Notes and English Translations By Buganda Post Writers

On October 29, 2009 Ibrahim Ssemujju Nganda, one of the most prominent pro-Buganda journalists in Uganda announced that he had joined FDC. Prior to the announcement, Mr. Ssemujju was known to be relatively independent of Ugandan political parties although he showed sympathy for FDC and JEEMA and openly opposed the NRM. For details of  Ssemujju’s announcement see “SSEMUJJU NGANDA: Why I have joined FDC” or visit the Observer website at www.observer.ug.

English

Our son Ssemujju, we were shocked to hear that you officially announced that you are FDC and will now take your orders from the Muhororo Mukiga Kiiza Besigye his Mulaalo ‘katula kebisse buka’ (‘sweet looking bitter pill’) Winnie.  Although I don’t know who to read English, I have been very proud of what you write because the young people here translate well for me. And before the mad man closed our radio station, I would never miss listening to you on the “Kiriza Oba Gaana” (”Take It Or Leave It”) program. You have left both me and my wife in a very bad situation because we were confident that you are an intelligent man who knows the history of Buganda. And that you know that foreigner, from the time of the British with Muteesa I to Museveni with Mutebi, are always fighting to take Buganda off the map. That Mukiga will also use you like condoms and afterwards throw you away in trash. Do you really think that when it comes to discussing sensitive FDC matters Besigye or Winnie Byanyima will do it in the presence of a Ngo clan member Ssemujju?

Son, the dirty part of an elder’s eye is what sees. That is why I am begging you to rethink your decision and go slow with these foreigners. Really, what is the big difference you expect between Museveni and Besigye? Son, think about it, if Besigye wins as you believe, who is going to get all the important jobs? In case you don’t know, let me tell you that Bakiga will eat more but, overall, everything will stay with the westerners. On Buganda issues, he will simply deny having signed any agreements as Museveni has done. Because, if Baganda get the 1962 Federo plus the 9,000 square miles they may develop very fast. No foreigner in Uganda, whether Mukiga, Langi, Munyoro or Musoga would allow it. Even if a Muganda like Haji Nasser Ssebagala wins, he will not allow it.

All along, we were sure that your heart is with Buganda and Ssabasajja Kabaka. Son, were we misled? That is because, though both of us are Muslims, we know that running to marry a second wife when you have money problems and your first wife is sick, is ridiculous. It pains us that up to now you had a clear agenda so that even if the NRM people gave you problems, the reasons would be clear. Now, what is you agenda except to praise and promote Besigye? And if they inject you with funny chemicals, will it be for Bakiga and Balaalo?

We shall pray to God to give you peace and, if possible, to open your eyes so you can understand that Uganda politics is a case of ‘lubaale mubbe’ (”the bag is empty”). These people, including Besigye, are all of one family and they came to ransack Buganda. Even when the fight over FDC or NRM politics, don’t get too involved because  ‘ab’oluganda bita, bwebikonagana tebyatika’ (”brothers are like wine gourds, when they knock each other they never break.”)

Baganda Expose Museveni’s Luweero Massacres At The UN

Baganda Protesting at UNOn Wednesday, September 23, 2009, about 100 Baganda from Boston, New York, New Jersey, Connecticut and Pennsylvania, together with one Acholi, loudly demonstrated against President Museveni at the United Nations headquarters in New York. They denounced Museveni’s NRM government for its repressive occupation of Buganda, massacres in Luwero during Obote 2 regime, corruption and incompetence. Notably, the Baganda were joined by one Acholi, a brother of UN official, Olara Otunnu. This is despite the big support which Baganda gave to Acholi’s during demonstrations against the genocide that Museveni permitted in Northern Uganda. Basoga, Banyoro, Iteso and other Ugandan populations who are huge victims of  the NRM government’s policies were nowhere to be seen.

The demonstrations were prompted by the NRM government’s recent restriction of Kabaka Mutebi’s freedom of movement within his kingdom and the massacre of over 20 Baganda which followed the Kabaka’s subjects resisted. Later Ggwangamujje NY/NJ issued a statement that declared Buganda to be under armed occupation by the NRM and its collaborators.

There was drama when Uganda’s ambassador to the UN, Ruhakana Rugunda, and Museveni’s secretary and lover, Amelia Kyambadde, unknowingly walked in the direction of the Baganda demonstrators. One demonstrator shouted, “Omubi Omukiga Rugunda wuyo!” and the whole group, energized, start shouting accusations at the two Museveni staff. Visibly surprised and seemingly scared Rugunda and Kyambadde veered away as they continued to walk past the crowd.

This is the first time that Baganda have demonstrated against a Ugandan government over the issue of Buganda political rights. The demonstrations were organized by members of Ggwangamujje Boston and Ggwangamujje NY/NJ. Another, larger, demonstration is planned for Saturday in Boston, where Museveni is scheduled to be chief guest at this years’ NRM Gala. At the Gala, Museveni is expected to, among other things, thank his USA based NRM cadres like Elizabeth Musaazi, Nakku Senkeeto, Edirisa Kironde, Moses Kalemba, Zabasaja and Senoga (see “Descendants of I. K. Musaazi, Kulubya and Yusuf Lule Risk To Promote NRM In America“) for taking over UNAA.

Kampala Businessman Delivered 50% of the Land He Sold To NSSF

Amos NzeyiOn September 16, 2008, Uganda’s parliamentary committee on Commissions, Statutory Authorities and State Enterprises heard that the Uganda National Social Security Fund (NSSF) received title to about 50% of the land that it bought from Kampala businessman, Amos Nzeyi and security minister Amama Mbabazi. One John Busungu of Geomap Surveyors, who were contracted by NSSF to survey the land, testified to the committee that the land titles for Plot 12 and Plot 20, representing 249.94 acres out of a total 463.87 or just over 50%, were still in the names of Amos Nzeyi. Mbabazi and Nzeyi sold the land, located at Temangalo, Busiro County, at a whopping US $15,000 per acre.

The NSSF contracted Geomap Surveyors to survey the land prior to completing the deal. Musungu informed the committee that after surveying the land, he had warned the NSSF that the land was mostly a swamp. However, according to him, NSSF officials told him that the swamp and marsh was OK since they could serve as a green belt in their housing projects.

The controversial land sale by Nzeyi and Mbabazi to NSSF is under investigation by parliament because of allegations that it was rife with corruption and influence peddling, especially by influential Banyarwanda and Bakiga government officials. Mbabazi is a Mukiga from Rukungiri in Kigezi. According to the evidence presented so far, bidding for the land was not open, thus violating the Public Procurement and Disposal of Public Assets (PPDA) law. Ezra Suruma, another Mukiga, Minister of Finance and co-owner of a commercial bank with Mbabazi, is reported to have authorized suspension of the PPDA law.  A government valuer also reported claims that the land was grossly overvalued, especially since much of it is swamp and marshes.

In another twist, President Museveni jumped into the fray earlier this week. Museveni intervened to support Amos Nzeyi, referring to him as a private businessman who cannot be blamed for simply selling his property. One Kampala political analyst sees Museveni’s support for Nzeyi expected in these times of unlimited government arrogance. He told this reporter, “Museveni and Nzeyi go way back over 10 years when they worked together to cheat Ugandan share holder in the Pepsi Cola bottling company and take it over without investing anything. On that, add the fact that he is a Munyarwanda.”
