On June 27, 2009, Katikkiro JB Walusimbi appeared visibly confused and angry when the London Baganda he was trying to address confidently heckled him. The place was East London University, thousands of miles away from his more familiar Kampala. The Katikkiro, together with his two predecessors, Mulwaanyamuli Ssemwogerere and Emmanuel Ssendaula were the guests of honors at a function organized by a Baganda group called Saagala Agalamidde – led by Enock Kiyaga and Nkata Masembe. The current and former Katikkiros were accompanied by Mmengo deputy minister for youth, Mathias Mpuuga who, until a few months ago, was a key player in the Nkoba za Mbogo movement.  Only two weeks ago, however, the Uganda government Bukedde newspaper reported that Mr. Mpuuga publically appealed to President Museveni to start funding Nkoba za Mbogo.

Also present in the audience was ISO operative Aisha Kabanda who, according to our sources in Mr. Museveni’s state house, travelled on assignment to monitor and (if necessary) assist the Mmengo officials. Indeed, she is supposed to have filed the reports that the New Vision and Bukedde used to compose propaganda stories that left out the negative elements of the Katikkiro’s visit.

Despite frequent heckles from a few members of the audience, Katikkiro JB Walusimbi and his team made presentations on their development plans for Buganda. Owek. Walusimbi spoke glowingly about his Omumuli project, through which he intends to return Baganda homes to the “good times” when he was a young boy – with each homestead having a few chicken, 2 or 3 cows for milk, a bicycle and a “katandaalo”. He also lashed out at those who criticized him for accepting money gifts from president Museveni, claiming that the funds would develop Buganda but also boasting that he is a self-made man, not impressed by any money.

Owek. Ssendaula used a substantial amount of his allotted time to talk about his extensive international experience as a diplomat, in Australia and France and other assignments. Some members of the audience were visibly bored and uneasy that their former Katikkiro, the highest office in Buganda below Kabaka, apparently put exceptional importance on serving the anti-Buganda and corrupt regimes of Amin, Obote and Museveni.

When his turn came, former Katikkiro and architect of the aborted regional tier arrangement for Buganda, Owek. Mulwaanyamuli Ssemwogerere spoke about his successes as Katikkiro and his new responsibilities to run a Buganda unit trust investment fund in cooperation with what we have reliably learnt to be a Kenyan bank.  Curiously, the Uganda arm of that Kenya bank is ran Basaamya who happen to be former UPC wingers.  Mr. Mulwaanyamuli also declared his ambition to run the Katwe tower arcade “once its construction is completed” but it appeared that hardly anyone in the audience knew what he was proudly talking about. The three Katikkiro’s, all of whom have worked for or with president Museveni in different capacities, brushed off the efforts by some members of the audience to engage them on controversial subjects like Federo, land grabbing, selling Buruli county  for Shs 350 million (US$155,000), Katikkiro worshiping Museveni and corruption in Mmengo.

The three Katikkiros and their hosts seem to have underestimated the anger and energy of those Baganda who are tired of Mmengo’s failure to modernize and become transparent during their respective administrations. The angry Baganda kept murmuring and heckling the Buganda officials, at one time forcing Enock Mayanja Kiyaga, the master of ceremonies, to interrupt one of the speakers and promise that all questions and complaints would be fully addressed during a Questions and Answers period at the end.  The organizers and Kabaka’s representative in UK, Mr. Nsambu, were also not ready for the demonstrators, both inside and outside, who moved around with posters denouncing the current state of affairs at Mmengo and the dismal performance of the three Katikkiros. The organizers brought in police to chase those with posters away but they (the organizers) were disappointed when the police agreed with the protesters, who included a lawyer, that under the law no one could expelled.

When it came to the promised Questions and Answers time, it was most obvious that Enock Mayanja Kiyaga, the master of ceremonies, avoided picking on those thought to be unfriendly to the Mmengo team. This tactic did not work for long as complaints started to grow loud and Mayanja Kiyaga was forced to some people from the other side to say something. Soon enough the emotions were exploding and even the Kabaka’s representative was calling the protesters obscene names. The lightly attended meeting (compared to some previous Dan Muliika meetings) ended on an unpleasant note when the Katikkiro and his team were escorted out of the venue through a back door, without the customary final handshakes and mingling.

In a related story, we have reliably learnt that next day, on Sunday, the Mmengo team attended the Holloway Catholic Church, where the prayers were dedicated to the Baganda martyrs. According to our source who attended the meeting: “But the talk among the crowd was about what transpired the day before at East London University and no doubt this dictated the play ground of the Katikkiro’s activity on the day. When the Katikkiro was introduced people hardly clapped and his reception was so cold.”

When asked for comment, our New York based Buganda expert expressed concern that the three Katikkiros seem to be sincerely out of touch with the reality of today’s Buganda. He explained: “Messrs. Walusimbi, Ssemwogerere and Ssendaula mostly talk to old people, like themselves, whose livelihoods and health depends or has previously depended on Museveni. The problem is that very few Baganda alive today are over the age of 35 years and a huge majority of these youthful Baganda does not depend on Museveni. In fact they are suffering from Museveni and other foreigners. And none of these young Baganda understand or want to go own 3 cows and one “katanadaalo” in the village as in Owek. Walusimbi’s Omumuli plan. They are also too poor to buy trust units from the Basaamya former UPC youth wingers. Isn’t this what ‘being out of touch’ means? As Baganda say, ‘Akanaafa tekawulira ngombe’.”

London, UK: What has Owek. Walusimbi Delivered?

If I remember correctly, the former Katikkiro of Buganda, Owek. Daniel Muliika held Ddamula for 20 months. In that short time, he did many things for his nation. He recovered the land titles for many important Buganda lands across the kingdom. He crashed the Ssemwogere/Museveni regional tier poison and stopped the scam by Mpalanyi Nkoyoyo, Apollo Nsibambi and ‘others still at large’ to divide and sell pieces of Kabaka’s Lubiri to Sudhir and Salim Saleh. But most important, he woke Baganda youth up to understand that Museveni and his NRM were determined to make Baganda slaves or refugees in their own land.

Now, my question is, what has Engineer JB Walusimbi done so far? He cannot claim the 2008 Buganda Conference because it is former acting Katikkiro Ssendaula who copied that idea from the Baganda Ttabamiruka in USA.  The only thing Katikkiro Walusimbi talked consistently about for months is his Museveni funded Omumuli program where he even got Kabaka to distribute maize seeds.  Except now that few farmers planted those seeds he is quiet on Omumuli. The rest of the time, the Katikkiro has either been in secret meetings with Mr. Museveni or complaining against any Muganda who does not love the NRM. Seriously, what will Owek. Walusimbi tell us he has done for Buganda after twenty months in office, which will be a few months from now? And I mean for Buganda, not for Museveni!

California, USA: Buganda Leadership Vaccum

The leadership gap in Mengo is putting Buganda at a very big risk because even here in the diaspora we are starting to have NRM and fake Baganda take over our organizations.  In London, Boston and Washington DC we now have people who are much more loyal to NRM and Museveni than to Namulondo, taking over Baganda organizations.

Ai Ssabasajja we were first shocked to hear that some people who are suspected to be  funded by Uganda tax payer money disorganized the Gwangamujje of Boston elections two month ago. Then came word that  during the Gwangamujje of Washington DC elections a few weeks ago they allowed non-members, visitors and even children to vote.  Unbelievable but true is the fact that the returning officer who supposedly ruled all these irregularities legal (NRM style) is Omulangira Kalema, the Kabaka’s representative in Washington DC.  This taking over of Baganda organizations is already paying off for Mr. Museveni and his people. I have read news that his ambassador Perez Kamunanirwe has been invited to preside over Buganda Day on June 27, 2009. Yet, when Buganda Day was started in DC, it was to remember Baganda heroes, starting with Ssekabaka Luwangula Muteesa II, who have died while defending your kingdom against Ugandan governments.

Magulunyondo, what is happening in London and USA with Balangira betraying Namulondo and some Baganda thinking that they cannot do anything without involving NRM or Banyankore and Banyarwanda is a result of “the surrender” at Mengo.  Cuucu, we pray that God may bless and guide you to a decision that can deal with the weak leadership at Mengo.

J. M. Musoke: Buganda Cabinet Please Resign

I also want to thank Buganda Post for giving us a Letter to Editor section.  I hope to be able to use the chance myself to give my thoughts on issue which concern me very much. For now I can say that it is very bad that our leaders in Mengo fear Museveni so much to the extent of allowing him to treat katikiro like a toy.

The position of katikiro has always been very high and respected. He is not supposed to go running every time someone like Museveni coughs. As Owek. Dan Muliika proved to the whole world, a katikiro with a backbone (nkizi) can even just tell Museveni that Baganda have refused as Muliika did with that fake regional tier law. And Museveni had to put his tail in his legs and go away. Do you see an elected Katikiro as Museveni had wanted? It is because Muliika refused and the mighty Museveni blinked.

I do not think that the part-time katikiro Walusimbi  and his cabinet  have what Buganda needs today to survive Museveni plots. Really, the Buganda cabinet  needs to resign as quickly as possible. Even if Kabaka cannot find a new katikiro immediately, it is fine for Owek. Ssendawula to be acting again, with a new braver cabinet. The good former ambassador has done this before and can never do the type of damage Owek. Walusimbi has done to Buganda’s image and confidence. I really fear that if Owek. Walusimbi goes on annoying young Baganda for long he may bring back violence into Mengo politics. The last thing Buganda needs is Nsibirwa situation.

It was a major public relations score when the Archbishop of Kampala Archdiocese, Dr.  Cyprian Kizito Lwanga spoke in support of his (Walusimbi’s) omumuli program, which is supposed to be funded by grants from Mr. Museveni. And more of the embattled Katikkiro’s prayers were answered when Ssabasajja Kabaka, Muwenda Mutebi II went to a previously scheduled visit to Busujju county, which Mmengo dubbed “the launching of omumuli”.  In what some might intepret as support for Katikkiro Walusimbi’s money deal with President Museveni, Kabaka Mutebi called on Baganda to spend less time listening to radio talk shows and more on working hard.

Mr. Museveni’s government is indirectly assisting the Katikkiro’s public relations campaign, with the government New Vision and Bukedde mouthpieces, along with Aga Khan’s The Monitor putting a spin on what the Kabaka and the Archbishop said to magnify the support Walusimbi enjoys from these very important figures.

The quick succession of Mr. Walusimbi’s  two public relations triumphs has left many Baganda political analysts, including his strongest critics, admitting that the Katikkiro, and his political advisor, VP Bukenya, can show impressive political skills.

However, according to one youthful Buganda government official, Katikkiro Walusimbi’s publica relations success may be short lived because they are based bending the truth and on the belief that president Museveni can keep promises. The official who requested that his name not be revealed for fear of being persecuted told us: “The Katikkiro keeps telling us Catholics that the ‘‘Bapoto’ [protestants] and Basiramu [Moslems] are not against the money but only want to bring him down. Obviously, many of us, especially the youth know that he is not telling the truth. The corrupt people here in Mmengo are from all religions. And the champions of Buganda political and human rights like Nambooze, Ssengona, Mpanga, Kyanjo and so on also come from all religions. It is like the Katikkiro is saying that any Catholic who says that our kingdom must not be manipulated with Shs 350 Million is stupid and being misled by non-Catholics. Money which cannot even buy 3 acreas in Kololo!”

The official went on to predict that Katikkiro Walusimbi’s claim that the Baganda opposition to Museveni’s money is an anti Catholic conspiracy is what may bring him down. He explained:  “The most predictable thing about Museveni is that he never keeps a promise. Soon or later he will either refuse to deliver all the Shs 1 Billion or he will introduce some strange conditions like pushing for some Banyankore from the Auditor General office to look into Mmengo accounts. Or, because weak accountability systems Mumuli is borrowing from Mr. Museveni’s corrupt NAADS, most of the money will end up misused.  The looming disaster for Walusimbi is that, since nothing which depends on Museveni’s promises works, the Katikkiro will end up hugely embarrassing both the Kabaka Mutebi and Archbishop Lwanga when his Mumuli delivers nothing but more corruption. It may be worse than Regional Tier because this time Museveni will be able to arrogantly say, ‘Nabawa bu miliyooni 350 nebubalema!; kati Federo mugisobola mutya?’ ['You have failed to manage a mere Shs 350 Million; how can you deal with the federal system you demand?']”

On April 20, Katikkiro Walusimbi announced to the Buganda Lukiiko that he had already accepted Shs 350 Million (US$162,790), as the first payment of what he claimed to be an unconditional grant of Shs 2 Billion (US$ 930,232) offer from President Museveni to fund the mumuli program. A large section of the Buganda population were angered by Katikkiro Walusimbi, with many in the Buganda youth movement accusing him of selling Buganda, at Shs 430 per person. Some have even threatened Mr. Walusimbi with death (see Katikkiro Walusimbi Takes Museveni’s Money, Puts His Life At Risk).

On March 9, 2009 Buganda Post exclusively reported that Katikkiro Walusimbi had convinced Mr. Museveni to pay that  to pay off government rent arrears owed to Mmengo and authorize another 8 billion shillings to: (1) complete Bulange Plaza, (2) complete Twekobe, (3) pay some salary arrears for Bulange employees, (4) to facilitate (bribe) key Buganda officials and certain key Bataka (clan heads) for support, (5) to settle the debt that state house owed the Katikkiro’s Associated Consulting Engineers company, and (6) to buy support from Baganda peasants by giving them money through an NRM style program called Omumuli which Walusimbi designed with Museveni’s vice president Gilbert Bukenya. (See “Katikkiro Walusimbi Dodges Talks, Leaves Museveni Holding A Bag Of Stones“). According to our State House sources, the Shs 350 Million that Mr. Walusimbi accepted is art of this agreement.

In a move which has left some Baganda in shock, the Katikkiro of Buganda, Engineer JB Walusimbi has included a Munyarwanda in the team to negotiate with President Museveni over the disputed amendments to the Land Act of 1998. The Munyarwanda is Fred Higiro Semajege, who serves as the deputy speaker of the Buganda Lukiiko despite complaints by many Baganda who believe that he is an agent of the Rwanda government. In an email sent to Buganda Post, one former minister at Mmengo said: “We are shocked! In taking a Rwandese to negotiate with other Rwandese and Banyankore over the rights of Baganda, Walusimbi has made it so obvious that his loyalty lies with Rwandese and Banyankore, not with Buganda. In the process, he and his friends may create the basis for long term hatred of Banyarwanda and Banyankore in Buganda. It is as if everyone involved in this nonsense is totally incapable of seeing beyond their nose. How can they take such a huge risk on a government that is collasing under the weight of its corruption?”. Earlier this month Buganda Post reported that Baganda in Masaka and Kampala were troubled by Katikkiro Walusimbi’s special attention to Rwanda (see Baganda Question Katikkiro On Flowers For Rwanda Victims).

On Monday April 20, 2009, Katikkiro Walusimbi informed the Buganda Lukiiko that he had chosen a committee of 10 to represent Buganda in the negotiations with Mr. Museveni’s government. Owek. Walusimbi and Rwandese Mr. Semajege would lead the committee, with Apollo Makubuya and Charles Peter Mayiga, the two lawyers who, along with John Katende, previously advised former Katikkiro Mulwaanyamuli Semwogerere to accept the Regional Tier deal with Museveni. Later, at Ttabamiruka ‘07 in New Jersey Makubuya apologized to Baganda, saying: “I mistakenly participated in the negotiations because I sincerely believed that we were dealing with principled and honorable people on the Uganda government side”.

The team will also include Dr. Masagazi Masaazi who earlier named as one of Mr. Walusimbi’s representatives in numerous money related secret negotiations with Mr. Museveni over the past several months (see Uganda Government Names Katikkiro’s Co-conspirators). Another member of the team is Haji Abdul Nadduli, best known for being disqualified from running for Luweero district chairman after forging his academic qualifications which later lead to his imprisonment. Additional members of the committee are Mr. William Matovu, Naalinya Beatrice Namikka, Mrs. Joyce Mpanga and Retired Bishop Wilson Mutebi of Mityana.

On March 14, 2009 a conference of so called Uganda’s kings sponsored by president Museveni’s govenment resolved to support anti-Buganda laws such as Regional Tier. More than 50 kings, cultural leaders and chiefsand their prime ministers, and ministers, who met at Masindi Hotel under the chairmanship of he Omukama of Bunyoro, Solomon Gafabusa Iguru. Prominently present were Mr. Museveni’s recently created “minor kings” in Buganda, the Isaabaruuli of Buruuli, Mwatysansozi Mwogeza Butamanya Omubwijwa,  The Isaabanyala of Bunyala Capt. Kimeze Beeka Mpagi Byarufu. Wisely, Ssabajja Kabaka Muwenda Mutebi and the Buganda Mmengo were not involved at all.

According to the press statement circulated by the Press Secretary to the Omukama of Bunyoro,  Henry Ford Miirima, the European Community and the United States government, through the USAID, got directly and actively involved in activitites that appear to aim at dismantling the Buganda Kingdom.  Mr. Miriima’s statement says that the European Union “has pledged to give financial backing to the Kings Forum as long as the body is impeccably transparent” and USAID “assisted” the forum.

UGANDA KINGS’ FORUM REPORT

Uganda’s kings, cultural leaders and chiefs establish a uniting Forum at a one-day conference at Masindi Hotel March 14, 2009

A congregation of more than fifty of Uganda’s kings, cultural leaders and chiefsand their prime ministers, and ministers, who met at Masindi Hotel March 14, resolved to establish a legal Kings’ forum with a fully fledged Secretariat, based at Kabuusu, Kampala.

Chaired by the Omukama of Bunyoro-Kitara, Solomon Gafabusa Iguru, the one-day conference attended by nearly all of Uganda kings and cultural leaders except the Kabaka of Buganda, Ronald Muwenda Mutebi, resolved to transform their forum into a registered legal entity with a permanent Secretariat located at Kabuusu in Kampala on a land which was donated by the Kamuswaga of Kooki, His Highness Apolo Isansa II.

To kick-start the Kings Forum their majesties contributed nearly fifteen million Uganda Shillings. While the Omukama of Bunyoro-Kitasra chaired the conference, the Master of Ceremonies was Bunyoro-Kitara’s Speaker of the kingdom’s Parliament, Orukurato Orukuro orw’obukama bwa Bunyoro-Kitara, Rev. Fr. Bonevantura Kyaligonza.

The Speaker informed the Forum that the European Union, which is already organizing another large Cultural Heritage conference in Bunyoro-Kitara in May this year, has pledged to give financial backing to the Kings Forum as long as the body is impeccably transparent and has in place qualified and highly responsible officials to manage the funds of the Forum. Other bodies to assist the Forum are the Uganda Ministry of Gender and USAID.

Noting the absence of the Buganda kingdom delegation, the Kamuswaga of Kooki, Apolo Isansa proposed, and the proposal was adopted, the Forum  send a high-powered delegation to Buganda Kingdom Government to explain the kingdom the benefits and objectives of the Kings’ Forum and how it is intended to uplift the economic, cultural and social well-being of the population in their regions.

Their Majesties made it very clear that the Kings and all Traditional and Cultural leaders need the participation of Buganda Kingdom in this Forum.

Conspicuously present and seated next to the Omukama of Bunyoro-Kitara, were The Isaabaruuli of Buruuli, Mwatysansozi Mwogeza Butamanya Omubwijwa,  The Isaabanyala of Bunyala Capt. Kimeze Beeka Mpagi Byarufu.

The Traditional Rulers of Acholi, Alur, Bamasaaba, Tororo, Teso, attended in person.

Nine resolutions adopted.

The Forum which consisted of Kings, Traditional rulers and cultural leaders, chiefs and their Prime ministers, Principal Private Secretaries, and other ministers, all totaling over fifty, passed the following nine  resolutions:

1. All kings, cultural leaders and chief to speak with one strong voice.
2. The Forum to urge the Uganda Government to speed up the formation of the Regional Ties system which was agreed upon by Uganda’s Parliament.
3. The Forum to urge the Uganda to resume the policy of paying royalities to kings and cultural leaders as it was in the past.
4. The Forum to support Bunyoro-Kitara’s demand for the Uganda Government to redress the historical wrongs and injustices in the form of the seven lost counties which were donated and annexed to Buganda kingdom to reward Buganda for her role in assisting British colonizers to colonise Uganda.
5. To register the forum as the National Kings, Cultural leaders and chiefs Forum so that it acquires legality.
6. To streamline the cultural institutions so that there is no consideration of anyone of them as being on top of the others.
7. To strongly advocate and initiate policies to develop, promote and teach our cultural languages and begin examining them from infant schools up to University level.
8. The Forum Secretariat to organize regular press conferences in order to create good, brotherly, and friendly relations with the press. At these press conferences all issues will be addressed by Forum officials either from the Secretariat or as the Forum will see fit.
9. To advocate for the unity of all the people of Uganda and African in general.

While all participants were given a chance to contribute ideas, the key note speech was given by the chairman of the Forum, His Majesty Rukirabasaija the Omukama of Bunyoro-Kitara.

Omukama Iguru said, in part,

“We must, as kings, traditional rulers, and cultural leaders convey our collective gratitude to the Government of Uganda for creating an enabling climate for the kingdoms and cultural institutions, and chiefdoms to thrive and serve the people of Uganda with commitment to the sovereign state of Uganda.

“We resolved to speak with one voice but over the last year the kings, traditional rulers and cultural leaders have not been audible enough advocating  for critical, social and cultural development needs for their mutual benefits and the befits of our subjects.

“We decided to  open and facilitate a secretariat for the Forum of Kings, Traditional rulers and cultural leaders in Uganda to handle the day to day activities including transformation of the Forum into a legal entity.  This has not yet been done.

“There is need to urge the Government of Uganda to implement the Regional Tier that parliament has already enacted into law.  The delay has not been explained to our satisfaction. Our collective voice must be heard loud and clear.

There is need to call upon all stakeholders to know the value of land, to protect their rights on it, to correct all historical errors related to land and to secure appropriate legal rights.

There is need for collective mobilization for development of all our subjects that willingly pay allegiance to kings and traditional rulers and cultural leaders. Our subjects must see opur functional value.

After our last meeting came the Lira Declaration that we all signed and have a duty to implement through collective development programmes for cooperating kingdoms and chiefdoms of Uganda and together seeking development partners to fund them and in particular the European Union and other  willing partners. We cannot afford to lose this opportunity.

It is a felt need  in all our institutions that we must ask the Government of Uganda to resume payment of royalties to kingdoms and chiefdoms on forests, game reserves, plantation agriculture and minerals/oil and gas and other natural resources in the various kingdoms and chiefdoms and to lobby members of Parliament in the various kingdoms and chiefdoms to support related changes in the constitution and laws of Uganda.

It is now obvious that we must work together to promote the unity  of Uganda, Eastern Africa, and the entire continent of Africa.

We must call upon development partners to identify themselves with the Forum of Kings, Traditional Rulers, and Cultural Leaders and to support their collective programmes and activities.

There is need for cultivate productive partnership between the press and Kings, Traditional Rulers nd /cultural leaders in Uganda for mutual benefit to replace current malicious publication and sensational reporting by a section of the press.

We need to workd together to promote peace, reconsilitation and ethic co-existence and reverse the historical distortions and errors that have led to ethnic strife emanting from colonial rule.

We need to pool resources to promote and support research, documentation and preservation of culture, arts, languages, customs and our entire cultural heritage and encourage cultural exchange and sharing of experience through inter-kingdom exchanges and meetings.

Finally, it is with great pleasure that I invite you to Hoima to participate in the Europe-Uganda Cultural Village scheduled to be mounted at Hoima in May 2009.

Members of the Baganda nationalist organization named Abazukulu ba Baganda have expressed fears that the overtly cozy relationship between Katikkiro J.B. Walusimbi and Uganda government leadership seems to be aimed at resurrecting the Regional Tier arrangement which Baganda rejected under Katikkiro Dan Muliika.

During a news conference that Abazukulu held last week at Musolooza, near Mmengo Bulange, their leaders claimed that, “Baganda rejected the regional tier government and the decision was final. There is nothing new or different to be expected from the new discussions, especially when the same people who engineered the original Regional Tier are the ones involved now. The only difference is that they have painted themselves another color.”

Abazukulu ba Baganda is made up of conservative vocal advocates of Federo and Buganda national issues. They are opposed to any negotiations between Mmengo and the Uganda government over Buganda lands other properties that the Uganda government confiscated from Mmengo in 1966. This opposition has, over the years, put them at odds with most Mmengo governments, with the exception of the one led by Katikkiro Dan Muliika.

The Regional Tier government was agreed on by Katikkiro Ssemwogerere, John Katende, Peter Mayiga, and Apollo Makubuya on behalf of Buganda and President Yoweri Museveni on behalf of Uganda. It called for the Katikkiro to be elected by all people living in Buganda and gave the President of Uganda the right to temporarily take over the Buganda Government if the person occupying the position of Katikkiro was proven to be a poor performer.
