Alleged Baganda Insurgency In Buddu County Could Be Linked To Uganda Government

Masaka MapThere are signs that a still unknown group could be getting training and carrying out terror operations in Buddu county, reportedly in demand for Buganda Federo.  Since January 2009, the group has harassed or killed over 50 people around Kyanamukaaka, Kyesiiga, Kiziba, Mutondo, Bisanje and surrounding areas in Kabaka’s Buddu county.  According to local residents, the group previously dropped leaflets in the area warning area MP and Museveni confidant, Edward Sekandi, to resign as MP and speaker of parliament if he cannot support Federo for Buganda. According to reports, the victims tend to be either Banyankore or Banyarwanda, even though some use Kiganda names.

The affected areas are generally along the Masaka to Mutukula road.  Since 2006, these areas have reportedly seen an influx of money, believed to be from either Uganda government or Rwandese sources, to enable Banyarwanda to buy huge pieces of local land. In mid 2008, violence broke out when a Rwandese national bought 1.5 square miles of settled land from a Muganda and started evicting Baganda bibanja (plot) holders, making them homeless. There is a high level of frustration and anger among Baganda, especially unemployed youths, about what they see as neglect and victimization by Mr. Museveni’s government in favor of foreigners.

Both the commander of Uganda police, Kale Kayihura, himself a Munyarwanda, and Edward Sekandi, the area MP, told the government New Vision newspaper on July 10, 2009 that the night killings are the work of criminal thugs. However, neither of them could explain why in many cases the killers, who mostly use machetes (pangas) leave behind easy to carry expensive property.

According to a source close to Mr. Museveni’s state house, the president first received intelligence reports over 1 year ago that Baganda might start an insurgency against government.  The source claimed: “Except if he is pretending and it is his own terror operation, president Museveni seems to be confused about how to face Baganda armed groups on Buganda territory. Given the extreme levels of corruption in the security organizations the intelligence reaching the President, especially about the loyalty of Baganda NRMs is often faulty and misleading. For example, it appears that many local Baganda in Masaka have a lot of information, which they are not sharing with the local DISO or police because they strongly disagree with Museveni on land and Kabaka issues. Some of these NRM officials are the ones who call Mambo Baado on CBS Radio and say, ‘Tukooye abasajja!’ (‘We are fed up with these people!’). Others also feel that Museveni is going and they now want to keep their distance”.

A  New York based Muganda analyst and thought leader thinks that Baganda need more information before getting excited about this so called Baganda insurgency for Federo. He explained: “First, the tactic of terrorizing civilians in the area which is supposed to benefits from a new war has Museveni’s fingerprints all over. Many Luwero veterans have publicly admitted that the NRA used staged ‘Obote murders’ in Bulemeezi and north Kyadondo to recruit unsuspecting relatives to fight for Museveni. Therefore, I would not be shocked if this is an NRM group created to terrorize Baganda in Buddu and to trap potential volunteers. But even if it is not Museveni, one still has to ask if this could not be Acholis, Rwandese or anti-Museveni Balaalo trying to once again ‘use’ Baganda as stepping stones.”

The analyst added: “Remember that in 1995 Museveni started a policy of cutting down all forests in Buganda, even Mabira. The job to carry out the policy was assigned to Bakiga to be supervised by Kahinda Otafiire and Salim Saleh. Most Ugandans mistakenly believed that the objective was just to make money from timber. Yes, Kahinda Otafiire, Saleh and even Mrs. Janet Museveni made millions of dollars from timber but to Yoweri Museveni, the key thing was to wipe out all possible training grounds for anti-NRM forces in Buganda. Why did Museveni leave the forests in southern Buddu untouched? If he did it intentionally for future covert operations or as a possible escape route, then there is a 75% chance that the Buddu insurgency is a Museveni ‘kiwaani’ (fake) to terrorize Baganda and trap his potential enemies. If it is not, we will find out soon enough.”

London, UK: What has Owek. Walusimbi Delivered?

If I remember correctly, the former Katikkiro of Buganda, Owek. Daniel Muliika held Ddamula for 20 months. In that short time, he did many things for his nation. He recovered the land titles for many important Buganda lands across the kingdom. He crashed the Ssemwogere/Museveni regional tier poison and stopped the scam by Mpalanyi Nkoyoyo, Apollo Nsibambi and ‘others still at large’ to divide and sell pieces of Kabaka’s Lubiri to Sudhir and Salim Saleh. But most important, he woke Baganda youth up to understand that Museveni and his NRM were determined to make Baganda slaves or refugees in their own land.

Now, my question is, what has Engineer JB Walusimbi done so far? He cannot claim the 2008 Buganda Conference because it is former acting Katikkiro Ssendaula who copied that idea from the Baganda Ttabamiruka in USA.  The only thing Katikkiro Walusimbi talked consistently about for months is his Museveni funded Omumuli program where he even got Kabaka to distribute maize seeds.  Except now that few farmers planted those seeds he is quiet on Omumuli. The rest of the time, the Katikkiro has either been in secret meetings with Mr. Museveni or complaining against any Muganda who does not love the NRM. Seriously, what will Owek. Walusimbi tell us he has done for Buganda after twenty months in office, which will be a few months from now? And I mean for Buganda, not for Museveni!

California, USA: Buganda Leadership Vaccum

The leadership gap in Mengo is putting Buganda at a very big risk because even here in the diaspora we are starting to have NRM and fake Baganda take over our organizations.  In London, Boston and Washington DC we now have people who are much more loyal to NRM and Museveni than to Namulondo, taking over Baganda organizations.

Ai Ssabasajja we were first shocked to hear that some people who are suspected to be  funded by Uganda tax payer money disorganized the Gwangamujje of Boston elections two month ago. Then came word that  during the Gwangamujje of Washington DC elections a few weeks ago they allowed non-members, visitors and even children to vote.  Unbelievable but true is the fact that the returning officer who supposedly ruled all these irregularities legal (NRM style) is Omulangira Kalema, the Kabaka’s representative in Washington DC.  This taking over of Baganda organizations is already paying off for Mr. Museveni and his people. I have read news that his ambassador Perez Kamunanirwe has been invited to preside over Buganda Day on June 27, 2009. Yet, when Buganda Day was started in DC, it was to remember Baganda heroes, starting with Ssekabaka Luwangula Muteesa II, who have died while defending your kingdom against Ugandan governments.

Magulunyondo, what is happening in London and USA with Balangira betraying Namulondo and some Baganda thinking that they cannot do anything without involving NRM or Banyankore and Banyarwanda is a result of “the surrender” at Mengo.  Cuucu, we pray that God may bless and guide you to a decision that can deal with the weak leadership at Mengo.

Munyarwanda To Negotiate On Behalf of Buganda, Could Cause Hatred

In a move which has left some Baganda in shock, the Katikkiro of Buganda, Engineer JB Walusimbi has included a Munyarwanda in the team to negotiate with President Museveni over the disputed amendments to the Land Act of 1998. The Munyarwanda is Fred Higiro Semajege, who serves as the deputy speaker of the Buganda Lukiiko despite complaints by many Baganda who believe that he is an agent of the Rwanda government. In an email sent to Buganda Post, one former minister at Mmengo said: “We are shocked! In taking a Rwandese to negotiate with other Rwandese and Banyankore over the rights of Baganda, Walusimbi has made it so obvious that his loyalty lies with Rwandese and Banyankore, not with Buganda. In the process, he and his friends may create the basis for long term hatred of Banyarwanda and Banyankore in Buganda. It is as if everyone involved in this nonsense is totally incapable of seeing beyond their nose. How can they take such a huge risk on a government that is collasing under the weight of its corruption?”. Earlier this month Buganda Post reported that Baganda in Masaka and Kampala were troubled by Katikkiro Walusimbi’s special attention to Rwanda (see Baganda Question Katikkiro On Flowers For Rwanda Victims).

On Monday April 20, 2009, Katikkiro Walusimbi informed the Buganda Lukiiko that he had chosen a committee of 10 to represent Buganda in the negotiations with Mr. Museveni’s government. Owek. Walusimbi and Rwandese Mr. Semajege would lead the committee, with Apollo Makubuya and Charles Peter Mayiga, the two lawyers who, along with John Katende, previously advised former Katikkiro Mulwaanyamuli Semwogerere to accept the Regional Tier deal with Museveni. Later, at Ttabamiruka ‘07 in New Jersey Makubuya apologized to Baganda, saying: “I mistakenly participated in the negotiations because I sincerely believed that we were dealing with principled and honorable people on the Uganda government side”.

The team will also include Dr. Masagazi Masaazi who earlier named as one of Mr. Walusimbi’s representatives in numerous money related secret negotiations with Mr. Museveni over the past several months (see Uganda Government Names Katikkiro’s Co-conspirators). Another member of the team is Haji Abdul Nadduli, best known for being disqualified from running for Luweero district chairman after forging his academic qualifications which later lead to his imprisonment. Additional members of the committee are Mr. William Matovu, Naalinya Beatrice Namikka, Mrs. Joyce Mpanga and Retired Bishop Wilson Mutebi of Mityana.

Budo Fire Case In Court, Victim Parent Fears Genocide Sacrifice

The parents of on the victims to the fire that killed 20 students at Budo Junior school are fear that the ongoing court case is scam designed to cover up what was a mass sacrifice of Baganda children on April 14, 2008.  Through an email, the mother of one of the victims told us that after attending one court session she felt like vomiting in court on Thursday because of the obvious the way Banyankore and Banyarwanda are trying to cover up a mass murder.

The grieving Muganda mother writes, “Please tell Baganda to ask themselves why although Budo is in Buganda, all the people who were in charge of the security of our children are Banyankore or Banyarwanda. And why did President Museveni go to the school and, even before the police had searched the site, ordered that those responsible should be prosecuted for ‘criminal negligence’. If that is not enough, ask yourself why even this man Mugabo who is the judge in the case is a Munyarwanda. Are you shocked? One more, Kale Kayihura the Uganda police boss (see picture) is also100%  Munyarwanda!”

Pleading to Kabaka Mutebi and all Baganda for support, the angry mother adds: “To many of us parents this is a cover up. The police and many of us already know that Kayongo moved students around into Nassolo dormitory days before the fire. And, as Tamale Mirundi assured us Kayongo sent his (Tamale’s) daughter Namuddu and those of other senior government officials home without good reason 2 days before the fire. My daughter cannot come back but I ask all Baganda and especially Ssabasajja to watch this case very carefully, ask themselves why so many of  those involved and Banyarwanda and Banyankore except when it comes to the victims (75% are Baganda). Please be concerned that there is a quiet plan to make Baganda mentally paralyzed by killings like this. Should you wait until they kill your own child or close relative in the next genocide human sacrifice?”

We can report that the former headmaster of Budo is not a Muganda of Kkobe clan as his name suggests but a Munyarwanda, with many relatives living back home in Rwanda. Budo is located in Busiro county of Buganda with a predominantly Baganda population. Yet all those implicated in the fatal fire are Banyankore: Damallie Basirika (matron) and Julius Tumusiime, Andrew Byamukama, Matia Tumuhairwe and Stanley Basirigara (the security guards). And the Buganda Road Chief Magistrate, Vincent Mugabo is a Munyarwanda.  Notably, the official charger against the Banyarwanda and Banyankore is “Neglect of duty”, very much in line with what Mr. Museveni declared when he visited Budo Junior on April 15, 2008.

The lawyers for the defendants are curiously Baganda. Kayongo is defended by one Sserunjogi while Joseph Kasozi represents Basirika. The Banyankore guards do not have lawyers. A list of the children who perished in the fire as presented below. Of the 20 victims, at least 14 were Baganda and only 3 could be Banyankore or Banyarwanda, although sources at the school indicate that about 30% of the pupils at Budo Junior are the time of the fire were from these two groups.

Beti Kamya Understands Martin Luther King

This is my last column on Buganda Post for the foreseeable future and it is dedicated to one of the few Baganda politicians who have the capacity to see beyond the “village chief” political system that President Museveni created in Uganda.  It  is Beti Namisango Kamya, the woman who threw a spanner in the Banyankore/Bakiga/Banyarwanda conspiracy to marginalize Baganda and make Kabaka and his subjects beggars in their own homeland. More on Beti later.

Why I am leaving and what it next for Buganda Post

It is always very difficult to say goodbye to the ones you love.  Even more so when the reasons for leaving a totally out of your control.  It is against that background that this columnist must tell you that this will be her last posting for the foreseeable future. The main reason for my leaving is financial. Our original sponsor, God bless his soul, is not able to continue funding me in this severe economic recession and I need to improve my income security urgently.  Maybe in future, when the financial situation is better, I may contribute again in some capacity.

In the meantime, I have recommended to the sponsor that we get other people whose commitment to Buganda and Ssabasajja Kabaka is unquestionable to take over Buganda Post and operate it on a more business like footing.  We have been offering everything for free, including advertising for Ttabamiruka, Red Cross, Human Rights Watch and other worthy causes.  However, I think Buganda Post has potential to sustain itself financially with several contributors and paid advertising. Now back to Beti Namisango Kamya

To understand the importance of what Beti has achieved since September 2008, you must first understand that Mr. Museveni, Dr. Kiiza Besigye and the rest of the Banyankore/Bakiga/Banyarwanda clique who now control all aspects of our lives were confident that they could carry on all their personal and political fights in Buganda while the Baganda were doing the water carrying for them.  In the NRM, Mr. Museveni was comfortable with his Baganda political henchmen like Apollo Nsibambi , Gilbert Bukenya and Sekandi. And, in FDC,  Dr. Besigye was hoping to match Museveni’s Baganda henchmen with Sam Njuba , Beti Kamya and (curiously) Yusuf Nsibambi.

Then, out of the blue, the soldier’s daughter saw the light! Besigye had manipulated the FDC constitution in Museveni style to bar Kamya from competing top the late Dr. Sulaiman Kiggundu as party president.  Yet Kamya had done all the heavy lifting to consolidate FDC while Besigye was hiding in South Africa. Confusion, anger and personal doubt must have followed for Beti. But it is clear that the urge to go home and serve her Kabaka in these tough times won Beti over. Around August/September 2008  Beti started her “Buganda first” message and connected with the Ttabamiruka people in America.  That  is the spanner Beti threw in the Museveni/Besigye exclusive political sports league in Uganda.  It is a “game changer”.

Beti understands what Dr. Martin Luther King was talking about

In his famous  “I Have a Dream” speech, Dr. King said:  “We have also come to this hallowed spot to remind America of the fierce urgency of Now. This is no time to engage in the luxury of cooling off or to take the tranquilizing drug of gradualism. Now is the time to make real the promises of democracy. Now is the time to rise from the dark and desolate valley of segregation to the sunlit path of racial justice. Now is the time to lift our nation from the quicksands of racial injustice to the solid rock of brotherhood. Now is the time to make justice a reality for all of God’s children.”

I believe that my sister Beti Namisango Kamya is telling us that Buganda cannot afford the “luxury of cooling off” periods to negotiate, which Katikkiro JB Walusimbi and Mr. Museveni are forcing on us. Nor can Buganda  afford the tranquilizing drug of gradualism (“nyama ntono, okayana eri mu nkwaawa”) , the signature tactic Katikkiro Mulwanyamuli Ssemwogerere  and Museveni used to lead Baganda  into the Regional Tier abyss.

Omuzaana Beti Kamya is also addressing the “dark and desolate valley” of desperation where Buganda  has been forced by the Banyankore/Bakiga/Banyarwanda conspiracy.  A valley where foreigners can even stop Kabaka from visiting his subject in Buluuli. And I think that Beti  is telling us that, now is the time to lift our nation Buganda from the “quicksands of racial injustices” that we have suffered from Uganda party politics and will which will continue if we trust Ugandan political parties.

This columnist does not know if Beti Kamya has ever even listened to or read Dr. King’s “I Have a Dream” speech. But it is clear that she and her advisors understand what  Martin Luther King was talking about. For that I salute Beti Kamya and all other Baganda who are intelligent enough and brave enough to realize that our salvation will come from being and behaving like “Baganda first” – Uganda is now nothing but a looting spree! We must stand shoulder to shoulder with Beti Kamya, Mpanga, Nambooze, Kyanjo and all other loyal Baganda to build a internation buganda freedom movement to resist the looting of Buganda.

Museveni Sending Dangerous Message Through Tamale Mirundi

MuseveniAs Mr. Museveni’s Presidential Press Secretary, John Tamale-Mirundi is an employee of the Government of Uganda. Furthermore, when Mirundi speaks to news and other public media on political topics without explicitly saying that it is his personal opinions, then he speaks on behalf of Mr. Museveni. Mr. Museveni’s government is now sponsoring programs on Uganda FM radio stations where Mirundi delivers venomous anti-Baganda and anti-Kabaka propaganda messages under the guise of teaching about the ugly history of Kabaka Yekka (KY) political party.

The underlying theme of Mirundi’s statement of various Kampala FM stations is to create the image that Baganda are a dangerous and violent people who committed atrocities through their political party KY. Ignoring internationally famous NRM government corruption and election violence, Tamale “teaches” his audiences that Baganda, through their Kabaka Yekka (KY) party rigged elections in 1962 and unleashed violence on their opponents. He states arbitrary number of victims, even if they are very low compared to the numerous atrocities that the government appointed Uganda Human Rights Commission has cited against Mr. Museveni’s government.

In veiled attacks on Ssekabaka Fredrick Walugembe Muteesa II, Mirundi belittles KY for having uninspired and unprofessional leadership, without vision. Ironically, Tamale-Mirundi, who represents one of the longest ruling and most corrupt African dictators, keeps telling his listeners  that “the problem with Ssekabaka Mutesa II was that he was not willing to accept any leader to be above him.”

To defend the frequent government bribing of members of Mr. Museveni’s parliament, Tamale Mirundi makes wild claims that  Ssekabaka Mutesa II also bribed MPs to make him President of Uganda. Tamale offers no evidence, only relying on the fact that in President Museveni’s Uganda, the average person thinks that rampant corruption and bribery was usual even in 1963.

When we asked a New York (USA) based Muganda thought leader to comment on Mirundi’s crusade, he warned Baganda to wake up to the fact that Mirundi’s statements could be a step towards anti-Baganda violence that might compete with the Rwanda genocide. He said: “During Ttabamiruka ’08 a few of us were concerned about symptoms of possible genocide in Buganda. Unfortunately, Katikkiro Walusimbi and his cabinet boycotted the conference, so there was no opportunity for us to engage Mmengo on this serious issue. Ironically, Museveni who had no friends at Ttabamiruka, was smart enough to send minister Nankabirwa, Tamale-Mirundi,  MP Kakooza and a few spies.

Now,  these radio lessons by Tamale sound like what Habyarimana’s government taught on radio before the Rwandese genocide. It is worrying that, abusing and belittling Baganda is slowly becoming the norm, so much that senior Baganda officials in Mr. Museveni’s government which does it (e.g. Nsibambi, Sekandi, Bukenya and others) still get a friendly reception at the highest level in Mmengo. This misplaced sense of reality among Baganda is why so many genocides come as a total shock to the victims.”

According to recent commentators the news media played a crucial role in the genocide: local print and radio media fuelled the killings, while the international media either ignored or seriously misconstrued events on the ground. The print media in Rwanda is believed to have started hate speech against Tutsis which was later continued by radio stations. According to commentators anti-Tutsi hate speech “became so systemic as to seem the norm.” The state-owned newspaper Kangura had a central role, starting an anti-Tutsi and anti-RPF campaign in October 1990. In the ongoing International Criminal Tribunal for Rwanda, the individuals behind Kangura have been accused of producing leaflets in 1992 picturing a machete and asking “What shall we do to complete the social revolution of 1959?” – a reference to the Hutu revolt that overthrew the Tutsi monarchy and the subsequent politically orchestrated communal violence that resulted in thousands of mostly Tutsi casualties and forced roughly 300,000 Tutsis to flee to neighboring Burundi and Uganda. Kangura also published the infamous “10 Hutu Commandments,” which called upon Hutus to massacre Tutsis, and more generally communicated the message that the RPF had a devious grand strategy (one feature article was titled “Tutsi colonization plan”).
