Recently promoted and married Capt. Frank Musisi of the United States Army, has sent a press statement to Buganda Post, describing that has been going on in his life the last few months.  In his statement, Capt. Musisi talks about his wedding in Kampala, his appointment by Katikkiro Walusimbi as a funds mobilize for Kasubi Tombs and his appointment to the rank of Captain in the United States Army. It appears that Mmengo never took the trouble to explain to Capt. Mu Musisi that it is not proper in Buganda to make public reports that mix information about Kabaka’s work (e.g., fund raising for Kasubi) with personal stories like weddings or job promotions.

I send greetings to you and your families as we approach the Memorial Day weekend in just seven days.

 I must apologize this appreciation could have come sooner but I hope you will understand that this delay in writing was beyond my control.

 Now that I am back in Los Angeles after a two-week tour that took me to Fresno (California), Atlanta (Georgia), and Dallas (Texas), I must say that I was humbled by the hundreds messages of support, messages of congratulations and encouragement that have been sent to me over the last two months for the events that have taken place in my life. These included the following: 

• Our wedding that took place in Kampala, Uganda in March
• Being appointed the Buganda Kingdom Special Mobilizer for funds in the U.S. for Kasubi Royal Tombs
• Promotion to the rank of Captain in the United States Army.

 Our Wedding: My wife Betty and I extend our thanks to you for the contributions, support and hours of preparations that many of you put in to ensure that we had a very successful wedding in Kampala on March 27^th, 2010 at the Lubaga Cathedral followed by a reception at Hotel Africana. Our sincere appreciation to the Frank and Betty Musisi wedding Committee headed by Mr. Siraje Mugambe of Los Angeles and his entire team together with the Uganda committee headed by Mr. J.B.  Appointment as: Buganda Kingdom Special Mobilizer for funds in the U.S. for the restoration of Kasubi Royal Tombs 

Ladies and gentlemen, I must thank the Ssaabasajja Kabaka, the Katikkiro and his leadership, and the people of Buganda Kingdom for this appointment. As a Muganda, a Ugandan and an African immigrant in the U.S. who prides myself in preservation of our culture and norms, I must say that I accepted this great responsibility with honor and humility. This is a task I don’t take lightly and I am very confident that with your support as expressed in your congratulatory messages to me, we will be successful towards this noble cause. As we morn the loss of our Muzibu Azaala Mpanga we must remember that we will be judged by what we do rather than what say towards cause. Having attended the Special session of the Lukiiko on 22^nd March and Kasubi Tombs Prayers on the 26^th March as a speciall guest, it give me a sense of understanding and appreciation of the magnitude of the work to be done. I was indeed touched and overcame with emotion when I visited the gutted Kasubi Tombs, it is unimmaginable what happened to this ancentral place. We must do everything in our power and means to rebuild it! Gutusinze nnyo ayi Ssaabasajja Kabaka! Gutusingidde ddala, Tetwasobola kukuuma Kasubi! 

 To this I must commend volunteers that have stepped forward and joined the Kasubi Royal Tombs Restoration Fund Committee, to be used as a vehicle to raise funds under the office of the Buganda Kingdom Special Mobilizer in the United States. More volunteers committed to this work are welcome and being integrated into the committee as we move on this selfless patriotic assignment.  The official launch of this noble cause will take place this coming Memorial Day weekend on Sunday, 30^th May 2010 in Los Angeles, California at the Taj of India Restaurant on (14062 Burbank blvd, Van Nuys CA 91401 at 7:00PM.

 I must also commend the work done so by Ggwanga Mujje in Boston, NY/NJ, and Washington DC towards the Kasubi Tombs. I also thank the Ssaabasajja Kabaka’s Representatives in the USA and Canada for the work they have done and continue to do towards supporting the restoration of the Kasubi Royal Tombs. Many other community organizations and friends of Buganda in North America, and Europe that are contributing toward this cause are appreciated.

 As we have done since I returned to the U.S. by going to Fresno, Atlanta and Dallas we will be visiting several cities and states mobilizing, sensitizing and coordinating with friends of Buganda about this noble cause. Over the next weeks and months we will take our work to several different communities, organizations and businesses in North America articulating Buganda Kingdom issues to ensure that we raise funds for the Restoration of Kasubi Royal Tombs and we hope that many of you will join with us.  Our pledge that funds donated/contributed for Kasubi Royal Tombs will be used only for this purpose we will be governed by transparence, accountability and disclosure to ensure confidence and trust.  At this time, I call upon all Baganda and friends of Buganda in the Diaspora to unite and support us during this very difficult time in our Kingdom’s history. Special thanks to Colonel Steven Hartman my former boss who spared time to come and decorate me with the new rank. The pro-NRM government pornographic newspaper, Red Pepper, has printed a questionable story claiming that Lt. Frank Musisi is in Uganda on the invitation of Ssabasajja Kabaka. The paper which was sponsored by president Museveni’s brother Salim Saleh said that Musisi flew into Buganda on Sunday at the head of a 4-man delegation for secret talks with the Kabaka. However, the story might be fake because information we have seen solid evidence that Lt. Musisi came to Uganda for only one reason – get married. The Red Pepper story has spread fast around the Baganda Internet discussion groups and it is expected that Lt. Musisi will respond may be even before his wedding

The Buganda Post reporters in Kampala have not been able to establish if Lt. Musisi even spoke to Red Pepper at all or if Red Pepper made up the story based on a press release that Musisi and others issued on March 19th (see “Frank Musisi, Dennis Kavuma And Others Start Kasubi Fund“). What the Red Pepper said is:

A brother to late Serwanga Lwanga (who was President Museveni’s PPS), Lt Musisi is a petroleum expert and works with the logistics department of the US army. The committee working with him to raise the US$1m comprises of CBS MD Kaaya Kavuma’s son, Dennis Paul Kavuma.

Others are William Senkumba (heads Catholic Ugandans in US), Moses Male, Gwanga Mujje’s Aurthur Sembuusi, Damiano Kigoye, Denis Nyondo (publicity), Prossy Kabogooza (treasurer) and Siraje Mugambe who heads the Organization of Ugandans living in California. By press time, US$133,755 had been secured in both cash and pledges. It includes Lt Musisi’s US$3,755 and US$55,000 the New Jersey chapter pledged to deliver on Tuesday.

US Army Lieutenant Frank Musisi has responded to the Buganda Post story about the January 26, 2010 Baganda demonstration at the UN, for which Ugandan in Diaspora International (UIDI) deceptively claimed responsibility. Our January 28, 2010 story asserts that UIDI did not organize the Baganda demonstration, that UIDI took photos at the demonstration and manipulated them to suggest that UIDI had organized the demonstration, and that UIDI principals include Lt. Frank Musisi, James Kabonge, James Semakula, Michael Muganga, Fred Kambugu and Kawunde Miti (see “Anti-Museveni Diaspora Organization Faces Accusations of Deception“).

In his strongly worded email response.Lt. Musisi accuses Buganda Post of trying to “divide Lt. Musisi and Baganda” with its stories about him. He then lists what he calls the facts, highlighting his US Army career, his incorruptibility, his principles on dealing with the NRM occupation government and Olara Otunnu, and his charity work in Kalangala, Ssese county.

Notably, Lt. Musisi does not deny that he is one of the key members of UIDI or that UIDI attempted to deceptively take responsibility for a demonstration that was organized by Baganda who are not its members. Nor does he demand any form of apology or retraction from Buganda Post.

Anti-Museveni Diaspora Organization Faces Accusations of Deception

I just want to give you some advice that you need to do some home work and due diligence before you post such lies and make yourself a total full. I want to let you know that I know all of you and the people writing all the garbage. This started right after I visited Mengo and was well received, your intention is create a wall between Lt. Musisi and Mengo but you will never succeed. I am above the frey and all the games, I am not the one to eat this “Kanyeebwa”! Good luck to you, but not Lt. Musisi to buy this one! I have a little bit of training!

My advice is that when you write anything about me, you need to do some due diligence and a little bit of homework, before you embarrass yourself more in future. A courtsey of a phone call to me or an email would have saved this embarrasment!

The last time you wrote about me was that, “Buganda Conference to endorse Lt. Musisi for President in Uganda”! Now you are implicating me more in some deceptive roles! You must be on a very serious campaign to divide Lt. Musisi and Baganda, your tactics are below the belt and won’t succeed. I will continue to work and help Buganda regardless of your desire and intention to create a wedge between me and Buganda.

Facts:

I was on military assignment from January 22- 24 in Dallas, TX and then back at my office in Los Angeles on 25 January. Never participated in of the Demonstrations.

1) I  am NOT a member of any political party in Uganda, not even a single one and do not subscribe to any. The day I will join Ugandan politics everyone will know and I don’t need to hide myself. It will be in broad day light.

2)       I have never and will never sell Buganda’s interests as you imply.

3)       I am only involved in non-profit organizations/work that are/is helping Ugandans both in Uganda and those here in the U.S. Just last month I was involved in an immigration court in Boston helping fellow Baganda to gain stay in the U.S. and I am very proud to say that I was able to help them in them in thier time of need. This is the type of work that excites me and the one you need to writing about, but not creating divisions amongst Baganda. I am working hard to fight HIV/AIDS in Kalangala District and that’s were my emphasis is right now and I would encourage you to write about that work on: www.siaap.org I know through this work I will be able to touch many people and help Buganda and Uganda. I challenge to write a positive article about this work in Kalangala because it will help better serve the Baganda and Buganda you claim to love.

4)       Dealing with Uganda Government, and my dealings are never secret. I have always and will always deal with the Uganda without compromising my integrity, character and professional and nothing will stop me! Dealing with the Uganda government is not a CRIME, only those who go there to sell Buganda and take bribes are the ones we should condemn, but not Lt. Musisi who is voicing voices of the  voiceless! My goal is to present majority views without compromising my integrity and professinalism, I am INCORRUPTIBLE! NO ONE CAN BRIBE ME!

5)       I don’t work for the Uganda government and I have never been paid/bribed by the Uganda government. My paycheck is from the U.S. Army and not the Uganda Government!

6)       There is nothing wrong with Baganda including myself in dealing with Olara Otunu or any Northern brothers and sisters, if I chose to, but that does mean selling out Buganda. I know why you are writing this nonsense, your goal is to create a wedge between tribes! Your major intention is divide Baganda in the Diaspora but I personally won’t be one of them. I have been dealing with our Northern brothers for a long time and last year I toured the Acholi land and I have no regrets.

7)       I am sorry I am extremely very busy with my work, as one of the Mobilization Action Officer for my Unit I am extremely very busy with no time to engage in this time wasting activities of yours. But your intention is to divide Baganda but you will not succeed. I don’t know why you involve myself in activities that I never participated in.

On November 4, 2009, one Caroli Mpoza sent an email to the Uganda Community in Washington DC, inviting them to the first meeting on UNAA Washington DC 2010. Mr. Mpoza identified himself as UNAA DC Planning Committee Chairman. For those who needed further information Mr. Mpoza suggested that they contact him or Omulangira Fred Kalema-Musoke or Omulangira Michael Kimbugwe (Kalema’s son). Fred Kalema is the Kabaka’s representative in the Washington DC area.

Mpoza’s email did not sit well with a large section of Baganda in the Washington DC area, who do not recognize Mr. Moses Wilson as the fairly elected president of UNAA because they insist that he beat Lt. Frank Musisi with the help of NRM style vote rigging. James Kabonge, a long-term resident of Washington DC represented some of these upset Baganda when he responded to Mpoza’s invitation with a tough “shut up already” email on November 5, 2009. Not mincing words, Kabonge said, “I am disappointed in all of you who are supporting the current UNAA-NRM administration, and even helping them to plan 2010 convention,” in reference to Moses Wilson’s administration. Kabonge further promised:  ”I am going to work to see a change in Uganda , and NRM government extension worldwide, and I ask peace and non corrupt Ugandans to join me in this mission.”

The two emails from Caroli Mpoza and James Kabonge are reproduced at the end of this story.

In the meantime, Flex Kabuye, who was a distant third in the UNAA vote for president, went ahead and formed his own breakaway alternative to UNAA by early October,2009. According to sources in Texas, Kabuye, who is widely called “Seya” due to his weak command of the English language, has already started plans for his own Uganda conference in September 2010. The conference is reportedly planned for Atlanta, Georgia and further details are expected to appear on his website www.flexkabuye.info.

Although Kabonge did not reveal if and where he and his supporters might hold a Uganda conference, many Baganda in North America and Europe are raising questions about 2010 Ugandan conference in North America.  It is not clear how many Ugandan conferences will be held and what  issues they will focus on. Becuae the political situation in Uganda is also very volatile, it is difficult even to guess how much the NRM will invest to influence or scatter any of the Uganda meetings.

Based on the emails we have received about the UNAA split, it appears that a growing number of Baganda are losing faith in the ability of UNAA, FDC, DP or UPC or the Uganda Parliament to help Buganda out of  NRM “captivity”. For example, one email said: “In Chicago I thought that Buganda issues were at last getting some attention. But after seeing over 100 NRMs, DPs and UPC from Uganda come to influence the vote, I think that neither UNAA nor DP or FDC can deal with my interests as a Muganda.”

In a related development, on November 14, 2009 the organizers of Ttabamiruka distributed an email promoting the Buganda Conference on December 17, 2009. The email also said that Ttabamiruka ‘10 “will build on the outcome of the Buganda Conference.” More details about Ttabamiruka ‘10 are found on their website at www.ttabamiruka.com.

How can we change Uganda if we are supporting what went on in Chicago ? How can we complain about Museveni’s corruption and voter fraud and yet we allowed the fraud that he exported from NRM in Uganda to Chicago convention?

We are condemning Museveni, yet we are supporting his agents and their actions, in my poor understanding of life ” that is double standard”

As one of the founding member of UNAA, I am disappointed in all of you who are supporting the current UNAA-NRM administration, and even helping them to plan 2010 convention. Some of you have been in New York , Boston , and DC demonstrations against Museveni’s Government for corruption, fraud, and democracy and, yet you are supporting his Government extension in America which UNAA-NRM, THIS IS WRONG.

In the demonstrations, some of had signs saying that MUSEVENI MUST GO, yet you are now  saying MUSEVENI WE LOVE SO MUCH AND WE ARE SUPPORT YOUR UNAA-NRM  GOVERNMENT EXTENSION HERE IN USA, ” this is wrong and we are watching.

According to a Boston based improvised radio station, using multimedia SMS messages to broadcast, Kabaka Mutebi will shortly travel to South Africa on November 10, 2009, to visit his subject Betty Nambooze. The SMS broadcast, which one of our readers downloaded and emailed to us, carries the “Ekiba Kibe Program”, presented by Robert Kabuye. In a charismatic brave voice Kabuye first announces that Betty Nambooze is in terrible medical shape and appears to face certain death. Apparently, because “her intestines fast disintegrating.” Kabuye repeats what Nambooze has said for years now, that Museveni’s security people injected her with some suspicious chemical when she was in police custody.

Also in the SMS Kabuye, who keeps saying “Museveni must go” throughout his broadcast, claims that Kabaka Ronald Muwenda Mutebi will travel to South Africa on Tuesday this week, to visit Betty Nambooze Bakireke. We have not been able to independently confirm if Nambooze is facing certain death or whether Ssabasajja will indeed travel as Mr. Kabuye says. Mr. Kabuye has made himself a name as a very effective communicator, who has mastered the multi-media SMS technology. His messages get to hundreds of Bagadna phones in the USA, Europe, Uganda and other countries. Sources also tell us that Mr. Kabuye is a very strong supporter of Frank Musisi, the former UNAA president. Indeed he intially started his SMS radio to campaign for Musisi when he was running for UNAA president. The same sources tell us that Mr. Kabuye’s energy and excellent communication skills also did a lot to get over 300 to attended the recent Emergency Buganda  Conference, organized by John Mayanja (see “Resolutions of the Buganda Emergency Meeting in Boston on October 17, 2009‏”).

In another related story, the people of Buganda were gripped by anxiety, anger and despair over the weekend after rumors spread by text messages that Betty Nambooze had died. Our source in Kayembe, near Nakasero market, told this writer: “The situation was tense and we feared that if the rumors got confirmed, anything could explode. The problem is that one could not tell where the rumor started. And because of the CBS Radio shut down we did not know who to listen to. Now, we have gotten to know that in fact the rumor was intentionally spread by ISO on instructions from Museveni’s statehouse.”

According to our Boston sources, Lt. Frank Musisi of the USA army told the Buganda Emergency meeting on October 17, 2009 that president Museveni is paying Buganda Post to write malicious stories about him (Musisi). Lt. Musisi was apparently referring to an October 17, 2009 posting which said that both at UNAA Chicago and a Los Angeles Baganda conference, the USA army officer had claimed that he was leading the Buganda cause in America (see “Muliika And Frank Musisi To Headline Boston Buganda Emergency Conference“). Apparently, fully aware that the Buganda Post story was accurate, Lt. Musisi never told his Boston audience what Buganda Post had written which inaccurate, let alone malicious.

On October 17, 2009, over 300 angry Baganda from Boston, New York, Washington DC, California, Kampala and many other places attended the one day conference. Several sources told us that it was nothing short of an intense indoor demonstration against Museveni’s NRM dictatorship. It must have given Deputy Katikkiro Ssendaula a real headache (see “”). By far, the phrases which attracted the most standing ovations were,”Ssabsajja awangaale” (Long live Ssabasajja [Kabaka]” “Buli mbuzi ku nkondo yaayo” (”every goat back to its home peg”), “Teli kuteesa!” (”No negotiations”), “Ettaka lyaffe eribe tujja kulibajjako”(”we shall reclaim the land they have stolen from us”) and “Museveni must go!”.   By all measures, the conference was very successful in proving that Baganda love their nation and Kabaka. And that most Baganda are tired of the anti-Buganda Ugandan politics.

One attendee, who requested that we do not disclose her identity, described the meeting to us in an email as follows:  ”At the beginning I got confused because I thought that this was an emergency meeting, may be to decide how to deal with Museveni land grabbing. But for the first  two hours, people were talking about Buganda history and how Federo is good for other regions too. To me it was starting to sound like a Uganda emergency conference.”

The attendee continued: “However, things changed when one light skinned gentleman called Kintu spoke about the real problems of Buganda. In my opinion, that is when the conference really started.  Mr.   Kintu asked Baganda to stop fearing independence and power. He mocked those take the attention off Buganda’s interests to support Uganda’s fake politicians, mbu because they have military or international exposure. He got the biggest applause when he said, ‘Abo bannabyabufuzi bemwesibako bali recycled, tebalina kyebayiinza kutukolera mu lutalo luno” (”All those [political figures] you are standing behind are recycles materials, they cannot do much for us in this war”).  Everyone shouted loudly when he told us to stop mincing words when discussing Buganda’s enemies, and said we must not fear to name them.  And the audience started shouting Apollo Nsibambi, Gilbert Bukenya and Edward Ssekandi.”

According to our source Mr. Abed Bwanika, who previously stood against Museveni for president also got some people excited but, unfortunately, he never clearly said what he wanted. “He said a lot of things about how Museveni and his NRM have looted Uganda and have caused Baganda to suffer, but I never heard him firmly say that he is 100% for Federo or that he is for Buganda independence. To me it was clear that Bwanika wanted our support because he is a Muganda, but what can he realistically give us back, even if he became president?”

Owek. Dan Muliika and Lt. Musisi were the main speakers, as Buganda Post had reported earlier. Our source told us that Owek. Muliika as usual never disappointed. He gave a wonderful speech and explained that Museveni has no legal power to force the current constitution of Uganda on us. The different parts like Buganda, Toro, Acholi, Lango, etc., which formed Uganda must sit together now and agree on how to go forward. They can agree on Federo or even agree on ‘buli mbuzi ku nkondo yaayo’. Musisi, who is very popular in Boston, excited people when he said that Museveni must go. However,  he confused some of us when he started claiming that his life was in danger because of his stand on Buganda. Without explaining, he told us that Museveni plans to kill him but that he was not afraid of going to Uganda. Then he claimed that Museveni was paying Buganda Post to publish stories about him. The problem is that, at UNAA, Musisi really claimed that he was going to lead the fight for Buganda. Now, in Watertown, he was asking us give him financial support but it was for his personal hospital in Ssese, not for Kabaka’s programs.”

In a related development, we can report that all Kabaka’s representatives in North America did not attend the Boston conference, except the Acting representive for New England, a Mr. Jane Lwanga. However, Ggwangamujje DC and Ggwangamujje NY/NJ sent strong delegations, although none of them spoke at the conference.

When asked to comment on Mr. Musisi allegations, Buganda Post’s chief moderator and editor, Omulongo Nakato, said that it would be stupid for Buganda Post and Musisi and engage in verbal battles. “We try to do everything we can to maintain unity among Baganda. Also, occasionally we might make mistakes and will admit them. However, we stand by our story that, in front of many witnesses both at UNAA Chicago and in Los Angeles, Lt. Musisi claimed leadership of Baganda in America. And he and certain supporters of his made it clear that they wanted the Boston Emergency conference to announce one Muganda to carry Buganda’s flag in the Museveni’s 2011 elections. Mr. Musisi should listen to all the promotional SMS messages for the conference. If Museveni paid Buganda Post to write lies against Musisi, then he (Musisi) should specify what we wrote which is not true.”

For several days this week, a letter has been circulating on Baganda Internet discussion lists, allegedly written by Peter Sematimba, offering the NRM advice on how to weaken CBS FM Radio.  The alleged letter, which was supposed to be highly confidential, is addressed to the minister for Security in the NRM occupation government, Amama Mbabazi. It refers to a previous discussion on the subject with David Mafabi of Museveni’s state house.

Our state house sources most familiar with the activities of David Mafabi were not aware of any specific contacts between Sematimba and Mafabi. However, they confirmed that,  since the Kayunga civil disturbances, Mafabi has gotten more involved in activities to subdue Baganda. The source said: “Since the Kayunga riots, even Museveni now knows that Kabaka Mutebi could take him down, if he had enough bright and brave people in Mmengo to support him (Mutebi).  Because state house staff know that Museveni was shaken,  each one is trying to show that they have the best idea about how to isolate the Kabaka, scare the few bright and loyal Mmengo officials, strenghthen JB Walusimbi and disorganize the Baganda youth and Diaspora movements. In this environment, it would not be surprising if two money hungry people like Sematimba and Mafabi cooked up juicy deal along the lines of this letter. But I have no information to confirm it.”

On Sematimba’s part, he declined to reply to our email message, sent to the address he uses for business, info@superfmstation.com, inquiring if he could confirm or deny the letter. Calls to his radio station numbers 041- 272777 / 0782-222885 also got a “Boss is not in office” response.

On reading the anti-Buganda letter, a leading Buganda analysts based in New York,  claimed that serious Baganda should only be happy when Buganda’s enemies are exposed like this. He explained: “Many so called intelligent Baganda are still subconsciously slaves to the belief that a foreigner like Museveni or Besigye will save them. Others are equally delusional by thinking that some fast talking Muganda president of Uganda, like Abedi Bwanika or Samuel Lubega or Frank Musisi will help. Such Baganda are either ignorant or afraid to face the fact that Museveni and his Banyankore and Rwandese kin have ransacked the Uganda experiment. It  is a failed state! So, what does Uganda have to offer to Buganda anymore?”

The analyst continued: “What would stop Bwanika or Musisi from becoming a Sematimba once he gets power? The more intelligent Baganda know that a Muganda president of Uganda will have to go anti-Buganda, in order to maintain support from the other groups, who are uniformly anti-Buganda. This letter by Sematimba, is good for demonstrating that, Mulondo, Nsibambi, Bukenya, Mulwaanyamuli, Katende, Sekandi and Tamale Mirundi were not the last to betray Buganda. More like Bwanika, Musisi and Lubega are coming, only they might even be worse than Muwanga. The only way out is independence for the Buganda Kingdom. Fortunately, the younger Baganda who are the majority seem to instinctively understand it and that is why they are 100% behind Kabaka Mutebi.”

 RE: INPUT ON THE IMPACT OF THE CLOSURE OF FMs AND THE WAY FORWARD.

     Honorable minister, we discussed with Mr David Mafabi (office of the president) regarding the closed Radio stations, and i raised several issues with him which I present to you and may as well share with the powers that be at an appropriate time.

 First, I wish to express my reservations for the Broadcasting council for not doing enough to forestall the mess in the electronic media especially the fm stations more so in view of what befell the country .

  As much as we have endeavored to set standards at Super fm, we have been let down by our competitors who either out of fear for positive competition or deliberately for failing fulfill the requisites of professional broadcasting.

 With regard to the three closed stations, its my belief that the major protagonists are CBS and AKABOOZI while SUUBI FM is a nonentity in this jigsaw. It’s my conviction that you critically focus with CBS and AKABOOZI given their burgeoning presence in the FM industry.

Both FMs are a sister act especially with regard to violating the ethical code of conduct as per the press and journalist act 1995 and electronic media statute 1996 as well as the broadcasting council guidelines put in place for the electronic media to adhere to.

 We at Super FM can use this time of relative normalcy before the closed FM stations  are re-opened to fix the situation both on behalf of Government and the party as well as check on the activities of the broadcasting council on their part.

  Action Plan

I request that through your office you create a special desk where you can identify NRM cadres who can ably articulate party/ Gov’t issues on the air waves.

If this is implemented, am ready to offer a weekly program preferably during the day in fulfillment of this mission.  This will help us mobilize.

 Honorable, we are aware of the imposing status of these two stations and the expected new sense of belonging upon re-opening I think that there is a need to covertly reduce their influence in the industry.

 The stations will re-open with a bang and every listener will naturally want to associate with them after all this time in suspension. Its against this that if  no advance counter measures are put in place the bubble will bust  and you might not achieve the goal of their closure.

  For instance you can do this by demanding that they unconditionally shuffle various presenters in unfamiliar programs, i.e. from presenters to newscasters and vice versa.

  By so doing, you can institute an “independent” survey to rate FM stations and am positive that  the programs will be rating low after some time or/ and even most of the presenters will be disenchanted by the new set up  and may end up thinking twice.

Through this scheme, we can make amends by promoting those stations that are on the same page with the system

(e.g Super FM) and by the time they re-organize it will be after months when we have steadily set off.

  Alternatively, like we discussed with Mr. Mafabi, we can sweet talk a couple of presenters and draw them to the realization of not risking their careers and instead switch to the operating radio such as Super FM.

Personally am targeting two from CBS FM and two from AKABOOZI. For the fact I know that the management of both stations cannot agree to sack their prized presenters for the sake of re-opening them because they form the basis of their popularity.

 But I can assure you that if we cunningly implement snatching them away, it cannot take long before these presenters are beaten into line with what we want.

We has suggested with Mr. Mafabi and Tamale Mirundi that I make a presentation on the above issues so that I can give you a more practical picture on the way forward on this matter for the continuity.
