Over the last two weeks, the chairman of president Museveni’s Uganda Broadcasting Council (UBC) has had a chats with virtually all major radio station owners and ordered them to adhere to certain “profession practices” or face closure like CBS FM Radio (Radio ya Ssabasajja). We have learnt that Mr. Mutabazi did not seek input several members of  the broadcast council and mostly depended on talking points which he put together with assistance from Robert Kabushenga, Tamale Mirundi, Robert Sebunya and Moses Byaruhanga.  His method of work angered some members of the UBC who feel abused and marginalized by state house. It is through these conditions that we received the information in Mutabazi’s talking points.

Our sources have also confirmed that president Museveni approved the measures and their ongoing implementation before he left for the UN general assembly in the USA. And after his encounter with Kabaka on Wednesday, he ordered that the measures be continued, a sign that the meeting with Kabaka did not change anything for him.

According to our sources, Godfrey Mutabazi obtained partial college education in North America before returning home in the early 1990’s to work in Museveni spy network. In 1998, he was appointed to the Uganda Broadcasting Council. He became the chairman around 2003 and started calling himself Engineer Mutabazi. He is highly secretive and ordered that information on UBC members, even names, be removed from the UBC website. Members terms are 3 years but he has been automatically reappointed 4 times.

Both Mutabazi, who implemented the closure of CBS FM Radio and General Kalyekezi Kayihura, the police commander who stopped Kabaka from going to Kayunga are Rwandese Tutsi who came to Uganda as refugees. This fact plus persistent but unconfirmed rumors that president Museveni’s unknown biological father was a Tutsi is feeding the growing belief among Baganda that their kingdom is under occupation by foreign mercenaries.

Uganda has 129 radio stations and 7 TV stations in different states of operation. The biggest broadcasting houses, of which CBS FM Radio has been the market leader for over 10 years, are mostly owned by Baganda. Their leadership significantly depended on their higher coverage of Buganda kingdom events and people, especially the Kabaka.

Besides Mutabazi, the other current UBC member are Tim Lwanga Mutekanga, George Omunyokol, Aggrey Kibenge, Kenneth Kazooba, Aga Sekalala, Kagole Kivumbi, Juliana Naumo, Godfrey Kibuuka, Patrick Mukiibi and Catherine Omaswa.

Below is an edited and reorganize version of Mutabazi’s talking points. Certain names, offices and other details have been removed or reworded to protect our sources.

UBC RULES OF THE ROAD TO BROADCASTERS

-TALKING POINTS -

(HIGHLY CONFIDENTIAL)

Kabaka

1.  Stop calling him “His Majesty”; instead use “His Highness” not to contradict the President and other NRM officials.

2.  Use “Mr. Mutebi” instead of “Kabaka” as much as possible. Start slowly and build up.

3.  Stop using the terms “Empologoma”, “Chuchu”, “Nyanja Temanyiirwa”, “Baffe”, “Namunswa” or other terms, which encourage Buganda sectarianism.

4.  Avoid stories that portray him as a strong person who is influenced by moderates and NRM supporters.

5.  Promote stories that portray him as a weak person who is under pressure from a few radical Baganda.

6.  Promote stories and images that suggest that he has a friendly relationship with H.E. the VP.

Buganda

1.  Stop playing the “Kitibwa kya Buganda” song or other nationalistic Buganda songs because they promote sectarianism.

2.  Stop referring to Buganda as a kingdom. Instead, consistently use “Central Region” or, if clarity demands it, “Buganda Region”.

3.  Stop referring to the old Buganda counties. Stick to district and constituency names (even if they include old county names in part).

4.  Freely report all stories where the Katikkiro and members of his cabinet are promoting peace, hard work, friendly relations with other Ugandans and “fair treatment” from the H. E. the President.

5.  Avoid stories that include strong pro-Buganda statements by religious leaders. Promote stories where religious leaders call for calm

6.  Don’t use the words “genocide” or “occupation” or “torture” or “safe house” or similar words in connection with any arrests of Baganda for any reasons.

7.  Refer to Banyala as an ethnic minority which is fighting to secede from Buganda. Stop mentioning the population of Banyala.

8.  Do not promote Baganda only events like clan football matches, cultural competitions, Nkoba za Mbogo, etc.

Buganda Radicals and Rioters

1.  Stop reporting stories on the activities of Allan Waligo, Nambooze, Sseggona, Muliika, Nsubuga Nsambu, Mpanga, Nkoba za Mbogo, and other Baganda radicals. The exception is when the story suggests that they are becoming weak and trying to incite violence against non Baganda.

2.  Keep reporting on police cases against Nambooze, Lukwago and other similar anti-government activists to a minimum.

3.  Do not use the term “political prisoners” to refer to any of the rioters.

4.  Avoid referring to the those who participated in the Kayunga related rioting as “Baganda” since some of them were not Baganda. The rioters were common criminals and a few anti-government elements who exploited the situation to loot.

5. When it make sense you can refer to the radicals who incite violence or those who engage in riots as “terrorists”

Mengo

1.  Stop reporting stories on the activities of Waliggo, Nambooze, Sseggona, Muliika, Nsubuga Nsambu, Nkoba za Mbogo, and other Baganda radicals. The exception is when the story suggests that they are becoming weak and cannot incite Baganda sectarianism.

2.  Keep reporting on police cases against Nambooze, Lukwago and other similar anti-government activists to a minimum.

3.  Avoid using terms like “Buganda Government” or “Buganda Kingdom Government”.

4.  Report positively on the Katikiro and other Mengo people who don’t make outwardly sectarian statement.

5.  Report positively on health, agriculture, education and other developmental program by Mengo.

6. Avoid using the “Owekitibwa” title becuase it can cause misplaced feeling of importance.

On Wednesday, September 23, 2009, about 100 Baganda from Boston, New York, New Jersey, Connecticut and Pennsylvania, together with one Acholi, loudly demonstrated against President Museveni at the United Nations headquarters in New York. They denounced Museveni’s NRM government for its repressive occupation of Buganda, massacres in Luwero during Obote 2 regime, corruption and incompetence. Notably, the Baganda were joined by one Acholi, a brother of UN official, Olara Otunnu. This is despite the big support which Baganda gave to Acholi’s during demonstrations against the genocide that Museveni permitted in Northern Uganda. Basoga, Banyoro, Iteso and other Ugandan populations who are huge victims of  the NRM government’s policies were nowhere to be seen.

The demonstrations were prompted by the NRM government’s recent restriction of Kabaka Mutebi’s freedom of movement within his kingdom and the massacre of over 20 Baganda which followed the Kabaka’s subjects resisted. Later Ggwangamujje NY/NJ issued a statement that declared Buganda to be under armed occupation by the NRM and its collaborators.

There was drama when Uganda’s ambassador to the UN, Ruhakana Rugunda, and Museveni’s secretary and lover, Amelia Kyambadde, unknowingly walked in the direction of the Baganda demonstrators. One demonstrator shouted, “Omubi Omukiga Rugunda wuyo!” and the whole group, energized, start shouting accusations at the two Museveni staff. Visibly surprised and seemingly scared Rugunda and Kyambadde veered away as they continued to walk past the crowd.

This is the first time that Baganda have demonstrated against a Ugandan government over the issue of Buganda political rights. The demonstrations were organized by members of Ggwangamujje Boston and Ggwangamujje NY/NJ. Another, larger, demonstration is planned for Saturday in Boston, where Museveni is scheduled to be chief guest at this years’ NRM Gala. At the Gala, Museveni is expected to, among other things, thank his USA based NRM cadres like Elizabeth Musaazi, Nakku Senkeeto, Edirisa Kironde, Moses Kalemba, Zabasaja and Senoga (see “Descendants of I. K. Musaazi, Kulubya and Yusuf Lule Risk To Promote NRM In America“) for taking over UNAA.

International rallying co-driver Moses Matovu narrowly missed out on a podium finish on last weekend’s Toyota Zimbabwe Challenge Rally when he co-drove fellow Ugandan Emmanuel Katto to fifth overall and fourth registered driver in the three day long event.

The lead up to this, the final round of the 2009 FIA African Rally Championship, was not ideal, with Moses having to lend a hand to ensure the Tommi Makinen Rallying prepared Subaru Impreza N14 was ready to rally, and thus the team missed out on the opportunity to recce the special stages. This put Emmanuel and Moses on a back foot and when the car suffered with suspension problems the team focused on securing a finish, rather than challenging for the win.

On Sunday morning Moses even took the wheel of the 300 bhp Subaru for two stages and was pleased to set times comparable with rallying legend Katto on roads he had never seen before!

The Zimbabwe Challenge Rally certainly lives up to its name every year. And 2009 was no exception. We struggled with setup issues and weren’t helped by having to borrow pace notes which were in a different format to our own. The gesture by the other competitors for offering us their personal notes was fantastic and I thank everyone for all of their assistance.

We ended the rally tantalisingly close to securing our third podium finish of the season but at least we scored another finish which helped both Emmanuel and I take third in the title race.

Whilst the 2009 FIA African Rally Championship might now be over Moses still has a busy period ahead of him. The popular Ugandan will travel to Rwanda on 18 September to call notes for rising Kenyan driver Peter Horsey in a Mitsubishi Evo 9. The KCB Rwanda Mountain Gorilla Rally sees the young talents from across Africa go head to head for the Pirelli Star Drive, a fully funded drive in six WRC rounds in 2010!

Experienced rallying co-driver Moses Matovu heads to Zimbabwe for the forthcoming FIA African Rally Championship grand finale hoping to end the 2009 rallying season on a high after a string of troublesome rallies recently.

Moses, who co-drives for top Ugandan rally drive Emmanuel Katto in a Tommi Makinen Racing Subaru Impreza N14, began the year with a fine second overall in Tanzania. Overheating problems restricted the pair to fifth place points in Kenya, whilst their home rally was cut short after the tragic accident of close friend Riyaz Kurji towards the end of Day 1. The pair then journeyed south to Zambia for the penultimate round, but a combination of problems, including an altercation with a tree ended their rally and along with it, their 2009 championship hopes.

Emmanuel and I certainly have not had the greatest of years this year. We’ve shown that the car has the pace and the potential and are already working on plans for 2010. We head to Zimbabwe to show our support to the organisers and the other crews, and will be aiming to end our season on a high.

Moses has prior experience of the high speed roads that make up the Toyota Zimbabwe Challenge Rally. In 2007 Moses made his debut alongside Katto and the pair were lying a comfortable third overall when the engine let go. The pair will certainly be hoping that history does not repeat itself this weekend.

The Toyota Zimbabwe Challenge Rally begins on Friday the 28th of August, and after over 230 kilometres of high speed rallying the crews will return to the capital for a ceremonial finish on Sunday afternoon.

On a day after  Kabaka Mutebi’s one week tour of Busujju county, described by  Katikkiro JB Walusimbi as the first phase of spending the Shs 1 Billion that President Museveni gave to Mmengo on his (Walusimbi’s) mumuli program, the Bunyoro kingdom says  that Shs 1 Billion (US$ 454,000) is peanuts.  According to a story that will appear in the Daily Monitor newspaper on Monday,  the press secretary to the Omukama of Bunyoro,  Henry Ford Mirima says that  the donation to the kingdom is a drop in the sea.  And Mr. Mirima also claims that the government should be giving Bunyoro a minimum of Shs 10 Billion, for starters. In contrast to Bunyoro’s calm and steady stand,  Katikkiro JB Walusimbi excitedly told the Buganda Lukiiko on April 20, 2009, that he had unilaterally accepted Shs 350 Million (US$ 159,000) as a first installment on the Shs 1 Billion.  Last week Mr. Walusimbi told Buganda that the farming implements that Kabaka Mutebi distributed in Busujju county were bought with part of Mr. Museveni’s Shs 350 Million.

Information is now  emerging from Uganda government sources that,  Moses Byaruhanga, personally a Munyoro, and other members of Mr. Museveni’s state house worked with certain Bunyoro officials to set up Mmengo and Kabaka Mutebi,  so they look like a greedy bunch that will do anything, even risk their lives,  for as little as Shs 350 Million.

The sources told us: “Once the state house people saw Walusimbi’s eagerness was to get and spend the Shs 350 Million plus the effect of a small transportation allowance on Buganda Lukiiko members, they were very happy. The happiness turned into excitement when Walusimbi got Kabaka Mutebi to go on a tour of Busujju county under the story that he (the Kabaka) was distributing items procured from Mr. Museveni.  The president even publically praised Katikkiro Walusimbi, to complete the set up. Then Byaruhanga and Hoima went to work and crafted the Bunyoro position, designed to make Mmengo and Kabaka Mutebi look greedy and cheap.”

It is too early to tell how Baganda in different walks of life will react to the failure of Katikkiro Walusimbi to heed their warnings to stay away from Mr. Museveni’s token money.  According to our sources, there is no evidence that JB Walusimbi was personally involved in a conspiracy with state house agains Kabaka Mutebi. However, all Baganda, including Mr. Walusimbi’s supporters, are likely to agree that he is solely responsible for linking Kabaka Mutebi to Mr. Museveni’s money with his mumuli program.

In a highly suspect move, the Vice President of Ggwangamujje Boston, and not the secretary, took the minutes for the controversial October 26, 2008 general meeting. And he leaves the names of many attendees off the minutes, most notably that of the man who highly influenced the proceedings, UNAA stalwart Moses Kalemba. Bukenya wrote the minutes despite the presence of secretary, Patrick Bukenya.

According to one attendee who briefed this reporter, on condition of anonymity, it appears that Bukenya wants to the put decisions on record without details on who was there and who said what.  According to the attendee: “The fact is that the meeting was about two things. Most important to the Kalemba caucus was the Ttabamiruka date change. The other one was removing Kaasa Nakabale. Kalemba and Bukenya aggressively demanded and got the date change they wanted and, after that they were happy to give a lot of time to the other stuff. A few of the “basajja ba Kabaka” who supported the change would shock you. Bukenya is leaving Kalemba and others off the minutes and hiding the Ttabamiruka ’09 date change deep in the minutes because they think that we are really stupid.”

On November 4, 2008 the Chairman of Ggwangamujje Boston, Rev. Nakabaale Kaasa, sent an email to BugandaPost.com, to deny that he had made a posting earlier that day, which, among other things, attacked one Joe Magandazi and praised UNAA’s Moses Kalemba. Buganda Post has been able to verify that this email is genuine. However, it is not been possible to establish who made the posting which Rev. Nakabaale has denied.

Our source in Ggwangamujje Boston has told this reporter that the “not so smart” impersonation of Rev. is clearly an attempt to confuse the Boston community about Kaasa’s true personality and Buganda credentials, a typical NRM technique. According to the source: “It is a fact that Kaasa has management skills issues but his commitment to Buganda is 100%.  The NRM and UNAA diehards simply want to damage him so much that when by the November 9, 2008 general meeting he will have no credibility to retain his chairmanship. In the end, however, it is all about a couple of individuals who stand to be financially rewarded by Museveni for killing Ttabamiruka ’09. And changing the date from September to July 4th, which Kaasa is fighting, would be a huge step towards the cash.”

I  did not write to you therefore the whole world must know this article has been written  by someone  amongst us “OLULIRA MUNNYANA” It is  an imposture of  low [caliber]. Yes, it is not well in the Ggwangamujje Boston camp. It is true I have [convened] a general meeting on 9th November 2008  at precisely 4:00pm at 14 Felton Street in Waltham for all Bostonians  to come and screen the  officials including myself in order to weed out OLUMBUGU.

Mr. Moses Bukenya, the current Vice Chair of Gwangamujje Boston has made a posting on Buganda Post where he says that his character was slandered when, according to him, it was suggested that he supports the NRM. Bukenya specifically requested that a correction be made to reverse the impression that he is an NRM supporter and the implied accusation that he had committed the “heinous crime” of plotting against the kingdom. Mr. Bukenya’s posting does not however deny his involvement in the changing of the Ttabamiruka ’09 date from Labor Day weekend to May or July. For many Baganda all over the world, changing the Ttabamiruka date to make it less convenient to attendees is viewed as sabotage.

When contacted about Mr. Bukenya’s posting, our Boston source argued that Bukenya was trying to deflect the most important questions, “Did he, Kalemba and others (not yet to be mentioned) meet on October 26th and change Ttabamiruka ’09 to July 4, which, by coincidence, agrees with what the NRM needs?  Or is it still September 4th? And, is he a key UNAA organizer (New York and Florida), which UNAA has accepted money from Mr. Museveni’s NRM government through one Byaruhanga?”

In light of the response from our original source for the story n Boston, this reporter makes the correction requested by Mr. Bukenya. For the record, Mr. Bukenya, the Vice Chair of Ggwangamujje Boston, is not a supporter of the NRM. And he is not knowingly “working with any individual or government while transacting Gwangamujje business and/or other affairs.” We regret anyinconvenience caused.

However, we stand by our story that on October 26, 2008 Mr. Bukenya joined Mr. Kalemba and others, yet to be named, at a meeting in the greater Boston area and agreed to change the Ttabamiruka ’09 date from the first weekend in September to July 4th, 2009. And that they did it fully aware that it would advantage the UNAA convention at the expense of Ttabamiruka ’09. Additionally, Mr. Bukenya has been actively involved in the organization of UNAA conventions; and UNAA officials have received large cash contributions from Uganda’s NRM government in connection with their organizing and their conventions.

Mr. Bukenya’s unedit posting is reproduced below:

For the record, i am not an NRM supporter, am not working for any individual or government while transacting Gwanga Mujje business and/or other affairs. I AM A PROUD MUGANDA AND MY FAMILY ARE PROUD BAGANDA WHO HAVE SERVED THE KINGDOM WITH DISTINCTION. I feel betrayed that a publication like yours that claims to lobby for and advance Buganda’s interests can publish such a story without seeking out comment from the main people i.e myself you wrote about and hearing their side so as to present balanced reporting and let the readers decide who is telling the truth. If you had contacted me prior to your publishing your article, i could have said on the record that i am not a supporter of NRM and do not work for them or any other apart from doing my best to serve Buganda’s interests. And most importantly, I’d have challenged anyone to produce evidence and/or proof that i work for the NRM and that i am sabotaging Buganda’s interests here in the diaspora and in Uganda.

I will not stand for having my character slandered, defamed and dragged through the mud. Now it is true that there are differences in opinion in the way we percieve issues in the running of Gwanga Mujje in Boston and in my opinion that’s understandable among cilivised folk. But to label all those one disagrees with as NRM insiders without backing up those claims really defeats the purpose of all those fighting for Buganda’s cause and i count myself among them.

The main purpose of writing this letter is to request you and/or your editorial staff to correct this anomaly. I have been wrongly accused of what i consider to be a heinous crime i.e plotting against the kingdom and i strongly demand that the record be set straight. Sources close to the Uganda North American Association (UNAA) Vice President, Moses Kalemba, tell this reporter that NRM operatives have a plot to derail Ttabamiruka ’09 during the next Ggawangamujje Boston general meeting. The meeting is to be held on November 9, 2008, and according to our sources in Boston, the strategy that Kalemba and Bukenya emphasize first changing the Ttabamiruka date from September to May. Bukenya is a diehard NRM who, like Kalemba, takes the view that Baganda events like Ttabamiruka must not become an alternative to their UNAA Convention. However, they support similar conferences by Basoga, Bakiga, Bamasaba, Acholis and other nationalities.

According to the sources, the Kalemba/Bukenya team scored first when they bulldozed a clearly weak Ggwangamujje Executive to agree that changing of the Ttabamiruka ’09 date to May or July be put to a vote in a general meeting. And now they are engaged in a well funded intense ground campaign (“kakuyege”) to get very many of their supporters to the November 9, 2008 meeting and vote for the date change they want.  Apparently, they are confident that, once the date is changed to May 2009, there simply will not be enough time for the Ggwangamujje Executive to organize a serious Ttabamiruka. So, in short order the powerful Baganda conference which shook Museveni in 2007 and 2008 will be dead.

Members of the Ggwangamujje Boston Executive include Reverend Nakabaale (President), NRM’s Bukenya (Vice President), Prof. Lugira, Kato Kajubi, Samalie Kajubi, Ssali, Mark Kizza, Mayanja and Dan Nvule. Historically, the Boston chapter of Ggwangamujje has suffered from NRM manipulation, placing a cloud of doubt over the overall loyalty of Boston Baganda to their Kabaka and nation. The immediate past president of Ggwangamujje Boston is Abdul Kimbugwe who simultaneously held that position with Chairmanship of UNAA. Kimbugwe was later widely reported to be an ISO operative who was later recalled by State House and given a consultant job in Uganda Revenue Authority. All evidence so far is that Reverend Nakabaale and a few others on his Executive may be committed to the Buganda cause but they simply don’t have the experience and organizational skills to fight off the NRM.

Bukenya is Vice President of Ggwangamujje Boston but also, together with Kalemba,  one of the UNAA Convention organizers.  He is one of the NRMs strongest activists and has on many occasions spoken against Ttabamiruka. He has never attended a Ttabamiruka conference but was one of the key organizers of the UNAA convention in Florida. Moses Kalemba is Vice President of UNAA and a well known opponent of Ttabamiruka. This reporter has reliably learnt that Moses Kalemba is a Muganda or Mmamba but opposed to Baganda only affairs.
