Mmengo Announces Masiro Committees, Discriminates Against Diaspora Baganda

Kasubi_committees2On May 14, Katikkiro Walusimbi announce the committees that will oversee the restoration of Kasubi Tombs. Over 80 people, including princes, princesses and clan leaders were appointed to the various committees. In appointing the committees, the Katikkiro totally avoided Baganda in the diaspora. Ironically, this discrimination of Kabaka’s subjects living overseas came only a few weeks after Mmengo launched a campaign to solicit contributions from overseas Baganda.

The decision by Katikkiro Walusimbi and his cabinet upset a few Baganda in Europe and the USA. One member of the ffumbe clan who sent us an email to complain that Mmengo has failed European Baganda when it comes to leadership. The very angry Muganda used some language that we cannot repeat in Buganda Post but the main points he wanted to make can be summarized as follows:

  1. Restoring the Kasubi tombs shall require restoration experts; and there a few such Baganda in Canada, USA and Europe, especially in Library Science and Antiquities industries. Mmengo does not want them involved.
  2. Restoring the Kasubi tombs is a very complicated project which would require expertise in managing complex projects; and there are several exceptional Baganda project managers around the world but Mmengo trusts Kampala businessmen and politicians more.
  3. The people who know most about the architecture and maintenance of the Kasubi tombs are ordinary Baganda from clans like the Ngeye, who have specialized in this work for centuries. These people have no clear representation on the Building and Technical Committee. Yet, that critical committee includes an Indian and at least one convicted criminal (Naava Nabagesera is a convicted embezzler and an NRM operative).
  4. Some people in Mmengo have bought into Museveni’s thing of “sharing the cake”, and they really think that restoring Kasubi is about “sharing” instead of “serving”. To them, involving outside Baganda means losing something.

The soon to retire associate professor Forensic Science concludes his email with: “I am so disappointed that Katikkiro Walusimbi so obviously discriminates against us who live outside overseas even when the skills needed to restore Kasubi are totally absent back home. This is why I am sorry to predict that because of the  discrimination against clan institutions and us who live abroad, Mmengo’s plans for Kasubi will have a lot of problems.”

 TERMS OF REFERENCE (EMIRIMU)

1.    Identify the key stakeholders and players to obtain the project brief.

2.    Carry out detailed survey and prepare a Technical Report of the current situation of Muzibu Azaala Mpanga building as destroyed by fire describing in details with photographs the destroyed building and what is on the ground now.

3.    Obtain relevant information and prepare the project Brief for the reconstruction of the Kasubi Tombs indicating the contents of each of the three (3) main phases. i.e.

(i)    Emergency Phase I ii) Medium Term Phase II iii) The long term phase III

4.    Identify and develop the required Building plans, specifications, Schedules of Material and Cost Estimates of the building structures for the Emergency Phase I

5.    Prepare and present those Building Plans and cost estimates to both the main Reconstruction Committee and the Nnalinnya Committee and receive their comments/ inputs.

6.    a- Revise and incorporate those comments to produce a final document for use in the construction of the emergency building structures.

b- Prepare schedules of materials and erect temporary hoardings for delivery and storage of materials and encourage site security guards to safely guard the delivered materials

c- Identify, select and engage skilled builders and labour to construct the building according to the plans and specifications and undertake closer supervision of the works, to ensure quality workmanship.

7.    Work with central government and UNESCO to prepare a detailed technical report as per UNESCO standard requirements to declare Kasubi Tombs (Muzibu Azaala Mpanga) an endangered structure and for use to qualify for support as an Emergency reconstruction/ restoration of cultural heritage building.

8.    Identify and develop the required building plan specification, schedules of materials and cost estimates to Muzibu Azaala Mpanga building structure as they are core building for the Phase II; Reconstruction/ Restoration of the Culture heritage building.

9.    Prepare and present those building plans, specifications, schedules of materials and cost estimates to both the main reconstruction committee and the Nnalinya committee, central government and UNESCO and receive their comments/inputs.

10.    Revise and incorporate those comments to produce a final document for the use in the reconstruction of  Muzibu Azaala Mpanga building structure.

11.    Retrieve and review any existing plan and prepare a Master plan for the redevelopment of the entire Kasubi Masiro plan including other Buganda Kings burial sites for optimum utilization of the Lands for its cultural functions and education/ Information about the Ssekabaka’s and the Balangira clan burial grounds.

12.    Undertake any other tasks related to this project.

Capt. Musisi Put In Charge Of North America Kasubi Fund Raising By The Katikkiro

ltfrank_musisiA source close to the nine Kabaka’s representatives has sent to us a copy of the letter where Katikkiro JB Walusimbi appointed United States Army soldier, Capt. Frank Musisi to the post of “Special Mobiliser/Coordinator in USA for the Restoration of Kasubi Royal Tombs”. Until September 3-6, 2010, Capt. Musisi was the President of UNAA, which was supposed to be an organization of Ugandans in North America. Capt. Musisi was president of UNAA until this last year. For several years, including during Musisi’s administration, UNAA has been funded by the NRM government. It is through this dubious connection between NRM and UNAA that the Uganda government reportedly manipulated the vote and caused Capt. Musisi to lose the last presidential elections.

The source who provided Cpt. Musisi’s appointment letter to us claimed that some of Kabaka’s representatives were disappointed that Musisi, who discovered Buganda causes after losing the UNAA elections was appointed such an important position. The source’s email says: “It seems that Mmengo makes decisions as if every Muganda thinks at the Kampala level. They were impressed by Musisi because he is a friendly guy but did they care how Kabaka’s representatives and the ordinary Baganda will feel? Did they even question the seriousness of his claims that he can collect a million dollars in months? From who?”

The Katikkiro’s addressed his letter the Kabaka’s representatives in North America, probably thinking that they will share it with the Baganda in their areas. However, it appears that the representatives decided to treat it as a “top secret” and have not told the Baganda in their areas.

The Katikkiro’s appointment letter kills the fake stories that have been planted by unknown people in the Monitor newspaper (on April 10, 2010) and on Internet radio stations claiming that Ssabasajja Kabaka, Muwenda Mutebi II appointed Capt. Musisi to lead the Kasubi fund raising in North America. One can assume however that, since Kabaka Mutebi was copied on the appointment letter, he is may be aware of what happened.

Lt. Musisi Goes For Wedding, Red Pepper Claims He Was Invited By Kabaka

The pro-NRM government pornographic newspaper, Red Pepper, has printed a questionable story claiming that Lt. Frank Musisi is in Uganda on the invitation of Ssabasajja Kabaka. The paper which was sponsored by president Museveni’s brother Salim Saleh said that Musisi flew into Buganda on Sunday at the head of a 4-man delegation for secret talks with the Kabaka. However, the story might be fake because information we have seen solid evidence that Lt. Musisi came to Uganda for only one reason – get married. The Red Pepper story has spread fast around the Baganda Internet discussion groups and it is expected that Lt. Musisi will respond may be even before his wedding

The Buganda Post reporters in Kampala have not been able to establish if Lt. Musisi even spoke to Red Pepper at all or if Red Pepper made up the story based on a press release that Musisi and others issued on March 19th (see “Frank Musisi, Dennis Kavuma And Others Start Kasubi Fund“). What the Red Pepper said is:

Baganda who live and work in North America have pledged US$1M (about Shs2bn) towards the renovation of the burnt Kasubi tombs. They have formed Kasubi Royal Tombs Restoration Fund (KRTRF) to coordinate the fundraising efforts. “We were so touched at the loss and have compiled a list of 1,000 wealthy Baganda, each of whom has pledged US$1,000 which comes to US$1m.

They have all agreed to pay up in the next 8 months. We don’t want the Kabaka to beg from anybody to renovate this site,” KRTRF’s Interim Chairman, Lt Frank Musisi revealed last evening.

“The burning of the ‘masiro’ has mobilised many Baganda to get more concerned about Buganda and has made mobilisation very easy for us to raise the money for the kingdom. All our members want are assurances that the cash will be accounted for.”Lt Musisi jetted into the country on Sunday morning and led a four-man delegation on the Kabaka’s invitation for secret talks. Below is the the Luganda statement that the Katikkiro of Buganda, Eng. JB Walusimbi, issued on the burning of Buganda’s sacred Kasubi Tombs. The main highlights of the statement are as follows;

  • Katikkiro sends condolences to Ssaabasajja Kabaka Ronald Muwenda Mutebi II, ba Nnaalinnya, Abalangira n’Abambejja, and the whole of Buganda.
  • The Ekibira section, the the remains of the former kings (Ssekabaka) are located suffered serious but limited damage.
  • The Buganda kingdom will officially mourn for the loss of Kasubi for one week, starting on March 22, 2010.
  • A committee of Buganda officials has already been formed to start investigating what materials and budget would be required to rebuild 130 year old highly unique structure.
  • A special session of the Buganda Great Lukiiko has been called to discuss the grave situation on March 22, 2010.
