UK Foreign Office Speak Out On September Riot In Uganda

LONDON: As pressure mounts and more petitions continue, the UK’s Foreign and Commonwealth Office for the first time has come out to speak about the September 11, massacre of 30 unarmed civilians and continue incarceration of over 800 people in the capital Kampala. “The UK government is deeply concerned about the recent rioting in Kampala,” reads  in part an October 23, letter, to expatriate Ugandans who last month petitioned the UK government and the International Community demanding that Uganda’s foreign backers to withdraw their support to dictator Yoweri Museveni’s regime after the September massacre of innocent civilians.

Judith Mann from Great Lakes Section on behalf of Foreign and Commonwealth Office (FCO), wrote: “With our EU partners, we have raised our concerns about the use of excessive force by the police and defence during the riots with the government of Uganda and we have encouraged them to instigate an independent investigation into the riots.” This followed the increase petitions and lobbying by several groups of Ugandans abroad. Since the September, Kampala, streets carnage three groups most of them potential voters in the UK polls, have petitioned British Prime Minister’s No. 10 Downing Street. Whilst, others have prepared several dossiers to the House of Commons, House of Lords, and the European Union.

Although, the Ugandan President Museveni in his speech to the Parliament just after the riot, he justified his forces’ action as they handled the rioters. It has now emerged Uganda Government’s narrative of the events to the International Community is different. Museveni, in his televised directive was “Shoot and Kill’ order when the riot broke out on September 10, as Military Police and other armed security operatives blocked Prime Minister who was preparing His Majesty Ronald Muwenda Mutebi II’s visit to Kayunga an area  in Buganda Kingdom.  However, it has now been understood that when asked to account for the deaths and random arrests, the Uganda government’s message to the FCO is like chalk and cheese.

“The Ugandan authorities have told us that this will be investigated and that where appropriate, individuals will be held to account,” reads a FCO communiqué, contradicting, Museveni’s speech in which he labelled the protestors  as ‘shadowy subversive activities’ against his regime and  ‘hooligans’ whose purpose was meant to loot and destroy properties. During the September 11, riot, allegations of a foreign country, in this regard suspected to be Libya, had allegedly channelled huge amount of money to Buganda Kingdom to fund anti-NRM activities. The kingdom has vehemently denied such allegations, calling it playing dirt politics by Museveni’s regime to divert attention from  legitimate demands and possibly to persecute official from Mengo establishment.
The current-day Uganda acquires its name from the ancient Kingdom of Buganda, a hereditary monarchy that once covered the southern part the country including the capital Kampala. His Majesty Mutebi II, the custodian of the Kingdom has unsolved issues with the central government which include; the return of 9000sqmile of land, its County headquarters and a demand for Federal system of governance that can check corruption. In addition to now the formerly cherished CBS FM radio station which was closed during the recent riot.

In a separate communiqué to this reporter, another officer Ms Stephanie Sandison, said that the General Affairs External Relations Council of the European Union express its concern over the September’s riots in Kampala, arguing the Ugandan Government to resolve any political disputes through peaceful dialogue and democratic  institutions. That,  the Council also urges the Government to do its utmost to assure that there will be a level playing field in the run up to the general elections of 2011 and that these elections will be free, fair and transparent. “We continue to monitor the political situation in Uganda closely and regularly discuss human rights issues with the Uganda Government,” said officer Ms Sandison from the Great Lake Region when reacting to question why the British Government unfailingly continues to cosset the tyrannical regime given the well documented human rights abuses. Reacting to a demand made in several petitions by expatriate Ugandans to have the September protesters released, Ms Sandison, said: “We continue to push for further action on human rights issues such as media freedom, illegal detention and politically motivated harassment.”
“The UK Government remains determined to bring stability to the region and will continue to work with the international community and partners in the region to bring this about,” says Ms Sandison.

Not used to public debates, fearing and well aware of the power of the media, President Museveni, justified CBS FM closure, when he claimed that it was inciting violence. Then the government accused CBS and other stations of inflaming violence that erupted in the entire region.

Meanwhile Ugandans in Diaspora joined the 120 country groups to continue lobby the UK Government and EU donors to scrutinise the Uganda Government in to protect their interests. In the last month, Ugandans from different organisations abroad have approached potential lobbyists over the current situation in Uganda.

“A total of 30 innocent civilians were brutally murdered by Museveni’s security forces last month and about 1000 people are still incarcerated in secret places, so, it’s our duty to check this situation,” said a member who attended a meeting with top UK Bishop and a member of House of Lords. The deputation, who has so far secured an informal approach with some UK MPs and members of House of Lords, is lobbying to give accurate and truthful information to the Commons about Uganda.

“We want to inform the legislators here that, the government’s continue backing of Museveni, is putting the British interests in Uganda at risk,” a member who attended an hour meeting at one of the Cathedral on October 19, told this reporter. Exclusively, this reporter has learnt that with the group has also prepared a similar dossier to be circulated to the European Parliament in Brussels-Belgium. A source said: “We are not going to use any form of force, but our brains and the power of the pen. That is why many politicians and Uganda’s foreign backers have welcomed this kind of approach. Let Museveni spend millions of dollars to decorate his corrupt regime, we are encountering his lies by delivering factual evidences,” said a source.

Muliika And Frank Musisi To Headline Boston Buganda Emergency Conference

Former Buganda Katikkiro, Daniel Muliika, and past president of the Uganda North American Association (UNAA), Frank Musisi will be the headliners at the October 17, 2009 emergency conference in Boston, USA. The official organizers are Ggwangamujje Boston. The organizaton has had no active executive since its elections failed elections in November 2008 (see ” November 9th Ggwanga Mujje Meeting Similar to Uganda and Kenyan Elections“).

After the September disturbances, however, the community elected Mr. Buwembo Mayanja to be the caretaker leader and see the association through the troubled times until a new executive is elected. So, Mr. Mayanja is the key decision maker, assisted by several other community members. It is Mr. Mayanja who announced the Emergency Buganda Conference shortly after Lt. Frank Musisi lost the UNAA presidency to Moses Wilson. This writer was there at the Chicago UNAA when, within minutes after Musisi lost the vote, he publicaly declared that he had been cheated and he was now going to focus on leading the Buganda cause in America. He made these statements in the presence of  Omulangira Wasajja and Buganda ministers Nakiwala Kiyingi and  Peter Mayiga who came to represent Buganda.

According to the Buganda Emergency Conference poster that the organizers have been cirulating over the last few weeks, the objectives of the event are (a) To examine the current conditions in Buganda and (b) to find ways to get out of the dire situation. However SMS messages which have been broadcast over Baganda cell phones by one of the organizers, Robert Kabuye, explain that the meeting will choose someone to be Buganda’s candidate against Museveni in the 2011 elections. The SMS messages have  led to some Bganda to suspect that the real goal of the Boston emergency conference may be to “crown” Musisi. This suspicion was strenghtned when Musisi told a Baganda meeting in Los Angeles last weeked that he had been “blessed” as the new leader of all Baganda in America. He never explained the process through which he had been chosen or whether either the Kabaka or the Katikkiro were part of it. And our efforts to confirm through Baganda American leaders if Mmengo or Kabaka appointed Musisi were unsuccessful.

Our sources both in Boston and Washington DC have confirmed that Mr. Mayanja is a strong Musisi supporter, as are several other Boston Baganda. The sources also say that other key Musisi promoters, including Mr. Kabonge and Mrs. Flavia Magoba of Washington DC, Mr. Male of California and Mr. James Semakula also of California. We have not been able to establish if Owek. Dan Muliika came to the meeting to promote Lt. Musisi or simply to present his opinions on the situation in Buganda. However, the former Katikkiro’s position should become clear today, after the true conference agenda is revealed and presentations are made. Robert Kabuye has announced that Mr. Muliika will be the keynote speaker.

Lt. Musisi is a member of the USA army who came to America with the help of his cousin and promnient anti-Buganda kingdom Museveni aide, the late Col. Serwanga Lwanga. The late Col. led the campaign to block the return of the Bulange to Buganda, claiming that Buganda has sold its majestic office building to Milton Obote of Idi Amin.

Ebika Bya Baganda e Bungereza Annual Sportsday 2009: Mmamba Topples Ngabi

Sunday 30th August was yet again the Annual Clans of the Baganda in the UK  Sports day which was held at McMillan Stadium at Newham Leisure Centre in East London. As usual, it was a well attended event with a range of activities to suit almost everybody from the age of 3 upwards. Competitive activities included table tennis, badminton, basket ball, omweso, draughts, football and athletics field and track. The 50 plus had no excuse not to participate as there was a walking race as well. As last year, Jomayi Property Consultants teamed up with Empapula Za Kakobe magazine to sponsor this event with contribution from Pier One Sound Systems plus the many volunteers who helped make the day run smoothly.

The essence of this sports day is to bring together the Baganda in their major building block which is the clan. It is an opportunity not only to have fun and keep fit but to fraternise with one’s clansmates, strengthen the sense of togetherness and, probably most importantly, inculcate in the young ones, even those born outside of Buganda, the fact that they have strong cultural roots which they should cherish wherever they are. It makes them aware that they are related to people they may never have met before and this sense of belonging to a wider, bigger entity which eventually makes you a Muganda and explains one’s surname and eventually who you may and may not marry is treasured.

This sports day is unique in that it involves everyone who wants to compete and amass points for their clan unlike back at home where only those selected as good enough and trained represent their clan. This makes everyone feel important for their clan.

The medals ceremony was presided over by Prince Daudi Ggolooba and Naalinnya Elizabeth Nakabiri introduced by Fred Ssemugera the Chairman of Ebika Bya Baganda E Bungereza. This was preceeded by the crowds rendering of”Ekitiibwa kya Buganda ” ( Buganda’s anthem )which was made jespecially joyful by the  under 13’s who sung it with gusto and enthusiasm. All this was after one of the highlights of the day, the tug of war which is one of the events where one sees the effort and pride contestants put in on behalf of their clans, the weaker ones often being literary dragged on the floor but still walking off with pride. The medals won, especially by the young people, were the icing on the cake. Many winners walked away proudly with wide smiles and a sense of belonging and worthiness, let alone the self esteem of achievement for self and clan.

This year, Ngabi were toppled into second place by Mmamba. Third were Lugave and Ndiga fourth. A total of twenty six clans were represented.

London Ebika Bya Baganda Games for August 30, 2009

The highly popular London hosted Annual Ebika Bya Baganda e Bungereza Sports Day for this year is slated for Sunday 30th August 2009 according to one of the organizers, Mw. Fred Ssemugera. Individual and team events will include track and field, rope tag of war, omweso, drafts, table tennis, basketball, badminton, swimming and 5-a-side soccer. The track and field competitions will pit Baganda of all ages in 100 meter, 200 meter, 400 meter as well as 100 x 4 relay sprints.

The Baganda games will be held at the McMillan Stadium, Newham Leisure Centre, Plaistow, London, E13,  from  1:00 PM to 11:00 PM. The guest of honor will be Buganda government minister for Tourism, Ow’ek. Nakiwala Kiyingi. Other ceremonies on the same venue will include an exhibition of arts and crafts from Buganda and viewing of videos promoting tourism in Buganda.

Kabaka Sues New Vision, Museveni Is Happy

In a twist of irony, both Mmengo and president Museveni are happy about the news that the high court of Kampala has summoned New Vision Publications to file its defense in a suit filed on July 23, 2009 against it and its employees by the Kabaka of Buganda Ronald Muwenda Mutebi II. The employees are editor-in-chief, Els de Temmerman and reporter Barbara Among. Mmengo should be pleased because the courts appear to be acting expeditiously on their filing. On the other hand, sources close to president Museveni’s state house have told this writer that Uganda’s strong man is relieved and pleased because he was getting intelligence reports that Baganda anger was building and they were starting to look to Mmengo for direction on next steps. And now things are back to his sphere of influence.

On July 11, in a New Vision story titled “Bulange land title held over sh1bn debt”, one Barbara Among reported that Kabaka Mutebi had mortgaged Buganda’s Bulange land title for money he put to personal use. In reaction, a July 20, 2009 the Buganda Lukiiko passed 10 resolutions, including one calling upon Baganda to boycott the New Vision and the Luganda Bukedde, until they apologize to Kabaka Mutebi. Since then Bukedde readership has drastically fallen and there have been reports of people being beaten up or denied services in the counties of Buddu, Ssingo, Kyaggwe, Bulemeezi and elsewhere.

Our New York based analyst warns that, whenever you see Museveni, Nsibambi, Bukenya, Namayanja or Sekandi strongly agree with Mmengo, it is sign that bad news and disappointment for Baganda is on the way. They and several other NRM bigwigs started a campaign to push Mmengo to go to court, after reports of mounting Baganda anger last Tuesday. He adds: “In the broader picture, this kavuyo is about Museveni trying to keep Baganda and Mmengo permanently off balance, in courts, demonstrations, online discussion groups, etc. That way, they cannot get on the same page and create any roadmap for self-determination. Imagine, a few months ago is was the land act, 3 weeks ago the crisis at Mmengo was’ Kampala bamutwaala’. Then came,’ Federo will never come to Buganda’. Now it is ‘Kabaka vs. New Vision foreigners’. This one might last a few weeks and keep several Baganda going to court every day, because I am suspicious that Museveni will use the court environment to bring out a lot of Mmengo dirty linen on land titles, etc.  And while we are all glued on this one they will probably pass the law to take Kampala out of Buganda and conclude the sale of Entebbe airport to their partners.”

“It has been this way since the time when Museveni shortchanged Buganda on Federo during constitution making. The question is whether the people in Mmengo are genuinely incapable of seeing Museveni’s Machiavellian tricks or whether some of them are willfully helping him by misleading Kabaka Mutebi.  Only weeks ago Katikkiro Walusimbi was taking a check form Museveni to buy bean seeds, which we have not heard about again. Now, over the next few weeks, Kabaka Mutebi, our Ssabasajja will be waiting to hear how a commoner judge, appointed by a foreigner, determines the fate of his ‘complaint’. Which sane Muganda will be able to proudly tell his child that, ‘Kabaka taloopebwa’ anymore?. Museveni must be so happy, because he has Kabaka Mutebi where he wants him, pleading with his (Museveni’s) appointed commoner judges for mercy against those defaming him (Kabaka) in his own kindgom.”

NEW VISION ORDERED TO SUBMIT ITS DEFENCE

The high court of Kampala has summoned the New Vision Publication to file its defence in a suit filed against it by the Kabaka of Buganda Ronald Muwenda Mutebi II for publication of a fabricated defamatory article about him.

The Company has been sued together with its Editor in Chief Els De Temaman and the reporter Barbara Among who wrote the defamatory article that Bulange title deed is being held by a senior cabinet minister in the central government for non payment of debts amounting to over one billion Ugandan shillings.

According to the summons signed by the Kampala high court registrar, Elizabeth Kabanda, the trio have been given 15 days within which to submit their defence.

Through his lawyers Masembe, Makubuya, Adriko, Karugaba and Ssekatawa Advocates, the Kabaka stated that the article published on Sunday the 12th July, 2009 titled “BULANGE TITLE HELD“, was false and malicious against him despite the fact that he has always been held in high esteem as the Kabaka of Buganda and a cultural leader of over 6 million people. He added that the article injured his credibility and reputation in the eyes of right thinking members of his society.

The suit further stated that the published article referred to his majesty Ronald Muwenda Mutebi II because he is the only sitting Kabaka of Buganda, adding that some sections of the article even mentioned his son Prince Crispin Jjunju which made a large number of people who read the article to identified him as the person referred to in the article.

The Kabaka further stated that the article defamed him extremely since it implied that he had betrayed the trust embedded in the office of the Kabaka of Buganda and meant that he is grossly reckless and negligent in his conduct of affairs of the Kingdom as trustee.

The Kabaka stated that the article implied that he is dishonest as portrayed by his use of the Kingdom’s properties in his personal businesses. He added that the article portrayed him as an indebted person who has failed to pay off his debts and therefore in the process of selling off Buganda’s land to unscrupulous people for his personal gains.

In the suit, the Kabaka assured that hearing of the case will help him prove that he has never pledged, mortgaged or otherwise disposed of the certificate of Bulange title deed to any minister in government or to any one at all.

He further sated that the minister being referred to as coming from Sembabule district, Sam Kuteesa has already come out publicly to deny ever lending any money the Kabaka or being in possession of the said title deed.

He also stated that the hearing will help him prove that he has never personally borrowed any money from any other senior cabinet minister and that he has never transferred the titled into the names of Rexba limited, as it was alleged in the article.

The Kabaka stated that the publication had a motive to malice him because all the information in regard to the mentioned land titled is in his possession and went further to explain that if they had bothered to contact him before publishing the defamatory articles, the matter would have been cleared once and for all.

The Kabaka therefore wants court to order the New Vision Publication to retract the defamatory article and publish a front page apology to him as well as to the people of Buganda who were most affected by the story.

He also wants the apology to be published in both English and Luganda and also air special announcements on both the English and Luganda FM stations, owned by the New Vision Publications.

The Kabaka further wants an order from court that the false story be withdrawn from the New Vision website and also be rendered invisible, so that it is not read over and over again.

The Kabaka also wants court to order the New Vision to pay him damages worth his status for damaging his image.

The case will be presided over by Justice Kibuuka Musoke before the high court of Kampala.

DP Condemns Repeated Arrests Of Samuel Lubega By Museveni Government

On July 17, 2009 the Secretary General for the Democratic Party (DP) UK and Ireland Chapter issued a press release condemning the arrest of DP presidential aspirant, Samuel Lubega, by Mr. Museveni’s government. This writer have not been able to independently confirm the arrest of Mr. Lubega. However, the arrrest, tear gasing and general harrassment of Baganda DP candidates is as routine as voting itself during Uganda election seasons.

The repeated unlawful Arrest of Democratic Party (DP) Presidential Candidate Samuel Lubega

DP Presidential aspirant, Samuel Lubega, has today Friday 17 July, been arrested for the second time this week, along with others, but it is not clear at the moment if and what charges have been preferred against them. Constitutionally, charges must be brought against them within 48 hours from the time of arrest. The current regime in Kampala is however known not to tolerate any form of dissent and oppositionists are regularly stopped from holding peaceful meetings, arrested and prosecuted on spurious charges, such as holding illegal rallies, obstructing police in the course of their duty and disrupting business and traffic. Indeed, earlier this week, Samuel Lubega and 19 others were arrested and charged with these very offences.

Mr. Lubega and the Democratic Party Activists were arrested by armed security personnel in the constituency office of the area DP Member of Parliament Mr. Muhammad Kawuma who had organised a meeting to sensitise his constituents on the Kampala Capital City Bill. If passed into law, this bill will deny millions of Kampala residents the right to elect their own representatives.

Members of DP UK & Ireland Chapter reiterate their condemnation in the strongest terms possible the repeated unlawful and arbitrary arrest of the DP Presidential Aspirant along with others, which amounts to political persecution.

Mr. Lubega is being held at Entebbe Police Station alongside the Activists of the Democratic Party. The activists were physically tortured and manhandled by the Security Personnel.

Members of the DP UK & Ireland Chapter expect and demand that there be unrestricted and unfettered access to Samuel Lubega and the activists by their families, legal representatives and friends in accordance with the laws of Uganda as well as international law.  We urge the government to ensure that any trial is conducted in accordance with the international standards of fair trial.

Members of the DP UK & Ireland Chapter will hold President Museveni personally responsible for the well-being, safety and lives of Mr Lubega and the DP Activists while they are in detention.

Additionally, the Security Minister Hon. Amama Mbabazi, Co-ordinator of Security Services in the President’s Office General David Tinyefuza, Minister of Internal Affairs Hon. Kirunda Kiveijinja, the Inspector General of Police General Kale Kaihura and the Officer in Charge of the arresting police Station, as people sharing personal responsibility with the President for the personal safety, health and life of Samuel Lubega as well as that of the DP Activists.

Members of the DP UK & Ireland Chapter are aware of acts of poisoning and death of political prisoners during or after detention by State Security agents in Uganda and they are deeply concerned about the continued unlawful arrest and detention, intimidation, harassment and torture of Ugandans seeking to exercise their constitutional rights.

Katikkiro And Team Heckled By Angry London Baganda

Walusimbi and MuseveniOn June 27, 2009, Katikkiro JB Walusimbi appeared visibly confused and angry when the London Baganda he was trying to address confidently heckled him. The place was East London University, thousands of miles away from his more familiar Kampala. The Katikkiro, together with his two predecessors, Mulwaanyamuli Ssemwogerere and Emmanuel Ssendaula were the guests of honors at a function organized by a Baganda group called Saagala Agalamidde – led by Enock Kiyaga and Nkata Masembe. The current and former Katikkiros were accompanied by Mmengo deputy minister for youth, Mathias Mpuuga who, until a few months ago, was a key player in the Nkoba za Mbogo movement.  Only two weeks ago, however, the Uganda government Bukedde newspaper reported that Mr. Mpuuga publically appealed to President Museveni to start funding Nkoba za Mbogo.

Also present in the audience was ISO operative Aisha Kabanda who, according to our sources in Mr. Museveni’s state house, travelled on assignment to monitor and (if necessary) assist the Mmengo officials. Indeed, she is supposed to have filed the reports that the New Vision and Bukedde used to compose propaganda stories that left out the negative elements of the Katikkiro’s visit.

Despite frequent heckles from a few members of the audience, Katikkiro JB Walusimbi and his team made presentations on their development plans for Buganda. Owek. Walusimbi spoke glowingly about his Omumuli project, through which he intends to return Baganda homes to the “good times” when he was a young boy – with each homestead having a few chicken, 2 or 3 cows for milk, a bicycle and a “katandaalo”. He also lashed out at those who criticized him for accepting money gifts from president Museveni, claiming that the funds would develop Buganda but also boasting that he is a self-made man, not impressed by any money.

Owek. Ssendaula used a substantial amount of his allotted time to talk about his extensive international experience as a diplomat, in Australia and France and other assignments. Some members of the audience were visibly bored and uneasy that their former Katikkiro, the highest office in Buganda below Kabaka, apparently put exceptional importance on serving the anti-Buganda and corrupt regimes of Amin, Obote and Museveni.

When his turn came, former Katikkiro and architect of the aborted regional tier arrangement for Buganda, Owek. Mulwaanyamuli Ssemwogerere spoke about his successes as Katikkiro and his new responsibilities to run a Buganda unit trust investment fund in cooperation with what we have reliably learnt to be a Kenyan bank.  Curiously, the Uganda arm of that Kenya bank is ran Basaamya who happen to be former UPC wingers.  Mr. Mulwaanyamuli also declared his ambition to run the Katwe tower arcade “once its construction is completed” but it appeared that hardly anyone in the audience knew what he was proudly talking about. The three Katikkiro’s, all of whom have worked for or with president Museveni in different capacities, brushed off the efforts by some members of the audience to engage them on controversial subjects like Federo, land grabbing, selling Buruli county  for Shs 350 million (US$155,000), Katikkiro worshiping Museveni and corruption in Mmengo.

The three Katikkiros and their hosts seem to have underestimated the anger and energy of those Baganda who are tired of Mmengo’s failure to modernize and become transparent during their respective administrations. The angry Baganda kept murmuring and heckling the Buganda officials, at one time forcing Enock Mayanja Kiyaga, the master of ceremonies, to interrupt one of the speakers and promise that all questions and complaints would be fully addressed during a Questions and Answers period at the end.  The organizers and Kabaka’s representative in UK, Mr. Nsambu, were also not ready for the demonstrators, both inside and outside, who moved around with posters denouncing the current state of affairs at Mmengo and the dismal performance of the three Katikkiros. The organizers brought in police to chase those with posters away but they (the organizers) were disappointed when the police agreed with the protesters, who included a lawyer, that under the law no one could expelled.

When it came to the promised Questions and Answers time, it was most obvious that Enock Mayanja Kiyaga, the master of ceremonies, avoided picking on those thought to be unfriendly to the Mmengo team. This tactic did not work for long as complaints started to grow loud and Mayanja Kiyaga was forced to some people from the other side to say something. Soon enough the emotions were exploding and even the Kabaka’s representative was calling the protesters obscene names. The lightly attended meeting (compared to some previous Dan Muliika meetings) ended on an unpleasant note when the Katikkiro and his team were escorted out of the venue through a back door, without the customary final handshakes and mingling.

In a related story, we have reliably learnt that next day, on Sunday, the Mmengo team attended the Holloway Catholic Church, where the prayers were dedicated to the Baganda martyrs. According to our source who attended the meeting: “But the talk among the crowd was about what transpired the day before at East London University and no doubt this dictated the play ground of the Katikkiro’s activity on the day. When the Katikkiro was introduced people hardly clapped and his reception was so cold.”

When asked for comment, our New York based Buganda expert expressed concern that the three Katikkiros seem to be sincerely out of touch with the reality of today’s Buganda. He explained: “Messrs. Walusimbi, Ssemwogerere and Ssendaula mostly talk to old people, like themselves, whose livelihoods and health depends or has previously depended on Museveni. The problem is that very few Baganda alive today are over the age of 35 years and a huge majority of these youthful Baganda does not depend on Museveni. In fact they are suffering from Museveni and other foreigners. And none of these young Baganda understand or want to go own 3 cows and one “katanadaalo” in the village as in Owek. Walusimbi’s Omumuli plan. They are also too poor to buy trust units from the Basaamya former UPC youth wingers. Isn’t this what ‘being out of touch’ means? As Baganda say, ‘Akanaafa tekawulira ngombe’.”

London Baganda Troubled That Peter Mayiga Is Eager To Negotiating With Museveni

Five Baganda residents of London, UK, have written a joint email to Buganda Post expressing strong suspicion that Charles Peter Mayiga is reportedly excited about negotiating with Museveni. They base their concerns on Mr. Mayiga’s reputation as one of the architects of Regional Tier agreement which sought to sell the Buganda nation to President Museveni. The brief email is reproduced below with minimal editing:

We the undersigned want to express our concern about the emerging close partnership and mutual support between Buganda minister Peter Mayiga and Katikkiro JB Walusimbi on the matter of  negotiating with Museveni on Buganda land.

Our concerns are not unfounded: (1) A few year back Mr. Mayiga, together with Joseph Mulwaanyamuli, John Katende and Apollo Makubuya attempted to sell Buganda when they lied to Ssabasajja Kabaka that the Regional Tier system was perfect for Buganda. And we are confident that Mr. Museveni bribed every one of them, except possibly for Makubuya. (2) When Mr. Mayiga and other Mengo officials stopped in London on their “Kill Ttabamiruka” trip in 2007, he demonstrated the most worrying levels of self-importance. He showed none of the humbleness that is essential for a person serving his nation and, in this case, his Kabaka. (3) We strongly believe that Mr. Mayiga was broken by the August 2008 kidnap experience by Museveni.  Yet we are also mindful that this Mayiga could have been a plant by Museveni, to help him build his image as a “muzira wa Buganda” who Ssabasajja can trust. The bottom-line is his is a genuine coward who is eager to please everybody.

We appeal to Ssabasajja Kabaka Mutebi and to all Baganda to forgive Mayiga for his conspiracy with Katende and Mulwanyaamuli but to stop his attempts to repeat the selling of Buganda. Our Buganda has existed for nearly one thousand years. Why allow the personal needs of a few individuals like JB Walusimbi, Mayiga and  heir co-conspirators into begging for what is ours. Anyway, this time they not have it as easy as Besweli Mulondo did.

Charles Peter Mayiga Tells Baganda to Abandon Cowardice on Kingdom Issues

Namubiru Juliet Buganda Government’s official website reports that:

The minister for Information, Lukiiko and Cabinet Affairs in Buganda Government, Charles Peter Mayiga has urged people in Buganda to stop being cowards when it comes to issues concerning Buganda Kingdom.

The minister who was attending a Sunday service at Kitende Church of Uganda appealed to people to always come out openly to support Buganda’s developmental issues in order for the Kingdom to achieve its intended goals and objectives instead of shying away whenever Buganda is mentioned.

Mayiga also called on to people to work very hard in order to earn a living for their families which will lead to a stable and successful Buganda Kingdom.

The service was also dedicated to the life the late Kiberu Christopher who worked so hard for the church.

Canon Henry Ntulume from Nateete also appealed to the Christians to make choice in what they do, to identify good priorities and to pay school fees for their children to make them better citizens in the future who will promote Buganda Kingdom.

Kibirige Ssebunya is Dead

President Museveni’s state minister for Agriculture, Dr. Israel Kibirige Ssebunya, died yesterday at 7:15 AM after a long battle with tongue and throat cancer.  Ssebunya was 62 years old. Dr. Sebunya was rushed to Mulago hospital last week on instructions from Uganda vice president, Dr. Gilbert Bukenya. Earlier, Dr. Bukenya had visited Ssebunya in Kagoma and found his condition very bad. He is survived by a wife, Theresa Namatovu, who teaches in Botswana, and six children.
