<p>    It was a warm, slightly breezy July evening at the Civic Center in Glendale, Arizona, next to Phoenix, as the large banquet room filled to near-capacity with 500 well-dressed young adults representing a variety of nations-from Germany to South Korea, from Lebanon and Brazil to Canada and the Cayman Islands.     </p>
<p>Their constant smiles reflected both joy and a sense of relief at having reached a major academic milestone: completion of an on-line University of Phoenix international degree program.  </p>
<p>            The pre-graduation day reception and dinner featured the customary welcoming speeches, along with the more uncommon performances by Native Americans of traditional warrior &#8220;spirit dances.&#8221;  Then, another speech or two, a few more colorful dances, followed on stage by a slim young man in an earth-toned pullover shirt adorned with depictions of stately giraffes.</p>
<p>            As the personal story begins to unfold from the soft-spoken student from Uganda, the clank of silverware on the white linen-covered dinner tables fades, and the slight undertow of murmuring voices vanish into silence.</p>
<p>Walakira &#8220;Robert&#8221; Kisakye, 26, tells about his late father, Vincent, who as a teenager becomes the pen pal of a 10-year-old American girl named Lisa, as a result of her visit to the Parker Pen Pavilion at the World&#8217;s Fair in New York City in 1964.   </p>
<p>Over the years, the letter-writing flows on and Lisa comes to know and love Vincent, his wife, and their two daughters and son. In 1971, life in Uganda takes a brutal turn as a military coup installs Idi Amin as the country&#8217;s tyrannical ruler.  Vincent writes to Lisa of his people&#8217;s suffering, of his losing a small piece of land, and that his only work is making bricks by hand.  </p>
<p>The banquet room of fellow students and guests comes to a standstill.  Even the wait staff in their crisp black attire cease all activity, standing quiet and attentive, focused on Robert Kisakye as he continues relating his incredible journey leading to this July night in America.   </p>
<p>Somehow, he says, his father is able to come to New York in 1974 to finally meet his pen pal, then twenty.  Lisa and her family take Vincent everywhere, and he especially enjoys the United Nations visit.  After an emotional farewell, he returns to Uganda where, in 1979, Idi Amin is deposed.  Four years later, Vincent dies, and his widow assumes the correspondence until she passes away in 1999.  The letters to Lisa continue at the hand of the son, 16-year-old Walakira, also known as &#8220;Robert.&#8221;   </p>
<p>Meanwhile, Lisa fulfills her ambition to become a medical doctor, marries, has a family, and moves to Arizona-all the while maintaining contact with her second-generation pen pal in Africa.    </p>
<p>Although conditions since the tumultuous reign of Idi Amin in Uganda improve, life for its 31 million residents is a struggle, with half the country living below the international poverty line of $1.25 (U. S.) a day.  </p>
<p>Established in Chandler as a family practitioner, Dr. Lisa Wright and her husband, James, attempt to adopt Robert, but Ugandan law prohibits it.  Robert hungers for a formal education, and the Wrights consider enrolling him at Arizona State University, but the Ugandan government denies an exit visa.  </p>
<p>Undeterred, the Wright&#8217;s find the ideal solution at the University of Phoenix and its internationally respected on-line program. They pay for Robert&#8217;s entire tuition and enroll him in the information technology curriculum.  This brings the immediate bonus of making him employable at a telecommunications company in Uganda, where he works during the day and studies on-line at night.  </p>
<p>            Less than four years later, the once unemployed young Ugandan with a great appetite for knowledge but little hope for attending a university, was about to receive his bachelor&#8217;s degree in a roomful of fellow global graduates.</p>
<p>            The genesis of this momentous evening began 45 years earlier when a little American girl just happened to become the pen pal of a teenage African boy.  Such a seemingly unremarkable beginning to a most remarkable outcome is the stuff legends are made of</p>
<p>And no one expresses it better than Walakira Robert Kisakye himself when he concluded his remarks that night in Glendale, saying:</p>
<p>            &#8220;Four years ago, I was a young man in Africa who could never hope to have an education.  But today, I am here to graduate from the University of Phoenix.  So for me, this is a testimony that a single act of generosity might change the world, and proves that nothing is impossible-not even for an orphan boy in Uganda.&#8221;</p>
<p>When the words ended from the stage, there was an extended moment of pure silence in the cavernous banquet room.  Then came the rapidly building crescendo of nearly deafening applause, punctuated by the entire audience rising to its feet in tribute to the speaker, who had, in his unassuming yet powerful way, delivered a profound message:  </p>
<p>             No dream is impossible.</p>

<p>I very warmly thank His Grace Archbishop Cyprian Kizito Lwanga for his very courageous stand on Buganda as evidenced in his very wonderful Easter message, his position on Kasubi Royal Tombs, and recently his very wonderful sermon at Lubaga Cathedral on Easter Sunday. Indeed the extra-brave Lwanga, well in the very eminent footsteps of his three very prestigious predecessors: Kiwanuka and Nsubuga, Wamala, has continued to portray his exemplary attitude as a prominent citizen and as a very responsible Metropolitan Archbishop of an Archdiocese in a place where culture and politics and religion are not only centre stage but also equally an interplay traditionally entrenched in the life and the history of the Archdiocese.</p>
<p>For the destruction of Kasubi Lwanga, just like Wamala did a few years back where there was a seeming profanation at the Tombs, is right to come out with his proposal for an independent thorough investigation into the arson. The featuring of a mental case called Joseph Musoke as being the culprit is shallow and hollow! Nobody in Uganda and in the rest of the world, where results and findings of a respected bona fide inquiry are eagerly waited, will accept such a loose nonsense! This Kasubi thing is universal and it must be taken very seriously! One may lie at home but he won’t lie abroad where the international media and top figure institutions are also slowly mounting their research into the silly fires.</p>
<p>Mengo’s proposal for a commission of inquiry has been very warmly welcome and will naturally be supported both locally and internationally! And how gratifying to see that they are thinking of a universally respected person like His Eminence Cardinal E. Wamala to head the Kasubi inquest! Where Wamala is, there is always truth, justice, serious-mindedness, common sense and extra lofty wisdom and maturity. A commission headed by such a person will do a very commendable work that will impress the whole world and its findings will not be scape-goated conclusions.</p>
<p>Let Uganda profit from this unfortunate Kasubi event to have a new realism on several other near related issues the Archbishop has regularly dwelt on in his sermons and other teachings. For example he has always given due respect to debate on federalism, human rights, respect to Baganda, etc. Indeed, there need be a federal constitution for the country as a matter of ensuring natural identity of citizens, development at regional level, more respect of individual citizens, etc. The Archbishop is already top grade on this question since even the respected leaders of many political parties have already cemented it in their elaborated election manifestos. And, fortunately to the Archbishop’s broad vision, three of these party leaders are non Baganda who enjoy a very special international prestige on the world political stage! A federated Uganda will be a very strong country and will be an asset to the future East African Community. Europe, for example, will one day be one independent sovereign nation but that won’t prevent a place like France to be part of the entity, joining in as France with its confederations like the Principality of Monaco, the Principality of Andorra, the Territory of Belforth, etc..each one continuing to enjoy its identity and other privileges as enshrined in the French republican constitution.</p>
<p>Any future regional union will embrace Uganda as a federated country that will bring in vigor, dynamism and political maturity! The departing British left Uganda with a note sounding loudly in their mind, that of a politically well settled Buganda enjoying full federal status with the Kabaka as full head of state of Buganda whose dignity wouldn’t be politically superseded by anybody. In this they wanted to conclude acts of invitation to missionaries and other developers sent thru Queen Victoria. And that’s probably why in 1962 there was a Buganda Independence Day on Oct 8, before the national one the following day. This was to politically solidify the position of Buganda and of the Kabaka in independent Uganda. And it had to be like this! And the Archbishop was right to call for a dialogue between Mengo and the Central Government to fully and duly re-examine this Buganda question which is very crucial to Uganda’s political life.</p>
<p>Federalism as studied and agreed on with fellow Ugandans will not be synonymous with tribalism. It will be a policy of nationalism respectful of all individuals’ rights and duties as equal citizens of Uganda. Those who blindly criticize Lwanga on this point, are a bit sleepy! What will they say on his strong stand against human rights abuses and the lack of respect to human life as embodied in our national constitution? The other time 30 people in just a mere 3 days lost their life in Kampala alone! Can’t our security forces take a leaf from their French colleagues who in 2005 were called in to quell incendiary riots mounted by groups of Arab youths all over the country and finished their exercise with a very commendable balance-sheet: just one casualty, an Arab boy shot in the leg by a stray bullet! And the authorities had even to set up a commission of inquiry to find the soldier who fired that bullet! When you are a soldier with a gun, think of one’s life first!</p>
<p>And now Ugandan prisons are still packed with those September youths! And soon, you never know, as election fever draws in, many DPs, UPCs, FDCs,etc will be keyed in Luzira (for the good of the country!) Anyway, in any case there is now resolve to see a free and fair election in Uganda.</p>
<p>Thank you Dr Lwanga. And thank you for having accepted to preside over prayers at the Royal Tombs! Any very thoughtful religious leader should have done this in order to show sympathy to the Kabaka, to the Baganda, to Ugandans, and to the international community who in that Mausoleum saw the exact spot where official royal missives were commissioned to ask for missionaries, educators, modern developers, etc. It wasn’t the first time prayers were conducted at Kasubi Tombs. I remember one day a Mass was celebrated in the vast compound during the funeral of a notable Catholic prince. It was encouraging to notice the presence of religious leaders from the Catholic church, the Anglican Church, the Orthodox Church, and the Muslim Community! These four religious groups have always been connected to Buganda and its history, and also to the Kabaka since time immemorial! Their presence at Kasubi was therefore very much appreciated by all! Thank you, our religious leaders for not failing us at this dead hour!</p>
<p>Thank you Dr Lwanga for all your courage during this midnight period in our nation’s history.</p>
<p>Long live Your Most Royal Majesty the Kabaka!</p>

<p>The sacred Kasubi Tombs were burnt during the night of Wednesday March 16, 2010. Within 36 hours after the tragedy on March 18, 2010, Katikkiro Walusimbi announced that a technical committee had been set up to “analyze what was destroyed and draw a reconstruction budget”.  The Katikkiro also announced a finance committee, a committee to organize the official mourning, a security committee, a publicity committee and a coordination committee. He also said that special committees were to be formed by clan leaders (<em>Abataka</em>) and royal family (<em>Abalangira n’Abambejja</em>). On the same day, Mmengo announced that an account named <em>Kasubi Royal Tombs</em>, number 2210600019 had been opened in Centenary Bank, where well-wishers could contribute.  Curiously, the Katikkiro did not announce a committee to find out what could be the cause of fire. Up to now, there is little evidence that either the NRM occupation government or Mmengo is working hard to find who torched the tombs.</p>
<p>The speed at which Mmengo moved to start collecting money for reconstruction without consulting the people of Buganda, seems to have upset many of the Kabaka’s subjects.  Some Baganda are so suspicious that they want Mmengo investigated because they are behaving as if they had plans to rebuild the tombs even before they were burnt (see, &#8220;<a href="http://www.bugandapost.com/main/archives/1826" target="_blank">Members of Buganda Royal Family Issue Statement on Kasubi – English</a>&#8220;, &#8220;<a href="http://www.bugandapost.com/main/archives/1976" target="_blank">Kasubi Fire Requires Independent Investigation, Archbishop Kizito Lwanga</a>&#8220;  and &#8220;<a href="http://www.bugandapost.com/main/archives/1873" target="_blank">Ekiba Kibe Joins Bataka, Balangira and Bazzukulu To Warn Katikkiro</a>&#8220;).</p>
<ul>
<li>The royal family issued their own statement to clarify that although Kasubi was for all Baganda, it was the sacred burial grounds for descendants of Ssekabaka Muteesa I.</li>
<li>Buganda clan heads and cultural leaders (<em>Abataka</em>) also expressed strong opposition to Mmengo’s plans focus on working with UNESCO and the NRM occupation government to restore the sacred Baganda tombs.</li>
<li>The Great Buganda Lukiiko resolved: “Olukiiko luyisiza ekiteeso eky’okuzzaawo Amasiro g’e Kasubi nga bwegaali era n’okugateeka ku mutindo” (“The Lukiiko has passed a resolution has passed a resolution to restore Amasiro g’e Kasubi [Kasubi Tombs] exactly they were and ensure that they up to standard”).  Note that the Lukiiko never spoke about modernization as the NRM controlled press is now claiming.</li>
<li>Abazzukulu ba Buganda questioned Mmengo’s qualifications to restore and ancient cultural structure like Kasubi Tombs. They point out that the Mmengo had not record of completing even smaller construction projects such Twekobe or <em>Bulange Plaza</em>. They also rejected the idea letting UNESCO lead the project.</li>
<li><em>Ekiba Kibe</em> radio in Boston, which often reflects the frustration Baganda in the diaspora have with the NRM occupation of their country, also strongly advised Katikkiro Walusimbi to ensure that the <em>Abataka</em> and the royal family take the lead since they were responsible for the existence of Kasubi Tombs.</li>
<li>The Catholic Archbishop of Kampala added a new angle when he called for an independent commission of inquiry and added that Mmengo officials are among those who must be questioned</li>
</ul>
<p>It is not clear if Katikkiro Walusimbi and his cabinet are willing to become more transparent and allow the citizens of Buganda and owners of the tombs to play a bigger role.</p>
<p>When we sent an email to request the opinion of our New York based analyst, he replied: “If Katikkiro Walusimbi and his team go ahead without proper consultation and support from Baganda all over the world, the project is likely to get stuck like <em>Twekobe </em>and they may not be forgiven this time. There is no reason why they should be rushing. This is not a simple construction project but a job of restoring Baganda’s souls. The process we follow is even more important than the building we will get.</p>
<p>“For example, in my opinion, they should organize seminars for Baganda clans at each <em>ssaza</em> headquarters and with the royal family, to explain the situation and listen to ideas. They should also have similar seminars in Johannesburg, London, Stockholm, New York, Boston, Washington DC and Toronto and other Baganda population centres.  This may take months but will ensure that every Muganda feels part of the project and can properly heal from the shock they suffered when the tombs were burnt. After that, even US$5M dollars could be provided by Kabaka’s subjects alone. Money from others would still be welcome but it would not humiliate Baganda. If Katikkiro Walusimbi and his men continue to make and announce decisions without wide consulting, I can assure Baganda will stand and watch and that will force Mmengo to rely mostly on money from the NRM government and foreigners.  Using NRM money to restore Kasubi is like selling the tombs. Remember that most Baganda blame Museveni and his NRM for the burning of Kasubi Tombs.”</p>
<p>In the mean time, according to sources in Mmengo, the largest contributors so far are: New Vision (Shs 20M); Habib Kagimu (Shs 10M); Museveni&#8217;s Gilbert Bukenya (US$10,000); Tumusiime Mutebire (Shs 10M); Museveni&#8217;s Apollo Nsibambi ($10,000); Nile Breweries Board (Shs 20M); Mahdvani Group of Companies (Shs 100M); Standard Chartered (Shs 50M); Coca Cola (Shs 15M); and James Mulwana (Shs 10M). As it turns out, several of these were also among the biggest contributors to Museveni’s last presidential campaign. At this pace, the Katikkiro and his cabinet might one day be accused of  restoring the Kasubi Tombs with NRM blood money and keeping Baganda out of the process.</p>

He condemned the culture of corruption and lies that has taken root during the NRM era, where political and religious leaders are liars, traders are cheats, doctors under-treat patients and teachers mislead students.</p>
<p>Archbishop Lwanga demanded that the truth must be told about important questions like the burning of Kasubi Tombs and Buganda’s quest for self-determination. And he called on the British government to become part of the solution:  “If we are to solve some of the burning questions like the Federo  issue, the British Government should assist us in explaining to the people of Uganda what they meant by giving Independence to Buganda on 8 October 1962 and also giving Uganda independence but also including Buganda on 9 October 1962.”</p>
<p>Dr. Lwanga, who is a Muganda, of Mmamba clan, questioned the importance that the police is putting on of claims by a mental patient called Joseph Musoke that he started the fire at Kasubi. He said an independent inquiry should question NRM government officials, Buganda government officials and even members of its royal family. He wants everyone who appears to be anti-Kabaka and anti-Buganda to be questioned, which includes political parties and security personnel.</p>

MP Erias Lukwago appealed to the head of the <em>Nkima </em>clan, whose title is <em>Mugema</em>, to disown Mirundi because of his anti-Buganda activities. Tamale Mirundi is one of president Museveni’s closest confidants, believed to be more important than vice president Bukenya is.  Lukwago, like Tamale, is a member of the <em>Nkima</em> clan.</p>
<p>If Mugema were to grant Lukwago’s request and expel Mirundi from the clan, it would mean that the presidential adviser would no longer be a Muganda. He and his children and grandchildren would have no clan, ssiga (sub-county) or mutuba. It would also mean that when Tamale dies, he would not be buried as a <em>Muganda</em> or have his last funeral rites (<em>lumbe</em>) authorized and officiated by Baganda clan officials.</p>
<p>The NRM’s Bukedde also reported that Tamale Mirundi dismissed Lukwago’s suggestion. He allegedly said that to him Baganda clans are like any other organization or association which brings people together. He compared clans to the Uganda Journalist Association (UJA) and similar organizations.</p>

			<content:encoded><![CDATA[<p>Below is the the Luganda statement that the Katikkiro of Buganda, Eng. JB Walusimbi, issued on the burning of Buganda&#8217;s sacred <em>Kasubi Tombs</em>. The main highlights of the statement are as follows;</p>
<ul>
<li>Katikkiro sends condolences to Ssaabasajja Kabaka Ronald Muwenda Mutebi II, ba Nnaalinnya, Abalangira  n’Abambejja, and the whole of Buganda.</li>
<li>The <em>Ekibira</em> section, the the remains of the former kings (Ssekabaka) are located suffered serious but limited damage.</li>
<li>The Buganda kingdom will officially mourn for the loss of Kasubi for one week, starting on March 22, 2010.</li>
<li>A committee of Buganda officials has already been formed to start investigating what materials and budget would be required to rebuild 130 year old highly unique structure.</li>
<li>A special session of the Buganda Great Lukiiko has been called to discuss the grave situation on March 22, 2010.</li>

<p><em>Burning down Buganda’s royal tombs is the kind of provocation that this government under the generalship of Yoweri Kaguta Museveni is hunting for (yes, Uganda is under military rule—case in point, see Museveni’s martial strut after the Bududa landslides dressed in army uniform with a Kalashnikov across his chest).</em></p>
<p><em>This military president and his bush war comrades know they are getting close to the sensitive nerve that their armed-to-the-teethtribalistic government is hunting for in Buganda.</em></p>
<p><em>In fact, all their criminal acts against the people of Buganda are carefully thought-out stratagems to deprive the kingdom of its cherished culture and freedoms:</em></p>
<p><em>What with rigged elections, corruption, a malicious constitution that denied us our right to a federal system of government, murdering our Kikubo business corps and blaming it on armed robbers, burning our schools, grabbing our lands and creating false chiefdoms within our kingdom, and making business and economic progress nigh near impossible for the people of Buganda.</em></p>
<p><em>Destroying Buganda’s sources of revenue and now this arson….. The result shall be insurrection!<br />

<p><em>Such is the nerve that Museveni is probing for, prodding us into rebellion; his UPDF/NRM government is provoking us to go into the swamps as we protest these injustices so that they can unleash their lethal police force under Gen.Kayihura, and their illegal militias under the command of the likes of that madman Maj. Kakooza Mutale, and their kiboko-AK47-squads of the Banyankole-Batutsi element of UTODA, and of course the deadly beast of death that General Kaguta’s UPDF is (ask the people of Luwero, Acholiland, Teso, and Karamoja) .</em></p>
<p><em>Yes, these Musevenite armies are planning to grind Buganda and its king into smithereens.</em></p>
<p><em> And as Museveni’s blood brother, John Nagenda said, “there will not be a Buganda to make noise about but a Ruritanian jeremiad of an opera to amuse the republic.”<br />
Long live the Kabaka.</em></p>
<p><em>The four insurgent generals are stalking your every movement with deatth.</em></p>

The much revered Kasubi tombs were burnt to the ground by unknown arsonists around 8:30 PM. According to eyewitness reports, the grand structure which housed the remains of four Buganda kings (Bassekabaka) and other members of the royal family, was set alight by people who intended to finish it. Interestingly, the two NRM government fire trucks which responded to the fire, turned out not to have any water , making them useless. This, combined with the fact that Uganda government security men tried to disperse the crowd of Baganda who tried to bring water in buckets, has left many of Kabaka’s subjects bitter.</p>
<p>Four Kabakas (Bassekabaka) are buried at Kasubi tombs, namely:</p>
<p>1.  Muteesa I (1835-1884)</p>
<p>2.  Basamula Mwanga II (1867-1903)</p>
<p>3.  Daudi Chwa II (1896-1939)</p>
<p>4.  Fredrick Walugembe Muteesa II (1924-1969)</p>
