We thank God for having led us successfully through the year 2009 which has not been an easy one for almost very one of us.

We extend our sincere sympathies to all those people who witnessed various challenges during the course of the year.

We however congratulate all Christians around the world for having reached this day of Christmas.

At the same time, we wish all our people a peaceful ending of the year 2009 and entering the New Year with great courage and strength.

The experiences in the past year should act as a symbol to our people that we still have a long way in building a strong Buganda and Uganda as a whole.

Our leaders, right from the village levels still have a very huge task in fighting evil acts that are slowly infiltrating through our people at a very high speed which include among others corruption, murder, hatred towards working, to much interest for outings, isolating one another and being selfish.

At the moment, almost 95% of the youths in this country are unemployed. We should stop blaming them and instead task our leaders to draw a lasting solution to this level of unemployment. There should be ways of how these youths can be assisted to either obtain jobs or helped to use their brains to become beneficial to this country.

We have closed this year with Buganda Conference which was held last week under the theme “Federalism for Uganda”. We hope that the resolutions of this conference will form a strong basis for the negotiations and consultations to come later as we look forward to a democratic leadership for our country

Kabaka Mutebi and His Man Kyanjo Save Baganda Dignity At 2nd Buganda Conference

JB_Mao_KanyeihambaA Muganda lady lawyer who attended the December 17, 2009 Buganda Conference in Kampala sent me an email expressing her family’s disappointment with how far the organizers went to please Museveni and foreigners (banamawanga), with little regard to what ordinary Baganda want. The learned sister says that it hurt her and her husband that, although the conference was supposed to be a Buganda Conference it appeared that fewer than 100 of the about 800 attendees were ordinary Baganda.  However, she also acknowledges that the speeches by Kabaka Mutebi and Hussein Kyanjo ultimately made the conference worth the registration fee that she and her husband paid and more.

Below are excerpts from the lawyers four and one half  page long email.

Buganda Conference Was A Wrong Name

 “It was easy to tell that a significant percentage of the attendees  were foreigners (banamawanga). There were some Banyoro, North people and others. But not so many Banyankore cattle keepers (the balaalo)  as you would think. It was remarkable that the people who appeared to be real Baganda were overwhelmingly well to do businesspersons, lawyers, politicians and fully employed city types. Clearly, fewer than 100 were ordinary Baganda from Ngogwe or Nyendo or Ndejje. To that end, Apollo Makubuya and the Katikkiro should have been truthful and called it the Kampala Uganda Conference.”

  “It made me boil to hear this Acholi man with a Chinese name (Mao) set us conditions for getting Federo, as if he is some type of political god. He said, ‘If you Baganda want Federo, you must package it so that other Ugandans don’t think that you are claiming to be special’ and, as you would expect, he got thunderous applause from the foreigners present. I think every self-respecting Muganda must have felt like me; belittled. How dare that Mulugwaala tell me that, Baganda must never achieve their fundamental human right to self-determination until they convince him that they are ‘not special’? I think this Acholiman was in a team with Kanyeihamba, the Munyankore cattle keeper, who similarly talked down to Baganda like small children. Essentially, Kanyeihamba, who should know better because he is an experienced lawyer, also told us to do a better job convincing other Ugandans that we deserve our self-determination rights.  As if that was not enough,  Katikkiro Walusimbi used the same exacts words in his highly apologetic speech, ‘Buganda does not seek a special status’. Our Katikkiro, who sounded like he is ashamed to be a Muganda, seemed to be reading from the same exact script as Kanyeihamba and Mao.”

 “Then there was the insane looking man called Mutale, who came as Museveni’s main representative. You could tell Museveni intentionally sent this unkempt man, simply to unnerve those easy to scare attendees of the conference. It was not easy to understand his English all the time but he threateningly told us that our discussions were meaningless because we did not have power. His people, presumably Museveni and Banyankore, are the ones with the guns and the power. This man looks like he escaped from an asylum, but the Apollo Makubuya and the Katikkiro, who must know him, chose to give him a platform to desecrate an event attended by our Kabaka and Nnabagereka?”

“The truth is that there were some good and clearly pro-Buganda speakers, including retired Katikkiro Dan Muliika and other Baganda elders. However, you could feel an air of conspiracy among the Baganda speakers to be ‘polite and not upset the foreigners’ regardless of  their provocations and patronizing towards Buganda.  At the same time, you could also sense that the foreigners, both speakers and in the audience, had a sense of heightened confidence that the Baganda were at their mercy.

“The man who gave us real hope was the handsome young Moslem and proud Muganda, Hussein Kyanjo, who made some of the ‘bakungu ba Kabaka’ look like champion cowards.  First, he directly rubbished Museveni’s crazy man Mutale by telling him that, because power comes from the people, the unpopular NRM government has lost power and resorted to using force to remain in control. Then, to the apparent discomfort of some of the well fed ‘bakungu ba Kabaka’, Mr. Kyanjo said it loud and clear that dictatorships force citizens to resort to violence and that is what may have to happen in Uganda. However, he added that Buganda must seriously look at secession as a way to avoid war.  It is Kyanjo’s words that helped us keep our dignity as Baganda in the face endless apologies by our ‘bakungu’  to those Bakaramajo, Banyoro, Balaalo, Bakiga, Banyarwanda and Bakonjo for being Baganda and special.”

“At an intellectual level, probably most offending speaker was Bidandi Ssali, the man who engineered the still birth death of Federo in 1995 with his Decentralization fraud. I believe that Museveni would not have been able to deny Buganda Federo in 1995 were it not for Bidandi Ssali’s rabid hatred for monarchies.  And I agree with my husband that Bidandi Ssali’s current pretention are not because he loves Federo or Buganda but only because, with the current Katikkiro and Mengo cabinet, any Federo Buganda might get would be cosmetic and might drastically weaken the Kabaka.  We think that this man is one of the most treacherous Baganda alive today.”

 “Kabaka Mutebi made all the wait and pain worthwhile. He gave a brief but sweet speech. Ignoring Museveni’s incessant warnings about so called ‘cultural leaders’ getting involved politics, the Lion of Buganda declared that Buganda was nation even before the British colonialists came. That the colonialists could not kill Buganda. And that, even when Obote abolished the kingdoms in 1967, Buganda remained alive.

“Further ignoring Museveni’s Regional Tier nonsense, the stern toned Kabaka reminded everyone that according to the Odoki constitutional committee, over 90% in Buganda and a healthy majority of other parts of Uganda demanded a federal form of government. He challenged those opposed to Federo to explain why they are denying people that basic right. Oh, this man, our Kabaka, is a real leader. Without him, Buganda would have been sold to Museveni a long time ago. Awangaale Ssabasajja! I left the conference feeling OK because, clearly, Ssabasajja and his man Hussein Kyanjo has salvaged our dignity and made the conference worthy much more than the $10 registration we paid each. ”

Questions About 2010 Uganda American Conferences As UNAA Starts DC Plans

On November 4, 2009, one Caroli Mpoza sent an email to the Uganda Community in Washington DC, inviting them to the first meeting on UNAA Washington DC 2010. Mr. Mpoza identified himself as UNAA DC Planning Committee Chairman. For those who needed further information Mr. Mpoza suggested that they contact him or Omulangira Fred Kalema-Musoke or Omulangira Michael Kimbugwe (Kalema’s son). Fred Kalema is the Kabaka’s representative in the Washington DC area.

Mpoza’s email did not sit well with a large section of Baganda in the Washington DC area, who do not recognize Mr. Moses Wilson as the fairly elected president of UNAA because they insist that he beat Lt. Frank Musisi with the help of NRM style vote rigging. James Kabonge, a long-term resident of Washington DC represented some of these upset Baganda when he responded to Mpoza’s invitation with a tough “shut up already” email on November 5, 2009. Not mincing words, Kabonge said, “I am disappointed in all of you who are supporting the current UNAA-NRM administration, and even helping them to plan 2010 convention,” in reference to Moses Wilson’s administration. Kabonge further promised:  ”I am going to work to see a change in Uganda , and NRM government extension worldwide, and I ask peace and non corrupt Ugandans to join me in this mission.”

In the meantime, Flex Kabuye, who was a distant third in the UNAA vote for president, went ahead and formed his own breakaway alternative to UNAA by early October,2009. According to sources in Texas, Kabuye, who is widely called “Seya” due to his weak command of the English language, has already started plans for his own Uganda conference in September 2010. The conference is reportedly planned for Atlanta, Georgia and further details are expected to appear on his website www.flexkabuye.info.

Although Kabonge did not reveal if and where he and his supporters might hold a Uganda conference, many Baganda in North America and Europe are raising questions about 2010 Ugandan conference in North America.  It is not clear how many Ugandan conferences will be held and what  issues they will focus on. Becuae the political situation in Uganda is also very volatile, it is difficult even to guess how much the NRM will invest to influence or scatter any of the Uganda meetings.

Based on the emails we have received about the UNAA split, it appears that a growing number of Baganda are losing faith in the ability of UNAA, FDC, DP or UPC or the Uganda Parliament to help Buganda out of  NRM “captivity”. For example, one email said: “In Chicago I thought that Buganda issues were at last getting some attention. But after seeing over 100 NRMs, DPs and UPC from Uganda come to influence the vote, I think that neither UNAA nor DP or FDC can deal with my interests as a Muganda.”

In a related development, on November 14, 2009 the organizers of Ttabamiruka distributed an email promoting the Buganda Conference on December 17, 2009. The email also said that Ttabamiruka ‘10 “will build on the outcome of the Buganda Conference.” More details about Ttabamiruka ‘10 are found on their website at www.ttabamiruka.com.

It is an insult to me and a lot of Ugandan to legitimize the current UNAA-NRM Administration and even to make it worse, to support them in planning a UNAA-NRM convention in my backyard.

We are fighting corruption, fraud and democracy, and yet we are supporting UNAA-NRM Chicago corrupt and fraud administration.

I am disappointed with friends, and people I know nation wide, who are claiming that they want to see a change in Uganda and yet they are the key supporters or participants of UNAA-NRM DC convention and their agents. Museveni/NRM is laughing at us.

How can we change Uganda if we are supporting what went on in Chicago ? How can we complain about Museveni’s corruption and voter fraud and yet we allowed the fraud that he exported from NRM in Uganda to Chicago convention?

We are condemning Museveni, yet we are supporting his agents and their actions, in my poor understanding of life ” that is double standard”

As one of the founding member of UNAA, I am disappointed in all of you who are supporting the current UNAA-NRM administration, and even helping them to plan 2010 convention. Some of you have been in New York , Boston , and DC demonstrations against Museveni’s Government for corruption, fraud, and democracy and, yet you are supporting his Government extension in America which UNAA-NRM, THIS IS WRONG.

In the demonstrations, some of had signs saying that MUSEVENI MUST GO, yet you are now  saying MUSEVENI WE LOVE SO MUCH AND WE ARE SUPPORT YOUR UNAA-NRM  GOVERNMENT EXTENSION HERE IN USA, ” this is wrong and we are watching.

I am going to work to see a change in Uganda , and NRM government extension world wide, and I ask peace and non corrupt Ugandans to join me in this mission.

Charity begins at home, let us start with UNAA-NRM administration, and end up in Lwakitura.

Champions Write To Museveni About Imprisonment of Homosexuals

Museveni PointThe Champions for an HIV-Free Generation (Champions) have asked president Museveni of the occupation Uganda government to be careful about the likely ramifincation of two contravesial NRM bills on AID and Homosexuality. Museveni’s NRM government is quietly pushing for passage of the two bills by Uganda’s rubberstamp parliament.  In a letter signed by Festus Mogae, the Champions chairman, the group tells Museveni that, if passed, the NRM laws, which include imprisonment for those convicted of homosexuality, would go against international human rights standards and best practices for combating AIDS.

The Champions for an HIV-Free Generation is a group of former African presidents and other influential personalities, have agreed to meet this challenge by advocating for a renewed and revitalized response from our regional leaders, with a focus on proven HIV prevention measures. It is chaired by Festus Mogae, former president of Botswana. Members include Desmond Tutu, Benjamin Mukapa and others. On behalf of the Champions for an HIV -Free Generation, I send you warmest greetings and best wishes.

We, the Champions for an HlV-Free Generation, are on a mission to exchange ideas and encourage stronger and more visionary leadership in response to the HIV and AIDS epidemic in Sub Saharan Africa. Our mandate is to promote key policy, legal, cultural and behavioral practices, as well as messages that help accelerate the social outcomes needed to achieve an HIV-free generation.

The first is a draft Bill, the “Anti-Homosexuality Bill 2009,” recently introduced by a private member’s motion in the Parliament of  the Republic of  Uganda. Among the most disturbing  provisions of the bill are: Incarceration for any person convicted  of  ”homosexuality”; a sentencing of death for anyone with HIV convicted  of  ”aggravated homosexuality”; incarceration for “promotion of homosexuality”; criminal penalties that apply to citizens and permanent residents living outside of Uganda; and declaring null and void any “international  legal instrument whose provisions are contradictory to the spirit and provisions enshrined in this Act:”

The second Bill that has come to our attention is the draft “‘HIV and AIDS Prevention and Control Bill,” currently under debate in the Uganda Law Reform Commission. Many positive aspects of the bill exist, including provisions against discrimination of people with HIV and AIDS in schools and at places of work. However, one provision of the Bill stipulates incarceration for offenses related to the “breach of safe practices of HIV prevention.”

Your Excellency, we respectfully express our concern at the provisions referenced in these two Bills and fear that passage of such legislation, which deviates from international best practice and recommendations, could lead to increased stigma and discrimination against people living with HIV and AIDS and the groups most vulnerable to the epidemic.

The 2001 UN General Assembly Special Session (UNGASS) Declaration of Commitment on HIV and AIDS, adopted by all UN Member Stares, emphasized the importance of addressing the needs of those “at the greatest risk of, and most vulnerable to, new infection as indicated by such factors as … sexual practices.” At the 2006 High Level Meeting on AIDS, the Member States reiterated their commitment underlying the need for “full and active participation of vulnerable groups … and to eliminate all forms of discrimination against them … while respecting their privacy and confidentiality.” Furthermore, assessments conducted by UNAIDS for the General Assembly have confirmed that stigma, discrimination and criminalization faced by men who have sex with men are major barriers to the movement for universal access to HIV prevention, treatment, care and support.

UNAIDS has recommended that governments respect, protect and fulfill the rights of men who have sex with men and address stigma and discrimination in society and in the workplace by amending laws prohibiting sexual acts between consenting adults in private, enforcing anti-discrimination, and promoting programmes for men who have sex with men who may be especially vulnerable to HIV infection.

With respect to the “HIV and AIDS Prevention and Control Bill”, UNAIDS and other international best practices recommend against HIV -specific criminal laws, laws directly mandating disclosure of HIV status, and other laws which are counterproductive to HIV prevention, treatment, care and support efforts, or which violate the human rights of people living with HIV. Inappropriate or overly­ broad application of criminal law to HIV transmission creates a real risk of increasing stigma and discrimination against people living with HIV, thus driving them further away from HIV prevention, treatment, care and support services.

Your Excellency, the Champions for an HIV-Free Generation believe that positive action by both government and individual leaders of stature, like yourself, can help create environments that promote HIV prevention efforts and behaviour change. We humbly ask that you take action to halt the harmful provisions in the draft Bills cited in this letter, and by doing so, preserve the rights of all Ugandans.

Baganda SMS Radio Says Kabaka Going To Visit Nambooze In South Africa

Betty NamboozeAccording to a Boston based improvised radio station, using multimedia SMS messages to broadcast, Kabaka Mutebi will shortly travel to South Africa on November 10, 2009, to visit his subject Betty Nambooze. The SMS broadcast, which one of our readers downloaded and emailed to us, carries the “Ekiba Kibe Program”, presented by Robert Kabuye. In a charismatic brave voice Kabuye first announces that Betty Nambooze is in terrible medical shape and appears to face certain death. Apparently, because “her intestines fast disintegrating.” Kabuye repeats what Nambooze has said for years now, that Museveni’s security people injected her with some suspicious chemical when she was in police custody.

Also in the SMS Kabuye, who keeps saying “Museveni must go” throughout his broadcast, claims that Kabaka Ronald Muwenda Mutebi will travel to South Africa on Tuesday this week, to visit Betty Nambooze Bakireke. We have not been able to independently confirm if Nambooze is facing certain death or whether Ssabasajja will indeed travel as Mr. Kabuye says. Mr. Kabuye has made himself a name as a very effective communicator, who has mastered the multi-media SMS technology. His messages get to hundreds of Bagadna phones in the USA, Europe, Uganda and other countries. Sources also tell us that Mr. Kabuye is a very strong supporter of Frank Musisi, the former UNAA president. Indeed he intially started his SMS radio to campaign for Musisi when he was running for UNAA president. The same sources tell us that Mr. Kabuye’s energy and excellent communication skills also did a lot to get over 300 to attended the recent Emergency Buganda  Conference, organized by John Mayanja (see “Resolutions of the Buganda Emergency Meeting in Boston on October 17, 2009‏”).

In another related story, the people of Buganda were gripped by anxiety, anger and despair over the weekend after rumors spread by text messages that Betty Nambooze had died. Our source in Kayembe, near Nakasero market, told this writer: “The situation was tense and we feared that if the rumors got confirmed, anything could explode. The problem is that one could not tell where the rumor started. And because of the CBS Radio shut down we did not know who to listen to. Now, we have gotten to know that in fact the rumor was intentionally spread by ISO on instructions from Museveni’s statehouse.”

NRM Government Raids Institutions To Fund Armed Occupation of Buganda

President Museveni’s NRM occupation government is starting to feel the cost of keeping the kingdom of Buganda in a virtual state of emergency. Since early September 2009, Museveni has spent billions of Uganda Shillings in resources to destabilize Kabaka Mutebi, monitor and block Baganda radio and phone communications, block unfriendly Internet addresses, fund pro-Region Tier forces in Mmengo and redeploy at least 65% of all Uganda’s police and army in Buganda.  The panic expenditure, together with the accompanying graft by those managing the funds has left the occupation NRM government in a financial fix. To cope, Museveni is reportedly, raiding certain government institutions, where aid donors cannot easily trace misuse of funds.

Our source in Uganda’s ministry of Finance has told us that the list of organizations that the NRM government is raiding include Bank of Uganda (BOU), National Social Secrity Fund (NSSF), NAADS and the President’s patriotism development fund. The source said: “BOU is easy because, the governor, Emmanuel Mutebire and the secretary to treasury, Chris Kassami are both veteran embezzlers. And they now have younger leutenants in Naome Nassasira and Keith Muhakanizi to oversee the thefts. The NSSF could have been more complicated because it has been in the papers too much. That is why they appointed a brand new board, with a solid number of thieves, to ensure full cooperation when government raids the organization. Even UPE will not be spared. There are plans to reallocate huge sums of money from students and combine those moneys with billions from Museveni’s patriotism development fund  to massively recruit ‘patriotic’ teachers as a backbone of a new spy network within Buganda. The reason they are looking at NAADS is because they have successfully used it in the past to bribe LCs and settle Balaalo and other foreigners in Buganda, without donor interference.”

On a related note, our ministry of Finance source points out that at least 30-40% of the money being spent to maintain the Buganda occupation is stolen by the implementers and NRM politicians. According the the source: “Because of the secrecy, there is no accountability and everyone involved in the illegal financial raids make sure to keep some. Even Museveni and his family are actively chasing the patriotism fund. It is like everyone is trying to get what they can before the next Baganda riots break out. “

Museveni Holds Ghost NRM Independence Day Celebrations

President Museveni’s propaganda team were wise to bar all Uganda TV stations from broadcasting the proceedings at the NRM’s independence day celebrations on October 9, 2009 at Kololo Airstrip.  That is because, this year’s ceremony saw the smallest crowd of ordinary Ugandans in the 47 years since the British granted independence to Uganda on October 9, 2009. Leaving out the many security or government officials and about 60 boda boda’s, approximately 900 ordinary people attended. Notably, even with this small crowd, the majority wore yellow NRM party tee shirts which were given out free in poor areas to entice people to come to the event.

Conspicuously absent were foreign dignitaries from Libya and neighboring countries. Even the so called cultural leaders, who Museveni supports financially, stayed home – Omukama of Toro, Omukama of Bunyoro, Kyabazinga of Busoga, Omorimor of Teso and Rwot of Acholi. The only non-government VIPs present were a few diplomats accredited to Uganda, junior officials from Kenya, Tanzania and Southern Sudan plus Mr. Museveni’s own Ssabaluri Mwogeza Butamanya (coincidentally, it literally translates to  ”the one who speaks with ignorance”) and Sabanyala Kimeze.

State House Panic and Propaganda Plan

On October 7, 2009, Mr. Museveni’s statehouse received reliable information that over 10,000 people had greeted Kabaka Mutebi in Mityana (Ssingo county), on his way to the Buganda independence event in Mubende, Buwekula county. They knew right away that Kabaka’s crowds could embarrass Museveni at the Uganda independence celebrations on the 9th. So, they turned their attention to controlling the news about Kabaka Mutebi’s activities.

According to our sources in Mr. Meseveni’s ISO, the plan which was hatched by Tamale Mirundi, Robert Kobushenga, Kabakumba Matsiko and a certain Mafabi included 5 main elements: (a) Minimize the crowd in any pictures of Kabaka Mutebi’s crowds if shown in government newspapers. (b) Use physical barriers to force the crowd at Kololo into a relatively small but longish area just below Upper Kololo Terrace road so that the numbers can look big in photos taken from a low angle; (c) Have Mr. Museveni enter the ceremonies through the crowd area, so that we can take photos showing many people around the president, (d) force all major media outlets to broadcast the events at Kololo, using a single audio/video feed from the government’s Uganda Broadcasting Corporation (UBC), and (e) strengthen enforcement of the rules which Godfrey Mutabazi had placed on radio stations, barring any praise of Kabaka or Buganda.

The Monitor Does Not Cooperate

On October 8 and 9, New Vision and Bukedde reported on Kabaka’s tour of Buwekula but omitted any mention of Buganda Independence celebrations, only referring to bulungi bwa nsi (national service) but without translating it to English. Also, they have avoided any picture which show the huge crowds that the Kabaka attracted in Mubende or Mityana. The crowd at the main Mubende celebrations was approximately 25,000 people.

In a sign that the Aga Khan’s The Monitor newspaper editors may be starting to rethink their anti-Buganda sentiments, they defied Museveni and published a photo showing Kabaka Mutebi with thousands of his subjects jubilating around him. Furthermore, they published parts of the Kabaka’s tough “47 Years Wasted” speech, although with incorrect translation in some parts (see “Kabaka Mutebi Disowns Katikkiro’s Apologetic Tone“).

Ghost NRM Independence Day Celebrations

On October 9, Mr. Museveni’s worst fears came to pass. Despite the efforts of his propaganda people, the 900 or so crowd was to small for anyone to ignore. However, state house forced WBS TV, NTV, and NBS to suspend regularly scheduled programming and transmit the UBC TV feed from Kololo live for over 5 hours. And the UBC camera were continuously glued on the marching troops and the VIPs, skipping the miserable crowd. And in a sign that Museveni is losing confidence, he gave his shortest independence day speech ever even though the event lasted from 10:00AM to 3:30 AM.

Uncharacteristically, Museveni read his independence day speech strictly from the script, without any of his trademark long strays to abuse or threaten Baganda, aid donors and others. Also, although he had been fully briefed about Kabaka Mutebi’s statement that Buganda has gained nothing out of 47 years of independence, the Uganda warlord did not mention the subject at all (see “Kabaka Mutebi Disowns Katikkiro’s Apologetic Tone“).

Museveni’s speech included nothing he has not said over the last few years.

  • He boasted of his record on education and raised eyebrows when he interpreted the rampant unemployment in Uganda as a sign of his successes, saying: “We no longer have to be frustrated by these people who don’t want to work. You find a problem person somewhere, you act, get rid of that person and get another one because they are many here now.”
  • He pledged, as he has done numerous since 1986, that he will fight corruption. But immediately warned that the war on corruption, which is now much worse now than in 1986, will not be won overnight but through a protracted struggle. This time, he spared judges and the police and blamed accountants, auditors and accounting officers for the persistent corruption. However, he promised his outwardly bored audience that he has new army of young “clean” accountants and auditor to lead the war on graft. He did not mention where the got their education or earned their professional experience.
  • He made the “obvious” observation that recent oil discoveries would increase self-reliance and make Uganda less dependent on foreign aid.
  • Mr. Museveni (once again) revealed that problem of theft of drugs is a serious problem in the health sector. He did not mention the status of the corruption charges against his ministers and NRM stalwarts Michael Mukula and Jim Muwhezi.

Museveni’s Colonel’s on Empty Stomachs

The otherwise dull event could not end without typical Ugandan breakdown. The man in charge of the parade at the very long ceremonies, UPDF’s Col. Peter Ekweru, fainted and fell on his face due to hunger and exhaustion. Sources could not confirm how a whole colonel could command an important national parade on a empty stomach.

A radical Baganda nationalist organization has warned president Museveni of Uganda about his plans to force Kabaka Mutebi of Buganda to meet him (Museveni).

According to a statement issued by Asumani Balwaana Kaama, the spokesman for Union of Councils for Gwanga Mujje, “Ssabasajja Kabaka Ronald Muwenda Mutebi II, the 36th Kabaka of the Buganda nation, is the symbol of our being, our culture and our pride. He is however NOT our servant or spokesperson and CANNOT negotiate anything on Obuganda’s behalf. The religious leaders who are supposed to be in the Kabaka’s entourage are also neither honorable nor competent to represent Obuganda. They are not authorized to represent or speak for Buganda’s interests at this meeting.”

WARNING TO DICTATOR MUSEVENI ABOUT SSAABASAJJA
“NO ONE SPEAKS IN BUGANDA’S NAME WITHOUT THE DIRECT AUTHORITY FROM OBUGANDA”

The Union of Councils for Ggwanga Mujje would like to express and as well convey its profound and heartfelt sympathies to families that lost loved ones, Obuganda and all Ugandans during the September 09 public demonstrations in Kampala.

We acknowledge that Buganda is presently under occupation, just like Northern Uganda has been over the past 20 years. However, Dictator Museveni and his henchmen will be held personally responsible for these crimes against humanity at an appropriate time in the near future.

In a futile and cowardly show of strength, Dictator Museveni is forcing a meeting with His Majesty, Ssaabasajja the Kabaka of Buganda in an effort to claim some bizarre dark victory in the current standoff.

Dictator Museveni is praying and hoping on forcing concessions that will be of detriment to the Kingdom of Buganda from His Majesty the Kabaka.

In the absence of CBS Radio, and in an environment dominated by pro NRMO media, the Dictator wants to use the occasion of the face to face meeting to make some kind of rapprochements on dense ideas such the Regional Tier and other nonsensical projects like the Land Bill, Extension of Kampala, an Elected Katikkiro, the Creation of Saaba… this and Saaba… that, within Buganda.

Thereafter, the Dictator will want to claim that the Kabaka will work directly under his orders from now on.

Warning to the Dictator

The Union of Councils for Ggwanga Mujje would like to warn Dictator Yosweri Tibahurwa, Kayibanda Museveni, that if he goes ahead with this futile meeting, the Obuganda will not accept or be bound by whatever agreements he will come up with.

His Majesty, Ssaabasajja Kabaka Ronald Muwenda Mutebi II, the 36th Kabaka of the Buganda nation, is the symbol of our being, our culture and our pride. He is however NOT our servant or spokesperson and CANNOT negotiate anything on Obuganda’s behalf. The religious leaders who are supposed to be in the Kabaka’s entourage are also neither honourable nor competent to represent Obuganda. They are not authorised to represent or speak for Buganda’s interests at this meeting.

Obuganda will therefore not recognise or accept whatever concoction this meeting might achieve.

Any further attempts by Dictator Museveni to compromise or denigrate Ssaabasajja Kabaka or the institution he represents will result in a quick and effective uprising never seen before in the Great Lakes region which will finally rid Uganda of a Dictator with questionable and poor breeding.

The Union of Councils for Ggwanga Mujje would like to graciously and humbly remind Ssaabasajja Kabaka Mutebi to ensure that he does NOT smile or shake hands with Dictator Museveni , or sit anywhere within 5 feet from him, EVER.

We know for a fact that Dictator Museveni‘s intention is to bewitch His Majesty, Ssaabasajja Kabaka and take his influence and powers so that he can rule Uganda forever. Dictator Museveni obtained Juju (fetishes) from Cameroon which required him to sacrifice at least 50 adolescent virgins (school fires, Buddo etc) and the final act of this ritual is a face to face meet with Ssaabasajja Kabaka and shake his hand. That is why Dictator Museveni has been so pissed off and lamenting about the Ssaabasajja not taking his calls for over two years.

If His Majesty the Kabaka decides to meet the Dictator, whatever takes place must not compromise the dignity or undermine Ssaabasajja’s authority among his subjects.

Gadaffi and Improved Feet Make Museveni Stay In USA, Baganda Ready For Him In Boston

Museveni HatSources in the Uganda Foreign Affairs ministry have informed us that president Museveni changed his mind about leaving the USA early after reconciling with Libya’s Moammar Gadaffi, getting some badly needed sleep and overcoming much of the panic he had about Kabaka Mutebi back in Kampala. Apparently the lowered stress also led to a reduction in Museveni’s foot pain, which kept him seated in the UN even when everyone was standing or walking around (see “Kabaka, Obama, Foot Pain, and Baganda Demos Force Museveni To Leave USA“. Museveni reportedly arrived in Boston on Friday and, if his feet remain stable, he will be the chief guest at the 2009 NRM Forum.

Our reporter in Boston has learnt that the Kabaka’s anti-Museveni subjects made no changes in the demo plans, even after word came that the Ugandan warlord might not show. They were willing to demonstrate even if Ruhakana Rugunda was the chief guest. An estimated 500-1,000 are expected to demonstrate against Museveni and his anti-Buganda NRM government.

In the meantime, last week Baganda from the whole North East USA announce plans to protest at the NRM Gala, which will be hosted at the Marriott Copley Place Hotel, downtown Boston (see “USA Baganda Demonstrations Set for Boston NRM Gala“. The Baganda demonstration will take place at We will be holding a rally tomorrow, on Saturday September 26, 2009 at the Boston Common on the same also at 110 Huntington Avenue in Boston. Museveni is expected to start speaking at 10:00 AM and the Baganda intend to start their demonstration one hour earlier and continue after he finishes. Major news media organizations are expected to be present.

On September 23, 2009, Museveni decided to leave the USA early and skip the NRM Forum after being snubbed by President Obama and getting embarrassed by a large pro-Kabaka demonstration at the UN by about 100 Baganda. Museveni fortunes changed when Libyan military dictator, Moammar Gadaffi, agreed to meet with him in New York City. According to our sources, the two African warlords reconciled and agreed to work together on the  Buganda  issue.  Museveni was reportedly cheered up by the Gadaffi, reconciliation because believed reports by his dysfunctional  intelligence that Mmengo was getting assistance from Libya.  The Libyan side has down played the reconciliation however, a sign that Museveni needed it much more than they did.

In an indirectly related story, we have received unconfirmed reports that although Museveni’s feet became much better on Thursday after he got some sleep, he still needs to keep then in a basin of cold water to relieve pain. And he is still anxious to return to occupied Buganda and continue his efforts to  force Kabaka Mutebi to talk to him.
