March 16, 2010 will be a day to remember for all future generations of Buganda; it will be a day of mourning. The much revered Kasubi tombs were burnt to the ground by unknown arsonists around 8:30 PM. According to eyewitness reports, the grand structure which housed the remains of four Buganda kings (Bassekabaka) and other members of the royal family, was set alight by people who intended to finish it. Interestingly, the two NRM government fire trucks which responded to the fire, turned out not to have any water , making them useless. This, combined with the fact that Uganda government security men tried to disperse the crowd of Baganda who tried to bring water in buckets, has left many of Kabaka’s subjects bitter.

Four Kabakas (Bassekabaka) are buried at Kasubi tombs, namely:

1.  Muteesa I (1835-1884)

2.  Basamula Mwanga II (1867-1903)

3.  Daudi Chwa II (1896-1939)

4.  Fredrick Walugembe Muteesa II (1924-1969)

Although there is no word yet on who set the sacred Baganda royal cemetery to fire a vast majority of Baganda lay the blame squarely on Uganda’s president Yoweri Museveni.  Many point out that Mr. Museveni has laid siege on Buganda since 2009, putting travelling restrictions on Kabaka Mutebi,  shooting dead  over 30 Baganda who protested when the Kabaka was stopped from visiting Kayunga (Bugerere), closing Radio Buganda and persecuting many of the Kabaka’s officials.

On October 29, 2009 Ibrahim Ssemujju Nganda, one of the most prominent pro-Buganda journalists in Uganda announced that he had joined FDC. Prior to the announcement, Mr. Ssemujju was known to be relatively independent of Ugandan political parties although he showed sympathy for FDC and JEEMA and openly opposed the NRM. Our son Ssemujju, we were shocked to hear that you officially announced that you are FDC and will now take your orders from the Muhororo Mukiga Kiiza Besigye his Mulaalo ‘katula kebisse buka’ (‘sweet looking bitter pill’) Winnie.  Although I don’t know who to read English, I have been very proud of what you write because the young people here translate well for me. And before the mad man closed our radio station, I would never miss listening to you on the “Kiriza Oba Gaana” (”Take It Or Leave It”) program. You have left both me and my wife in a very bad situation because we were confident that you are an intelligent man who knows the history of Buganda. And that you know that foreigner, from the time of the British with Muteesa I to Museveni with Mutebi, are always fighting to take Buganda off the map. That Mukiga will also use you like condoms and afterwards throw you away in trash. Do you really think that when it comes to discussing sensitive FDC matters Besigye or Winnie Byanyima will do it in the presence of a Ngo clan member Ssemujju?

Son, the dirty part of an elder’s eye is what sees. That is why I am begging you to rethink your decision and go slow with these foreigners. Really, what is the big difference you expect between Museveni and Besigye? Son, think about it, if Besigye wins as you believe, who is going to get all the important jobs? In case you don’t know, let me tell you that Bakiga will eat more but, overall, everything will stay with the westerners. On Buganda issues, he will simply deny having signed any agreements as Museveni has done. Because, if Baganda get the 1962 Federo plus the 9,000 square miles they may develop very fast. No foreigner in Uganda, whether Mukiga, Langi, Munyoro or Musoga would allow it. Even if a Muganda like Haji Nasser Ssebagala wins, he will not allow it.

All along, we were sure that your heart is with Buganda and Ssabasajja Kabaka. Son, were we misled? That is because, though both of us are Muslims, we know that running to marry a second wife when you have money problems and your first wife is sick, is ridiculous. It pains us that up to now you had a clear agenda so that even if the NRM people gave you problems, the reasons would be clear. Now, what is you agenda except to praise and promote Besigye? And if they inject you with funny chemicals, will it be for Bakiga and Balaalo?

We shall pray to God to give you peace and, if possible, to open your eyes so you can understand that Uganda politics is a case of ‘lubaale mubbe’ (”the bag is empty”). These people, including Besigye, are all of one family and they came to ransack Buganda. Even when the fight over FDC or NRM politics, don’t get too involved because  ‘ab’oluganda bita, bwebikonagana tebyatika’ (”brothers are like wine gourds, when they knock each other they never break.”)

London, UK: What has Owek. Walusimbi Delivered?

If I remember correctly, the former Katikkiro of Buganda, Owek. Daniel Muliika held Ddamula for 20 months. In that short time, he did many things for his nation. He recovered the land titles for many important Buganda lands across the kingdom. He crashed the Ssemwogere/Museveni regional tier poison and stopped the scam by Mpalanyi Nkoyoyo, Apollo Nsibambi and ‘others still at large’ to divide and sell pieces of Kabaka’s Lubiri to Sudhir and Salim Saleh. But most important, he woke Baganda youth up to understand that Museveni and his NRM were determined to make Baganda slaves or refugees in their own land.

Now, my question is, what has Engineer JB Walusimbi done so far? He cannot claim the 2008 Buganda Conference because it is former acting Katikkiro Ssendaula who copied that idea from the Baganda Ttabamiruka in USA.  The only thing Katikkiro Walusimbi talked consistently about for months is his Museveni funded Omumuli program where he even got Kabaka to distribute maize seeds.  Except now that few farmers planted those seeds he is quiet on Omumuli. The rest of the time, the Katikkiro has either been in secret meetings with Mr. Museveni or complaining against any Muganda who does not love the NRM. Seriously, what will Owek. Walusimbi tell us he has done for Buganda after twenty months in office, which will be a few months from now? And I mean for Buganda, not for Museveni!

California, USA: Buganda Leadership Vaccum

The leadership gap in Mengo is putting Buganda at a very big risk because even here in the diaspora we are starting to have NRM and fake Baganda take over our organizations.  In London, Boston and Washington DC we now have people who are much more loyal to NRM and Museveni than to Namulondo, taking over Baganda organizations.

Ai Ssabasajja we were first shocked to hear that some people who are suspected to be  funded by Uganda tax payer money disorganized the Gwangamujje of Boston elections two month ago. Then came word that  during the Gwangamujje of Washington DC elections a few weeks ago they allowed non-members, visitors and even children to vote.  Unbelievable but true is the fact that the returning officer who supposedly ruled all these irregularities legal (NRM style) is Omulangira Kalema, the Kabaka’s representative in Washington DC.  This taking over of Baganda organizations is already paying off for Mr. Museveni and his people. I have read news that his ambassador Perez Kamunanirwe has been invited to preside over Buganda Day on June 27, 2009. Yet, when Buganda Day was started in DC, it was to remember Baganda heroes, starting with Ssekabaka Luwangula Muteesa II, who have died while defending your kingdom against Ugandan governments.

Magulunyondo, what is happening in London and USA with Balangira betraying Namulondo and some Baganda thinking that they cannot do anything without involving NRM or Banyankore and Banyarwanda is a result of “the surrender” at Mengo.  Cuucu, we pray that God may bless and guide you to a decision that can deal with the weak leadership at Mengo.

Below is a statement that was released by the Bunyoro Kingdom on May 24, 2009. A highly reliable source in Mmengo has told us that there have been no plans for Kabaka Mutebi to visit Ndaiga as the statement claims. She warned that this is may be a ploy by Ford Mirima, who is often carrying out state house directives, to distract Baganda onto yet another random topic. The official added: “I am not speaking for Kabaka’s government but, personally, I think Banyoro should start asking themselves what will happen when Baganda youths camp at Kakiri or Luweero to stop their Omukama from proceeding to Kampala. Togayanga kyeziinze! ”

Bunyoro kingdom to demonstrate against Kabaka visit to Ndaiga

Dear Editors;

Bunyoro-Kitara Kingdom May 22, 2009 issued a statement saying the kingdom is to join Mubende Banyoro Committee on June 5, 2009, to demonstrate against among others things, the planned June 25, 2009, Kabaka Mutebi’s visit to Ndaiga to cement Buganda Kingdom’s claim on the Mailo Akenda part of (3000 sq miles) which is in Buyaga and Bugangaizi counties of Bunyoro-Kitara.

The statement issued by the Katiikiro, Mr. Yabezi Kiiza, says if the Kabaka wants to assert Buganda’s ownership of land in Kibaale District which is the land the Uganda Constitution says the Kabaka must surrender under the Land Fund in the Uganda Constitution, the Kabaka will be breaching the Uganda Constitution. The katiikiro says these counties were connstitutionally transferred to Bunyoro-Kitara kingdom. So, Buganda has no say in them.

The Katiikiro’s statement follows a resolution adopted by Mubende Banyoro Committee on May 11, 2009 in which they wrote to the Inspector-General of Police seeking permision to demonstrate peacefully against Government failure to return Banyoro land as the referendum of 1964 decrees.

Octoebr 8, 2008 Kabaka Ronald Muwenda  was stopped by Police from visiting Buruuli county where he was going to celebrate Buganda’s independence Day. The Baruulli warned him not to go there before he got persmission from the Isaabaruuli, Mwogezi Butamanya. He defied the Baruuli. whereupon they deployed the youths to stop him. The Uganda Government through the Police stopped the Kabaka from going to Nakasongola.

Last week Buganda Government made arrangments for the Kabaka to visit Bunyala county (Bugerere) but the Banyala, through their Cultural Head, The Isaabanyala, Captain Kimeze, warned him not to step in Bunyala unless he has official permission from the Isaabanyala, the  Cultural head.

In in1961 the late Kabaka of Buganda, Sir Edward Muteesa used force to visit  Buyaga county,at Karutguuza, where the Banyoro had warned him not to go. there. The Banyoro erected roadblocks to stop him, but the Kabaka, using  Kawonawos, stormed the road blocks and went to Karuguuza Market where he found Banyoro buying and selling goods and he shot and killed nine Banyoro, including the Market Master, Ntogota.

Today Buganda Kingdom says the Kabaka is going to go, by force, to Bunyala county, and to Ndaiga. The Banyoro are already mobilising themselves to stop the Kabaka from going to Ndaiga.

On May 11, 2009 the Lukiiko (National Assembly) of Buganda sat to discuss a draft of the proposed new land law from Mr. Museveni’s government. Below the Luganda press release by the Buganda minister of Lukiiko Affairs and Information, followed by an English translation (by Buganda Post).

Reaction to the resolutions by ordinary Baganda have been mixed. On one extreme are the polititicaly aware men and women who are not afraid of President Museveni and are frustrated by, what they claim to be the cowardice reflected in the resolution. One of these is one Kampala businessman who said: “It is a shame that while our forefathers and Muteesa II died for Buganda, today’s Lukiiko is even afraid of making Museveni angry by stopping to beg him for our stolen property”. And on the opposite side are those who insist that if we carefully and respectfully tell Mr. Museveni what Buganda wants, he will one day be kind and give everything back to us. This group includes Uganda prime minister Apollo Nsibambi, Vice President Gilbert Bukenya and other staunch supporters Katikkiro JB Walusimbi and Buganda minister Charles Peter Mayiga.

RESOLUTIONS OF THE BUGANDA LUKIIKO – MAY 11, 2009

The Buganda Lukiiko which has sat today on May 11, 2009, has fully understood the presentation by the Attorney General of Ssaabasajja Kabaka’s Government on the draft new law intended to govern land administration in Uganda. After discussion, it has been resolved as follows:

1.  Although  there are many important questions which have been addressed in the latest draft of the proposed law, many important issues that negatively affect Buganda remain, which require careful further study and analysis before we can reach comprehensive agreement on how land administration should work in Uganda.

2.  The [Uganda] central government still holds a lot of land that was stolen from Buganda and it would be nice for Buganda to participate in the debate on the law after that land has been returned to its rightful owners, and that includes the 9,000 square miles of [Buganda] native lands, real estate for ssaza (county), ggombolola (sub-county) and miruka (parish) headquarters and all that is ours (“Ebyaffe”), including office estates.

3. The Lukiiko has requested the Katikkiro of Buganda to communicate these resolutions to the [Uganda] central government which sent the draft proposed land law, along with the additional details which have been documented by the Attorney General of the Buganda Government.

MINISITA W’ENSONGA Z’OLUKIIKO N’AMAWULIRE

As Mr. Museveni’s Presidential Press Secretary, John Tamale-Mirundi is an employee of the Government of Uganda. Furthermore, when Mirundi speaks to news and other public media on political topics without explicitly saying that it is his personal opinions, then he speaks on behalf of Mr. Museveni. Mr. Museveni’s government is now sponsoring programs on Uganda FM radio stations where Mirundi delivers venomous anti-Baganda and anti-Kabaka propaganda messages under the guise of teaching about the ugly history of Kabaka Yekka (KY) political party.

The underlying theme of Mirundi’s statement of various Kampala FM stations is to create the image that Baganda are a dangerous and violent people who committed atrocities through their political party KY. Ignoring internationally famous NRM government corruption and election violence, Tamale “teaches” his audiences that Baganda, through their Kabaka Yekka (KY) party rigged elections in 1962 and unleashed violence on their opponents. He states arbitrary number of victims, even if they are very low compared to the numerous atrocities that the government appointed Uganda Human Rights Commission has cited against Mr. Museveni’s government.

In veiled attacks on Ssekabaka Fredrick Walugembe Muteesa II, Mirundi belittles KY for having uninspired and unprofessional leadership, without vision. Ironically, Tamale-Mirundi, who represents one of the longest ruling and most corrupt African dictators, keeps telling his listeners  that “the problem with Ssekabaka Mutesa II was that he was not willing to accept any leader to be above him.”

To defend the frequent government bribing of members of Mr. Museveni’s parliament, Tamale Mirundi makes wild claims that  Ssekabaka Mutesa II also bribed MPs to make him President of Uganda. Tamale offers no evidence, only relying on the fact that in President Museveni’s Uganda, the average person thinks that rampant corruption and bribery was usual even in 1963.

When we asked a New York (USA) based Muganda thought leader to comment on Mirundi’s crusade, he warned Baganda to wake up to the fact that Mirundi’s statements could be a step towards anti-Baganda violence that might compete with the Rwanda genocide. He said: “During Ttabamiruka ’08 a few of us were concerned about symptoms of possible genocide in Buganda. Unfortunately, Katikkiro Walusimbi and his cabinet boycotted the conference, so there was no opportunity for us to engage Mmengo on this serious issue. Ironically, Museveni who had no friends at Ttabamiruka, was smart enough to send minister Nankabirwa, Tamale-Mirundi,  MP Kakooza and a few spies.

Now,  these radio lessons by Tamale sound like what Habyarimana’s government taught on radio before the Rwandese genocide. It is worrying that, abusing and belittling Baganda is slowly becoming the norm, so much that senior Baganda officials in Mr. Museveni’s government which does it (e.g. Nsibambi, Sekandi, Bukenya and others) still get a friendly reception at the highest level in Mmengo. This misplaced sense of reality among Baganda is why so many genocides come as a total shock to the victims.”

Media Propaganda

According to recent commentators the news media played a crucial role in the genocide: local print and radio media fuelled the killings, while the international media either ignored or seriously misconstrued events on the ground. The print media in Rwanda is believed to have started hate speech against Tutsis which was later continued by radio stations. According to commentators anti-Tutsi hate speech “became so systemic as to seem the norm.” The state-owned newspaper Kangura had a central role, starting an anti-Tutsi and anti-RPF campaign in October 1990. In the ongoing International Criminal Tribunal for Rwanda, the individuals behind Kangura have been accused of producing leaflets in 1992 picturing a machete and asking “What shall we do to complete the social revolution of 1959?” – a reference to the Hutu revolt that overthrew the Tutsi monarchy and the subsequent politically orchestrated communal violence that resulted in thousands of mostly Tutsi casualties and forced roughly 300,000 Tutsis to flee to neighboring Burundi and Uganda. Kangura also published the infamous “10 Hutu Commandments,” which called upon Hutus to massacre Tutsis, and more generally communicated the message that the RPF had a devious grand strategy (one feature article was titled “Tutsi colonization plan”).

The United States DOD has defined an occupied territory as:

Territory under the authority and effective control of a belligerent armed force. The term is not applicable to territory being administered pursuant to peace terms, treaty, or other agreement, express or implied, with the civil authority of the territory.

We argue that even a casual but sober review of Uganda’s political history should lead to the conclusion that the aggrieved people of Buganda, under their Kabaka (king) have a case to declare their nation an occupied territory under the authority of a belligerent armed force.

• Fact: Buganda has internationally recognizable boundaries that in 1967 were not in dispute by any of her neighbors (Tanzania, Busoga, Bunyoro, Ankole, Tooro and Lango).
• Fact: The natives of Buganda constitute a distinguishable nation, with distinct cultural practices, national language and customary laws that developed over more than 500 years ago.
• Fact: In 1962 the civil government of Buganda, headed by Kabaka of Buganda, entered a legal agreement (Uganda Constitution of 1966) with other nations and populations in colonial Uganda to federate and gain independence as a single country.
• Fact: In 1966 Prime Minister Obote and his supporters, without consulting Buganda’s civil government or population, illegally overthrew the Uganda Constitution with the use of armed forces. The then Kabaka, Muteesa Walugembe, was exiled to the UK where he died under suspicious circumstances.
• Fact: Between 1966 and 1986 various warlords, including Obote, Idi Amin and Museveni captured Uganda state power through the violent and illegal use of arms.
•  Fact: After Yoweri Museveni captured power by the force of arms in 1986 he organized an exercise to develop a new national constitution that would return the governance of Uganda to a legal status. The flagship activity of the constitution making exercise was the independednt Odoki Commission (leg by Justice Odoki) which collected information that would be properly address the aspirations of all the people in Uganda.
• Fact: According to the “Odoki Report”, over 90% of the people of Buganda explicitly demanded that they be governed under federal form of government which prevailed before the overthrow of the 1966 Uganda constitution.
• Fact: Museveni, Bidandi-Ssali and their supporters illegally (under natural law) broke the terms of the constitution making process and administratively invalidated the demands of the people of Buganda and introduced an experimental substitute that they dubiously name “decentralization”.
• Fact: Since 1986 has, through decrees and targeted laws, constructed a legal system that is selectively punitive to Buganda, her people and her civil leadership, the Kabaka institution. One example is the currency reform decree which devalued the Uganda Shilling by 90% in an environment where Baganda held over 60% of all cash wealth in Uganda. Another example is the 1998 Land Act which set “mailo” land rent (nearly exclusivel found in Buganda) to less than 1$ (US) regardless of size and freely gave away Buganda’s 9,000 square miles customary lands but not those of other nationalities.
• Fact: Museveni, Tinyefunza and their accomplices have issued numerous public statements over radio in newspapers threatening to “destroy” elements of Buganda’s civil leaders, calling Buganda leaders “hyenas”, reminding Baganda that “you don’t have the guns”, telling Kabaka Mutebi to fire Buganda leaders “who don’t agree with Government” and even reminding Baganda of the “1966 crisis” when the 1962 constitution was overthrown.
•  Fact: Buganda’s civil leaders (Kabaka’s Government), with overwhelming support, are only demanding that Museveni and his supporters stop the injustices again the people of Buganda – return the 9,000 square miles and other properties and restore the only form of governance that Buganda has ever willing accepted (federal).

Over the weekend of July 19, 2008 the people of Buganda held a national conference (Lukiiko Ttabamiruka) to discuss the issues of land, poverty and governance which confront them. The Uganda government seems to have underestimated the conference until, on July 18, 2008, one Buganda official, Lubega Ssegona, eloquently’s spoke about its expected results in front of Government agents.

Unexpectedly powerful speeches by Kabaka Mutebi, his wife Nnabagereka Nagginda and others seem to have created virtual panic among Government officials and their Baganda collaborators, resulting in one of the most ill conceived political decisions by Museveni since he came to power. The government arrested Betty Nambooze, Peter Mayiga and Lubega Ssegona (detainded just before the meeting) to preempt further political damage. And in the process handed Baganda nationalists the strongest case so far that the Uganda government considers any expression of Buganda nationalism as a crime. Evidence that Buganda is all but occupied by a belligerent force that will not tolerate and use force against the national aspirations of the native population. Isn’t Buganda under armed occupation?
