Peter Sematimba Has Not Denied Anti Buganda Letter

For several days this week, a letter has been circulating on Baganda Internet discussion lists, allegedly written by Peter Sematimba, offering the NRM advice on how to weaken CBS FM Radio.  The alleged letter, which was supposed to be highly confidential, is addressed to the minister for Security in the NRM occupation government, Amama Mbabazi. It refers to a previous discussion on the subject with David Mafabi of Museveni’s state house.

Our state house sources most familiar with the activities of David Mafabi were not aware of any specific contacts between Sematimba and Mafabi. However, they confirmed that,  since the Kayunga civil disturbances, Mafabi has gotten more involved in activities to subdue Baganda. The source said: “Since the Kayunga riots, even Museveni now knows that Kabaka Mutebi could take him down, if he had enough bright and brave people in Mmengo to support him (Mutebi).  Because state house staff know that Museveni was shaken,  each one is trying to show that they have the best idea about how to isolate the Kabaka, scare the few bright and loyal Mmengo officials, strenghthen JB Walusimbi and disorganize the Baganda youth and Diaspora movements. In this environment, it would not be surprising if two money hungry people like Sematimba and Mafabi cooked up juicy deal along the lines of this letter. But I have no information to confirm it.”

On Sematimba’s part, he declined to reply to our email message, sent to the address he uses for business, info@superfmstation.com, inquiring if he could confirm or deny the letter. Calls to his radio station numbers 041- 272777 / 0782-222885 also got a “Boss is not in office” response.

On reading the anti-Buganda letter, a leading Buganda analysts based in New York,  claimed that serious Baganda should only be happy when Buganda’s enemies are exposed like this. He explained: “Many so called intelligent Baganda are still subconsciously slaves to the belief that a foreigner like Museveni or Besigye will save them. Others are equally delusional by thinking that some fast talking Muganda president of Uganda, like Abedi Bwanika or Samuel Lubega or Frank Musisi will help. Such Baganda are either ignorant or afraid to face the fact that Museveni and his Banyankore and Rwandese kin have ransacked the Uganda experiment. It  is a failed state! So, what does Uganda have to offer to Buganda anymore?”

The analyst continued: “What would stop Bwanika or Musisi from becoming a Sematimba once he gets power? The more intelligent Baganda know that a Muganda president of Uganda will have to go anti-Buganda, in order to maintain support from the other groups, who are uniformly anti-Buganda. This letter by Sematimba, is good for demonstrating that, Mulondo, Nsibambi, Bukenya, Mulwaanyamuli, Katende, Sekandi and Tamale Mirundi were not the last to betray Buganda. More like Bwanika, Musisi and Lubega are coming, only they might even be worse than Muwanga. The only way out is independence for the Buganda Kingdom. Fortunately, the younger Baganda who are the majority seem to instinctively understand it and that is why they are 100% behind Kabaka Mutebi.”

 RE: INPUT ON THE IMPACT OF THE CLOSURE OF FMs AND THE WAY FORWARD.

     Honorable minister, we discussed with Mr David Mafabi (office of the president) regarding the closed Radio stations, and i raised several issues with him which I present to you and may as well share with the powers that be at an appropriate time.

 First, I wish to express my reservations for the Broadcasting council for not doing enough to forestall the mess in the electronic media especially the fm stations more so in view of what befell the country .

  As much as we have endeavored to set standards at Super fm, we have been let down by our competitors who either out of fear for positive competition or deliberately for failing fulfill the requisites of professional broadcasting.

 With regard to the three closed stations, its my belief that the major protagonists are CBS and AKABOOZI while SUUBI FM is a nonentity in this jigsaw. It’s my conviction that you critically focus with CBS and AKABOOZI given their burgeoning presence in the FM industry.

Both FMs are a sister act especially with regard to violating the ethical code of conduct as per the press and journalist act 1995 and electronic media statute 1996 as well as the broadcasting council guidelines put in place for the electronic media to adhere to.

 We at Super FM can use this time of relative normalcy before the closed FM stations  are re-opened to fix the situation both on behalf of Government and the party as well as check on the activities of the broadcasting council on their part.

  Action Plan

I request that through your office you create a special desk where you can identify NRM cadres who can ably articulate party/ Gov’t issues on the air waves.

If this is implemented, am ready to offer a weekly program preferably during the day in fulfillment of this mission.  This will help us mobilize.

 Honorable, we are aware of the imposing status of these two stations and the expected new sense of belonging upon re-opening I think that there is a need to covertly reduce their influence in the industry.

 The stations will re-open with a bang and every listener will naturally want to associate with them after all this time in suspension. Its against this that if  no advance counter measures are put in place the bubble will bust  and you might not achieve the goal of their closure.

  For instance you can do this by demanding that they unconditionally shuffle various presenters in unfamiliar programs, i.e. from presenters to newscasters and vice versa.

  By so doing, you can institute an “independent” survey to rate FM stations and am positive that  the programs will be rating low after some time or/ and even most of the presenters will be disenchanted by the new set up  and may end up thinking twice.

Through this scheme, we can make amends by promoting those stations that are on the same page with the system

(e.g Super FM) and by the time they re-organize it will be after months when we have steadily set off.

  Alternatively, like we discussed with Mr. Mafabi, we can sweet talk a couple of presenters and draw them to the realization of not risking their careers and instead switch to the operating radio such as Super FM.

Personally am targeting two from CBS FM and two from AKABOOZI. For the fact I know that the management of both stations cannot agree to sack their prized presenters for the sake of re-opening them because they form the basis of their popularity.

 But I can assure you that if we cunningly implement snatching them away, it cannot take long before these presenters are beaten into line with what we want.

We has suggested with Mr. Mafabi and Tamale Mirundi that I make a presentation on the above issues so that I can give you a more practical picture on the way forward on this matter for the continuity.

DP Condemns Repeated Arrests Of Samuel Lubega By Museveni Government

On July 17, 2009 the Secretary General for the Democratic Party (DP) UK and Ireland Chapter issued a press release condemning the arrest of DP presidential aspirant, Samuel Lubega, by Mr. Museveni’s government. This writer have not been able to independently confirm the arrest of Mr. Lubega. However, the arrrest, tear gasing and general harrassment of Baganda DP candidates is as routine as voting itself during Uganda election seasons.

The repeated unlawful Arrest of Democratic Party (DP) Presidential Candidate Samuel Lubega

DP Presidential aspirant, Samuel Lubega, has today Friday 17 July, been arrested for the second time this week, along with others, but it is not clear at the moment if and what charges have been preferred against them. Constitutionally, charges must be brought against them within 48 hours from the time of arrest. The current regime in Kampala is however known not to tolerate any form of dissent and oppositionists are regularly stopped from holding peaceful meetings, arrested and prosecuted on spurious charges, such as holding illegal rallies, obstructing police in the course of their duty and disrupting business and traffic. Indeed, earlier this week, Samuel Lubega and 19 others were arrested and charged with these very offences.

Mr. Lubega and the Democratic Party Activists were arrested by armed security personnel in the constituency office of the area DP Member of Parliament Mr. Muhammad Kawuma who had organised a meeting to sensitise his constituents on the Kampala Capital City Bill. If passed into law, this bill will deny millions of Kampala residents the right to elect their own representatives.

Members of DP UK & Ireland Chapter reiterate their condemnation in the strongest terms possible the repeated unlawful and arbitrary arrest of the DP Presidential Aspirant along with others, which amounts to political persecution.

Mr. Lubega is being held at Entebbe Police Station alongside the Activists of the Democratic Party. The activists were physically tortured and manhandled by the Security Personnel.

Members of the DP UK & Ireland Chapter expect and demand that there be unrestricted and unfettered access to Samuel Lubega and the activists by their families, legal representatives and friends in accordance with the laws of Uganda as well as international law.  We urge the government to ensure that any trial is conducted in accordance with the international standards of fair trial.

Members of the DP UK & Ireland Chapter will hold President Museveni personally responsible for the well-being, safety and lives of Mr Lubega and the DP Activists while they are in detention.

Additionally, the Security Minister Hon. Amama Mbabazi, Co-ordinator of Security Services in the President’s Office General David Tinyefuza, Minister of Internal Affairs Hon. Kirunda Kiveijinja, the Inspector General of Police General Kale Kaihura and the Officer in Charge of the arresting police Station, as people sharing personal responsibility with the President for the personal safety, health and life of Samuel Lubega as well as that of the DP Activists.

Members of the DP UK & Ireland Chapter are aware of acts of poisoning and death of political prisoners during or after detention by State Security agents in Uganda and they are deeply concerned about the continued unlawful arrest and detention, intimidation, harassment and torture of Ugandans seeking to exercise their constitutional rights.

Peter Sematimba Wins Tainted Elections With 9% of Registered Voters

On May 21, 2009 former Los Angeles, California, resident and now owner of Radio Star, NRM candidate Peter Sematimba was declared the new LCIII chairman for Rubaga after a bitter election fight marred by massive irregularities. Even the Uganda government mouthpiece, the New Vision, on May 22, 2009 reported the results under the heading “Rubaga LC3 polls marred by rigging”.  Sematimba, who moonlights as a church pastor, won with 15,799 votes. The votes which Sematimba received represent 47% of the 33,314 cast in the elections, but only  9.3% of the 170,557 voters on the Uganda Electoral Commission roll of registered voters in Rubaga. According to NRM sources, more than 900 party activists were paid to irregularly vote in Rubaga. Also, over 2,000 pre-marked ballots were successfully stuffed into boxes across the 250 polling stations. Still, the total votes, including the irregular ones, represented a voter turn-out of only 19%.

While Peter Sematimba and most of his NRM supporters are celebrating his official victory, some political analysts think that this election is evidence that President Museveni and his NRM dominated brand of democracy could be rapidly collapsing. One New York based Muganda analyst, who requested that we withold his name, told us in a phone conversation: “Museveni, Nsibambi, Amama Mbabazi, Nakabirwa, Mrs. Museveni and so many other NRM heavyweights supported Sematimba. Then Peter blanketed Rubaga with constant campaign messages on his own radio station. Add on the fact that NRM people paid voters, ferried in illegal voters and stuffed the ballot boxes with thousands of votes. After all that, failing to get a turn-out over 30% in Rubaga is a clear message that the people of are fed up with Musevenism and are thirsting for something else.

“My contacts in FDC admit that many of those who kept away are former FDC Baganda who were convinced by Kamya that Ssebugwaawo was being used by Bakiga who were as anti-Buganda as Museveni’s regime.  FDC is dead in Buganda! Others were turned off by the leadership vacuum in DP and fairly good evidence that Mr. Museveni was funding the DP candidate (Makumbi) through ex-convict and Kampala mayor Haj. Nasser Sebagala. The bottom line is that Museveni and his people should now know that only about 5% of the people in Rubaga were genuinely convinced by Sematimba, Museveni, Nsibambi, Amama Mbabazi and other NRM big wigs to go vote for Sematimba. And at least 70% of the registered voters in Rubaga are opposed to or fed up with the Museveni circus. But that situation is much worse for NRM when it comes to Baganda, especially the militant youths below 25 years. So, if Sematimba or Museveni think that NRM won big in Rubaga, Baganda nationalists should be happy because it is better to have a stupid enemy than a smart one.”

The runner-up to Sematimba was Moses Makumbi of the Democratic Party (DP) who got 9,807 votes (29 percent), followed by Joyce Ssebugwaawo of FDC (15%) and four lesser candidates receiving less than 10% each. Makumbi conceded defeat and congratulated Sematimba quickly after the results were announced, leading to speculation in some DP circles that he was paid something to legitimize Sematimba as soon as possible. On the other hand, according to FDC sources, Joyce Sebugwaawo intends to challenge the elections results in court citing massive fraud by NRM activists with the Uganda Electoral Commission looking the other way.

Kenya Joins Land Grabbing Spree in Buganda

Presidents Museveni and KibakiUnder international law, an agreement is legal only if the associated transaction is legal. On Tuesday October 28, 2008, President Mwai Kibaki dragged Kenya into Museveni’s long illegal campaign to give away Buganda land without authorization from Parliament, City Council or Baganda. Kibaki and Museveni signed a protocol that would give the Kitante Courts land on Yusuf Lule Avenue to the Republic of Kenya. However a prominent Ugandan historian told us that the public land in Mulago area, including the piece that Museveni gave away to Kenya, is owned by Buganda and only under lease to Kampala City Council, according to agreements made in the 1950s and before. The Kitante Courts land is currently occupied by President Museveni’s notorious and dreaded Chieftaincy of Military Intelligence (CMI) organization.

If Kenya takes up Museveni’s offer, then she will be joining what many Baganda believe to be Mr. Museveni’s conspiracy to import and offer stolen Buganda land to so many foreigners that Baganda are overwhelmed and rendered too weak to fight back. Only last year, Museveni tried to take the Kitante Courts land for himself and his family by gifting it to one of his closest business associates, Sudhir Ruparelia but he dropped the transaction after it became too controversial. Mr. Museveni not only insists that Kampala is not part of Buganda but he is also pushing plans to expand it by at least 5 times in area.

A Muganda international law expert that we contacted explained that the legality of this transaction is tricky but it also smells corruption. “The smart thing for Buganda and others who may have an interest in this land to do would be to publicly register their opposition to the transaction. In particular they should petition the Kenyan government to desist from concluding this transaction ‘because the involved is stolen native lands’. And copies should be given to the UN Secretary General, members of the UN Security Council, Tanzania, etc. The question is, do Walusimbi and Makubuya have the spine to risk annoying Museveni?”

Kenya and Uganda are among the most corrupt countries in the world, according to Transparency International. Both Mwai Kibaki and Yoweri Museveni remain presidents in their respective countries thanks to massive election fraud that was proven in courts of law. And the presidents of the two countries, especially Uganda, are known to be surrounded by legendary corrupt officials. In Uganda, Mr. Museveni’s closest confidant, Patrick Amama Mbabazi is in the middle of a special investigation by Parliament where overwhelming evidence has emerged that he illegally sold his land to Uganda’s National Social Security fund so he could strengthen his own personal bank. Yes, his personal bank where his partners include the Governor of Uganda’s central bank Tumusiime Mutebire and the minister of finance Ezra Suruma.

There are not enough details on Museveni’s Kenya land giveaway yet to indicate if Mr. Museveni and Mr. Kibaki will personally benefit from the multimillion dollar transaction. It is also not clear if Kenya’s Prime Minister, Oginga Odinga, known to be friendly to Buganda, supports the controversial deal despite its potential to alienate Baganda round the world.

Nambooze Vows to Step Up Buganda Land Fight

Betty NamboozeBetty Bakireke Nambooze has promised her listeners that the fight by her Civil Education Committee for Buganda’s land and human rights will soon be stepped up. She explained that the relative quiet that followed the illegal kidnap and captivity of herself, Lubega Sseggona and Peter Mayiga was only a tactical withdraw. The Civic Education Committee was appointed by Ssabasajja Kabaka, Muwenda Mutebi, with Nambooze as its chairman.

Nambooze made the remarks last Tuesday on the weekly CBS Radio FM talk show program Kiriza oba Gaana (Agree or Disagree). Earlier this week Buganda Post carried an exclusive report about the financial challenges the Nambooze and her committee were facing in continuing their work. During Kiriza oba Gaana, Nambooze said that they had made the tactical withdraw to give the Government campaign to sell the Land Act amendments fail by itself. She said (our translation), “We have given the other side a chance to sell their story but most people can see, no one is buying. So we are coming back soon to bring the truth to you again, and teach you what it really going on.”

Nambooze’s statements came only days after similar declarations by another Buganda official who was kidnapped and kept in captivity in August, 2008, Medard Lubega Sseggona (Lubega Sseggona Vows To Keep Fighting for Buganda). It is still not clear if there is any connection between the statements by the two popular Buganda rights advocates and the evidence that CBS Radio management is taking its orders from President Museveni’s government.

About a month earlier CBS Radio management and Katikkiro Walusimbi tried to discontinue Betty Nambooze’s programs, only to be stopped by Ssabasajja Kabaka himself. More recently, CBS management caved to the demands of Museveni’s minister, Amama Mbabazi, and refused to air live a program where his political opponents Jim Muhweezi and Kahinda Otafiire were to appear on September 28, 2008. Katikkiro Walusimbi has even appointed a special “internal censor” of CBS programs, Cambridge University trained Haj. Mustafa Mutyaba, to make sure that Mr. Museveni’s expectations are generally met by what is broadcast.

On August 6, 2008 Mr. Museveni’s government kidnapped Nambooze, together with Peter Mayiga, Buganda Minister of Information and Lubega Sseggona, Buganda Deputy Minister of Information. The three were illegally held for nearly a week until a judge ruled the detention to be illegal captivity. Originally the government claimed that the trio, together with others, had plotted to prosecute war against Uganda but when take to court, they were only charged with sedition.

Nkulamusizza nnyabo. I hope you and the muzzukulu are all doing fine. We are also doing fine and somewhat engrossed in the presidential campaign. I hope you get a chance to see a good amount of it on CNN too. Eh, your tall boyfriend BO seems to be getting even better as his opponent keeps acting more and more erratically.

When it comes to Buganda issues, Maama the situation is totally depressing. I am amazed how you and other serious people get through the day in Buganda today. Because for me I am totally fed up with the arrogance of these crooks who have stripped Buganda naked. How on earth can a man like Muhweezi who was caught with his hand in the jar on GAVI funds be in the forefront of catching another thief, Mbabazi?

And how stupid does Mbabazi think we are to tell us that the real issue for us to worry about is not his corruption but unfair persecution native Bakiga by Muhweezi, a Muhororo Mukiga? The same Mbabazi does not even see that there is anything peculiar in the fact that he, Mutebire (Bank of Uganda governor), Suruma and a few other Bakiga and Balaalo now own their own private Bank where they can launder money unabated?

Now, what really made me decide to write to you on this problem is when Tom reliably told me that now the president has chosen to side with Mbabazi to crash Muhweezi. Not because Mbabazi is innocent or less corrupt that Muhweezi but only because he is more loyal and have never challenged him (Museveni). This is worse than a Mafia comedy movie!

Maama, my blood boils whenever I think about the arrogance of these Balaalo and their collaborators – and I am not alone. Nubians were never this arrogant. Even British colonialists never got to this level, where a tiny section of the population, partly foreign, loot the national treasury, refuse to pay taxes and then publically fight over the loot in front of the aggrieved majority. And to do this in front of the Kabaka of Buganda, the same Buganda they have been robbing? Ekikutte obudde kiributa!

I am sorry for writing when I am in such a bad mood but I needed to get it off my chest. I hope I will write and less stress next time.

Convey our best to Kazibwe and continue to keep him fully educated about what these people are doing to our motherland. Also say hello to Maama Musa when you see her.
