However the prospects of this happening appear poor, given the growing number of power centers that oppose it and his own crude stubbornness.</p>
<p>Museveni erected the first hurdle when he decided to set what many observers consider unreasonable conditions, for rescinding the illegal closure of the most popular radio station in Uganda. The ridiculous conditions, even by the standards of donor governed Uganda, included firing all presenters who annoyed Ugandan president in the past, moving the radio station headquarters to a location more agreeable to the NRM government, only airing cultural programs and, most incredibly, dropping legal cases that CBS employees filed against government.</p>
<p>According to local press reports, the Buganda minister of information, Owek. Medard Lubega Ssegona, reacted swiftly, saying in Luganda: “Tetuyinza kuwaayo Bwakabaka  batuweemu leediyo. Obukwakkulizo bwa gavumenti bumenya Konsitityusoni n’amateeka amalala.” (“We cannot surrender our kingdom in exchange for a radio station. The [NRM] government’s demands are illegal.”). At the same time, a sources in Mmengo told us that Katikkiro Walusimbi and other businessmen in Buganda Government want to negotiate with Museveni on the conditions but are simply overwhelmed by the other forces.</p>
<p>The most formidable force against opening of CBS under Museveni’s arbitrary conditions is the Baganda masses and the Bataka (clan elders). This group, which also includes CBS Fans Club and the more nationalistic members of Buganda government, misses the radio station most and is putting most pressure on Museveni to re-open it. However, they are strongly opposed to the reopening if it will lead to changes in their radio station&#8217;s format or presenters. Although Kabaka Mutebi is quiet on the issue, word on the Baganda street is that he is fully with his subjects and the Bataka (as Ssabataka, Kabaka Mutebi is part of the Bataka).</p>
<p>Also strongly opposed for the reopening are Baganda members of the Ugandan opposition political parties, DP, FDC and UPC. Most of these political types would like CBS to remain closed until the 2011 elections to maximize Baganda anger and anti-NRM feelings. Joyce Nabbosa Sebugwaawo is a strong activist in the Bakiga/Banyankore led FDC and she quoted by the local press saying: “Gavumenti ekole ky’eyagala bwe baliyagala baligizzaako. Obukwakkulizo bwe batutaddeko tebujja kukola era tubugaanyi. Banaffe oba basazeewo kukola nga bannakyemalira, katubaleke bagende mu maaso.” (“Let the government do whatever they want. Whenever they decide they can reopen it. The conditions they have imposed are impractical and we rejected them. Our colleagues have chosen to be dictators, we will let them go ahead.”)</p>
<p>Others opposed to the CBS opening, but possibly working independently, are disgruntled NRMs who feel betrayed by Museveni. One example is Janat Mukwaya, who, according to state house sources, Museveni is anxious to drop. Mrs. Mukwaya reportedly knows this and she has already decided not to run for re-election in 2011. But she is privately afraid about her future, including the personal safety of her family because of the anti-Baganda crimes she has committed on behalf of  the Museveni who is now dumping her. Another one is Museveni’s vice president Gilbert Bukenya, who is seeing red over the not so subtle murder of his son followed by the the highly public ridicule by Museveni and Tamale Mirundi over the CHOGOM car scandal. These two and other disillusioned NRMs, reportedly now have individual “Ffena tufiirwe” (“If I lose everyone must lose”) agendas in connection with CBS Radio.  In general, they are pushing for CBS to remain closed so that hatred for Museveni and Banyankore in Buganda may increase. Short term agendas.</p>

Charles Peter Mayiga has disowned popular Buganda Hussein Kyanjo’s statements that, if  Museveni’s government fails to adhere to democratic principles and the rule of law, the people of Buganda would take up arms. The New Vision further says that Owek. Mayiga dismissed Kyanjo’s the remarks as his (Kyanjo’s) personal opinion. Mayiga is quoted as saying:“Kyanjo is not the spokesperson of the Buganda kingdom. He is not a Mmengo official. Those remarks he made were his personal opinion.” However, there is no indication that Mayiga explained his claim that Mmengo officials represent the kingdom of Buganda.</p>
<p>Museveni’s New Vision says that Owek. Mayiga explained Mmengo’s disagreement with Kyanjo by saying: “Our strongest weapon is dissemination of information regarding our legitimate cause. If voters are informed, they don’t need to pick up arms to get what they want because our Constitution says power belongs to people.”</p>
<p>When Buganda Post contacted a prominent lawyer and Buganda analyst based in the United Kingdom, he responded that both Mayiga and Kyanjo refer to the Museveni’s constitution appropriately but if Mayiga is quoted correctly then he is being dishonest. The analyst also questioned Mayiga’s alleged claim that only Mmengo speaks for Buganda. The analyst explained: “Mayiga focuses on Article 1 of Museveni’s constitution, which says ‘power belongs to the people’. Mayiga, Makubuya and ordinary Baganda know that by bribing MPs to change presidential term limits, invading Congo without consulting parliament, ignoring the popular call for Federo, stealing elections and committing similar illegal acts, Museveni and the NRM usurped the people’s power and broke the constitution.</p>
<p>“Unlike Mayiga, Kyanjo is reading both Article 1 and Article 3 of Museveni’s constitution. And Article 3 says that ‘(4) All citizens of Uganda have a right and duty to protect the Constitution.’ and ‘(5) Any person who defends and protects the Constitution commits no offence&#8230;’ without limiting the means of defending the constitution. Mayiga and Makubuya know that Kyanjo’s position is 100% correct and legal under Article 3. It appears that  they have been compromised either by personal interests and mere cowardice.”</p>
<p>On the matter of who speaks for Buganda, our analyst first clarifies that, for centuries, Baganda believe that power in Buganda is vested in the institution of Kabaka, since, as <em>Ssabataka</em> who is not tied to one clan, he can lead and guide all <em>Bataka </em>and their grandchildren (Baganda) wisely and fairly. That is why the Kabaka consults and weighs everything very carefully before he speaks and why Baganda do not criticize him publicly. The top Mmengo official is the Katikkiro of Buganda, who is appointed by the Kabaka, after wide consultation with clan leaders, religious leaders and many other Baganda. All Mmengo officials are deemed to have been appointed by Kabaka and to speak for Buganda but, in reality, they are screened and selected by the Katikkiro and other Mmengo officials before presentation to the Kabaka.</p>
<p>He then said: “If you compare the strong statements and decisions that Kabaka Mutebi has made over Federo, Buganda land, the attempted firing of Nambooze from CBS and freedom and justice for Baganda and those made by Walusimbi and Mayiga you can see that the Katikkiro and his friend are outright disobeying the Kabaka. Don’t forget that that it was Mayiga, John Katende, Apollo Makubuya and Katikkiro Ssemwogerere who lied to Kabaka and Buganda that Museveni’s <em>Regional Tier</em> was good for Buganda in 2006. If Mmengo speaks for Buganda, why did the Buganda <em>Lukiiko</em> soundly reject Regional Tier on February 7, 2006?</p>
<p>“Baganda are not stupid. They can see when Mmengo is no longer serving the Kabaka or his subjects’ interests. If that is the case, then how can Mmengo claim to be to only spokesmen for the Kingdom? Mmengo is not even recognized in Museveni’s constitution, which Mayiga constantly quotes!  I disagree. I think that by siding with and appeasing the occupation NRM government so frequently, Mmengo has lost the minds and hearts of Baganda. Ordinary Baganda, who are 80% youths, are more interested in what Nambooze or Kyanjo or Nsambu or Ssemujju says than what Walusimbi or Mayiga announces. In reality, Nambooze, Kyanjo,  Nsubuga Nsambu and Ssemujju speak more for Buganda than the compromised Mmengo leaders. That is why Kabaka Mutebi has found himself having to speak out, to cancel the misinformation by Walusimbi and Mayiga. The bottom line is, every Muganda now has a duty to fight for Buganda’s freedom from the current armed occupation.”</p>
<p>On January 6, 2010 <em>Ekiba Kibe</em> program, which is broadcast to cellular telephones via multi-media message service (MMS), has accused Mmengo of incompetence and appealed to Baganda to realize that they do not need to rely on Mmengo to fight for Buganda’s rights and freedom (see &#8220;<strong><a href="http://www.bugandapost.com/main/archives/1090" target="_blank">Mmengo Is Unqualified To Fight For Buganda, Diaspora MMS Radio Says</a></strong>&#8220;.)</p>

The two were Jolly Lutaaya (with VP Bukenya and Katikkiro Walusimibi in photo), minister of Local Government, and Charles Peter Mayiga who holds the Information portfolio.  The funeral was in Masaka, Buddu.</p>
<p>Lutaaya appeared to have lost control of himself when he told Museveni: “Mr. President, our people say to you that they have learnt a lesson, and are begging you to switch their radio, CBS, back on.” Owek. Lutaaya went on to promise the Ugandan warlord that, if the people were cheering in response to his (Lutaaya’s) mention of CBS, then they would certainly be forever grateful after Museveni reopened the CBS FM radio.</p>
<p>Unsure if he had impressed the now smiling Museveni, Lutaaya, who appeared fully sober, went on to equate the Buganda nation and her Kabaka to children with the Uganda dictator as their father. To the dismay of many Baganda, Owek Lutaaya told Museveni: “Since you are the father of our nation, we beg you to treat us the way a father treats a child who has erred. Please punish but do not kill.” Museveni is the 9th president of Uganda and took power in 1986, a good 24 years after Uganda was declared and independent nation by the British.</p>
<p>Supporting Mr. Lutaaya, Owek. Peter Mayiga, who represented Katikkiro Walusimbi, pleaded with the then belligerent-looking Museveni to kindly listen to people’s requests. Museveni, who has in the past called Mayiga and other Mmengo officials “dishonest hyenas”, took advantage of the situation to further humiliate the two Mmengo officials. He told the crowd: “I have worked with the Kabaka from 1981, in London and through the liberation war. Then people like this Mayiga come to deceive you.” Museveni repeated his familiar claims that Buganda issues can only be solve through direct negotiations between him and Kabaka Mutebi.</p>
<p>The head of the NRM occupation government went on to call himself Buganda’s best friend and whine that, in its 10 years on the air, CBS FM never broadcast anything good about him. Amusingly, when he asked the crowd, “Has CBS ever broadcast anything good about me?”, the people shouted back in unison, “Yes!”</p>
<p>Jolly Lutaaya is one of the longest serving ministers in Buganda government. He is a wealthy real estate owner, trader and contractor. He, reportedly, became suddenly wealthy in the 1980’s, after getting fired by a major international company amid accusations of embezzlement. Like Katikkiro Walusimbi, Owek. Lutaaya’s <em>Marvel Road Contractors</em> heavily relies on government construction contracts. During the preparations for Kabaka Mutebi’s wedding Mr. Lutaaya was removed from the organizing committee and the Buganda cabinet after his was caught by palace guards (<em>abambowa</em>) driving away with building materials that Baganda donated to the Kabaka. He bounced back as minister by offering major funding to Mmengo and with support from then Katikkiro Joseph Mulwaanyamuli. Owek. Jolly Lutaaya is a member of the “Rich People’s Association” (<em>Bagagga Bagalana</em>), which is dominated by former convicts, money launderers, smugglers, and loan shacks. Sudhir Ruparelia, Godfrey Kirumira and Karim Hirji are some of the other well known members.</p>
<p>Owek. Charles Peter Mayiga has also been a Buganda official for at least 10 years. He, John Katende and Apollo Makubuya assisted former Katikkiro Mulwaanyamuli to develop the infamous Regional Tier agreement with Museveni in the late 1990s. In July 2004, members of Museveni’s sate house leaked evidence to the press that Mr. Mayiga, a lawyer with Buwuule and Mayiga Advocates, was involved in a Shs 800m bribe that Museveni paid to Mmengo to kill a Federo demo. In 2008 Owek. Mayiga was kidnapped by Uganda police, along with Betty Nambooze and Lubega Sseggona right after the First Buganda Conference. Curiously, Mr. Mayiga later admitted, he was well treated by the police and was never charged. On the other hand, Nambooze and Lubega were held under inhuman conditions and later charged with sedition and annoying Museveni.</p>

			<content:encoded><![CDATA[<p>According to a Luganda email transmitted to us by Mr. Kitandwe, the Baganda nationalist organization, Bazzukulu ba Buganda, strongly oppose any negotiations between Buganda institutions and Museveni’s government under the current political environment in Uganda.  Bazzukulu base their opposition on the steady weakening Buganda has suffered since 1870, through the reckless adoption of foreign political ideologies by Mmengo. They say that it time to wake up and stop the damage.</p>
<p>Abazukulu argue that, at this time Buganda is in captivity and would only negotiate from a position of weakness. They describe the history that took Buganda from and being an independent nation down to her current “Occupied” status. They conclude that  negotiations with the occupying NRM regime are a bad idea because Buganda has nothing more to lose if they do not place. Yet they could expose Buganda to serious risk of manipulation. They itemize the following points:</p>
<ul>
<li>The current hype about negotiations is bait to get us tricked into accepting the enemy&#8217;s plans for us, as they have done to us many times in the past.</li>
<li>We lose nothing if we spare ourselves from getting hoodwinked again.</li>
<li>We lose nothing if we refuse to legitimize our enemy’s occupation rule over us.</li>
<li>If we cannot find a solution, we must be willing to let other, future Baganda deal with it.</li>
<li>We must not tie ourselves into a deadly knot that our grandchildren would never be able to undo.</li>

Nambooze went to South Africa for emergency medical treatment three weeks ago after serious efforts by the NRM occupation government to deny her quality medical treatment (see “<span style="color: #333399;"><a href="http://www.bugandapost.com/main/archives/549" target="_blank">Museveni Commits Crimes Against Humanity, Denies Nambooze Medical Care</a></span>”).</p>
<p>According to family sources, Ms. Nambooze is feeling much better after undergoing extensive medical testing and receiving treatment to stabilize her condition. She is also well rested and stronger. Madam Tica (Teacher), as Nambooze is popularly known to her fans, is expected to return to South Africa very early next year to undergo surgery in the abdominal area.</p>
<p>According to Betty Nambooze, her medical problems were created by Mr. Museveni’s occupation government and its operatives. For several years now, Betty Nambooze has told her CBS FM radio listeners that when she was arrested in Mukono for opposing land grabbing by Juma Seiko, the police forcibly injected her with a strange chemical. Juma Seiko is an army man who doubles as an aide to Museveni’s half brother, Caleb Akandwanaho (Salim Saleh). Then, in 2007, Museven’s NRM government kidnapped Nambooze for nearly a week shortly after she had given birth by C-section. The wound ruptured as Ms. Nambooze was in captivity, leading to long term complications. Also kidnapped were Buganda ministers Lubega Sseggona and Peter Mayiga. The man in charge of the kidnap operations was a Mulaalo named David Tinyefuza.</p>
<p>On CBS FM radio, Nambooze enjoyed a radio an estimated audience of 5 million listeners. However, as of Monday evening, no major public welcome event that matches Nambooze’s popularity had been announced. In the meantime, police sources have revealed that the Rwandese command of the Uganda occupation police, Karyekeezi Kayihura, has prepared a force of a few hundred men on standby to crush any Baganda demonstrations.</p>

<p>The Government of Buganda has published the press conference on the second Buganda Conference, slated for December 2009. The government is bravely taking on this challenge in the midst of a military occupation by Uganda&#8217;s NRM government, led by Yoweri Museveni. <p><strong><em>BUGANDA CONFERENCE FOR 17TH DECEMBER 2009</em></strong></p>
<p><em>Buganda Kingdom is organizing the second annual Buganda Conference to be held on the 17th December, 2009 at Hotel Africana under the theme &#8220;</em><strong><em>a Federo System of Governance for Uganda&#8221;.</em></strong><em></em></p>
<p><em>The conference is an annual event graced by the Kabaka of Buganda with an aim of creating a platform for debate and interactions on the Kingdom&#8217;s issues.</em></p>
<p><em>According to the chairman organizing committee who also doubles as the Kingdom&#8217;s attorney general, Apollo Makubuya, the conference is expected to attract over 1000 participants from across the country.</em></p>
<p><em>He explained that discussion on federalism for Uganda is very important because many people have mistaken it to be an issue for only Buganda.</em></p>
<p><em>According to Makubuya, the conference will enlighten people within and outside Buganda that federo is not about Buganda seceding from Uganda or attaining a superior position but to grant power through the law to people in various parts of the country to work on developing their regions.</em></p>
<p><em>He added that the conference will also discuss the regional tier government among other issues and why Buganda Kingdom does not want it.</em></p>
<p><em>Makubuya reassured that the conference will be addressed by prominent scholars from various parts of Uganda and renowned international scholars on federalism from countries like Nigeria, USA and the United Kingdom among others.</em></p>
<p><em>He explained that unlike last year&#8217;s conference which was free of entry, this year&#8217;s event will require registration with a fee of 25000 Ugandan shillings each. He added that this fee has been set to help the organizers in the preparations of a successful event.</em></p>
<p><em>The conference was first held last year as part of the celebrations to commemorate the 15th coronation anniversary. However, due to the numerous problems encountered this year, the Kingdom was forced to shift the event to a later date.</em></p>
<p><em>Given it&#8217;s success last year, Kabaka Ronald Muwenda Mutebi was greatly impressed and resolved that the conference be held annually.</em></p>
<p><em>The conference which was themed </em><strong><em>&#8220;Development and Governance of Buganda in Uganda&#8221;</em></strong><em> attracted several scholars including renowned Professors Ali Mazurui and Mahmood Mamdhani among others.</em></p>
<p><em>It should however be remembered that last year&#8217;s conference was interfered with by the arrest of three Buganda Officials Medard Sseggona Lubega, Charles Peter Mayiga and Betty Nambooze Bakireke. Sseggona was arrested early morning before kick off of the conference while Peter Mayiga and Betty Nambooze were captured late night after the conference. The trio were held hostage and incommunicado for a week during which they were dragged into several cells in various parts of Western Uganda including Bundibujo, Masindi, Ibanda, Kabarole, Kagadi Fort Portal and Kyenjojo.</em></p>

			<content:encoded><![CDATA[<p>A reliable sources close to president Museveni&#8217;s state house tells us that, before leaving for the September UN session in New York, the Ugandan warlord got Robert  Sebunya to reactivate a program that would use financially stressed Buganda royals to spy on or undermine Kabaka Mutebi. The source told us: &#8220;The president has been using Kabaka Mutebi&#8217;s uncle, Prince Simbwa to keep Ssabasajja off balance. However, Tamale Mirundi and Robert Sebunya advised him that other royals, either misguided or desperate for money, should be recruited. Tamale also recommended that recruitment of Balangira and Bambejja in the Diaspora might be the easiest because it is harder for Kabaka to track their activities. In fact, when His Excellency went to the USA in late September, a meeting with princes and princesses in Boston was put on his agenda. He did meet them in Boston as planned only because of the Baganda demonstrations.&#8221;  The source speculated that the money intended for the princes and princesses was probably left with Ruhakana Rugunda, &#8220;since he is more in tune with how Ugandan things work than Kamunanwire in Washington DC.&#8221;</p>
<p>Our source explained that the campaign is getting accelerated with assistance from Robert Kabushenga who is launching a media blitz where negative and contradictory stories on Buganda royals will appear in Bukedde, New Vision and  the Monitor, to demoralize Baganda and Kabaka Mutebi. Some stories will talk positively about Kabaka Mutebi while others will question his legitimacy. And others will show that there are divisions within the Buganda royal family. Yet others will claim that the Kabaka and Museveni now like each other.</p>
<p>The source explained: &#8220;The period between now and December, when huge numbers of Baganda come for Christmas, is critical to Mr. Museveni. Expect him to use it to keep Kabaka and Mmengo confused with a barrage of mixed messages, including friendly but fruitless negotiations, public abuses, court cases against Nambooze and Lubega Sseggona, making impossible demands on CBS Radio and maintaining confusion around Kabaka&#8217;s personal security. The recruitment of at least 4 or 5 youthful grand children of Ssekabaka Chwa to undermine the Kabaka is attractive to the president because he is starting to believe that the back of Baganda youth has been weakened. The key is to deny the Kabaka and his loyal adviser, who are part-time, in a reactive mode all the time between now and January or February next year.&#8221;</p>
<p>In a related development, unconfirmed reports from  Boston tell us that at least 4 or 5 princes and princesses from Texas and North East USA were in Boston on September 26, 2009. And some were eager to meet Museveni. If Museveni left money with Rugunda to buy Buganda royals, as our state house source asserted, then  the campaign may already be in full swing.</p>

It refers to a previous discussion on the subject with David Mafabi of Museveni&#8217;s state house.</p>
<p>Our state house sources most familiar with the activities of David Mafabi were not aware of any specific contacts between Sematimba and Mafabi. However, they confirmed that,  since the Kayunga civil disturbances, Mafabi has gotten more involved in activities to subdue Baganda. The source said: &#8220;Since the Kayunga riots, even Museveni now knows that Kabaka Mutebi could take him down, if he had enough bright and brave people in Mmengo to support him (Mutebi).  Because state house staff know that Museveni was shaken,  each one is trying to show that they have the best idea about how to isolate the Kabaka, scare the few bright and loyal Mmengo officials, strenghthen JB Walusimbi and disorganize the Baganda youth and Diaspora movements. In this environment, it would not be surprising if two money hungry people like Sematimba and Mafabi cooked up juicy deal along the lines of this letter. But I have no information to confirm it.&#8221;</p>
<p>On Sematimba&#8217;s part, he declined to reply to our email message, sent to the address he uses for business, <a href="mailto:info@superfmstation.com">info@superfmstation.com</a>, inquiring if he could confirm or deny the letter. Calls to his radio station numbers 041- 272777 / 0782-222885 also got a &#8220;Boss is not in office&#8221; response.</p>
<p>On reading the anti-Buganda letter, a leading Buganda analysts based in New York,  claimed that serious Baganda should only be happy when Buganda&#8217;s enemies are exposed like this. He explained: &#8220;Many so called intelligent Baganda are still subconsciously slaves to the belief that a foreigner like Museveni or Besigye will save them. Others are equally delusional by thinking that some fast talking Muganda president of Uganda, like Abedi Bwanika or Samuel Lubega or Frank Musisi will help. Such Baganda are either ignorant or afraid to face the fact that Museveni and his Banyankore and Rwandese kin have ransacked the Uganda experiment. It  is a failed state! So, what does Uganda have to offer to Buganda anymore?&#8221;</p>
<p>The analyst continued: &#8220;What would stop Bwanika or Musisi from becoming a Sematimba once he gets power? The more intelligent Baganda know that a Muganda president of Uganda will have to go anti-Buganda, in order to maintain support from the other groups, who are uniformly anti-Buganda. This letter by Sematimba, is good for demonstrating that, Mulondo, Nsibambi, Bukenya, Mulwaanyamuli, Katende, Sekandi and Tamale Mirundi were not the last to betray Buganda. More like Bwanika, Musisi and Lubega are coming, only they might even be worse than Muwanga. The only way out is independence for the Buganda Kingdom. Fortunately, the younger Baganda who are the majority seem to instinctively understand it and that is why they are 100% behind Kabaka Mutebi.&#8221;</p>

<p><em>     Honorable minister, we discussed with Mr David Mafabi (office of the president) regarding the closed Radio stations, and i raised several issues with him which I present to you and may as well share with the powers that be at an appropriate time.</em></p>
<p><em> First, I wish to express my reservations for the Broadcasting council for not doing enough to forestall the mess in the electronic media especially the fm stations more so in view of what befell the country .</em></p>
<p><em>  As much as we have endeavored to set standards at Super fm, we have been let down by our competitors who either out of fear for positive competition or deliberately for failing fulfill the requisites of professional broadcasting.</em></p>
<p><em> With regard to the three closed stations, its my belief that the major protagonists are CBS and AKABOOZI while SUUBI FM is a nonentity in this jigsaw. It&#8217;s my conviction that you critically focus with CBS and AKABOOZI given their burgeoning presence in the FM industry.</em></p>
<p><em>Both FMs are a sister act especially with regard to violating the ethical code of conduct as per the press and journalist act 1995 and electronic media statute 1996 as well as the broadcasting council guidelines put in place for the electronic media to adhere to.</em></p>
<p><em> We at Super FM can use this time of relative normalcy before the closed FM stations  are re-opened to fix the situation both on behalf of Government and the party as well as check on the activities of the broadcasting council on their part.</em></p>
<p><em>  <strong>Action Plan </strong></em></p>
<p><em>I request that through your office you create a special desk where you can identify NRM cadres who can ably articulate party/ Gov&#8217;t issues on the air waves. </em></p>
<p><em>If this is implemented, am ready to offer a weekly program preferably during the day in fulfillment of this mission.  This will help us mobilize.</em></p>
<p><em> Honorable, we are aware of the imposing status of these two stations and the expected new sense of belonging upon re-opening I think that there is a need to covertly reduce their influence in the industry.</em></p>
<p><em> The stations will re-open with a bang and every listener will naturally want to associate with them after all this time in suspension. Its against this that if  no advance counter measures are put in place the bubble will bust  and you might not achieve the goal of their closure.</em></p>
<p><em>  For instance you can do this by demanding that they unconditionally shuffle various presenters in unfamiliar programs, i.e. from presenters to newscasters and vice versa.</em></p>
<p><em>  By so doing, you can institute an &#8220;independent&#8221; survey to rate FM stations and am positive that  the programs will be rating low after some time or/ and even most of the presenters will be disenchanted by the new set up  and may end up thinking twice.</em></p>
<p><em>Through this scheme, we can make amends by promoting those stations that are on the same page with the system</em></p>
<p><em>(e.g Super FM) and by the time they re-organize it will be after months when we have steadily set off. </em></p>
<p><em>  Alternatively, like we discussed with Mr. Mafabi, we can sweet talk a couple of presenters and draw them to the realization of not risking their careers and instead switch to the operating radio such as Super FM.</em></p>
<p><em>Personally am targeting two from CBS FM and two from AKABOOZI. For the fact I know that the management of both stations cannot agree to sack their prized presenters for the sake of re-opening them because they form the basis of their popularity.</em></p>
<p><em> But I can assure you that if we cunningly implement snatching them away, it cannot take long before these presenters are beaten into line with what we want.</em></p>
<p><em>We has suggested with Mr. Mafabi and Tamale Mirundi that I make a presentation on the above issues so that I can give you a more practical picture on the way forward on this matter for the continuity.</em></p>

<p>In a Luganda letter that was addressed to all Kabaka&#8217;s representatives overseas, Owek. Sendaula indicates that the Kabaka&#8217;s representative had been informed in the past that, earlier, the Buganda government passed a resolution that Kabaka and the Ugandan warlord, Museveni, should meet. He adds that the meeting which took place has improved the communication between the two sides. He states that the two sides exchanged documents based on which negotiations were to take place; the Katikkiro would inform Kabaka&#8217;s representative in due course.</p>
<p>The Deputy Katikkiro&#8217;s letter includes no references to ordinary Baganda except when he asks Kabaka&#8217;s representative to tell the Baganda in their areas to be  &#8220;very calm&#8221;. Owek. Sendaula provides not information at all to his audience to pass over to Baganda in their area. His letter does not include any reference to the 30 Baganda who were massacred by the NRM occupation government, the hundreds who were injured and the nearly 1,000 who have been arrested and tortured over the last two weeks. The Deputy Katikkiro&#8217;s letter is dated Monday October 15, 2009, only 2 days after Kabaka&#8217;s minister, Lubega Sseggona, was arrested by Museveni. However it does not mention the plight of Ssegona. Even most important, the Deputy Katikkiro letter saying nothing about the health and general well being of Ssabasajja Kabaka, who all Baganda know has endured tough and stressful times since the NRM occupation power barred him from going to Bugerere and started murdering his subjects.</p>
<p>Also significant is that, in his letter, Owek. Sendaula never mentions ordinary Baganda who live the Diaspora. He never acknowledges the allegiance they have shown to the Kabaka and Buganda with their demonstrations and other actions. He only refers to these loyal subjects when he says, &#8220;You, the representatives of Ssabasajja outside Uganda should encourage the people you lead to be very calm to give a chance to the negotiations that have started between the Uganda government and Buganda Kingdom, which aim to address Buganda&#8217;s open issues.&#8221;</p>
<p>In his letter to UK Baganda, Kabaka&#8217;s representative Nsambu Musisi also skipped any acknowledgement what UK Baganda have done to show the loyalty they have to Buganda or the Kabaka. And he amplifies Owek. Sendaula&#8217;s letter, telling Kabaka&#8217;s subjects in UK: &#8220;It is best that any planned demonstrations in Britain be postponed.&#8221;</p>
<p>One of our sources in London reported that many Baganda in UK are incensed at the condescending attitude of  Owek. Sendaula and Mr. Nsambu Musisi. The situation is further complicated by the fact that Mr. Musisi has popularity issues with most UK Baganda who feel that he was imposed on them by Katikkiro Mulwanyaamuli. According to our source: &#8220;Baganda here in London believe that blood of Baganda shed by Museveni only a week ago and the ongoing torture of hundreds of his subjects are most important to Kabaka Mutebi. But that a few cowardly and greedy individuals are helping Museveni to isolate Kabaka from his subjects by making him appear more interested in CBS Radio money or the firing of Tamale Mirundi.&#8221;</p>
<p>Another source, who is a computer engineer and Nkoba za Mbogo veteran went as far as challenging Deputy Katikkiro Sendaula and Mmengo to explain why they are eager to sell a Buganda&#8217;s which has survived nearly 1,000 years to a man whose true identity is questionable. He said: &#8220;First Walusimbi, Sendaula and a few money angry Mmengo personalities were used by Museveni to trick Kabaka into becoming a negotiator. That was an effort to break the centuries old custom, ‘<em>Kabaka tateesa</em>&#8216;. Now they are trying to get a short term, short sighted, secret Regional Tier deal with Museveni based on getting quick CBS Radio and bribe money, to protect their personal interests. That is why they don&#8217;t even care about the Baganda blood that was spilt, those in prison or even bad image Kabaka Mutebi may get among his subjects.</p>
<p>&#8220;Anyway, they cannot stop us from resisting Buganda&#8217;s occupiers and protecting out Kabaka and national interests. The only reason that Museveni is even learnt to dress up, walk as if his feet are OK and behave like a civilized person in front of the Kabaka last Wednesday, is because he and his fellow Balaalo were panicked by the demonstrations September 10-11, 2009. The demonstrators in Buganda, London, New York, Boston and elsewhere showed the Ugandan NRM war lords that Buganda has a backbone. It makes common sense that Baganda must only increase demonstrations if they want to make it clear to Museveni and his NRM occupiers that they have no future without agreeing to all Buganda&#8217;s demands. <em>Akeenda</em>, return of all our properties, payment of arrears and Federo.  These demands are well known by all Ugandans, so why would our demonstrations against the murder and senseless arrest and torture of Baganda change anything?&#8221;</p>
<p>When contacted for a comment on this story, our New York based Buganda analyst had this to say: &#8220;I think Owek. JB Walusimbi and his supporters in Mmengo have made a terrible mistake of sacrificing Nambooze, Sseggona, Mpuuga and other so called Mmengo radicals to appease Museveni, Bukenya and the businessmen in Mmengo. I suspect that if Walusimbi continues on this path then he (Walusimbi) will have no influence at all when the next major demonstrations by Baganda happens, because the demonstrators might be looking for his head. It is like the children making an alarm (<em>okukuba enduulu</em>) when they see a robber running way with family property. Suppose the robber panics and starts to appear cornered. I think that even a 6-year old would smell something fishy if the father comes out of hiding, doesn&#8217;t show concern about the children killed or kidnapped by the robber and tells the whole family to keep quite, so neighbors don&#8217;t come as he secretly negotiates with the robber.&#8221;</p>

Then there are principled and brave people like Nsubuga Nsambu, Mpanga, Ssegona, Mpuuga and even Kabuuza Mukasa who seem to reason that cowardice is not acceptable when Buganda and Kabaka are at stake. Some are of ‘wamma wandiba omutuufu&#8217; type, either chasing personal interests in Mmengo or good people who are simply unable to cope with the problems Buganda is facing today. An even bigger problem is that our people are part-time when Museveni&#8217;s agents work around the clock.&#8221;</p>
<p>The statement issued by Katikkiro Walusimbi  paints the picture that all previous tensions between Buganda and her occupiers have disappeared with this one meeting. In one section of his statement, the Katikkiro specifically claims that:  &#8220;The meeting marks an end to the rift that had grown between the Kingdom and the central government and has been appreciated by both leaders.&#8221;  The Katikkiro&#8217;s statement does not reveal whether he consulted the Kabaka or the Buganda cabinet its issue.</p>
<p>Immediately after getting the Internet address for the statement, we shared it with our New York based analyst and asked for his opinion. In his email reply to this writer, the analyst said: &#8220;I refuse to accept that this statement was written by a whole Katikkiro of the Kingdom of Buganda because it is totally unrelated to reality. Before the meeting, Museveni had murdered over 30 Baganda, wounded hundreds and imprisoned over 700, threatened to abolish the Buganda kingdom, was arresting Lubega Sseggona and hunting for Betty Namboozi. Yet Engineer Walusimbi tells us with a straight face that, in a one-hour meeting,  Kabaka Mutebi abandoned his principles and his loyal subjects preferring to close any rift with a foreigner who is occupying his Kingdom by force of arms. Every serious Muganda knows that Kabaka went to the meeting at gun point. If the Engineer is telling the truth then I am Michael Jackson &#8211; the guy who died was an impostor.&#8221;</p>

<p><em>The Katikkiro of Buganda, Eng J.B.Walusimbi informs the people of Buganda that the Kabaka of Buganda, Ronald Muwenda Mutebi II has met the president, H.E Yoweri Katguta Museveni on an official visit at State House in Entebbe.</em></p>
<p><em>On arrival at State House, His majesty was warmly welcomed by the president and they both discussed various issues.</em></p>
<p><em>The meeting marks an end to the rift that had grown between the Kingdom and the central government and has been appreciated by both leaders.</em></p>
<p><em>On his visit, the Kabaka was accompanied by the Katikkiro Eng J.B. Walusimbi, Prince David Wasajja, Rt. Rev. Bishop Wilson Mutebi of Mityana, minister for Nkuluze Amb. William Matovu, Chairperson Bataka council Nakirembeka Eng Alan Waliggo, A.D. Lubowa, Mahabub Ssemakalu and Peter Mpanga.</em></p>
