Matovu Heads to Zimbabwe For Season Finale

Experienced rallying co-driver Moses Matovu heads to Zimbabwe for the forthcoming FIA African Rally Championship grand finale hoping to end the 2009 rallying season on a high after a string of troublesome rallies recently.

Moses, who co-drives for top Ugandan rally drive Emmanuel Katto in a Tommi Makinen Racing Subaru Impreza N14, began the year with a fine second overall in Tanzania. Overheating problems restricted the pair to fifth place points in Kenya, whilst their home rally was cut short after the tragic accident of close friend Riyaz Kurji towards the end of Day 1. The pair then journeyed south to Zambia for the penultimate round, but a combination of problems, including an altercation with a tree ended their rally and along with it, their 2009 championship hopes.

Emmanuel and I certainly have not had the greatest of years this year. We’ve shown that the car has the pace and the potential and are already working on plans for 2010. We head to Zimbabwe to show our support to the organisers and the other crews, and will be aiming to end our season on a high.

Moses has prior experience of the high speed roads that make up the Toyota Zimbabwe Challenge Rally. In 2007 Moses made his debut alongside Katto and the pair were lying a comfortable third overall when the engine let go. The pair will certainly be hoping that history does not repeat itself this weekend.

The Toyota Zimbabwe Challenge Rally begins on Friday the 28th of August, and after over 230 kilometres of high speed rallying the crews will return to the capital for a ceremonial finish on Sunday afternoon.

Owek. Sendaula And Uganda Style Politics Expected At Chicago UNAA

According to reports from Chicago, USA, Deputy Katikkiro, Owek.  Emmanuel Sendaula is expected to attend the UNAA conference in that city on the America Labor Day weekend. Owek. Sendaula will lead a Mmengo team, which will include Minister for Tourism, Nakiwala-Kiyingi. It is still unclear what role the Deputy Katikkiro will play at UNAA, which is expected to be attended by at least 50 Uganda governmental officials. However, there are reports that Minister Nakiwala-Kiyingi will announce one well known NRM as Buganda’s tourism representative in USA and Canada.  We have already received an email claiming that certain Baganda who want to see more transparency and support for Kabaka from Mmengo plan to demand “okunyonyolwa lwaaki Ssabasajja n’abataka tebawagirwa kimala” from the Deputy Katikkiro. The same Baganda also plan to demand that Minister Nakiwala-Kiyingi explain what qualifications her choice of Buganda tourism representative in North America has for such a sensitive job. And why she selected him in a non-transparent and suspicious way, typical of NRM.

The decision by Katikkiro Walusimbi to send a Mmengo delegation to UNAA could be seem as clear evidence that his commitment is with the NRM dominated Uganda politics than Buganda’s fight for her rights which Kabaka Mutebi is talking about. That is because last year, Katikkiro Walusimbi boycotted the Baganda international conference, Ttabamiruka ‘08. According to www.ttabamiruka.com, the planning for Ttabamiruka ‘10 should be already going on. Ttabamiruka focus on Buganda issues only and does not allow any Uganda style politics.

The UNAA conference this year is expected to be most affected by Uganda politics in history. There is concern by the organizers that Uganda style politics will take over during the elections of the new UNAA leadership because Mr. Museveni is determined to control UNAA. The current president, Frank Musisi is competing against Edward Wilson and Flex Kabuye, younger brother Colonel Kayanja of the infamous Operation Wembley.  Musisi beat Wilson two years ago. Supporters of Mr. Musisi, who is independent of Uganda politics, are upset about the close relationship his two opponents have with the NRM government.  In places like Boston, Edward Wilson and Flex Kabuye are routinely referred to as the NRM candidates . Musisi’s supporters are genuinely afraid that one of the NRM candidates will declare support for the other one (whoever appears to be strongest) in order to beat Musisi through a Uganda style kavuyo.

In the meantime, the UNAA organizers chose to give the conference a truly Ugandan flavor by inviting Illinois Senator Roland Burriss as the keynote speaker. Senator Roland is a colorful man who was appointed to the senate by former Governor Rod Blagojevich in the middle of impeachment proceedings involving the selling of President Obama’s former seat.  During the impeachment trial, tapes were audio tapes were publicly played where now Senator Burriss discussed raising funds for the Governor and at the same time expressed interest in being appointed to replace Obama to the Senate seat.

Google Gets Conned By Ugandans, Introduces Fake Luganda Interface

In early July 2009 the leading Internet search engine and software services company, Google, Inc., introduced an interface that allows users to access their search tools in Luganda. Unfortunately, about 50% of the translations are only literal, and semantically incorrect. Since July 27, 2009, thirty five (35) Baganda have contacted Buganda Post by email to complain about the abuse of their language by Google. Some of the upset Baganda see this abuse of their language as another assault on their culture by foreigners at the same time that Museveni’s government is character assassinating their Kabaka.

One London resident named Nakibuuka even suggested that Mmengo, Ekibiina ky’Olulimi Oluganda (Luganda Language Society) and Makerere University Luganda department should protest to Google, Inc. for their racist approach to black people. She asks: “Would Google accept a Hebrew platform that was translated by a team of Arabs? If it is not ‘all black people are the same’ racism, how come Google used a team of translators none of whom is a Muganda? It is time for Baganda to deal with Museveni, Northerners, Banyankore, Iteso and even Google aggressively if they continue to ridicule our Kabaka and other pillars of our Buganda nation. Doing nothing is surrendering to these guys to decide what broken Luganda our Baganda children will learn.”

When we checked out the Luganda Google site, http://www.google.com/intl/lg/, there was evidence why some Baganda are angry that their language had been butchered so badly. Evidently, the translators primarily relied on and English-to-Luganda dictionary and casual knowledge of the language to create Google’s new Luganda platform. For example, “Advanced Search” was translated to “Enonya eya Wagulu”, which is not only spelt wrong but is a poor approximation of the semantic meaning. Equally ridiculous is the translation of “Language Tools” to “Ebikozesa ebya Olulimi”. Even worse is the translation of “Groups” to “Ebibinjja” (which means “gangs” or “armies”, when correctly spelt).

According to a source at the Makerere University Luganda Language Institute, Google was conned by unscrupulous Iteso and Banyakore and sold a fake translation. The sources pointed Buganda Post to an article written by one Rwandese, Denis Gikunda , at http://sites.google.com/site/gwscommunitytranslation/uganda, which identifies the individuals that Google trusted with translating a highly nuanced Luganda language, which has existed for more than 1,000 years. According to Gikunda’s story the team that created Google’s Luganda platform includes:  Jonathan Gosier (unclear nationality), Emmanuel Oluka (Acholi or Langi), James Olweny (Iteso), Barbara Birungi (Munyankore), James Nabireeba (Munyankore) and Jerry Opollot (Iteso). Luganda is not the mother tongue to any of the translators.

Katikkiro And Team Heckled By Angry London Baganda

Walusimbi and MuseveniOn June 27, 2009, Katikkiro JB Walusimbi appeared visibly confused and angry when the London Baganda he was trying to address confidently heckled him. The place was East London University, thousands of miles away from his more familiar Kampala. The Katikkiro, together with his two predecessors, Mulwaanyamuli Ssemwogerere and Emmanuel Ssendaula were the guests of honors at a function organized by a Baganda group called Saagala Agalamidde – led by Enock Kiyaga and Nkata Masembe. The current and former Katikkiros were accompanied by Mmengo deputy minister for youth, Mathias Mpuuga who, until a few months ago, was a key player in the Nkoba za Mbogo movement.  Only two weeks ago, however, the Uganda government Bukedde newspaper reported that Mr. Mpuuga publically appealed to President Museveni to start funding Nkoba za Mbogo.

Also present in the audience was ISO operative Aisha Kabanda who, according to our sources in Mr. Museveni’s state house, travelled on assignment to monitor and (if necessary) assist the Mmengo officials. Indeed, she is supposed to have filed the reports that the New Vision and Bukedde used to compose propaganda stories that left out the negative elements of the Katikkiro’s visit.

Despite frequent heckles from a few members of the audience, Katikkiro JB Walusimbi and his team made presentations on their development plans for Buganda. Owek. Walusimbi spoke glowingly about his Omumuli project, through which he intends to return Baganda homes to the “good times” when he was a young boy – with each homestead having a few chicken, 2 or 3 cows for milk, a bicycle and a “katandaalo”. He also lashed out at those who criticized him for accepting money gifts from president Museveni, claiming that the funds would develop Buganda but also boasting that he is a self-made man, not impressed by any money.

Owek. Ssendaula used a substantial amount of his allotted time to talk about his extensive international experience as a diplomat, in Australia and France and other assignments. Some members of the audience were visibly bored and uneasy that their former Katikkiro, the highest office in Buganda below Kabaka, apparently put exceptional importance on serving the anti-Buganda and corrupt regimes of Amin, Obote and Museveni.

When his turn came, former Katikkiro and architect of the aborted regional tier arrangement for Buganda, Owek. Mulwaanyamuli Ssemwogerere spoke about his successes as Katikkiro and his new responsibilities to run a Buganda unit trust investment fund in cooperation with what we have reliably learnt to be a Kenyan bank.  Curiously, the Uganda arm of that Kenya bank is ran Basaamya who happen to be former UPC wingers.  Mr. Mulwaanyamuli also declared his ambition to run the Katwe tower arcade “once its construction is completed” but it appeared that hardly anyone in the audience knew what he was proudly talking about. The three Katikkiro’s, all of whom have worked for or with president Museveni in different capacities, brushed off the efforts by some members of the audience to engage them on controversial subjects like Federo, land grabbing, selling Buruli county  for Shs 350 million (US$155,000), Katikkiro worshiping Museveni and corruption in Mmengo.

The three Katikkiros and their hosts seem to have underestimated the anger and energy of those Baganda who are tired of Mmengo’s failure to modernize and become transparent during their respective administrations. The angry Baganda kept murmuring and heckling the Buganda officials, at one time forcing Enock Mayanja Kiyaga, the master of ceremonies, to interrupt one of the speakers and promise that all questions and complaints would be fully addressed during a Questions and Answers period at the end.  The organizers and Kabaka’s representative in UK, Mr. Nsambu, were also not ready for the demonstrators, both inside and outside, who moved around with posters denouncing the current state of affairs at Mmengo and the dismal performance of the three Katikkiros. The organizers brought in police to chase those with posters away but they (the organizers) were disappointed when the police agreed with the protesters, who included a lawyer, that under the law no one could expelled.

When it came to the promised Questions and Answers time, it was most obvious that Enock Mayanja Kiyaga, the master of ceremonies, avoided picking on those thought to be unfriendly to the Mmengo team. This tactic did not work for long as complaints started to grow loud and Mayanja Kiyaga was forced to some people from the other side to say something. Soon enough the emotions were exploding and even the Kabaka’s representative was calling the protesters obscene names. The lightly attended meeting (compared to some previous Dan Muliika meetings) ended on an unpleasant note when the Katikkiro and his team were escorted out of the venue through a back door, without the customary final handshakes and mingling.

In a related story, we have reliably learnt that next day, on Sunday, the Mmengo team attended the Holloway Catholic Church, where the prayers were dedicated to the Baganda martyrs. According to our source who attended the meeting: “But the talk among the crowd was about what transpired the day before at East London University and no doubt this dictated the play ground of the Katikkiro’s activity on the day. When the Katikkiro was introduced people hardly clapped and his reception was so cold.”

When asked for comment, our New York based Buganda expert expressed concern that the three Katikkiros seem to be sincerely out of touch with the reality of today’s Buganda. He explained: “Messrs. Walusimbi, Ssemwogerere and Ssendaula mostly talk to old people, like themselves, whose livelihoods and health depends or has previously depended on Museveni. The problem is that very few Baganda alive today are over the age of 35 years and a huge majority of these youthful Baganda does not depend on Museveni. In fact they are suffering from Museveni and other foreigners. And none of these young Baganda understand or want to go own 3 cows and one “katanadaalo” in the village as in Owek. Walusimbi’s Omumuli plan. They are also too poor to buy trust units from the Basaamya former UPC youth wingers. Isn’t this what ‘being out of touch’ means? As Baganda say, ‘Akanaafa tekawulira ngombe’.”

Activists Warn “Church of Buganda” Bishop of Conspiracy To Steal Land

A source in the Namirembe Diocese of the Church of Uganda (Church of Buganda) has confirmed to this writer that the new bishop of the diocese received a letter warning him of a conspiracy by foreigners to steal church property. The new bishop is Wilberforce Kityo Luwalira, who was consecrated on May 31, 2009. Our source, who spoke on condition anonymity for fear of reprisals, also confirmed that the letter is supposed to have come from one Asumani Balwaana Kaama of the Union of Councils for Ggwanga Mujje. However, the source could not verify if the letter received is identical to the one which Buganda Post had received around the same time.

The version which was sent to Buganda Post congratulates Luwalira on his advancement to become the head of the Anglican Church of Buganda. Then begs him resist all expected attempts by President Museveni to compromise him, starting with a personal car gift. Then it warns him of coming pressure from Archibishop Orombi of Uganda to use Buganda church land for “projects” and to place Banyankore and other foreigners into key positions within the Church of Buganda. Finally, the Union of Councils for Ggwanga Mujje pleads with the bishop to immediately stop allowing political speeches in Buganda Anglican churches, which demeans the institution and serves to divide and divert Baganda from their common national interests.

PRESS RELEASE – Banyoro Want To Stop Kabaka Mutebi

Below is a statement that was released by the Bunyoro Kingdom on May 24, 2009. A highly reliable source in Mmengo has told us that there have been no plans for Kabaka Mutebi to visit Ndaiga as the statement claims. She warned that this is may be a ploy by Ford Mirima, who is often carrying out state house directives, to distract Baganda onto yet another random topic. The official added: “I am not speaking for Kabaka’s government but, personally, I think Banyoro should start asking themselves what will happen when Baganda youths camp at Kakiri or Luweero to stop their Omukama from proceeding to Kampala. Togayanga kyeziinze! ”

The statement, which was sent to various news outlets and government officials is reproduced below:

Bunyoro kingdom to demonstrate against Kabaka visit to Ndaiga

Dear Editors;

Bunyoro-Kitara Kingdom May 22, 2009 issued a statement saying the kingdom is to join Mubende Banyoro Committee on June 5, 2009, to demonstrate against among others things, the planned June 25, 2009, Kabaka Mutebi’s visit to Ndaiga to cement Buganda Kingdom’s claim on the Mailo Akenda part of (3000 sq miles) which is in Buyaga and Bugangaizi counties of Bunyoro-Kitara.

The statement issued by the Katiikiro, Mr. Yabezi Kiiza, says if the Kabaka wants to assert Buganda’s ownership of land in Kibaale District which is the land the Uganda Constitution says the Kabaka must surrender under the Land Fund in the Uganda Constitution, the Kabaka will be breaching the Uganda Constitution. The katiikiro says these counties were connstitutionally transferred to Bunyoro-Kitara kingdom. So, Buganda has no say in them.

The Katiikiro’s statement follows a resolution adopted by Mubende Banyoro Committee on May 11, 2009 in which they wrote to the Inspector-General of Police seeking permision to demonstrate peacefully against Government failure to return Banyoro land as the referendum of 1964 decrees.

Octoebr 8, 2008 Kabaka Ronald Muwenda  was stopped by Police from visiting Buruuli county where he was going to celebrate Buganda’s independence Day. The Baruulli warned him not to go there before he got persmission from the Isaabaruuli, Mwogezi Butamanya. He defied the Baruuli. whereupon they deployed the youths to stop him. The Uganda Government through the Police stopped the Kabaka from going to Nakasongola.

Last week Buganda Government made arrangments for the Kabaka to visit Bunyala county (Bugerere) but the Banyala, through their Cultural Head, The Isaabanyala, Captain Kimeze, warned him not to step in Bunyala unless he has official permission from the Isaabanyala, the  Cultural head.

In in1961 the late Kabaka of Buganda, Sir Edward Muteesa used force to visit  Buyaga county,at Karutguuza, where the Banyoro had warned him not to go. there. The Banyoro erected roadblocks to stop him, but the Kabaka, using  Kawonawos, stormed the road blocks and went to Karuguuza Market where he found Banyoro buying and selling goods and he shot and killed nine Banyoro, including the Market Master, Ntogota.

Today Buganda Kingdom says the Kabaka is going to go, by force, to Bunyala county, and to Ndaiga. The Banyoro are already mobilising themselves to stop the Kabaka from going to Ndaiga.

The Price of Success

While trying to subdue the indigenous tribes of western Europe, the Generals of the conquering Roman army were often confounded by the resilience of the natives on the battlefield. As a response, they developed the tactic of declaring truces and then sending lavish gifts across the lines to some of the native commanders, while leaving out others. This would sometimes lead to in-fighting among the natives as mutual suspicion developed, which the Romans would then militarily exploit.

The dust kicked up during the controversy over whether or not Buganda should accept the promised 2 billion shillings (of which a down-payment of 350 million was immediately wired) from the National Resistance Movement (NRM) government, is just beginning to settle. Inside and outside Buganda, there was a strong division of opinion. One kingdom got more than the others that got something. Most got nothing at all. Maybe history was being repeated.

This was understandable. There are many things about the promise that did not make sense, to the extent of obscuring those aspects of it that did.

Questions were raised as to why only three out of Uganda’s numerous officially recognised “cultural institutions” had been selected for this largesse. In addition, why having a “cultural leader” became the basis for being considered for the cash grant. Furthermore, it was unclear why Buganda was offered twice as much as the 1 billion shillings that were promised to Bunyoro and Busoga respectively.

Even more complicated was the central government’s declaration that the money was to go towards “improving agriculture” in the areas concerned. In the wake of the problem Uganda has had with NAADS, as well as the silent death of the Plan for the Modernisation of Agriculture (PMA), this was truly mystifying: what were to be the actual terms? Was this to be a top-up to the paltry 4.1% of the National Budget that Uganda currently spends of the agricultural sector, or a substitute for it? Was there to be a proportional reduction of the national budget allocation to those districts that fall in the areas slated to receive the grants?  How was the agricultural situation in Buganda deemed to be in twice as much need as the other two Kingdoms, warranting a grant twice as big as the others? And again, what about other areas in the country not eligible for this grant; do they not have the need to improve agriculture?

There are even constitutional interpretation problems, stemming from President Museveni’s previous utterances to the effect that these cultural institutions “don’t exist”, or if they do, it is only as “backward chiefs”, of no importance to the national development agenda. To whom then, is his government now handing over significant amounts of public money?

What we are in fact witnessing has very little to do with beans and fertiliser as such, and is in fact simply a further development in the twists and turns of a very protracted and troubled negotiation process (or should one say power struggle?) between Buganda and the very NRM that it helped bring to power.

For the last 16 years, the NRM government has been desperately trying to extricate itself from the huge political setback it suffered when Ganda post-war militancy forced it to hurriedly design and pass the Traditional Rulers (Restitution) Assets and Properties Bill of 1993 (popularly known as Ebyaffe Bill) into law. This Act commits the state to recognising the existence of Buganda -as well as other such entities, but more critically, it re-introduces into law the principle that Buganda’s has a right to the property seized from her in 1967. This is the crux of the matter: the central government is legally obliged to hand over valuable and significant amounts of the real estate to a rival political centre. No central government will ever do this willingly, as it undermines their own power, and overturns the entire logic behind the efforts of Frederick Lugard, Governor Cohen and finally Milton Obote in destroying native identity so as to build the Uganda state.

The fact that the NRM went so far as to return native identity to a legal footing (something that even Idi Amin managed to dodge way back in 1972) shows the extent of their opportunism borne of a hunger for power. The fact that they now seek to dodge laws they themselves made about it, shows just how desperate that opportunism has made them.

This a problem that cannot be solved, and will contribute significantly to the approaching fall of the NRM  regime, just as the British, Obote and Amin regimes came and were seen off by the natives they found in place.

This current handout therefore reminds one of the situations of a thief trying to flee with his loot while being pursued by an angry mob, and so keeps throwing part of the stolen goods over his shoulder in a bid to slow them down.

This puts the actual owners of the stolen goods in a dilemma: do they leave the dropped goods to the mob and keep on after the thief, or do they try to first rescue what has been dropped also, and then continue the chase?

This is exactly where the matter has been stuck for 16 years: Buganda and Uganda have not been able to establish and follow a clear negotiation process, as called for by the Ebyaffe Act. The problem is that the central government/NRM never really expected these “damn natives” to still be asserting their identity after this long, and so never imagined they would be expected to actually start handing over property. We have therefore seen President Museveni buying time by keeping proceedings vague and only making concessions if he thinks he will gain from them in the political short term. This is actually standard NRM procedure when faced with a determined opponent: buy time with “negotiations”, while frantically working behind the scenes to change the material facts of the very issue under discussion. If you have to actually make a real concession, you then try to portray it as an act of goodwill on your part, that demonstrates how serious you are with the talks. So while then Katikkiro Joseph Mulwanyamuli’s team engaged in nearly 11 years of diplomatic “heavy lifting”, the NRM began making fundamental legal and demographic changes to the very land and properties that are under the said negotiations. Examples of this are: donating Buganda’s land to “investors”; bringing non-Baganda newcomers as settlers to these areas; introducing decentralisation thereby creating new districts whose “land boards” then claim and sell Buganda’s land; using the 1995 constitution-making process to “constitutionally” remove Kampala from Buganda and most recently, creating new “Kingdoms” within Buganda.

The purpose is to ensure that by the time NRM sits down to serious conclusive talks with Buganda, there is actually nothing left physically to talk about. This is what Mengo has worked out and explains their growing anger. Ugandans have seen this before. This is exactly how the NRM/A prevaricated for six months during the 1985 Nairobi Peace Talks, so that by the time they reached an “Agreement” with the Okello Junta, they had changed themselves from a beaten and retreating army of barely 4,000 soldiers to a British-sponsored mercenary force of 40,000, and promptly stormed Kampala. Similarly, for over a decade, the NRM continually put off the day when the country would return to multi-partyism, so that by the time it did, all the key national policy issues, particularly around macroeconomic policy, were already cast in stone, leaving the new opposition with little of real substance to debate in parliament.

Today, the living conditions for people inside and outside Buganda remain dire. As a result, it is hard for any leader to continue rejecting offers of cash – however unprincipled the offer – while being unable to deliver alternatives to that same population, even though the one offering the cash is the same person creating the obstacles to better living.

Therefore, despite all the NRM time-buying manoeuvres, as well as rent arrears totalling 900 billion shillings, the Katikkiro of Buganda has found himself being the defender of the idea of receiving a gift of money from somebody who is legally in debt to him by a much larger amount.

The NRM also hopes for a few “side-benefits” from this cash grant. First, is the anticipated bolstering of the notion that “once again”, Buganda was being “favoured” over other equally deserving Ugandans by a central government, thus building greater resentment of Baganda by other Ugandans. Second was the expectation that it would create irreconcilable divisions among the many hundreds of activists and campaigners who work for Buganda on a voluntary basis, and are therefore not impressed by the argument that without money, no progress can be made. The third anticipated “side-benefit”, would be to make some southerners and westerners as a whole to welcome being favoured over northerners and easterners (who only got elastic pangas and rotting beans to help them recover from the wars and floods), thereby encouraging them to see the NRM as their friend and benefactor. After all, the 2011 elections are nearly here.

Most importantly, there is the hope and intention of the NRM to revive the Regional Tier proposal. A further probable incentive here is the rumoured discovery of precious minerals, including oil, in one of the exploration blocs located in Buganda. The NRM is perhaps now keen to lock the Kingdom into a clear resource-controlling constitutional arrangement such as the regional tier, well before the discovery is announced. After all the problems Buganda has caused them over just land, perhaps the NRM  leaders are now losing sleep at the prospect of having to negotiate oil matters with Mengo.

Buganda insists that this grant will not sway her from pursuing her wider objectives. It could well be a case of the Luganda proverb: “Nyama ntono, okayana ekuli mu nkwaawa” (roughly translated: before complaining about the smallness of the meat you have been given, first make sure it is firmly in your grasp). Certainly, more than a few harsh words were exchanged among Baganda activists, but this has only served to highlight the importance of recognising success. Those critical of this grant tend to be those campaigners, such as the redoubtable Betty Nambooze, who have galvanised Ganda public opinion through ably articulating a firm and uncompromising line in favour of federation, should actually be credited with creating the pressure that has forced the NRM  into such manoeuvring in the first place.

We are probably just at the beginning of this NRM generosity. Cash has been promised for the renovation of Kingdom properties, as well as clearing some rent arrears. It is important therefore that all the important stakeholders: people from outside Buganda who are watching in amazement; the activists who recognise an attempted bribe when they see one; and the leaders of Buganda government business to recognise that these manoeuvres will end up strengthening Mengo, not dividing her.
