An email from a source close to president Museveni’s state house reveals that, since October  2009  the Ugandan dictator’s people have been struggling to put together a real plan to deal with the accelerating anti-Museveni and anti-NRM feelings in Buganda. The people who seem to be the brains behind the plan include Museveni himself, John Nagenda, Tamale Mirundi and one Mafabi. Also involved in some meetings are Museveni’s half brother Salim Saleh (Caleb Akandwanako), David Tinyefuza, David Magara, Wabudeya, Kirunda Kivejinja, Moses Kigongo, Hope Mwesigye, Robert Kabushenga, Namayanja and others.

According to the email: “A lot of experiments have been made to see how to change Baganda either through fear or love. Nothing seems to work. For example, Museveni started a tour of Buganda after the Kayunga riots with plans to give out cash to key NRM people to bribe villagers. But the tour has been terrible from last year.  Whether it is in Butambala, Kyaggwe, Bugere  or Buddu, every place the president goes Baganda have been coming in small numbers and only demanding for the opening  of CBS.  Even when state house decided to show power by having mambas go with the president to Kyaggwe the people were not impressed and only put up more pictures of Kabaka Mutebi and Nnabagereka in their taxis and shops.”

The president’s people are sort of divided according to our source.  Tinyefuza, Janet Museveni,  Magara, Otafiire and sometimes Saleh, lead the group which wants to use straight force. This group pressured the president to force Kabaka Mutebi to come to the infamous “gun on your head” Entebbe meeting late last year, where the Lion of Buganda refused to be bought. The group also claims that Museveni did not go far enough in crashing the Kayunga disturbances. Salim Saleh is also on the second side with Kivenjinja, Kuteesa, Tamale Mirundi, Mwesigye, Nagenda and others. This “divide and conquer” group prefer to isolate Kabaka from Baganda by destroying Mmengo as an institution and confusing people until the 2011 elections are over.  This team believes that if the Europeans and the USA are happy with the elections, which Museveni is guaranteed to win, Buganda will have nowhere to start.  Museveni would very much like to use force but  he also knows that Baganda youths have become too strong to let him win on force while America and Europe are watching. For now he is siding with the second team.

Our source adds: “Recently a plan was kicked off for president Museveni and Salim Saleh to soften the tone on Buganda and show respect to Kabaka Mutebi and leave people like Mirundi, Nagenda, other Baganda and even Tinyefuza or Otafiire to be the bad guys. That is why Museveni went to Kayunga (Bugerere county) and said that the county can never leave Buganda. This is the man who has been calling the county Bunyala for 6 months and stopped the Kabaka  from going there without permission from his Sabanyala. The problem for state house is that again, most peasants had boycotted Museveni’s visit. The 400 or so people at the rally were 80% schoolchildren who were brought in by lorries. And that is why the crowd was never shown on any TV stations.

“Salim Saleh did not do any better when he went to Kalisizo (Buddu county) to speak the at the funeral rites (lumbe ceremony) of Tamale Mirundi’s father. Saleh used the opportunity to claim that he wished Buganda well and was involved in the tough job of bringing Kabaka Mutebi and Museveni to together. He even asked the crowd to pray hard for him. However, the peasants were not impressed at all. They insisted that if he wants their prayers he must fist deal with the problem of opening CBS. Chaos followed when Tamale Mirundi asked local NRM officials to stand up for introduction. First they seemed to be afraid to do so and when they did, people started to boo them and call them traitors. Then Tamale tried to let a senior NRM official from Kampala to say a few words. The people told him not to do so or they (the villagers) would walk away. That is when Tamale Mirundi turned to Saleh and said ‘Afande nawe obirabye, mu gombolola zino NRM telinaamu kalulu’ (‘As you can see the NRM has no votes in these sub-counties’).”

The email from our source also says that, as part of a state house propaganda kick off, John Nagenda started his bad guy activities with his New Vision column last Saturday. In his column, he trashed the Mmengo institution, suggested that it is irrelevant and claimed that it will die. Nagenda also arranged for the Banyankore owned Luganda daily paper Kamunye to print negative stories about Kabaka Mutebi. Kamunye is a sister paper to the Red Pepper which also recently printed another Nagenda planted story saying that the NRM government was going to take over Bulange. Red Pepper was originally sponsored by Salim Saleh.

When Museveni interrupted his tour of Buganda to go to Egypt he was extremely frustrated by the relatively small crowds and unfriendly questions from Baganda peasants about CBS FM Radio. The trip had been promoted as a “Bonna Bagagawale” (”prosperity for all”) tour, in the expecting that impoverished Baganda peasants were only interested in money.

The first sign that Museveni’s tour was in trouble were the relatively small crowds he got in most places in Kyaggwe and Kooki (see “Museveni’s State House Bars Pictures From His Buganda Tour As Crowds Dwindle“). They only showed one “cooked” image at a sports field next to a school, where the RDC had commandeered children from several schools in the area, to create a “crowd”. Our on the ground source tell us, however, that Mr. Museveni was most frustrated by what he calls “disrespectful peasants” who ignore his speeches and keep asking him to explain why he closed CBS Radio. Yet others ask him why he stops Kabaka from travelling freely.

The source told us that by the time Museveni returned to state house to prepare for the Egypt trip, he was so fed up and angry that everyone thinks that he might abandon the Buganda trip. Quote: “Baganda peasants had gotten to his nerves with their questions about CBS Radio, Kabaka and, even Betty Nambooze. He was so angry that you can expect him to get even harder on the issue of reopening CBS Radio.”

According to the source, chances are quite high that Museveni will use the Egypt trip and a diversion so he can abandon his Buganda tour and avoid further embarrassment by poor peasants. Adding: “I think president Museveni is especially concerned about the possibility of Kabaka Mutebi going somewhere and getting his now standard mammoth crowds, on the same day when he (Museveni) is getting harassed by Baganda peasants.”

Uganda’s iron fisted dictator, Yoweri  Museveni, is in the middle of a hurriedly arranged tour of Buganda under the pretext of promoting  ”Bona bagagawale” (”prosperity for all”).  However, Mr. Museveni has attracted such small audiences that his state house has banned all newspapers from publishing photos from the rallies. The decision was taken as soon as Museveni’s handlers observed that when Museveni went to Kyaggwe, in the Kisoga area, he received  crowds that were substantially smaller crowds than the ones his opponent, Kiiza Besigye, had attracted  a few weeks earlier. To further complicate matters for Uganda’s warlord, his crowds tend to be dominated by village idlers and pickpockets and are not always friendly.

One email from a source close to Museveni’s state house says: “The state house simply had no choice but to stop everyone from printing pictures when the crowds in Kyaggwe and Rakai do not even come to even 20% of what Kabaka would attract. And they are also clearly smaller than what Besigye gets. To make things worse, when Kabaka goes places, people roll themselves in the dust on the road asking him to walk over their back. When  the president goes anywhere, people ignore his length speeches and as soon as he finishes start complaining  about everything from terrible roads, land grabbing by ‘foreigners’ and drunkard husbands. In a couple cases he has been asked to explain why he does not leave Kabaka alone.”

In a related development, another Uganda government source who is in contact with Mr. Museveni’s convoy in Rakai, Kooki county, sent us an email to say that Mr. Museveni is spending two days in the area to have more time with his local spies regarding the deteriorating security situation in both Buddu and Kooki counties. And, reportedly, to dish out bribes to local NRM operatives and other locals with a long-term goal of undermining  both Omutaka Kabumbuli and the Kabaka in Kooki.  Museveni reportedly gives out the bribe money  during secret night meetings and, while in the Kooki area, he is sleeping only about 3-4 hours a night.

In 2008 the Kingdom of Buganda decided to hold the annual Youth Day celebrations for 2009 in Bugerere County following the successful celebrations held in Kyaggwe County. The objective of the celebrations, which are presided over by Ssaabasajja Kabaka, is to rally the youth to engage in social and economically developmental activities as well as to promote our culture values.

The Kingdom regrets that this year’s celebrations have been unduly politicized.

The Kabaka’s visit to Bugerere is lawful and constitutional and the reasons being given for blocking the Kabaka and the Katikkiro from accessing Bugerere are completely unfounded.

The Kingdom recognizes the cultural and ethnic diversity of its peoples. This is clearly demonstrated in the composition of its Cabinet and Lukiiko. The Banyala are part of Buganda and our history and culture recognizes the Namuyonjo as their cultural leader. The Namuyonjo and the overwhelming majority of the Banyala enjoy their culture and voluntarily pledge their allegiance to Ssaabasajja Kabaka of Buganda

The county of Bugerere comprises several ethnic communities including the Bakenye, Basoga, Bagishu, Baluuli, Baganda, Japadhola, Iteso, Sudanese, Kuku. All ethnicities have been living harmoniously until the recent creation of the institution of the “Sabanyala”.

The Kingdom of Buganda deeply regrets the loss of life and destruction of property that followed the refusal of the Katikkiro to access Bugerere. In addition, the Kingdom regrets and abhors the closure of its radio station CBS FM, something that has heightened to the unnecessary chaos and tension.

The Kingdom of Buganda remains committed to fostering peace, justice and the harmonious co-existence of all of the peoples of Uganda. We remain very resolute in our peaceful and democratic quest for the realization of our legitimate aspirations for a federal system of governance for the whole of Uganda and the unconditional return of our expropriated properties.

The Kingdom reassures the public that Buganda remains a peace loving Kingdom that thrives on ethnic diversity and mutual respect and urges all people to remain law abiding. The Kingdom is and has always been willing to engage in principled, transparent and constructive dialogue with the Government and all other communities of Uganda to ensure our peaceful co-existence for the future. Such dialogue ought to be structured, time-bound, free of intimidation and based on mutual respect.

We are still engaged with Government to ensure that Ssaabasajja Kabaka attends the celebrations in Bugerere in a peaceful and secure environment.

In a twist of irony, both Mmengo and president Museveni are happy about the news that the high court of Kampala has summoned New Vision Publications to file its defense in a suit filed on July 23, 2009 against it and its employees by the Kabaka of Buganda Ronald Muwenda Mutebi II. The employees are editor-in-chief, Els de Temmerman and reporter Barbara Among. Mmengo should be pleased because the courts appear to be acting expeditiously on their filing. On the other hand, sources close to president Museveni’s state house have told this writer that Uganda’s strong man is relieved and pleased because he was getting intelligence reports that Baganda anger was building and they were starting to look to Mmengo for direction on next steps. And now things are back to his sphere of influence.

On July 11, in a New Vision story titled “Bulange land title held over sh1bn debt”, one Barbara Among reported that Kabaka Mutebi had mortgaged Buganda’s Bulange land title for money he put to personal use. In reaction, a July 20, 2009 the Buganda Lukiiko passed 10 resolutions, including one calling upon Baganda to boycott the New Vision and the Luganda Bukedde, until they apologize to Kabaka Mutebi. Since then Bukedde readership has drastically fallen and there have been reports of people being beaten up or denied services in the counties of Buddu, Ssingo, Kyaggwe, Bulemeezi and elsewhere.

Our New York based analyst warns that, whenever you see Museveni, Nsibambi, Bukenya, Namayanja or Sekandi strongly agree with Mmengo, it is sign that bad news and disappointment for Baganda is on the way. They and several other NRM bigwigs started a campaign to push Mmengo to go to court, after reports of mounting Baganda anger last Tuesday. He adds: “In the broader picture, this kavuyo is about Museveni trying to keep Baganda and Mmengo permanently off balance, in courts, demonstrations, online discussion groups, etc. That way, they cannot get on the same page and create any roadmap for self-determination. Imagine, a few months ago is was the land act, 3 weeks ago the crisis at Mmengo was’ Kampala bamutwaala’. Then came,’ Federo will never come to Buganda’. Now it is ‘Kabaka vs. New Vision foreigners’. This one might last a few weeks and keep several Baganda going to court every day, because I am suspicious that Museveni will use the court environment to bring out a lot of Mmengo dirty linen on land titles, etc.  And while we are all glued on this one they will probably pass the law to take Kampala out of Buganda and conclude the sale of Entebbe airport to their partners.”

“It has been this way since the time when Museveni shortchanged Buganda on Federo during constitution making. The question is whether the people in Mmengo are genuinely incapable of seeing Museveni’s Machiavellian tricks or whether some of them are willfully helping him by misleading Kabaka Mutebi.  Only weeks ago Katikkiro Walusimbi was taking a check form Museveni to buy bean seeds, which we have not heard about again. Now, over the next few weeks, Kabaka Mutebi, our Ssabasajja will be waiting to hear how a commoner judge, appointed by a foreigner, determines the fate of his ‘complaint’. Which sane Muganda will be able to proudly tell his child that, ‘Kabaka taloopebwa’ anymore?. Museveni must be so happy, because he has Kabaka Mutebi where he wants him, pleading with his (Museveni’s) appointed commoner judges for mercy against those defaming him (Kabaka) in his own kindgom.”

NEW VISION ORDERED TO SUBMIT ITS DEFENCE

The high court of Kampala has summoned the New Vision Publication to file its defence in a suit filed against it by the Kabaka of Buganda Ronald Muwenda Mutebi II for publication of a fabricated defamatory article about him.

The Company has been sued together with its Editor in Chief Els De Temaman and the reporter Barbara Among who wrote the defamatory article that Bulange title deed is being held by a senior cabinet minister in the central government for non payment of debts amounting to over one billion Ugandan shillings.

According to the summons signed by the Kampala high court registrar, Elizabeth Kabanda, the trio have been given 15 days within which to submit their defence.

Through his lawyers Masembe, Makubuya, Adriko, Karugaba and Ssekatawa Advocates, the Kabaka stated that the article published on Sunday the 12th July, 2009 titled “BULANGE TITLE HELD“, was false and malicious against him despite the fact that he has always been held in high esteem as the Kabaka of Buganda and a cultural leader of over 6 million people. He added that the article injured his credibility and reputation in the eyes of right thinking members of his society.

The suit further stated that the published article referred to his majesty Ronald Muwenda Mutebi II because he is the only sitting Kabaka of Buganda, adding that some sections of the article even mentioned his son Prince Crispin Jjunju which made a large number of people who read the article to identified him as the person referred to in the article.

The Kabaka further stated that the article defamed him extremely since it implied that he had betrayed the trust embedded in the office of the Kabaka of Buganda and meant that he is grossly reckless and negligent in his conduct of affairs of the Kingdom as trustee.

The Kabaka stated that the article implied that he is dishonest as portrayed by his use of the Kingdom’s properties in his personal businesses. He added that the article portrayed him as an indebted person who has failed to pay off his debts and therefore in the process of selling off Buganda’s land to unscrupulous people for his personal gains.

In the suit, the Kabaka assured that hearing of the case will help him prove that he has never pledged, mortgaged or otherwise disposed of the certificate of Bulange title deed to any minister in government or to any one at all.

He further sated that the minister being referred to as coming from Sembabule district, Sam Kuteesa has already come out publicly to deny ever lending any money the Kabaka or being in possession of the said title deed.

He also stated that the hearing will help him prove that he has never personally borrowed any money from any other senior cabinet minister and that he has never transferred the titled into the names of Rexba limited, as it was alleged in the article.

The Kabaka stated that the publication had a motive to malice him because all the information in regard to the mentioned land titled is in his possession and went further to explain that if they had bothered to contact him before publishing the defamatory articles, the matter would have been cleared once and for all.

The Kabaka therefore wants court to order the New Vision Publication to retract the defamatory article and publish a front page apology to him as well as to the people of Buganda who were most affected by the story.

He also wants the apology to be published in both English and Luganda and also air special announcements on both the English and Luganda FM stations, owned by the New Vision Publications.

The Kabaka further wants an order from court that the false story be withdrawn from the New Vision website and also be rendered invisible, so that it is not read over and over again.

The Kabaka also wants court to order the New Vision to pay him damages worth his status for damaging his image.

The case will be presided over by Justice Kibuuka Musoke before the high court of Kampala.

This is a follow up to our article of December 28, 2008 on the great Buganda county of Kyadondo. This article is about the great frontier county of Kyaggwe.  Last time we told you that since 1966 Uganda governments have worked hard to destroy the idea of Buganda’s counties or masaza (singular: ssaza). Presidents Obote, Amin and more recently Museveni have all established administrative units to cut up Buganda and create a system destroying the geographic integrity of Buganda and thereby make the continued existence of the kingdom impractical (see The Great County of  Kyadondo, Buganda article).

Buganda is divided into 18 counties or masaza: Buddu,  Bugerere, Bulemeezi, Buluuli, Busiro, Busujju, Butambala, Buvuma, Buweekula, Gomba,  Kabula, Kooki, Kyaddondo, Kyaggwe, Mawogola, Mawokota, Ssese, Ssingo (see The Great County of  Kyadondo, Buganda for more on masaza).
The purpose of this and other related articles is to educate our readers about the great counties of Buganda and to showcase the huge success that Kabaka Mutebi and his officials at Mmengo have achieved in their reestablishment. Kabaka Mutebi has appointed hundreds of chiefs to the various official positions and many have been operational for years.

Kyaggwe is one of the frontier counties of Buganda because it has a border, River Nile, with Busoga to the east. And, although the island counties of Buvuma and Ssese are south of Kyaggwe, one can cross directly from Kyaggwe into Tanzania to the south. In the north Kyaggwe boarders with Bugerere. Kyaggwe enjoys abundant rains and heavy vegetation. It is the home of the famous Mabira forest, a sacred forest in Buganda culture. However, thanks to rampant corruption and Uganda government disinterest in the environment since the 1990’s, Kyaggwe is one the Buganda counties whose climate is fast deteriorating.

Bweyogerere, Mukono, Namiryango, Njeru, Kawolo, Namagunga, Seeta, Lugazi,  Kyetume, Mabira, Mbalala and Namawojolo are all places in Kabaka’s county of Kyaggwe. Also, if you know anyone who is from  Kisoga, Banda, Katosi, Mpumu, Nakisunga, Namawojjolo, Matale, Buikwe, Bugoma, Nagojje or Nyenga then learn that they come from Kyaggwe. The natives of Kyaggwe are known as Banakyaggwe.
