro Walusimbi and Regional Tier advocates (Mulwaanyamuli clique, Mmengo based businessmen and  Uganda politicians eager to personally gain from Regional Tier) are secretly working with NRM officials to force the Kabaka  to talk to Museveni. And Museveni, panicking after the scare of last Thursday, is so obsessed with talking to Ssabasajja  that, on Wednesday, he publically complained to the Uganda parliament that, since Saturday he has been the Kabaka without success.

Kabaka’s Representatives in North America Urge NRM Government To Stop Tactics That Divide Ugandans

The Kabaka’s Representatives in North America, on behalf of all Baganda and people of goodwill in North America, strongly condemn the senseless loss of life and destruction of property that followed the refusal of the Katikkiro, by the Uganda Government, to enter Bugerere County and participate in preparations for the Annual Youth Day (AYD) event. The AYD, which is presided over by Ssabasajja Kabaka of Buganda, is designed to rally the youth and encourage them to engage in education, social, cultural and gainful economic activities. We believe that these objectives of the AYD are in line with our country’s efforts to modernize and make sure all her people are productive in the economy. This is what Ssabasajja Kabaka is trying to do by helping to nurture the youth.

The Kabaka’s Representatives in North America strongly believe that the Kabaka’s visit to Bugerere is lawful and constitutional and the Uganda Government’s effort to block and interfere with these cultural activities is unlawful and unconstitutional. We strongly urge the Uganda Government to work with the Mengo establishment to strengthen the ties that bind the people of Buganda together. The different ethnic communities in Bugerere County, including Bakenye, Basoga, Bagishu, Baluuli, Baganda, Japadhola, Iteso, Sudanese, Kuku, etc., have lived together in harmony until the recent creation, by the Uganda Government, of the institution of the “Sabanyala”.

The Kingdom of Buganda is a peace loving kingdom that has thrived on ethnic diversity and mutual respect for all of its residents. We believe that what is good for Buganda is good for Uganda. The actions being taken by the Uganda Government could destabilize the Kingdom, undermine the authority of the Kabaka, and weaken Uganda. We, the Kabaka’s Representatives in North America, urge the Government of Uganda to stop employing tactics that divide the people of Uganda based on ethnic and other grounds. Instead, the Uganda Government should create an environment for Ugandans to exercise their right to promote practices that unite them and uphold respect for their cultures.

Ttabamiruka ‘10 Announced As UNAA Politics Heat Up

On September 1, 2009, Ggwangamujje NY/NJ, Inc. announced Ttabamiruka ‘10, an International Baganda conference outside Buganda, to take place over the American Labor Day holiday of September 3-6, 2010 in New York, USA.  The venue and program will be posted on the conference website, www.ttabamiruka.com.

After two highly successful conferences in 2007 and 2008, Ggwangamujje was unable to hold Ttabamiruka ‘09 because of the global financial crisis.

The official theme of Ttabamiruka ‘10 has not been decided on yet. However, the Chairman of the past two Ttabamirukas, Mr. Edward Semambya, provided some insight into the conference plans. He stated that, “Kabaka Mutebi has done a great job of providing leadership and guidance to Baganda during extremely difficult times. The Baganda in the Diaspora would like to express their gratitude to him.

Mr. Semambya continued that, “although it is still too early to talk about the program and dignitaries, Ttabamiruka ‘10 will provide unprecedented international exposure for Kabaka Mutebi and our Kingdom.”

In the meantime, Uganda-style politics threaten to cause an implosion in UNAA, as the election race for the organization’s new leaders heats up. The leading candidate appears to be the Muganda incumbent, US Army soldier, Lt. Frank (Omusese) Musisi. His opponents are Moses Wilson and Flex Kabuye, both known to have close relationships with high profile NRM officials and Uganda embassy staff. Indeed, Kabuye is brother to Brig. Kayanja, who at one time led Mr. Museveni’s brutal and extra-judicial Operation Wembly against robberies. So, very much like in it does in Uganda, the NRM is supporting more than one candidates.

Musisi has positioned himself as the an anti-Museveni Muganda candidate, which has won him strong support from Baganda all over the USA. Kabuye, on the other hand, is playing the classic NRM style politics of money. For example, according to reports from Washington DC, he secretly sponsored a major Muganda musician and then tried to use the concert as a platform to campaign. Unfortunately for him the anti-NRM faction in Washington DC commandeered the stage and nsibambed him (denied him the microphone). According to Uganda diplomatic sources in the USA, various NRM elements have sent in a total of at least $90,000 to support Kabuye and Wilson. And the NRM government plans to bring is 20-50 officials from Ugnada, to vote as instructed.

It is too early to tell where these battles will end. First of all, although Musisi appears to have the most support, Wilson and Kabuye could do a last minute deal and join supporters to help the stronger NRM to win. Then there is the issue of Mrs. Museveni, who insists on being a key speaker at the UNAA conference.  Secondly, we can report that  Ambassador Kamunanwire has openly told Musisi that the if Mrs. Museveni is not allowed to speak, the NRM government will withhold the $20,000 that it had promised to give to UNAA, as it did last year. Furthermore, under pressure from Mrs. Museveni, several major Ugandan sponsors of UNAA (UIA, URA, BOU and others) have also indicated that they may not send any money.

One problem for Musisi is that, the UNAA conference may implode for financial reasons, even before the voting takes place.  According to unconfirmed reports, Musisi is desperately looking for a way to give in and allow Mrs. Museveni speak without looking like he has been bought by the NRM. Reportedly, he cannot afford to forgo the Museveni money. If the now very angry Janet Museveni decides to play true NRM politics of betrayal, however, the end of this story might be much more dramatic than what has happened so far.

Miria Obote Issues Press Statement As Northerners Move To Restart UPC Machine

Miria OboteThe wife of former Uganda dictator, Milton Obote and her camp within Uganda Peoples’ Congress (UPC), have been engaged in around the clock meetings with an Acholi faction for days, to avoid a major split in the party which was formed by her husband. A frustrated Muganda UPC member told this writer by email that the Acholis are determined to take control of UPC while Miria would very much like to see her son Akena replace her as party president. According to our source, the fight is one about real northerners reclaiming UPC from a weak Muganda leader and her half-Muganda son. He went on: “I stupidly joined UPC during last elections because I thought Mrs. Kalule was going to make UPC good for Baganda. Now assure you UPC business is really only for northerners. That is why they are bringing in the northern best hope Olara Otunu even before telling Mrs. Obote about it.”

According to the UPC party constitution, Miria Obote’s seven-year term as president ends in 2012.  And many political analysts in Uganda think that UPC is on the verge of collapse from lack of leadership, after a dismal performance by Mrs. Obote as president. Prospective replacement living in Uganda include her own son and Lira Municipality MP Jimmy Akena Obote (Langi), Yona Kanyomozi (Munyankore Mulaalo), Darlington Ssakwa (Mugisu), George Okrapa (Iteso), Joseph Ochieno (Japadhola) and Sospater Akwenyu (Acholi). These groups made up the bulk of UPC Youthwingers and army which, along with special units of Mr. Museveni’s national resistance army (NRA), killed and harassed hundreds of thousands of Baganda during the Obote II regime.

Recently an Acholi dominated UPC faction, led by an MP called Okello Okello, kicked off a campaign to recruit Olara Otunu (Acholi), a former United Nations undersecretary and minister in Obote II, to lead the party when Mrs. Obote leaves. Okello Okello and team recently met Mr. Otunu in Nairobi behind Mrs. Obote’s back, leading her, after finding out, to reshuffle party officials. The reshuffle seems to have created a crisis, which Mr. Obote is hoping to control starting with the press statement reproduced below. It is not yet clear how Baganda, who overwhelmingly, consider Obote and UPC, which was president Museveni’s original politically party, the kingdom’s original enemy.

PARTY UNITY

Following the recent cabinet reshuffle there has been a lot of conflicting information and interpretation in the media and public domains.

I have today held a consultative meeting attended by amongst others Hon. Okello Okello MP Chua County and Hen. Benson Obua-Ogwa! MP Morato County. This consultation will continue but the meeting resolved as follows:

1.   This consultation agreed that in the interest of Party Unity and impending work leading to the upcoming Delegates Conference the recent reshuffle remains in force.

2.   That the recent reshuffle was not done in bad faith and it should not be misconstrued otherwise. This reshuffle is part of the ongoing strategy to expedite the process of establishing new Party structures, implementing the new Constitution and preparation towards the coming Delegates Conference in. October, 2009 during which new Party leadership will be elected and more importantly prepare the Party for next elections in 2011.

3.   I ask all Party members, friends and well wishers to focus on electoral preparation for a brighter future and a strong and united Uganda Peoples Congress Party in the coming days, months and years ahead.
