<p>The Buganda Kingdom attorney general, Owek.  Apollo Makubuya said in a press statement yesterday that the second Buganda conference would take place on Saturday December 17, 2009. Owek. Makubuya, who chairs the organizing committee explained that the  conference would clarify the differences between Federalism, Decentralization and Regional Tier.  The theme of the conference is to promote federalism as the best form of governance for Uganda.</p>
<p>Decentralization is an improvised form of government which Jaberi Bidandi Ssali and Uganda&#8217;s warlord president, Yoweri Museveni, implemented in 1995, with the help of Denmark, Norway and other western countries. It was brought in to derail Buganda&#8217;s demands for a federal system (Federo). Regional Tier is a highly unpopular (in Buganda) form government which was secretly negotiated between Museveni and Katikkiro Mulwaanyamuli Ssemwogerere, which would have allowed Museveni to take charge of the Buganda government and for non-Baganda to assume the cultural office of Katikkiro.</p>
<p>When announcing the 2009 Buganda Conference, Owek. Makubuya revealed that federalists from the USA, UK and Nigeria were expected to participate in the conference. Participants are also expected from Busoga, Bunyoro, Toro, the Diaspora and academia. Owek. Makubuya suggested that Buganda is politically isolated and promised to fix the problem by making it clear that Buganda is not demanding for Federo alone.&#8221;</p>
<p>Two weeks ago, a retired former Buganda Government official currently visiting in North America, told us that there are three camps at Mmengo on the issue of Buganda political situation. He said: &#8220;The situation is similar to administration of Katikkiro Michael Kintu in the early 1960&#8217;s. Kintu and his supporters pushed for Buganda independence, arguing that all our neighbors secretly hated or envied Buganda and could not be honest partners in the long run. They were accused of being ‘radicals&#8217;, not accommodating and even ‘uncivilized&#8217;. Today, it is Muzei Nsubuga Nsambu in the camp which is accused of the same because he insists that Buganda must not repeat past mistakes and the solution is secession.&#8221;</p>
<p>The elderly grandfather continued: &#8220;Opposite to Kintu&#8217;s camp, in 1960, was a larger camp which was ‘more educated&#8217; and liberal camp, which promoted ‘Federo for all who want it&#8217;. Mayanja Nkangi, who now helps Museveni manipulate Buganda&#8217;s lands, was one of these young firebrands and ended up becoming Katikkiro. Even today the second camp are viewed as the more educated and modern and, like 45 year ago, they are  pushing hard for ‘Federo for all who want it&#8217;.  History is repeating itself 100% except that Museveni is more sinister and dishonest than the colonialists or Obote.</p>
<p>&#8220;The third camp, both in 1960 and now, are those who either do not have enough information or enough courage to push for one side or another. Thanks to Buganda&#8217;s democratic traditions, all camps are expected to have their say at the Buganda Conference in December. Also expected is heavy infiltration of occupation government agents, to intimidate people and influence events.&#8221;</p>

Frank Musisi of the USA army told the Buganda Emergency meeting on October 17, 2009 that president Museveni is paying Buganda Post to write malicious stories about him (Musisi). Lt. Musisi was apparently referring to an October 17, 2009 posting which said that both at UNAA Chicago and a Los Angeles Baganda conference, the USA army officer had claimed that he was leading the Buganda cause in America (see &#8220;<a href="http://www.bugandapost.com/main/archives/537" target="_blank">Muliika And Frank Musisi To Headline Boston Buganda Emergency Conference</a>&#8220;). Apparently, fully aware that the Buganda Post story was accurate, Lt. Musisi never told his Boston audience what Buganda Post had written which inaccurate, let alone malicious.</p>
<p>On October 17, 2009, over 300 angry Baganda from Boston, New York, Washington DC, California, Kampala and many other places attended the one day conference. Several sources told us that it was nothing short of an intense indoor demonstration against Museveni&#8217;s NRM dictatorship. It must have given Deputy Katikkiro Ssendaula a real headache (see &#8220;&#8221;). By far, the phrases which attracted the most standing ovations were,&#8221;Ssabsajja awangaale&#8221; (Long live Ssabasajja [Kabaka]&#8221; &#8220;Buli mbuzi ku nkondo yaayo&#8221; (&#8221;every goat back to its home peg&#8221;), &#8220;Teli kuteesa!&#8221; (&#8221;No negotiations&#8221;), &#8220;Ettaka lyaffe eribe tujja kulibajjako&#8221;(&#8221;we shall reclaim the land they have stolen from us&#8221;) and &#8220;Museveni must go!&#8221;.   By all measures, the conference was very successful in proving that Baganda love their nation and Kabaka. And that most Baganda are tired of the anti-Buganda Ugandan politics.</p>
<p>One attendee, who requested that we do not disclose her identity, described the meeting to us in an email as follows:  &#8221;At the beginning I got confused because I thought that this was an emergency meeting, may be to decide how to deal with Museveni land grabbing. But for the first  two hours, people were talking about Buganda history and how Federo is good for other regions too. To me it was starting to sound like a Uganda emergency conference.&#8221;</p>
<p>The attendee continued: &#8220;However, things changed when one light skinned gentleman called Kintu spoke about the real problems of Buganda. In my opinion, that is when the conference really started.  Mr.   Kintu asked Baganda to stop fearing independence and power. He mocked those take the attention off Buganda&#8217;s interests to support Uganda&#8217;s fake politicians, mbu because they have military or international exposure. He got the biggest applause when he said, ‘Abo bannabyabufuzi bemwesibako bali recycled, tebalina kyebayiinza kutukolera mu lutalo luno&#8221; (&#8221;All those [political figures] you are standing behind are recycles materials, they cannot do much for us in this war&#8221;).  Everyone shouted loudly when he told us to stop mincing words when discussing Buganda&#8217;s enemies, and said we must not fear to name them.  And the audience started shouting Apollo Nsibambi, Gilbert Bukenya and Edward Ssekandi.&#8221;</p>
<p>According to our source Mr. Abed Bwanika, who previously stood against Museveni for president also got some people excited but, unfortunately, he never clearly said what he wanted. &#8220;He said a lot of things about how Museveni and his NRM have looted Uganda and have caused Baganda to suffer, but I never heard him firmly say that he is 100% for Federo or that he is for Buganda independence. To me it was clear that Bwanika wanted our support because he is a Muganda, but what can he realistically give us back, even if he became president?&#8221;</p>
<p>Owek. Dan Muliika and Lt. Musisi were the main speakers, as Buganda Post had reported earlier. Our source told us that Owek. Muliika as usual never disappointed. He gave a wonderful speech and explained that Museveni has no legal power to force the current constitution of Uganda on us. The different parts like Buganda, Toro, Acholi, Lango, etc., which formed Uganda must sit together now and agree on how to go forward. They can agree on Federo or even agree on ‘buli mbuzi ku nkondo yaayo&#8217;. Musisi, who is very popular in Boston, excited people when he said that Museveni must go. However,  he confused some of us when he started claiming that his life was in danger because of his stand on Buganda. Without explaining, he told us that Museveni plans to kill him but that he was not afraid of going to Uganda. Then he claimed that Museveni was paying Buganda Post to publish stories about him. The problem is that, at UNAA, Musisi really claimed that he was going to lead the fight for Buganda. Now, in Watertown, he was asking us give him financial support but it was for his personal hospital in Ssese, not for Kabaka&#8217;s programs.&#8221;</p>
<p>In a related development, we can report that all Kabaka&#8217;s representatives in North America did not attend the Boston conference, except the Acting representive for New England, a Mr. Jane Lwanga. However, Ggwangamujje DC and Ggwangamujje NY/NJ sent strong delegations, although none of them spoke at the conference.</p>
<p>When asked to comment on Mr. Musisi allegations, Buganda Post&#8217;s chief moderator and editor, Omulongo Nakato, said that it would be stupid for Buganda Post and Musisi and engage in verbal battles. &#8220;We try to do everything we can to maintain unity among Baganda. Also, occasionally we might make mistakes and will admit them. However, we stand by our story that, in front of many witnesses both at UNAA Chicago and in Los Angeles, Lt. Musisi claimed leadership of Baganda in America. And he and certain supporters of his made it clear that they wanted the Boston Emergency conference to announce one Muganda to carry Buganda&#8217;s flag in the Museveni&#8217;s 2011 elections. Mr. Musisi should listen to all the promotional SMS messages for the conference. If Museveni paid Buganda Post to write lies against Musisi, then he (Musisi) should specify what we wrote which is not true.&#8221;</p>

			<content:encoded><![CDATA[<p><img class="alignleft" src="http://www.bugandapost.com/main/wp-content/uploads/2009/10/Sematimba_family.jpg" alt="" />For several days this week, a letter has been circulating on Baganda Internet discussion lists, allegedly written by Peter Sematimba, offering the NRM advice on how to weaken CBS FM Radio.  The alleged letter, which was supposed to be highly confidential, is addressed to the minister for Security in the NRM occupation government, Amama Mbabazi. It refers to a previous discussion on the subject with David Mafabi of Museveni&#8217;s state house.</p>
<p>Our state house sources most familiar with the activities of David Mafabi were not aware of any specific contacts between Sematimba and Mafabi. However, they confirmed that,  since the Kayunga civil disturbances, Mafabi has gotten more involved in activities to subdue Baganda. The source said: &#8220;Since the Kayunga riots, even Museveni now knows that Kabaka Mutebi could take him down, if he had enough bright and brave people in Mmengo to support him (Mutebi).  Because state house staff know that Museveni was shaken,  each one is trying to show that they have the best idea about how to isolate the Kabaka, scare the few bright and loyal Mmengo officials, strenghthen JB Walusimbi and disorganize the Baganda youth and Diaspora movements. In this environment, it would not be surprising if two money hungry people like Sematimba and Mafabi cooked up juicy deal along the lines of this letter. But I have no information to confirm it.&#8221;</p>
<p>On Sematimba&#8217;s part, he declined to reply to our email message, sent to the address he uses for business, <a href="mailto:info@superfmstation.com">info@superfmstation.com</a>, inquiring if he could confirm or deny the letter. Calls to his radio station numbers 041- 272777 / 0782-222885 also got a &#8220;Boss is not in office&#8221; response.</p>
<p>On reading the anti-Buganda letter, a leading Buganda analysts based in New York,  claimed that serious Baganda should only be happy when Buganda&#8217;s enemies are exposed like this. He explained: &#8220;Many so called intelligent Baganda are still subconsciously slaves to the belief that a foreigner like Museveni or Besigye will save them. Others are equally delusional by thinking that some fast talking Muganda president of Uganda, like Abedi Bwanika or Samuel Lubega or Frank Musisi will help. Such Baganda are either ignorant or afraid to face the fact that Museveni and his Banyankore and Rwandese kin have ransacked the Uganda experiment. It  is a failed state! So, what does Uganda have to offer to Buganda anymore?&#8221;</p>
<p>The analyst continued: &#8220;What would stop Bwanika or Musisi from becoming a Sematimba once he gets power? The more intelligent Baganda know that a Muganda president of Uganda will have to go anti-Buganda, in order to maintain support from the other groups, who are uniformly anti-Buganda. This letter by Sematimba, is good for demonstrating that, Mulondo, Nsibambi, Bukenya, Mulwaanyamuli, Katende, Sekandi and Tamale Mirundi were not the last to betray Buganda. More like Bwanika, Musisi and Lubega are coming, only they might even be worse than Muwanga. The only way out is independence for the Buganda Kingdom. Fortunately, the younger Baganda who are the majority seem to instinctively understand it and that is why they are 100% behind Kabaka Mutebi.&#8221;</p>

<p><em> RE: </em><strong><em><span style="text-decoration: underline;">INPUT ON THE IMPACT OF THE CLOSURE OF FMs AND THE WAY FORWARD.</span></em></strong><em></em></p>
<p><em>     Honorable minister, we discussed with Mr David Mafabi (office of the president) regarding the closed Radio stations, and i raised several issues with him which I present to you and may as well share with the powers that be at an appropriate time.</em></p>
<p><em> First, I wish to express my reservations for the Broadcasting council for not doing enough to forestall the mess in the electronic media especially the fm stations more so in view of what befell the country .</em></p>
<p><em>  As much as we have endeavored to set standards at Super fm, we have been let down by our competitors who either out of fear for positive competition or deliberately for failing fulfill the requisites of professional broadcasting.</em></p>
<p><em> With regard to the three closed stations, its my belief that the major protagonists are CBS and AKABOOZI while SUUBI FM is a nonentity in this jigsaw. It&#8217;s my conviction that you critically focus with CBS and AKABOOZI given their burgeoning presence in the FM industry.</em></p>
<p><em>Both FMs are a sister act especially with regard to violating the ethical code of conduct as per the press and journalist act 1995 and electronic media statute 1996 as well as the broadcasting council guidelines put in place for the electronic media to adhere to.</em></p>
<p><em> We at Super FM can use this time of relative normalcy before the closed FM stations  are re-opened to fix the situation both on behalf of Government and the party as well as check on the activities of the broadcasting council on their part.</em></p>
<p><em>  <strong>Action Plan </strong></em></p>
<p><em>I request that through your office you create a special desk where you can identify NRM cadres who can ably articulate party/ Gov&#8217;t issues on the air waves. </em></p>
<p><em>If this is implemented, am ready to offer a weekly program preferably during the day in fulfillment of this mission.  This will help us mobilize.</em></p>
<p><em> Honorable, we are aware of the imposing status of these two stations and the expected new sense of belonging upon re-opening I think that there is a need to covertly reduce their influence in the industry.</em></p>
<p><em> The stations will re-open with a bang and every listener will naturally want to associate with them after all this time in suspension. Its against this that if  no advance counter measures are put in place the bubble will bust  and you might not achieve the goal of their closure.</em></p>
<p><em>  For instance you can do this by demanding that they unconditionally shuffle various presenters in unfamiliar programs, i.e. from presenters to newscasters and vice versa.</em></p>
<p><em>  By so doing, you can institute an &#8220;independent&#8221; survey to rate FM stations and am positive that  the programs will be rating low after some time or/ and even most of the presenters will be disenchanted by the new set up  and may end up thinking twice.</em></p>
<p><em>Through this scheme, we can make amends by promoting those stations that are on the same page with the system</em></p>
<p><em>(e.g Super FM) and by the time they re-organize it will be after months when we have steadily set off. </em></p>
<p><em>  Alternatively, like we discussed with Mr. Mafabi, we can sweet talk a couple of presenters and draw them to the realization of not risking their careers and instead switch to the operating radio such as Super FM.</em></p>
<p><em>Personally am targeting two from CBS FM and two from AKABOOZI. For the fact I know that the management of both stations cannot agree to sack their prized presenters for the sake of re-opening them because they form the basis of their popularity.</em></p>
<p><em> But I can assure you that if we cunningly implement snatching them away, it cannot take long before these presenters are beaten into line with what we want.</em></p>
<p><em>We has suggested with Mr. Mafabi and Tamale Mirundi that I make a presentation on the above issues so that I can give you a more practical picture on the way forward on this matter for the continuity.</em></p>

<p>The Boston [Buganda Emergency Meeting] Resolutions number 3,8 and 10 prove that Buganda&#8217;s greatest problem is we the Baganda ourselves. Up to now we have failed to understand our problem? It is deceptive for any patriotic Muganda or genuine Buganda well wisher to still prescribe federalism, free and fair elections, democracy, and mobilization of other ethnic communities as way forward for Buganda as envisaged in the Boston resolutions 3,8, and 10 (see &#8220;<span style="color: #333399;"><a href="http://www.bugandapost.com/main/archives/539" target="_blank">Resolutions of the Buganda Emergency Meeting in Boston on October 17, 2009</a></span>&#8220;). The authors of the Boston resolutions should retreat and carefully study the Buganda problem right from the 1950s up to now 2009 and see whether their resolution score any goals for Buganda.</p>
<p>The truth is that Democracy&#8217;s free and fair elections wont solve our problem. There is overwhelming evidence that any thing that affects or pains Buganda automatically brings joy/ happiness to the rest of Uganda. Whoever inflicts pain on Buganda automatically gets the backing of the rest parts of Uganda. So what do you [expect] in terms of votes! Definitely the candidate who displays most anti- Bugandaism will get more votes because nothing really unites Ugandans more than their common hate for Buganda.</p>
<p>Buganda struggled and earned full federal in 1962 protected by the 1962 constitution. How did it help us? For how long did it last? How was it lost? What has changed now?</p>
<p>It is laziness to demand for federal now. Self-determination is our right. We have a right to exist the way we prefer. Lets focus on Buganda&#8217;s independence. We can re-unite with other Uganda if we find it necessary but on our own terms.          </p>

			<content:encoded><![CDATA[<p style="text-align: left;">Despite lack of recognition and, sometimes, outright hostility from some Buganda Government officials, Abazzukulu ba Buganda are widely recognized one of the leading groups in protecting Buganda&#8217;s rights. Abazzukulu, as they are often referred to, have for more than 10 years actively argued that Buganda has been under occupation since 1962, and needs to free herself. They are responsible for exposing many anti Buganda plots by Museveni and at Mmengo. For example, in the 1990&#8217;s Abazzuklu ba Buganda led the ejection Princess Ndagire from Kasubi tombs after she was hired by Museveni to discredit Kabaka Mutebi by calling him a son of Daudi Ocheng.  Another example was in July 2004, when Abazzukulu challenged Mmengo over Shs 800m which Museveni&#8217;s government is alleged to have secretly paid to members of Katikkiro Ssemwogerere&#8217;s team to disorganize planned Baganda demonstrations for Federo.</p>
<p style="text-align: left;">Except for the brief period when Dan Muliika was Katikkiro, the relationship between Mmengo and Abazzukulu over the last 15 years, has been quite tense. In 2006 the group did not spare, even Muliika, when they accused him of being soft for glorifying Federo. Abazukkulu insist that Buganda has been under occupation, since 1966. Federo is a cowardly compromise that demeans what our ancestors died for and the only solution is full national independence under our Kabaka.</p>
<p style="text-align: left;">Below are the minutes (in Luganda) of a meeting members of Bazzkulu had with Katikkiro JB Walusimbi on August 31, 2009. This was less than two weeks before the infamous genocidal massacre of Baganda by Museveni&#8217;s NRM police and army. Throughout the meeting, Abazzukulu expressed disappointment with what they view as incompetence, corruption and anti Buganda activities at Mmengo.</p>
<p align="center"><strong>ENSISINKANO Y&#8217;OLUKIIKO LWA BAZZUKULU BA BUGANDA NE KATIKKIRO OWEK J B WALUSIMBI NGA 31/08/09</strong><strong> </strong></p>
<p><strong>Ebikulu ebyaali mu nsisinkano eyo</strong></p>
<p>Okussoka kwa byonna tukwebaza olw&#8217;omukisa okutusisinkana n&#8217;okubaganya naffe ebirowoozo ku nsoga zaffe, wadde ng&#8217;ezimu tewazinnyonyoka.  Ekituwandiisizza kwekulamba ensisinkano yaffe naawe kulw&#8217;okulondoola byetwayogerako.</p>
<p><strong>Ettemu eriyinda</strong></p>
<p>Olukiiko lwakulaga obweraliikirivu bw&#8217;Abaganda ku butemu obugenze mu maaso okumala ebbanga; ng&#8217;omwo mwemwaali n&#8217;okwokya abaana be Buddo.  Lwakutegeeza nti kati mu Buddu, e Kyannamukaaka, Kyesiiga, Kiziba, Mutondo ne Bisanje mwaali mutemuddwaamu abantu naddala ng&#8217;abatemu beeyita abalwanirira federo n&#8217;ettaka.  Naye gavumenti egamba nti abo babbi.  Ekyo olukiiko lwakigerageranya n&#8217;ekyokuttirimbula abaganda nga Joseph Mubiru ku mulembe gw&#8217;Amin- naye ng&#8217;akabinja akabatemulanga kaasasulirwanga gavumenti ya Nyerere.  Ate era nga mungeri y&#8217;emu abaganda abattibwa e Nankulabye mu 1964, gavumenti yakiteeka ku batamiivu.</p>
<p>Olukiiko lwakutegeeza nti okutemula abantu naddala abaana kati okudenda mu maaso kukkweekeddwa mu &#8220;kissadaaka abaana&#8221;. Kati bakugasseeko n&#8217;okubba abaana abawere mu malwaaliro mu Buganda.</p>
<p>Olukiiko lwakulaga nti lubuusabuusa nti ebyo sibitegeke butegesi ebigenderera okuteekesaawo etteeka eriyingirira ebyobuwangwa byaffe..  Era olukiiko lwakutegeeza nga bwekiwulirwa nti waliwo etteeka nga lyayitaako n&#8217;emungalo za Dr Nambatya nga lisuubirwa okukola ng&#8217;erya 1929 eryawera ensinza n&#8217;enzikiriza Nansangwa.</p>
<p>Olwebyo olukiiko lw&#8217;Abazzukulu lwakusaba okuzuukusa enkola ya Gwanga mujje eyambeko abaganda okwewa obukuumi.  Era lwakusaba okuteekawo okulondoola obutemu buno obugenda mu maaso ng&#8217;okundoola gavumenti ya Rwanda eweebwa Bungereza sente okugula ettaka lya Buganda. </p>
<p>Olukiiko lwagattako n&#8217;okulondola ebitebe by&#8217;amawanga ag&#8217;ebweru agali wano ng&#8217;ekya Bungereza ne Sweden, n&#8217;ebitongole byaabyo ebyobwannakyeewa ebikolera wano.</p>
<p>Kyalabika nti naawe obweraliikirivu obulina naye ng&#8217;obusobozi obukola ku nsonga eyo olina butono.  Era walaga obweraliikirivu ku bavubuka abatalina mirimo abangi, abanywi bejaaye okuba nga bayinza okweyambisibwa okukola ettemu eryo.</p>
<p>Ku kyokuzuukusa enkola ya Gwanga Mujje wabuusabuusa obusobozi bwaayo okukola mu kibuga nga Kampala kubanga abantu beefaako bokka tebakyakolangana n&#8217;abannaabwe.  Naye walaga essuubi nti mubyaalo enkola ya Gwanga Mujje eyinza ob&#8217;olyaawo okusoboka okukola.</p>
<p>Olukiiko lukkiriza nti tolina busobozi bummala.  Naye era lukimanyi nti osobola okubaako ky&#8217;okola mu mbeera eno.  Twaakuwa amagezi okweyambisa ebitongole ebirwanirira eddembe ly&#8217;obuntu, n&#8217;ebyamawulire, bannaddiini n&#8217;abaganda bannakyeewa abalina obumanyirivu mu nsonga ezo.</p>
<p><strong>Map ya Buganda</strong></p>
<p>Olukiiko lwemulugunya ku kya Mmengo okuffulumya Map ya Buganda entongole ng&#8217;eriko amasaza 18. Nga map eyo ebulako amasaza 2 Buyaga n&#8217;eBugangaizi.</p>
<p>Olukiiko lwakubuuza nti nga bwetukyaali mubuwambe, bwebulikya ng&#8217;amasaza amalala nga Buluuri, Singo, ne Bugerere gatwaaliddwa ng&#8217;olwo Mmengo era effulumya Map endala eraga nti amasaza ga Buganda gali 13?</p>
<p><strong>Emivuyo gy&#8217;ettaka</strong></p>
<p>Olukiiko lwebuuza lwaki mmengo eyogera ku mailo 9000 zokka n&#8217;erekayo mailo 8000?</p>
<p>Olukiiko lwakubuulira emivuyo egikolebwa Buganda Land Board.  Lwakutegeeza nti abayeekera Kabaka abali mu BLB, bagoba abaganda ku ttaka n&#8217;ebaliwa abagwiira.  Okugeza mu Gombolola y&#8217;omukulu w&#8217;ekibuga mu Kisenyi mu Buwanika zone awaali enju y&#8217;omuwanika BLB yagobawo Abaganda abakolerawo n&#8217;ekakasa obwannanyini  bwa Gaster Mugoya  eyabba ettaka eryo ng&#8217;ayita Uganda Land Commission (ULC).</p>
<p> N&#8217;e Makindye Ssaabagabo, e Buziga e Konge BLB egoba abaganda ku ttaka, eriwe mukyaala Museveni eyalibbira mu Uganda Land Commission.</p>

<p><strong>Olwa 24/May/1966</strong></p>
<p>Olukiiko lwakutegeeza nti lumaze emyaaka kuminagumu nga lutegeka omukolo gw&#8217;okujjukira olunaku lwa 24/ May/ 1966 Buganda lweyawambibwa Uganda.  Olukiiko lwakujjukiza nti nga 21/may/2009 lwakusisinkana n&#8217;erukusaba olunaku olwo olwa 24 May lutongozebwa.  Nti era lwakikola mu buwandiike nga bwewalusaba.  Olukiiko lwayagala okumanya ensonga eyo weyimiridde.</p>
<p><strong>Okuboolebwa</strong></p>
<p>Olukiiko lwakutunuza mu nsonga yaalwo ey&#8217;okuboolebwa ku mikutu gyamawulire, newankubadde ng&#8217;ebibiina n&#8217;abantu bonna bakkirizibwa okuwa endowooza zaabwe eri abantu.</p>
<p>Emikutu olukiiko gyerugezaako okuyisa endowooza yalwo, abakozi baayo abakiiriza Abazzukulu bagobebwa ku mirimo.  Ebyokulabirako ye Nsereko Basajja Mituba (WBS), ne Sempala (Sapiensa).</p>

<p><img class="alignleft" src="http://www.bugandapost.com/main/wp-content/uploads/2009/09/Kololo2009a.jpg" alt="" />President Museveni&#8217;s propaganda team were wise to bar all Uganda TV stations from broadcasting the proceedings at the NRM&#8217;s independence day celebrations on October 9, 2009 at Kololo Airstrip.  That is because, this year&#8217;s ceremony saw the smallest crowd of ordinary Ugandans in the 47 years since the British granted independence to Uganda on October 9, 2009. Leaving out the many security or government officials and about 60 <em>boda boda&#8217;s</em>, approximately 900 ordinary people attended. Notably, even with this small crowd, the majority wore yellow NRM party tee shirts which were given out free in poor areas to entice people to come to the event.</p>
<p>Conspicuously absent were foreign dignitaries from Libya and neighboring countries. Even the so called cultural leaders, who Museveni supports financially, stayed home &#8211; Omukama of Toro, Omukama of Bunyoro, Kyabazinga of Busoga, Omorimor of Teso and Rwot of Acholi. The only non-government VIPs present were a few diplomats accredited to Uganda, junior officials from Kenya, Tanzania and Southern Sudan plus Mr. Museveni&#8217;s own Ssabaluri Mwogeza Butamanya (coincidentally, it literally translates to  &#8221;the one who speaks with ignorance&#8221;) and Sabanyala Kimeze.</p>
<p><em>State House Panic and Propaganda Plan</em></p>
<p>On October 7, 2009, Mr. Museveni&#8217;s statehouse received reliable information that over 10,000 people had greeted Kabaka Mutebi in Mityana (Ssingo county), on his way to the Buganda independence event in Mubende, Buwekula county. They knew right away that Kabaka&#8217;s crowds could embarrass Museveni at the Uganda independence celebrations on the 9th. So, they turned their attention to controlling the news about Kabaka Mutebi&#8217;s activities.</p>
<p><img class="alignleft" src="http://www.bugandapost.com/main/wp-content/uploads/2009/09/Kololo2009b.jpg" alt="" />According to our sources in Mr. Meseveni&#8217;s ISO, the plan which was hatched by Tamale Mirundi, Robert Kobushenga, Kabakumba Matsiko and a certain Mafabi included 5 main elements: (a) Minimize the crowd in any pictures of Kabaka Mutebi&#8217;s crowds if shown in government newspapers. (b) Use physical barriers to force the crowd at Kololo into a relatively small but longish area just below Upper Kololo Terrace road so that the numbers can look big in photos taken from a low angle; (c) Have Mr. Museveni enter the ceremonies through the crowd area, so that we can take photos showing many people around the president, (d) force all major media outlets to broadcast the events at Kololo, using a single audio/video feed from the government&#8217;s Uganda Broadcasting Corporation (UBC), and (e) strengthen enforcement of the rules which Godfrey Mutabazi had placed on radio stations, barring any praise of Kabaka or Buganda.</p>
<p><em>The Monitor Does Not Cooperate</em></p>
<p>On October 8 and 9, New Vision and Bukedde reported on Kabaka&#8217;s tour of Buwekula but omitted any mention of Buganda Independence celebrations, only referring to <em>bulungi bwa nsi</em> (national service) but without translating it to English. Also, they have avoided any picture which show the huge crowds that the Kabaka attracted in Mubende or Mityana. The crowd at the main Mubende celebrations was approximately 25,000 people.</p>
<p>In a sign that the Aga Khan&#8217;s The Monitor newspaper editors may be starting to rethink their anti-Buganda sentiments, they defied Museveni and published a photo showing Kabaka Mutebi with thousands of his subjects jubilating around him. Furthermore, they published parts of the Kabaka&#8217;s tough &#8220;47 Years Wasted&#8221; speech, although with incorrect translation in some parts (see &#8220;<a href="http://www.bugandapost.com/main/archives/530" target="_blank"><span style="color: #666699;">Kabaka Mutebi Disowns Katikkiro’s Apologetic Tone</span></a>&#8220;).</p>
<p><em>Ghost NRM Independence Day Celebrations</em></p>
<p>On October 9, Mr. Museveni&#8217;s worst fears came to pass. Despite the efforts of his propaganda people, the 900 or so crowd was to small for anyone to ignore. However, state house forced WBS TV, NTV, and NBS to suspend regularly scheduled programming and transmit the UBC TV feed from Kololo live for over 5 hours. And the UBC camera were continuously glued on the marching troops and the VIPs, skipping the miserable crowd. And in a sign that Museveni is losing confidence, he gave his shortest independence day speech ever even though the event lasted from 10:00AM to 3:30 AM.</p>
<p>Uncharacteristically, Museveni read his independence day speech strictly from the script, without any of his trademark long strays to abuse or threaten Baganda, aid donors and others. Also, although he had been fully briefed about Kabaka Mutebi&#8217;s statement that Buganda has gained nothing out of 47 years of independence, the Uganda warlord did not mention the subject at all (see &#8220;<a href="http://www.bugandapost.com/main/archives/530" target="_blank"><span style="color: #666699;">Kabaka Mutebi Disowns Katikkiro’s Apologetic Tone</span></a>&#8220;).</p>
<p>Museveni&#8217;s speech included nothing he has not said over the last few years.</p>
<ul class="unIndentedList">
<li>He boasted of his record on education and raised eyebrows when he interpreted the rampant unemployment in Uganda as a sign of his successes, saying: &#8220;We no longer have to be frustrated by these people who don&#8217;t want to work. You find a problem person somewhere, you act, get rid of that person and get another one because they are many here now.&#8221;</li>
<li>He pledged, as he has done numerous since 1986, that he will fight corruption. But immediately warned that the war on corruption, which is now much worse now than in 1986, will not be won overnight but through a protracted struggle. This time, he spared judges and the police and blamed accountants, auditors and accounting officers for the persistent corruption. However, he promised his outwardly bored audience that he has new army of young &#8220;clean&#8221; accountants and auditor to lead the war on graft. He did not mention where the got their education or earned their professional experience.</li>
<li>He made the &#8220;obvious&#8221; observation that recent oil discoveries would increase self-reliance and make Uganda less dependent on foreign aid.</li>
<li>Mr. Museveni (once again) revealed that problem of theft of drugs is a serious problem in the health sector. He did not mention the status of the corruption charges against his ministers and NRM stalwarts Michael Mukula and Jim Muwhezi.</li>
</ul>
<p><em>Museveni&#8217;s Colonel&#8217;s on Empty Stomachs</em></p>
<p>The otherwise dull event could not end without typical Ugandan breakdown. The man in charge of the parade at the very long ceremonies, UPDF&#8217;s Col. Peter Ekweru, fainted and fell on his face due to hunger and exhaustion. Sources could not confirm how a whole colonel could command an important national parade on a empty stomach.</p>

In his first public statements since he was forced to go to Museveni&#8217;s statehouse and then tricked into appearing to be negotiating with a commoner, Kabaka Mutebi made it very clear that the current occupation conditions in Buganda are not acceptable.  The SMS from our reporter came seconds after Ssabasajja Kabaka told the mammoth crowd at Buganda independence day ceremonies, &#8220;The 47 years of independence which we are observing today have  been wasted by senseless conflicts and governance problems. As a result of this, our development has been paralyzed. Thinking in terms of constant conflicts must stop.&#8221;</p>
<p>According to our reporter, the lion of Buganda went on to give as example, leaders who practice decisive politics in an effort to divide Buganda into artificial chiefdoms. Warning that, &#8220;we must not tolerate what such leaders are doing.&#8221;</p>
<p>In the presence of his wife, Nnabagereka Nnaginda, the Kabaka promised that his kingdom nation will never promote constant ethnic conflicts because, &#8220;we value unity and not divisions in Buganda&#8221;.</p>
<p>Last week Kabaka Mutebi reluctantly went to Museveni&#8217;s state house after the Ugandan warlord threatened that if Ssabasajja did not meet him, he would introduce laws to abolish kingdoms and probably arrest  His Majesty. Our sources tell us that Kabaka Mutebi was not too concerned by Museveni&#8217;s empty talk but Katikkiro Walusimbi, other old Baganda and CBS Radio shareholders convinced him that Museveni was willing to entertain most of Buganda&#8217;s demands if the Kabaka spoke to him.  Although, Museveni dressed up properly to meet Kabaka Mutebi, including putting on dress shoes and walking his painful feet straight, he broke his promise to Walusimbi within minutes after the Buganda delegation arrived. Museveni took everyone by surprise when he told them to wait he spoke to Kabaka Mutebi for some minutes. The minutes turned into a full hour, after which Museveni&#8217;s state house and Katikkiro both started spinning that the private talks between were &#8220;ground breaking&#8221;.  Nothing on the original agenda took place because of the Museveni scam (<em>kavuyo</em>).</p>
<p>Surprisingly, next day, Katikkiro Walusimbi issued a statement claiming that, the meeting between Ssabasajja and the Ugandan warlord had removed all tensions between Buganda and her NRM occupiers (see &#8220;<a href="http://www.bugandapost.com/main/archives/522" target="_blank"><span style="color: #666699;">Katikkiro JB Walusimbi Praises Gunpoint Meeting Between Kabaka and Museveni</span></a>&#8220;). Then Deputy Katikkiro Ssendaula wrote to all Kabaka&#8217;s representatives outside Buganda  asking them to tell Diaspora Baganda to be &#8220;very calm&#8221; while Mmengo talks to the occupying forces. Owek. Ssendaula&#8217;s letter angered some Baganda because it seems to focus only on  &#8220;not upsetting Museveni&#8221; and says nothing about the plight of Kabaka Mutebi and many of his loyal subjects who were murdered or are under torture in the NRM governments prisons and safe houses (see &#8220;<a href="http://www.bugandapost.com/main/archives/529" target="_blank"><span style="color: #666699;">Deputy Katikkiro and Kabaka’s Representative Anger UK Baganda</span></a>&#8220;).</p>
<p>The consensus among all the 4 Baganda analysts who we have contacted is that Kabaka Mutebi made the strong statements in Buwekula to clearly and publicly disown the appeasing, apologetic and sometimes cowardly tone of the statements which his Katikkiro and his Deputy have been making.  One analyst named David Kasozi said: &#8220;Once a Muganda radical, always a Muganda radical. And Ssabasajja joined us Baganda radicals a long time ago. We, under Kabaka Mutebi&#8217;s leadership,  are not quitting until Buganda is ruled on her own terms, probably as an independent monarchy.&#8221;</p>

<p>Kyawedde dda! Ssabasajja  is cool with us radical Baganda.  Many of us are constantly accused of being &#8220;too radical&#8221; by fellow Baganda because we are not willing to compromise with NRM or anyone else who suggests that Uganda is more important than Buganda. Many Ugandans, including prominent Baganda both in Mmengo and outside have vilified us by calling us &#8220;tribalists&#8221;, &#8220;sectarian&#8221;, &#8220;unpatriotic&#8221;, &#8220;backward&#8221; or  &#8221;too radical&#8221;. Even Kabaka&#8217;s representatives in Europe and America, serving their own personal interests, have made false reports to Mmengo and Kabaka about us. We have even been accused of being &#8220;anti Kabaka&#8221; and &#8220;anti Mengo&#8221; simply because we are not afraid of pointing out Buganda government officials who are in bed with the enemy.</p>
<p>Who are we? We are the millions of Baganda youths in Nkoba za Mbogo, Bana ba Kintu and other organizations, who pioneered the resistance against the marginalization of our Kabaka and our nation Buganda.  We are the Bazukulu ba Buganda, who a few corrupt Buganda government officials, cheating Kabaka, have harassed for years. We the radicals also include members of Ggwangamujje in Europe and America who have not been equivocal about putting Buganda and Kabaka first. We have organized Ttabamiruka conferences in America and Buganda, angering the NRM government, Uganda politicians and even some Buganda government officials. Oh, and we are also deep in Mmengo, fighting the NRM moles who betray our Kabaka and Buganda for a few pieces of silver. A few of us are even Baganda clan leaders, who would rather die poor than betray our Kabaka and our Bazukulu. Some of us radical have been kidnapped and molested, or otherwise harassed, but gone back to the our usual  behavior  of channels to telling the NRM dictators that we won&#8217;t quit!  It is us radicals who have also made the ultimate sacrifice for Buganda, getting shot dead by the NRM government&#8217;s police and soldiers.</p>
<p>The reason we are radical is simple. We whole heartedly embrace the saying, &#8220;Baganda nkoba za mbogo; zegya zoka mu bunya&#8221;.  And the plot to destroy Buganda, since 1990, is so thick that if we continue acting &#8220;nice and civilized&#8221; there might be no Buganda soon.  You will not hear us praising any Ugandan politician, Muganda or not, as the one will save Buganda;  because we know they cannot.  Nor do we get excited about promised from the NRM government because we do not accept the idea that anyone has a right to play &#8220;master&#8221; over Kabaka and Buganda.   All that talk about Federo is alright so long it is not &#8220;given&#8221; or &#8220;granted&#8221; to us. Only Baganda can and should determine how they are ruled, whether Federo or full independence. We do not owe Uganda  anything and cannot be forced to accept other people&#8217;s arrangements under duress, as it happened in 1960 and 1995.</p>
<p>We proudly claim that Ssabasajja  is now one of us radical Baganda because his historical actions in September 2009 leave no doubt that he has lost patience with the &#8220;Abasajja tubakwaate mpola&#8221; philosophy.  We are confident that he is tired of uncivilized, unkempt, Banamawanga telling him to shut up while they rape and pillage his kingdom. Look around him now and you see us, the radicals. We didn&#8217;t all start this way. So, it is OK if you are not yet a radical Muganda but we look forward to having you join us. It is such a liberating feeling!</p>
