Museveni Paid Buganda Post To Write Against Me, Said Musisi

Frank Musisi In BostonAccording to our Boston sources, Lt. Frank Musisi of the USA army told the Buganda Emergency meeting on October 17, 2009 that president Museveni is paying Buganda Post to write malicious stories about him (Musisi). Lt. Musisi was apparently referring to an October 17, 2009 posting which said that both at UNAA Chicago and a Los Angeles Baganda conference, the USA army officer had claimed that he was leading the Buganda cause in America (see “Muliika And Frank Musisi To Headline Boston Buganda Emergency Conference“). Apparently, fully aware that the Buganda Post story was accurate, Lt. Musisi never told his Boston audience what Buganda Post had written which inaccurate, let alone malicious.

On October 17, 2009, over 300 angry Baganda from Boston, New York, Washington DC, California, Kampala and many other places attended the one day conference. Several sources told us that it was nothing short of an intense indoor demonstration against Museveni’s NRM dictatorship. It must have given Deputy Katikkiro Ssendaula a real headache (see “”). By far, the phrases which attracted the most standing ovations were,”Ssabsajja awangaale” (Long live Ssabasajja [Kabaka]” “Buli mbuzi ku nkondo yaayo” (”every goat back to its home peg”), “Teli kuteesa!” (”No negotiations”), “Ettaka lyaffe eribe tujja kulibajjako”(”we shall reclaim the land they have stolen from us”) and “Museveni must go!”.   By all measures, the conference was very successful in proving that Baganda love their nation and Kabaka. And that most Baganda are tired of the anti-Buganda Ugandan politics.

One attendee, who requested that we do not disclose her identity, described the meeting to us in an email as follows:  ”At the beginning I got confused because I thought that this was an emergency meeting, may be to decide how to deal with Museveni land grabbing. But for the first  two hours, people were talking about Buganda history and how Federo is good for other regions too. To me it was starting to sound like a Uganda emergency conference.”

The attendee continued: “However, things changed when one light skinned gentleman called Kintu spoke about the real problems of Buganda. In my opinion, that is when the conference really started.  Mr.   Kintu asked Baganda to stop fearing independence and power. He mocked those take the attention off Buganda’s interests to support Uganda’s fake politicians, mbu because they have military or international exposure. He got the biggest applause when he said, ‘Abo bannabyabufuzi bemwesibako bali recycled, tebalina kyebayiinza kutukolera mu lutalo luno” (”All those [political figures] you are standing behind are recycles materials, they cannot do much for us in this war”).  Everyone shouted loudly when he told us to stop mincing words when discussing Buganda’s enemies, and said we must not fear to name them.  And the audience started shouting Apollo Nsibambi, Gilbert Bukenya and Edward Ssekandi.”

According to our source Mr. Abed Bwanika, who previously stood against Museveni for president also got some people excited but, unfortunately, he never clearly said what he wanted. “He said a lot of things about how Museveni and his NRM have looted Uganda and have caused Baganda to suffer, but I never heard him firmly say that he is 100% for Federo or that he is for Buganda independence. To me it was clear that Bwanika wanted our support because he is a Muganda, but what can he realistically give us back, even if he became president?”

Owek. Dan Muliika and Lt. Musisi were the main speakers, as Buganda Post had reported earlier. Our source told us that Owek. Muliika as usual never disappointed. He gave a wonderful speech and explained that Museveni has no legal power to force the current constitution of Uganda on us. The different parts like Buganda, Toro, Acholi, Lango, etc., which formed Uganda must sit together now and agree on how to go forward. They can agree on Federo or even agree on ‘buli mbuzi ku nkondo yaayo’. Musisi, who is very popular in Boston, excited people when he said that Museveni must go. However,  he confused some of us when he started claiming that his life was in danger because of his stand on Buganda. Without explaining, he told us that Museveni plans to kill him but that he was not afraid of going to Uganda. Then he claimed that Museveni was paying Buganda Post to publish stories about him. The problem is that, at UNAA, Musisi really claimed that he was going to lead the fight for Buganda. Now, in Watertown, he was asking us give him financial support but it was for his personal hospital in Ssese, not for Kabaka’s programs.”

In a related development, we can report that all Kabaka’s representatives in North America did not attend the Boston conference, except the Acting representive for New England, a Mr. Jane Lwanga. However, Ggwangamujje DC and Ggwangamujje NY/NJ sent strong delegations, although none of them spoke at the conference.

When asked to comment on Mr. Musisi allegations, Buganda Post’s chief moderator and editor, Omulongo Nakato, said that it would be stupid for Buganda Post and Musisi and engage in verbal battles. “We try to do everything we can to maintain unity among Baganda. Also, occasionally we might make mistakes and will admit them. However, we stand by our story that, in front of many witnesses both at UNAA Chicago and in Los Angeles, Lt. Musisi claimed leadership of Baganda in America. And he and certain supporters of his made it clear that they wanted the Boston Emergency conference to announce one Muganda to carry Buganda’s flag in the Museveni’s 2011 elections. Mr. Musisi should listen to all the promotional SMS messages for the conference. If Museveni paid Buganda Post to write lies against Musisi, then he (Musisi) should specify what we wrote which is not true.”

Kabaka Mutebi Disowns Katikkiro’s Apologetic Tone

Kabaka IndependenceThe SMS we got from out agent in Mubende town,  Buwekula county, where Sabasajja Kabaka chose to celebrate Buganda’s 14th independence observance was simple but very inspiring: “Empologoma ya Buganda ebogodde buto!” (”The lion of Buganda has roared yet again!”). In his first public statements since he was forced to go to Museveni’s statehouse and then tricked into appearing to be negotiating with a commoner, Kabaka Mutebi made it very clear that the current occupation conditions in Buganda are not acceptable.  The SMS from our reporter came seconds after Ssabasajja Kabaka told the mammoth crowd at Buganda independence day ceremonies, “The 47 years of independence which we are observing today have  been wasted by senseless conflicts and governance problems. As a result of this, our development has been paralyzed. Thinking in terms of constant conflicts must stop.”

According to our reporter, the lion of Buganda went on to give as example, leaders who practice decisive politics in an effort to divide Buganda into artificial chiefdoms. Warning that, “we must not tolerate what such leaders are doing.”

In the presence of his wife, Nnabagereka Nnaginda, the Kabaka promised that his kingdom nation will never promote constant ethnic conflicts because, “we value unity and not divisions in Buganda”.

Last week Kabaka Mutebi reluctantly went to Museveni’s state house after the Ugandan warlord threatened that if Ssabasajja did not meet him, he would introduce laws to abolish kingdoms and probably arrest  His Majesty. Our sources tell us that Kabaka Mutebi was not too concerned by Museveni’s empty talk but Katikkiro Walusimbi, other old Baganda and CBS Radio shareholders convinced him that Museveni was willing to entertain most of Buganda’s demands if the Kabaka spoke to him.  Although, Museveni dressed up properly to meet Kabaka Mutebi, including putting on dress shoes and walking his painful feet straight, he broke his promise to Walusimbi within minutes after the Buganda delegation arrived. Museveni took everyone by surprise when he told them to wait he spoke to Kabaka Mutebi for some minutes. The minutes turned into a full hour, after which Museveni’s state house and Katikkiro both started spinning that the private talks between were “ground breaking”.  Nothing on the original agenda took place because of the Museveni scam (kavuyo).

Surprisingly, next day, Katikkiro Walusimbi issued a statement claiming that, the meeting between Ssabasajja and the Ugandan warlord had removed all tensions between Buganda and her NRM occupiers (see “Katikkiro JB Walusimbi Praises Gunpoint Meeting Between Kabaka and Museveni“). Then Deputy Katikkiro Ssendaula wrote to all Kabaka’s representatives outside Buganda  asking them to tell Diaspora Baganda to be “very calm” while Mmengo talks to the occupying forces. Owek. Ssendaula’s letter angered some Baganda because it seems to focus only on  “not upsetting Museveni” and says nothing about the plight of Kabaka Mutebi and many of his loyal subjects who were murdered or are under torture in the NRM governments prisons and safe houses (see “Deputy Katikkiro and Kabaka’s Representative Anger UK Baganda“).

The consensus among all the 4 Baganda analysts who we have contacted is that Kabaka Mutebi made the strong statements in Buwekula to clearly and publicly disown the appeasing, apologetic and sometimes cowardly tone of the statements which his Katikkiro and his Deputy have been making.  One analyst named David Kasozi said: “Once a Muganda radical, always a Muganda radical. And Ssabasajja joined us Baganda radicals a long time ago. We, under Kabaka Mutebi’s leadership,  are not quitting until Buganda is ruled on her own terms, probably as an independent monarchy.”

Owek. Emmanuel SendaulaSome British Baganda are angry at Deputy Katikkiro, Emmanuel Sendaula, and Kabaka’s representative in UK, Nsambu Musisi, for asking them (the Baganda) to keep quiet at a time when their Kabaka and nation are under a state of occupation by the NRM government.

In a Luganda letter that was addressed to all Kabaka’s representatives overseas, Owek. Sendaula indicates that the Kabaka’s representative had been informed in the past that, earlier, the Buganda government passed a resolution that Kabaka and the Ugandan warlord, Museveni, should meet. He adds that the meeting which took place has improved the communication between the two sides. He states that the two sides exchanged documents based on which negotiations were to take place; the Katikkiro would inform Kabaka’s representative in due course.

The Deputy Katikkiro’s letter includes no references to ordinary Baganda except when he asks Kabaka’s representative to tell the Baganda in their areas to be  “very calm”. Owek. Sendaula provides not information at all to his audience to pass over to Baganda in their area. His letter does not include any reference to the 30 Baganda who were massacred by the NRM occupation government, the hundreds who were injured and the nearly 1,000 who have been arrested and tortured over the last two weeks. The Deputy Katikkiro’s letter is dated Monday October 15, 2009, only 2 days after Kabaka’s minister, Lubega Sseggona, was arrested by Museveni. However it does not mention the plight of Ssegona. Even most important, the Deputy Katikkiro letter saying nothing about the health and general well being of Ssabasajja Kabaka, who all Baganda know has endured tough and stressful times since the NRM occupation power barred him from going to Bugerere and started murdering his subjects.

Also significant is that, in his letter, Owek. Sendaula never mentions ordinary Baganda who live the Diaspora. He never acknowledges the allegiance they have shown to the Kabaka and Buganda with their demonstrations and other actions. He only refers to these loyal subjects when he says, “You, the representatives of Ssabasajja outside Uganda should encourage the people you lead to be very calm to give a chance to the negotiations that have started between the Uganda government and Buganda Kingdom, which aim to address Buganda’s open issues.”

In his letter to UK Baganda, Kabaka’s representative Nsambu Musisi also skipped any acknowledgement what UK Baganda have done to show the loyalty they have to Buganda or the Kabaka. And he amplifies Owek. Sendaula’s letter, telling Kabaka’s subjects in UK: “It is best that any planned demonstrations in Britain be postponed.”

One of our sources in London reported that many Baganda in UK are incensed at the condescending attitude of  Owek. Sendaula and Mr. Nsambu Musisi. The situation is further complicated by the fact that Mr. Musisi has popularity issues with most UK Baganda who feel that he was imposed on them by Katikkiro Mulwanyaamuli. According to our source: “Baganda here in London believe that blood of Baganda shed by Museveni only a week ago and the ongoing torture of hundreds of his subjects are most important to Kabaka Mutebi. But that a few cowardly and greedy individuals are helping Museveni to isolate Kabaka from his subjects by making him appear more interested in CBS Radio money or the firing of Tamale Mirundi.”

Another source, who is a computer engineer and Nkoba za Mbogo veteran went as far as challenging Deputy Katikkiro Sendaula and Mmengo to explain why they are eager to sell a Buganda’s which has survived nearly 1,000 years to a man whose true identity is questionable. He said: “First Walusimbi, Sendaula and a few money angry Mmengo personalities were used by Museveni to trick Kabaka into becoming a negotiator. That was an effort to break the centuries old custom, ‘Kabaka tateesa‘. Now they are trying to get a short term, short sighted, secret Regional Tier deal with Museveni based on getting quick CBS Radio and bribe money, to protect their personal interests. That is why they don’t even care about the Baganda blood that was spilt, those in prison or even bad image Kabaka Mutebi may get among his subjects.

“Anyway, they cannot stop us from resisting Buganda’s occupiers and protecting out Kabaka and national interests. The only reason that Museveni is even learnt to dress up, walk as if his feet are OK and behave like a civilized person in front of the Kabaka last Wednesday, is because he and his fellow Balaalo were panicked by the demonstrations September 10-11, 2009. The demonstrators in Buganda, London, New York, Boston and elsewhere showed the Ugandan NRM war lords that Buganda has a backbone. It makes common sense that Baganda must only increase demonstrations if they want to make it clear to Museveni and his NRM occupiers that they have no future without agreeing to all Buganda’s demands. Akeenda, return of all our properties, payment of arrears and Federo.  These demands are well known by all Ugandans, so why would our demonstrations against the murder and senseless arrest and torture of Baganda change anything?”

When contacted for a comment on this story, our New York based Buganda analyst had this to say: “I think Owek. JB Walusimbi and his supporters in Mmengo have made a terrible mistake of sacrificing Nambooze, Sseggona, Mpuuga and other so called Mmengo radicals to appease Museveni, Bukenya and the businessmen in Mmengo. I suspect that if Walusimbi continues on this path then he (Walusimbi) will have no influence at all when the next major demonstrations by Baganda happens, because the demonstrators might be looking for his head. It is like the children making an alarm (okukuba enduulu) when they see a robber running way with family property. Suppose the robber panics and starts to appear cornered. I think that even a 6-year old would smell something fishy if the father comes out of hiding, doesn’t show concern about the children killed or kidnapped by the robber and tells the whole family to keep quite, so neighbors don’t come as he secretly negotiates with the robber.”

Katikkiro And Team Heckled By Angry London Baganda

Walusimbi and MuseveniOn June 27, 2009, Katikkiro JB Walusimbi appeared visibly confused and angry when the London Baganda he was trying to address confidently heckled him. The place was East London University, thousands of miles away from his more familiar Kampala. The Katikkiro, together with his two predecessors, Mulwaanyamuli Ssemwogerere and Emmanuel Ssendaula were the guests of honors at a function organized by a Baganda group called Saagala Agalamidde – led by Enock Kiyaga and Nkata Masembe. The current and former Katikkiros were accompanied by Mmengo deputy minister for youth, Mathias Mpuuga who, until a few months ago, was a key player in the Nkoba za Mbogo movement.  Only two weeks ago, however, the Uganda government Bukedde newspaper reported that Mr. Mpuuga publically appealed to President Museveni to start funding Nkoba za Mbogo.

Also present in the audience was ISO operative Aisha Kabanda who, according to our sources in Mr. Museveni’s state house, travelled on assignment to monitor and (if necessary) assist the Mmengo officials. Indeed, she is supposed to have filed the reports that the New Vision and Bukedde used to compose propaganda stories that left out the negative elements of the Katikkiro’s visit.

Despite frequent heckles from a few members of the audience, Katikkiro JB Walusimbi and his team made presentations on their development plans for Buganda. Owek. Walusimbi spoke glowingly about his Omumuli project, through which he intends to return Baganda homes to the “good times” when he was a young boy – with each homestead having a few chicken, 2 or 3 cows for milk, a bicycle and a “katandaalo”. He also lashed out at those who criticized him for accepting money gifts from president Museveni, claiming that the funds would develop Buganda but also boasting that he is a self-made man, not impressed by any money.

Owek. Ssendaula used a substantial amount of his allotted time to talk about his extensive international experience as a diplomat, in Australia and France and other assignments. Some members of the audience were visibly bored and uneasy that their former Katikkiro, the highest office in Buganda below Kabaka, apparently put exceptional importance on serving the anti-Buganda and corrupt regimes of Amin, Obote and Museveni.

When his turn came, former Katikkiro and architect of the aborted regional tier arrangement for Buganda, Owek. Mulwaanyamuli Ssemwogerere spoke about his successes as Katikkiro and his new responsibilities to run a Buganda unit trust investment fund in cooperation with what we have reliably learnt to be a Kenyan bank.  Curiously, the Uganda arm of that Kenya bank is ran Basaamya who happen to be former UPC wingers.  Mr. Mulwaanyamuli also declared his ambition to run the Katwe tower arcade “once its construction is completed” but it appeared that hardly anyone in the audience knew what he was proudly talking about. The three Katikkiro’s, all of whom have worked for or with president Museveni in different capacities, brushed off the efforts by some members of the audience to engage them on controversial subjects like Federo, land grabbing, selling Buruli county  for Shs 350 million (US$155,000), Katikkiro worshiping Museveni and corruption in Mmengo.

The three Katikkiros and their hosts seem to have underestimated the anger and energy of those Baganda who are tired of Mmengo’s failure to modernize and become transparent during their respective administrations. The angry Baganda kept murmuring and heckling the Buganda officials, at one time forcing Enock Mayanja Kiyaga, the master of ceremonies, to interrupt one of the speakers and promise that all questions and complaints would be fully addressed during a Questions and Answers period at the end.  The organizers and Kabaka’s representative in UK, Mr. Nsambu, were also not ready for the demonstrators, both inside and outside, who moved around with posters denouncing the current state of affairs at Mmengo and the dismal performance of the three Katikkiros. The organizers brought in police to chase those with posters away but they (the organizers) were disappointed when the police agreed with the protesters, who included a lawyer, that under the law no one could expelled.

When it came to the promised Questions and Answers time, it was most obvious that Enock Mayanja Kiyaga, the master of ceremonies, avoided picking on those thought to be unfriendly to the Mmengo team. This tactic did not work for long as complaints started to grow loud and Mayanja Kiyaga was forced to some people from the other side to say something. Soon enough the emotions were exploding and even the Kabaka’s representative was calling the protesters obscene names. The lightly attended meeting (compared to some previous Dan Muliika meetings) ended on an unpleasant note when the Katikkiro and his team were escorted out of the venue through a back door, without the customary final handshakes and mingling.

In a related story, we have reliably learnt that next day, on Sunday, the Mmengo team attended the Holloway Catholic Church, where the prayers were dedicated to the Baganda martyrs. According to our source who attended the meeting: “But the talk among the crowd was about what transpired the day before at East London University and no doubt this dictated the play ground of the Katikkiro’s activity on the day. When the Katikkiro was introduced people hardly clapped and his reception was so cold.”

When asked for comment, our New York based Buganda expert expressed concern that the three Katikkiros seem to be sincerely out of touch with the reality of today’s Buganda. He explained: “Messrs. Walusimbi, Ssemwogerere and Ssendaula mostly talk to old people, like themselves, whose livelihoods and health depends or has previously depended on Museveni. The problem is that very few Baganda alive today are over the age of 35 years and a huge majority of these youthful Baganda does not depend on Museveni. In fact they are suffering from Museveni and other foreigners. And none of these young Baganda understand or want to go own 3 cows and one “katanadaalo” in the village as in Owek. Walusimbi’s Omumuli plan. They are also too poor to buy trust units from the Basaamya former UPC youth wingers. Isn’t this what ‘being out of touch’ means? As Baganda say, ‘Akanaafa tekawulira ngombe’.”

London, UK: What has Owek. Walusimbi Delivered?

If I remember correctly, the former Katikkiro of Buganda, Owek. Daniel Muliika held Ddamula for 20 months. In that short time, he did many things for his nation. He recovered the land titles for many important Buganda lands across the kingdom. He crashed the Ssemwogere/Museveni regional tier poison and stopped the scam by Mpalanyi Nkoyoyo, Apollo Nsibambi and ‘others still at large’ to divide and sell pieces of Kabaka’s Lubiri to Sudhir and Salim Saleh. But most important, he woke Baganda youth up to understand that Museveni and his NRM were determined to make Baganda slaves or refugees in their own land.

Now, my question is, what has Engineer JB Walusimbi done so far? He cannot claim the 2008 Buganda Conference because it is former acting Katikkiro Ssendaula who copied that idea from the Baganda Ttabamiruka in USA.  The only thing Katikkiro Walusimbi talked consistently about for months is his Museveni funded Omumuli program where he even got Kabaka to distribute maize seeds.  Except now that few farmers planted those seeds he is quiet on Omumuli. The rest of the time, the Katikkiro has either been in secret meetings with Mr. Museveni or complaining against any Muganda who does not love the NRM. Seriously, what will Owek. Walusimbi tell us he has done for Buganda after twenty months in office, which will be a few months from now? And I mean for Buganda, not for Museveni!

California, USA: Buganda Leadership Vaccum

The leadership gap in Mengo is putting Buganda at a very big risk because even here in the diaspora we are starting to have NRM and fake Baganda take over our organizations.  In London, Boston and Washington DC we now have people who are much more loyal to NRM and Museveni than to Namulondo, taking over Baganda organizations.

Ai Ssabasajja we were first shocked to hear that some people who are suspected to be  funded by Uganda tax payer money disorganized the Gwangamujje of Boston elections two month ago. Then came word that  during the Gwangamujje of Washington DC elections a few weeks ago they allowed non-members, visitors and even children to vote.  Unbelievable but true is the fact that the returning officer who supposedly ruled all these irregularities legal (NRM style) is Omulangira Kalema, the Kabaka’s representative in Washington DC.  This taking over of Baganda organizations is already paying off for Mr. Museveni and his people. I have read news that his ambassador Perez Kamunanirwe has been invited to preside over Buganda Day on June 27, 2009. Yet, when Buganda Day was started in DC, it was to remember Baganda heroes, starting with Ssekabaka Luwangula Muteesa II, who have died while defending your kingdom against Ugandan governments.

Magulunyondo, what is happening in London and USA with Balangira betraying Namulondo and some Baganda thinking that they cannot do anything without involving NRM or Banyankore and Banyarwanda is a result of “the surrender” at Mengo.  Cuucu, we pray that God may bless and guide you to a decision that can deal with the weak leadership at Mengo.

Visa Scandal Brewing At Mmengo

BamweyanaA source in the Buganda Government’s  headquarters, Bulange, has told this reporter that some Mmengo officials, led by one Ahmed Bamweyana, conned Ugandans into paying thousands of dollars for the promise of USA visas. According to the source, the key players were Mr. Bamweyana and a Mr. Kaddu, who working with someone in the Katikkiro’s office, told scores of Baganda that they were the official representatives of Ttabamiruka in Uganda. Similarly, Baweyana and Kaddu went to the United States embassy and presented themselves the local Ttabamiruka agents.

The problem is that Bamweyana and Kaddu, both officials at Mmengo, were self-appointed agents. Worse still, they were charging the visa applicants about US$3,000 for the visa, which they could not even guarantee. Although some of the applicants got the visas, others, like the one that this reporter spoke to, are having trouble finding Kaddu to get a refund.

Ahmed Bamweyana is a minister in the Kabaka’s government. Previously he was the Chief of Protocol at Mmengo, a position that he used to cheat Baganda who wanted USA visas for the 2007 Ttabamiruka of thousands of US dollars. Some Mmengo experts believe that Katikkiro Ssendaula moved Bamweyana from the Protocol position because of the 2007 visa scandal and because of allegations that he was charging Baganda for audiences with Kabaka Mutebi.

Bamweyana is also regularly accused in Baganda Internet discussion lists of being a Museveni plant at Mmengo, without concrete proof. This reporter has however confirmed that Bamweyana, a former senior clerk at the Uganda High Commission,  in London, is currently the Financial Controller in President Museveni’s Education Service Commission.
