According to a press release issued by the Uganda Democratic Federal Union (UDFU), the organization will host a summit on human rights on May 1, 2010. UDFU is led by Mr. Remigius Kintu, a long Washington DC Muganda resident. At least two times this year Mr. Kintu attended and spoke very prominently at the Boston Buganda emergency meetings hosted by Ggwanga Mujje Boston. For about  4 or 5 weeks Ekiba Kibe program on Free Buganda Radio has been advertising that Ggwanga Mujje Boston will host a Buganda liberation conference on May 1, 2010 (see “Ggwanga Mujje Boston To Hold Buganda Emergency Conference On May 1st”).

The decision by Mr. Kintu’s group to announce a competing conference on the same day as the Boston Baganda meeting, so late in the game, may not go well with the Boston group led by Mr. John Mayanja.

Mr. Remigius Kintu describes himself on the Linked In network as the owner of  Blue Nile Trading Corp. and International Trade and a development consultant. Among the other speakers at the UDFU summit is Dr. Sulayman S. Nyang  professor and chairman of the African Studies Department at Howard University in Washington, D.C. Dr. Nyang is a Gambian who previously worked as an advisor to the NRM government. Also among the speakers is Mr. Yoga Adhola, a UPC activist and former editor of Milton Obote’s The People newspaper. When he writes to Internet discussion groups, Mr. Adhola usually finishes with: “Mr. Adhola belongs to the UPC’s conservative wing of leftist purists and was editor of the party’s newspaper, The People, during Obote II”. Milton Obote is the former Uganda president who overthrew the Uganda constitution in 1966, exiled Ssekabaka Edward Muteesa II, and is blamed for poisoning the former Kabaka.

The Uganda Democratic Federal Union (UDFU), led by Remigius Kintu, will host a summit on human rights, “Urgent Conference on Uganda,” Saturday, May 1, in Washington, D.C. Presenters will address President Yoweri Museveni’s eradication of open elections, his massacre of all Ugandans who oppose him, and the conflict in U.S. policy which simultaneously denounces and supports his regime.

 “UDFU’s open forum will feature defenders of political freedom from all over the world,” said Kintu. “Speakers and attendees will develop strategies to expose and redirect the Obama administration’s support of Uganda’s oppressive government.” Saturday’s program will be held at the University Graduate School, 1325 D Street, S.E., Washington, D.C., from 1:00 to 7:00 pm.

 The UDFU believes Uganda can be democratically governed in the future once Museveni has been ousted. “We hope to establish a more democratic regime as early as 2011,” said speaker Deo Kawunde-Miti. “We will bring the best players together to devise ways of running upcoming campaigns, utilizing new social media in the villages to circumvent Museveni’s blockade of conventional news media, and contest every elected official from East to West.”

 The conference will also address the Obama Administration’s ongoing support of Museveni despite the dictator’s abysmal human rights record and authoritarian rule that stand in opposition to President Obama’s and Secretary of State, Hillary Clinton’s stated foreign policy objectives.

 The opposition to Museveni contends the United State’s support of democracy in Africa is tempered by policy considerations that elevate U.S. strategic interests in the resource-rich African great lakes region over traditional American values. The United States State Department, Central Intelligence Agency, and other federal agencies use Uganda as a central stage for operations throughout the African great lakes region. Museveni has curried favor with US administrations by assisting in the war against terrorism and by contributing 3,000 Ugandan soldiers to the peacekeeping efforts in Somalia.

 Uganda is the latest example of United State’s support of dictatorial regimes in Africa, Asia, and Latin America – a policy that extends back to Guatemala in the 1950s, Chile under General Pinochet in the 1970s, and Saddam Hussein in Iraq in the 1980s and 1990s.

Museveni first seized power in Uganda in 1986.  He continued to rule in the 1990s through sham elections. In 2001, he had the term limit provision of the Ugandan constitution eliminated so that he could, in effect, be “President for life.”

The urgency of this conference is underscored by Museveni’s escalating human rights violations. In April, Museveni’s security officers shot and killed in cold blood 20 Ugandan students engaged in a nonviolent demonstration against Museveni in Kampala.

The Buganda Liberation conference that Mr. Robert Kabuye has been announcing on his SMS based Ekiba Kibe program  for the last 4-6 weeks is all set for Saturday May 1, 2010. According to an email we received from a source in Boston who is close to the organizers, the Baganda conference will discuss two key topics. The first topic is the progress made so far on the work of liberating Buganda. The second topic is how to deal with the coming 2011 elections. The email from our source did not provide details about speakers.

It is not yet clear why a conference that is supposed to be about how to liberate Buganda from occupation by the Uganda army will spend half of its attention on the next Uganda elections, which are organized by the occupation NRM government. Similary, we do not yet have information on the speakers. In the past only Baganda politicians have attended Boston Baganda conferences – Abed Bwanika, Hussein Kyanjo and Betty Kamya.

The “Olukiiko Lw’Okununula O’Buganda” conference will be held at Our Lady Comforter of The Afflicted, 920 Trapello Road, Waltham, MA 02462.

According to a Boston based improvised radio station, using multimedia SMS messages to broadcast, Kabaka Mutebi will shortly travel to South Africa on November 10, 2009, to visit his subject Betty Nambooze. The SMS broadcast, which one of our readers downloaded and emailed to us, carries the “Ekiba Kibe Program”, presented by Robert Kabuye. In a charismatic brave voice Kabuye first announces that Betty Nambooze is in terrible medical shape and appears to face certain death. Apparently, because “her intestines fast disintegrating.” Kabuye repeats what Nambooze has said for years now, that Museveni’s security people injected her with some suspicious chemical when she was in police custody.

Also in the SMS Kabuye, who keeps saying “Museveni must go” throughout his broadcast, claims that Kabaka Ronald Muwenda Mutebi will travel to South Africa on Tuesday this week, to visit Betty Nambooze Bakireke. We have not been able to independently confirm if Nambooze is facing certain death or whether Ssabasajja will indeed travel as Mr. Kabuye says. Mr. Kabuye has made himself a name as a very effective communicator, who has mastered the multi-media SMS technology. His messages get to hundreds of Bagadna phones in the USA, Europe, Uganda and other countries. Sources also tell us that Mr. Kabuye is a very strong supporter of Frank Musisi, the former UNAA president. Indeed he intially started his SMS radio to campaign for Musisi when he was running for UNAA president. The same sources tell us that Mr. Kabuye’s energy and excellent communication skills also did a lot to get over 300 to attended the recent Emergency Buganda  Conference, organized by John Mayanja (see “Resolutions of the Buganda Emergency Meeting in Boston on October 17, 2009‏”).

In another related story, the people of Buganda were gripped by anxiety, anger and despair over the weekend after rumors spread by text messages that Betty Nambooze had died. Our source in Kayembe, near Nakasero market, told this writer: “The situation was tense and we feared that if the rumors got confirmed, anything could explode. The problem is that one could not tell where the rumor started. And because of the CBS Radio shut down we did not know who to listen to. Now, we have gotten to know that in fact the rumor was intentionally spread by ISO on instructions from Museveni’s statehouse.”

According to our Boston sources, Lt. Frank Musisi of the USA army told the Buganda Emergency meeting on October 17, 2009 that president Museveni is paying Buganda Post to write malicious stories about him (Musisi). Lt. Musisi was apparently referring to an October 17, 2009 posting which said that both at UNAA Chicago and a Los Angeles Baganda conference, the USA army officer had claimed that he was leading the Buganda cause in America (see “Muliika And Frank Musisi To Headline Boston Buganda Emergency Conference“). Apparently, fully aware that the Buganda Post story was accurate, Lt. Musisi never told his Boston audience what Buganda Post had written which inaccurate, let alone malicious.

On October 17, 2009, over 300 angry Baganda from Boston, New York, Washington DC, California, Kampala and many other places attended the one day conference. Several sources told us that it was nothing short of an intense indoor demonstration against Museveni’s NRM dictatorship. It must have given Deputy Katikkiro Ssendaula a real headache (see “”). By far, the phrases which attracted the most standing ovations were,”Ssabsajja awangaale” (Long live Ssabasajja [Kabaka]” “Buli mbuzi ku nkondo yaayo” (”every goat back to its home peg”), “Teli kuteesa!” (”No negotiations”), “Ettaka lyaffe eribe tujja kulibajjako”(”we shall reclaim the land they have stolen from us”) and “Museveni must go!”.   By all measures, the conference was very successful in proving that Baganda love their nation and Kabaka. And that most Baganda are tired of the anti-Buganda Ugandan politics.

One attendee, who requested that we do not disclose her identity, described the meeting to us in an email as follows:  ”At the beginning I got confused because I thought that this was an emergency meeting, may be to decide how to deal with Museveni land grabbing. But for the first  two hours, people were talking about Buganda history and how Federo is good for other regions too. To me it was starting to sound like a Uganda emergency conference.”

The attendee continued: “However, things changed when one light skinned gentleman called Kintu spoke about the real problems of Buganda. In my opinion, that is when the conference really started.  Mr.   Kintu asked Baganda to stop fearing independence and power. He mocked those take the attention off Buganda’s interests to support Uganda’s fake politicians, mbu because they have military or international exposure. He got the biggest applause when he said, ‘Abo bannabyabufuzi bemwesibako bali recycled, tebalina kyebayiinza kutukolera mu lutalo luno” (”All those [political figures] you are standing behind are recycles materials, they cannot do much for us in this war”).  Everyone shouted loudly when he told us to stop mincing words when discussing Buganda’s enemies, and said we must not fear to name them.  And the audience started shouting Apollo Nsibambi, Gilbert Bukenya and Edward Ssekandi.”

According to our source Mr. Abed Bwanika, who previously stood against Museveni for president also got some people excited but, unfortunately, he never clearly said what he wanted. “He said a lot of things about how Museveni and his NRM have looted Uganda and have caused Baganda to suffer, but I never heard him firmly say that he is 100% for Federo or that he is for Buganda independence. To me it was clear that Bwanika wanted our support because he is a Muganda, but what can he realistically give us back, even if he became president?”

Owek. Dan Muliika and Lt. Musisi were the main speakers, as Buganda Post had reported earlier. Our source told us that Owek. Muliika as usual never disappointed. He gave a wonderful speech and explained that Museveni has no legal power to force the current constitution of Uganda on us. The different parts like Buganda, Toro, Acholi, Lango, etc., which formed Uganda must sit together now and agree on how to go forward. They can agree on Federo or even agree on ‘buli mbuzi ku nkondo yaayo’. Musisi, who is very popular in Boston, excited people when he said that Museveni must go. However,  he confused some of us when he started claiming that his life was in danger because of his stand on Buganda. Without explaining, he told us that Museveni plans to kill him but that he was not afraid of going to Uganda. Then he claimed that Museveni was paying Buganda Post to publish stories about him. The problem is that, at UNAA, Musisi really claimed that he was going to lead the fight for Buganda. Now, in Watertown, he was asking us give him financial support but it was for his personal hospital in Ssese, not for Kabaka’s programs.”

In a related development, we can report that all Kabaka’s representatives in North America did not attend the Boston conference, except the Acting representive for New England, a Mr. Jane Lwanga. However, Ggwangamujje DC and Ggwangamujje NY/NJ sent strong delegations, although none of them spoke at the conference.

When asked to comment on Mr. Musisi allegations, Buganda Post’s chief moderator and editor, Omulongo Nakato, said that it would be stupid for Buganda Post and Musisi and engage in verbal battles. “We try to do everything we can to maintain unity among Baganda. Also, occasionally we might make mistakes and will admit them. However, we stand by our story that, in front of many witnesses both at UNAA Chicago and in Los Angeles, Lt. Musisi claimed leadership of Baganda in America. And he and certain supporters of his made it clear that they wanted the Boston Emergency conference to announce one Muganda to carry Buganda’s flag in the Museveni’s 2011 elections. Mr. Musisi should listen to all the promotional SMS messages for the conference. If Museveni paid Buganda Post to write lies against Musisi, then he (Musisi) should specify what we wrote which is not true.”

The Boston [Buganda Emergency Meeting] Resolutions number 3,8 and 10 prove that Buganda’s greatest problem is we the Baganda ourselves. Up to now we have failed to understand our problem? It is deceptive for any patriotic Muganda or genuine Buganda well wisher to still prescribe federalism, free and fair elections, democracy, and mobilization of other ethnic communities as way forward for Buganda as envisaged in the Boston resolutions 3,8, and 10 (see “Resolutions of the Buganda Emergency Meeting in Boston on October 17, 2009“). The authors of the Boston resolutions should retreat and carefully study the Buganda problem right from the 1950s up to now 2009 and see whether their resolution score any goals for Buganda.

The truth is that Democracy’s free and fair elections wont solve our problem. There is overwhelming evidence that any thing that affects or pains Buganda automatically brings joy/ happiness to the rest of Uganda. Whoever inflicts pain on Buganda automatically gets the backing of the rest parts of Uganda. So what do you [expect] in terms of votes! Definitely the candidate who displays most anti- Bugandaism will get more votes because nothing really unites Ugandans more than their common hate for Buganda.

Buganda struggled and earned full federal in 1962 protected by the 1962 constitution. How did it help us? For how long did it last? How was it lost? What has changed now?

It is laziness to demand for federal now. Self-determination is our right. We have a right to exist the way we prefer. Lets focus on Buganda’s independence. We can re-unite with other Uganda if we find it necessary but on our own terms.          

The organizers of the Buganda Emergency Meeting, which took place on October 17, 2009, in Boston USA, have published the resolutions from the event (see “Muliika And Frank Musisi To Headline Boston Buganda Emergency Conference“).  We first received a copy of the resolutions at around 4:00 PM Boston time but it took us until 7:30 PM to verify that it was genuine. That is when a highly reliable source confirmed to us that the document was being circulated on the top Baganda discussion lists by Mr. James Semakula, one of the organizers.

Resolutions of the Buganda Emergency Meeting in Boston on October 17, 2009‏

Preamble:-

Aware that the Universal Declaration of Human Rights (UDHR), International Covenant on Civil and Political Rights (ICCPR), and International Covenant on Economic, Social and Cultural Rights (ICFSCR), guarantee the right to self determination of all people;

Convinced beyond reasonable doubt that the NRM government has violated fundamental human rights;

Saddened by the gross, unjust and inefficient governance inflicted on the people of Uganda by the NRM regime;

Realizing that Unity is essential to achieving our collective objectives;

Determined to rid Uganda of bad governance, dictatorship, and corruption;

Condemning strongly the NRM government’s continued interference in the running of independent institutions and intrusion into the running and electoral process of organizations of Ugandans in the Diaspora;

We hereby earnestly resolve as follows:-

1.    Establish structures to analyze and determine the resources needed to achieve our objectives.

2.    Advise the Kabaka not to directly negotiate with Museveni, his government, or agents of the NRM regime.

3.    Take appropriate steps to fundraise in order to finance the necessary activities to lead to change and the establishment of genuine democracy in Uganda.

4.    Pursue all legal channels that are useful in achieving our objectives including, but not limited to, international legal action.

5.    Educate the International community about the true political situation in Uganda through demonstrations on a regular basis and lobby work at the New York UN headquarters, Washington DC, and other major cities in the world.

6.    Boycott, effective immediately, all government media and other anti-Buganda entities.

7.    Intensify civic education of the people about the problems and possible solution to the problems being faced by Buganda.

8.    Reach out to other Ugandan ethnicities and groups with a view to making alliances to advance the cause of Democracy and Federalism.

9.    Expose government spies, informers, and traitors– and record their illegal activities within and outside Uganda for the purpose of future prosecution.

10.  Seek better Medical treatment for Mrs. Betty Nambooze Bakireke.

11.  Reject (unanimously) the Regional Tier as a form of governance in Uganda.

12.  Agree that Museveni and his regime must go; and resolve to establish a mechanism for free and fair elections

President Museveni’s NRM occupation government is starting to feel the cost of keeping the kingdom of Buganda in a virtual state of emergency. Since early September 2009, Museveni has spent billions of Uganda Shillings in resources to destabilize Kabaka Mutebi, monitor and block Baganda radio and phone communications, block unfriendly Internet addresses, fund pro-Region Tier forces in Mmengo and redeploy at least 65% of all Uganda’s police and army in Buganda.  The panic expenditure, together with the accompanying graft by those managing the funds has left the occupation NRM government in a financial fix. To cope, Museveni is reportedly, raiding certain government institutions, where aid donors cannot easily trace misuse of funds.

Our source in Uganda’s ministry of Finance has told us that the list of organizations that the NRM government is raiding include Bank of Uganda (BOU), National Social Secrity Fund (NSSF), NAADS and the President’s patriotism development fund. The source said: “BOU is easy because, the governor, Emmanuel Mutebire and the secretary to treasury, Chris Kassami are both veteran embezzlers. And they now have younger leutenants in Naome Nassasira and Keith Muhakanizi to oversee the thefts. The NSSF could have been more complicated because it has been in the papers too much. That is why they appointed a brand new board, with a solid number of thieves, to ensure full cooperation when government raids the organization. Even UPE will not be spared. There are plans to reallocate huge sums of money from students and combine those moneys with billions from Museveni’s patriotism development fund  to massively recruit ‘patriotic’ teachers as a backbone of a new spy network within Buganda. The reason they are looking at NAADS is because they have successfully used it in the past to bribe LCs and settle Balaalo and other foreigners in Buganda, without donor interference.”

On a related note, our ministry of Finance source points out that at least 30-40% of the money being spent to maintain the Buganda occupation is stolen by the implementers and NRM politicians. According the the source: “Because of the secrecy, there is no accountability and everyone involved in the illegal financial raids make sure to keep some. Even Museveni and his family are actively chasing the patriotism fund. It is like everyone is trying to get what they can before the next Baganda riots break out. “

BUGANDA EMERGENCY RESPONSE COMMITTEE

This is an update on the unfolding situation of the detained Buganda Kingdom Officials.

The Current Situation:

As all are now aware, two Ministers of the Buganda Government and the Chairperson of Buganda’s Central Civic Education Committee were arrested by plain clothed security operatives on Friday July 18 th 2008. The arrested individuals are:

1. Owek. Charles Peter Mayiga (Minister of Information and Cabinet and Lukiiko Affairs, Buganda Government);
2. Owek. Medard Lubega (Minister of State for Information, Buganda Government); and
3. Omuk. Betty Nambooze Bakireke (CCEC, Buganda Government).

They were arrested on the day of the successful inaugural Buganda Conference. It is increasingly apparent that the Uganda Police Force, which is the arm of Government, lawfully vested with the powers of arrest and investigation had nothing to do with the clandestine and brutal operation of the 18th July 2008. The Police have only been brought in to provide cover for an operation being carried out by a more clandestine security organ. As we write, the officials have been detained for coming to 120 hours without being presented to any court of law. This is a blatant violation of Article 23(3) of the Constitution of the Republic of Uganda, which directs that no person arrested upon reasonable suspicion of having committed a criminal offence under the laws of Uganda shall be detained for more than 48 hours from the time of his or her arrest.

The Detainees Physical Wellbeing and Welfare:

Instead of presenting the officials to a court of law, the Government has decided to take them around Western Uganda, moving them around Bundibugyo, Ibanda, Fort Portal, Kyenjojo, Ntoroko and Kagadi and other places unknown. The Uganda Human Rights Commission has come out and stated that these movements amount to physical and psychological torture which is contrary to Article 24 of the Constitution. It is also hindering the detained officials’ access to their next-of-kin, legal representatives and personal doctors in violation of Article 23(5) of the Constitution. The Uganda Human Rights Commission stated that two of the detained officials are in need of medical care. There is also a concern that the detained officials are suffering from the combined effects of dehydration, lack of nourishment (hunger) as well as sleep deprivation. Betty Nambooze is said to be suffering from mastitis (inflammation or infection of the breasts that causes swelling and fevers) owing to the fact that she has not breastfed her 1 year old child for over 5 days. She was allegedly detained in a car at Ntoroko for most of the day on the 21st July 2008 before being driven to Bundibugyo and dumped in the cells there. It has also been reported that Medard Lubega Ssegona collapsed during an “identification parade” in Kagadi, Kibaale District. The Kingdom of Buganda has despatched a team of Ministers to the places where the officials are being detained to investigate their wellbeing and to offer moral as well as physical support. But it must be reiterated that whilst Kingdom of Buganda and the families of the detainees will do their best to ensure that the detainees have access to food, clothing and medical care, it should not be in any doubt that responsibility for the physical wellbeing and welfare of the detainees rests squarely with the Government of Uganda and the individual actors responsible for the perpetration of these gross crimes.

Curious Justification of the Government’s Actions:

Senior Government officials have come out with a curious justification for the detention of the Kingdom’s officials well beyond the lawful time limit and subjecting them to physical and psychological torture, which should be of concern to all Ugandans. Appearing on the WBS TV programme “Issues At Hand” on the 22nd July 2005, the Minister of State for Internal Affairs, Hon. Matia Kasaijja, said that the provisions of Article 23 of the Constitution, requiring suspects to be produced before a court of law within 48 hours of arrest, are a “bad law” and do not bind Government. The Minister of Defence, Hon. Dr. Crispus Kiyonga, appearing before the Parliamentary Committee on Defence also said that even though 48 hours had elapsed, Government would only produce the detained officials before a court at its own convenience and give an explanation later. This statement echoes that of Hon. Kasaijja, insofar as it implies that the provisions of the Constitution do not bind Government. Worse still, the Co-ordinator of National Intelligence, General David Munungu Tinyefuza, was quoted in the Daily Monitor as saying that under some circumstances, which he did not specify, “some laws can even be suspended”. This can only have been a reference to the provisions of Article 23 of the Constitution. These statements, which come on the back of blatant violations of the provisions of the Constitution, are very alarming. It is also worth quoting Article 3(2) of the Constitution here, so as to highlight the grave implications of the statements of the those high ranking Government officials and the actions of Government:

“Any person who, singly or in concert with others, by any violent or other unlawful means, suspends, overthrows, abrogates, or amends this Constitution or any part of it or attempts to do any such act, commits the offence of treason and shall be punished according to law.”

[Emphasis ours] For ease of reference, the punishment for treason, under the laws of Uganda is death.

Difficult Negotiations:

As previously stated, the Katikiro has been engaged negotiations with high ranking Government officials, trying to secure the release of the detained Buganda officials. It must be made clear that this situation has been forced upon the Katikiro. He is not seeking special favours but is acting in good faith and out of concern for the physical wellbeing of the detained officials. The Katikiro is also thoroughly convinced of the innocence of all of the detained officials and is trying to ensure that they are swiftly restored to liberty and re-united with their families. However, with every passing day, the situation deteriorates and it increasingly appears as if the detained officials are being held as hostages in order to compel the Katikiro and the Kingdom of Buganda to make various concessions regarding the conduct of Buganda’s affairs. However, the Katikiro has the interests of the people and the Kingdom of Buganda at heart and will not make any concessions.

Call to Action:

We continue to call upon all Ugandans, Religious Bodies as well as human rights and civil society organisations to join the Kingdom of Buganda in denouncing this heavy-handed and illegal action and to engage the Government of Uganda to abide by the Constitution and to cease and desist from the needless persecution of people who are engaged in lawful and democratic debate. BUGANDA EMERGENCY RESPONSE COMMITTEE

According to Uganda’s Daily Monitor newspaper of July 23, 2006, the UPDF’s David Tinyefuza has defended the arrests and continued detention of three Buganda kingdom officials beyond the 48-hour period in which all suspects are supposed to be released or charged in court. The paper reports that Tinyefuza, Mr. Museveni’s Coordinator of Intelligence Services, dismissed the public outcry over the continued detention of the suspects by saying that investigating terrorism-related crimes was complex and that under such circumstances, “some laws can even be suspended”. The last time laws were officially suspended to suppress Buganda’s political aspirations was during the 1966 “state of emergency in Buganda”.

The Buganda officials, Mr. Peter Mayiga, Mr. Medard Lubega Ssegona and Ms. Betty Nambooze, were arrested over the weekend and subsequently charged with charges of inciting violence, promoting war, sectarianism and terrorism. The Monitor also reports that Tinyefuza claims that Buganda, like the rest of the colonial creations all over Africa is a haphazard placement of peoples with different cultures and linguistic characteristics, albeit related in the general sense. Within hours of the arrest of its officials, the Buganda government established a Buganda Emergency Response Committee (BERC), which has issued two press releases to update Baganda and their friends.
