For several days this week, a letter has been circulating on Baganda Internet discussion lists, allegedly written by Peter Sematimba, offering the NRM advice on how to weaken CBS FM Radio.  The alleged letter, which was supposed to be highly confidential, is addressed to the minister for Security in the NRM occupation government, Amama Mbabazi. It refers to a previous discussion on the subject with David Mafabi of Museveni’s state house.

Our state house sources most familiar with the activities of David Mafabi were not aware of any specific contacts between Sematimba and Mafabi. However, they confirmed that,  since the Kayunga civil disturbances, Mafabi has gotten more involved in activities to subdue Baganda. The source said: “Since the Kayunga riots, even Museveni now knows that Kabaka Mutebi could take him down, if he had enough bright and brave people in Mmengo to support him (Mutebi).  Because state house staff know that Museveni was shaken,  each one is trying to show that they have the best idea about how to isolate the Kabaka, scare the few bright and loyal Mmengo officials, strenghthen JB Walusimbi and disorganize the Baganda youth and Diaspora movements. In this environment, it would not be surprising if two money hungry people like Sematimba and Mafabi cooked up juicy deal along the lines of this letter. But I have no information to confirm it.”

On Sematimba’s part, he declined to reply to our email message, sent to the address he uses for business, info@superfmstation.com, inquiring if he could confirm or deny the letter. Calls to his radio station numbers 041- 272777 / 0782-222885 also got a “Boss is not in office” response.

On reading the anti-Buganda letter, a leading Buganda analysts based in New York,  claimed that serious Baganda should only be happy when Buganda’s enemies are exposed like this. He explained: “Many so called intelligent Baganda are still subconsciously slaves to the belief that a foreigner like Museveni or Besigye will save them. Others are equally delusional by thinking that some fast talking Muganda president of Uganda, like Abedi Bwanika or Samuel Lubega or Frank Musisi will help. Such Baganda are either ignorant or afraid to face the fact that Museveni and his Banyankore and Rwandese kin have ransacked the Uganda experiment. It  is a failed state! So, what does Uganda have to offer to Buganda anymore?”

The analyst continued: “What would stop Bwanika or Musisi from becoming a Sematimba once he gets power? The more intelligent Baganda know that a Muganda president of Uganda will have to go anti-Buganda, in order to maintain support from the other groups, who are uniformly anti-Buganda. This letter by Sematimba, is good for demonstrating that, Mulondo, Nsibambi, Bukenya, Mulwaanyamuli, Katende, Sekandi and Tamale Mirundi were not the last to betray Buganda. More like Bwanika, Musisi and Lubega are coming, only they might even be worse than Muwanga. The only way out is independence for the Buganda Kingdom. Fortunately, the younger Baganda who are the majority seem to instinctively understand it and that is why they are 100% behind Kabaka Mutebi.”

 RE: INPUT ON THE IMPACT OF THE CLOSURE OF FMs AND THE WAY FORWARD.

     Honorable minister, we discussed with Mr David Mafabi (office of the president) regarding the closed Radio stations, and i raised several issues with him which I present to you and may as well share with the powers that be at an appropriate time.

 First, I wish to express my reservations for the Broadcasting council for not doing enough to forestall the mess in the electronic media especially the fm stations more so in view of what befell the country .

  As much as we have endeavored to set standards at Super fm, we have been let down by our competitors who either out of fear for positive competition or deliberately for failing fulfill the requisites of professional broadcasting.

 With regard to the three closed stations, its my belief that the major protagonists are CBS and AKABOOZI while SUUBI FM is a nonentity in this jigsaw. It’s my conviction that you critically focus with CBS and AKABOOZI given their burgeoning presence in the FM industry.

Both FMs are a sister act especially with regard to violating the ethical code of conduct as per the press and journalist act 1995 and electronic media statute 1996 as well as the broadcasting council guidelines put in place for the electronic media to adhere to.

 We at Super FM can use this time of relative normalcy before the closed FM stations  are re-opened to fix the situation both on behalf of Government and the party as well as check on the activities of the broadcasting council on their part.

  Action Plan

I request that through your office you create a special desk where you can identify NRM cadres who can ably articulate party/ Gov’t issues on the air waves.

If this is implemented, am ready to offer a weekly program preferably during the day in fulfillment of this mission.  This will help us mobilize.

 Honorable, we are aware of the imposing status of these two stations and the expected new sense of belonging upon re-opening I think that there is a need to covertly reduce their influence in the industry.

 The stations will re-open with a bang and every listener will naturally want to associate with them after all this time in suspension. Its against this that if  no advance counter measures are put in place the bubble will bust  and you might not achieve the goal of their closure.

  For instance you can do this by demanding that they unconditionally shuffle various presenters in unfamiliar programs, i.e. from presenters to newscasters and vice versa.

  By so doing, you can institute an “independent” survey to rate FM stations and am positive that  the programs will be rating low after some time or/ and even most of the presenters will be disenchanted by the new set up  and may end up thinking twice.

Through this scheme, we can make amends by promoting those stations that are on the same page with the system

(e.g Super FM) and by the time they re-organize it will be after months when we have steadily set off.

  Alternatively, like we discussed with Mr. Mafabi, we can sweet talk a couple of presenters and draw them to the realization of not risking their careers and instead switch to the operating radio such as Super FM.

Personally am targeting two from CBS FM and two from AKABOOZI. For the fact I know that the management of both stations cannot agree to sack their prized presenters for the sake of re-opening them because they form the basis of their popularity.

 But I can assure you that if we cunningly implement snatching them away, it cannot take long before these presenters are beaten into line with what we want.

We has suggested with Mr. Mafabi and Tamale Mirundi that I make a presentation on the above issues so that I can give you a more practical picture on the way forward on this matter for the continuity.

A source close to Eng. JB Walusimbi has told us that the 65 year Katikkiro of Buganda has is losing interest in position and could be looking for ways get out of the 4-year contract with the kingdom. The source, who is a member of the Katikkiro’s Magunda sub clan (ssiga) of the Ffumbe (civet cat) clan, said: “Since even before the Kayunga riots, Engineer Walusimbi has been facing pressures to leave the office from all sides, even our clan elders, or show more that he is loyal to the Kabaka. Even we his own brothers and sisters have been pressuring him in our own ways because he is shaming our whole clan. By the way, when he was appointed Katikkiro, many of us who are insiders tried to oppose because we knew his background but we were not properly consulted.”

Our source told us that since the Kayunga riots, it appears that Engineer JB Walusimbi has been rethinking his part time job as Katikkiro. She says: “First,  it looks like JB realized during the riots that Baganda youth might one of these days kill him or some of his 6 children because of the image that he is on Museveni’s side. As a person, he wants to be Katikkiro but it is impossible for him when he is much closer  to Gilbert Bukenya and Museveni than he is to Kabaka Mutebi. And the way that Baganda youths are attacking him, is giving him high blood pressure. That is why he is really losing interest, because no one trusts him. Not even most of us members of his Magunda ssiga.”

Many Baganda were incensed with the statement that Katikkiro Walusimbi issued after the “gun on your head” Kabaka Mutebi was forced to have with Uganda warlord, Yoweri Museveni on September 30, 2009 (see “Katikkiro JB Walusimbi Praises Gunpoint Meeting Between Kabaka and Museveni“).  Since then, Katikkiro Walusimbi, has all but abandoned making pro-Buganda public statements or associating himself with the hundreds of Baganda who were murdered or continue to be arrested and tortured by the NRM government. The Katikkiro is even low key on the arrests and continuing harassment of Kabaka’s officials by Museveni’s security forces. He reportedly avoided assisting Kabaka’s official ,Betty Nambooze, with her medical problems, for fear of annoying Museveni who hates her.  According to local press reports, Kabaka Mutebi was forced to personally get involved in Nambooze’s case, working through other obedient ministers to provide her with much needed medical care.

If it is true that Engineer Walusimbi is losing interest his position as Katikkiro, there is evidence that he could be developing a new interest. Over the last two weeks, Katikkiro Walusimbi’s high profile engagements were closing the Uganda Manufacturers Association (UMA) trade show and presiding over the Rotary Club announcement of free medical operations program for the poor. At the UMA event, Owek. Walusimbi surprised many in the audience when he promised that Buganda would never reclaim the 9,000 square miles from its illegal occupiers but only partner with them to generate income from the land. The subject of how the 9,000 miles would be administered has never been discussed by the Buganda Lukiiko. Many of Engineer Walusimbi’s critics are also upset that this “Kabaka ow’ebweeru” was giving attention to Rotary Club medical operations instead of putting priority on getting Betty Nambooze the urgent surgery she needs.

President Museveni’s NRM occupation government is starting to feel the cost of keeping the kingdom of Buganda in a virtual state of emergency. Since early September 2009, Museveni has spent billions of Uganda Shillings in resources to destabilize Kabaka Mutebi, monitor and block Baganda radio and phone communications, block unfriendly Internet addresses, fund pro-Region Tier forces in Mmengo and redeploy at least 65% of all Uganda’s police and army in Buganda.  The panic expenditure, together with the accompanying graft by those managing the funds has left the occupation NRM government in a financial fix. To cope, Museveni is reportedly, raiding certain government institutions, where aid donors cannot easily trace misuse of funds.

Our source in Uganda’s ministry of Finance has told us that the list of organizations that the NRM government is raiding include Bank of Uganda (BOU), National Social Secrity Fund (NSSF), NAADS and the President’s patriotism development fund. The source said: “BOU is easy because, the governor, Emmanuel Mutebire and the secretary to treasury, Chris Kassami are both veteran embezzlers. And they now have younger leutenants in Naome Nassasira and Keith Muhakanizi to oversee the thefts. The NSSF could have been more complicated because it has been in the papers too much. That is why they appointed a brand new board, with a solid number of thieves, to ensure full cooperation when government raids the organization. Even UPE will not be spared. There are plans to reallocate huge sums of money from students and combine those moneys with billions from Museveni’s patriotism development fund  to massively recruit ‘patriotic’ teachers as a backbone of a new spy network within Buganda. The reason they are looking at NAADS is because they have successfully used it in the past to bribe LCs and settle Balaalo and other foreigners in Buganda, without donor interference.”

On a related note, our ministry of Finance source points out that at least 30-40% of the money being spent to maintain the Buganda occupation is stolen by the implementers and NRM politicians. According the the source: “Because of the secrecy, there is no accountability and everyone involved in the illegal financial raids make sure to keep some. Even Museveni and his family are actively chasing the patriotism fund. It is like everyone is trying to get what they can before the next Baganda riots break out. “

President Museveni’s propaganda team were wise to bar all Uganda TV stations from broadcasting the proceedings at the NRM’s independence day celebrations on October 9, 2009 at Kololo Airstrip.  That is because, this year’s ceremony saw the smallest crowd of ordinary Ugandans in the 47 years since the British granted independence to Uganda on October 9, 2009. Leaving out the many security or government officials and about 60 boda boda’s, approximately 900 ordinary people attended. Notably, even with this small crowd, the majority wore yellow NRM party tee shirts which were given out free in poor areas to entice people to come to the event.

Conspicuously absent were foreign dignitaries from Libya and neighboring countries. Even the so called cultural leaders, who Museveni supports financially, stayed home – Omukama of Toro, Omukama of Bunyoro, Kyabazinga of Busoga, Omorimor of Teso and Rwot of Acholi. The only non-government VIPs present were a few diplomats accredited to Uganda, junior officials from Kenya, Tanzania and Southern Sudan plus Mr. Museveni’s own Ssabaluri Mwogeza Butamanya (coincidentally, it literally translates to  ”the one who speaks with ignorance”) and Sabanyala Kimeze.

State House Panic and Propaganda Plan

On October 7, 2009, Mr. Museveni’s statehouse received reliable information that over 10,000 people had greeted Kabaka Mutebi in Mityana (Ssingo county), on his way to the Buganda independence event in Mubende, Buwekula county. They knew right away that Kabaka’s crowds could embarrass Museveni at the Uganda independence celebrations on the 9th. So, they turned their attention to controlling the news about Kabaka Mutebi’s activities.

According to our sources in Mr. Meseveni’s ISO, the plan which was hatched by Tamale Mirundi, Robert Kobushenga, Kabakumba Matsiko and a certain Mafabi included 5 main elements: (a) Minimize the crowd in any pictures of Kabaka Mutebi’s crowds if shown in government newspapers. (b) Use physical barriers to force the crowd at Kololo into a relatively small but longish area just below Upper Kololo Terrace road so that the numbers can look big in photos taken from a low angle; (c) Have Mr. Museveni enter the ceremonies through the crowd area, so that we can take photos showing many people around the president, (d) force all major media outlets to broadcast the events at Kololo, using a single audio/video feed from the government’s Uganda Broadcasting Corporation (UBC), and (e) strengthen enforcement of the rules which Godfrey Mutabazi had placed on radio stations, barring any praise of Kabaka or Buganda.

The Monitor Does Not Cooperate

On October 8 and 9, New Vision and Bukedde reported on Kabaka’s tour of Buwekula but omitted any mention of Buganda Independence celebrations, only referring to bulungi bwa nsi (national service) but without translating it to English. Also, they have avoided any picture which show the huge crowds that the Kabaka attracted in Mubende or Mityana. The crowd at the main Mubende celebrations was approximately 25,000 people.

In a sign that the Aga Khan’s The Monitor newspaper editors may be starting to rethink their anti-Buganda sentiments, they defied Museveni and published a photo showing Kabaka Mutebi with thousands of his subjects jubilating around him. Furthermore, they published parts of the Kabaka’s tough “47 Years Wasted” speech, although with incorrect translation in some parts (see “Kabaka Mutebi Disowns Katikkiro’s Apologetic Tone“).

Ghost NRM Independence Day Celebrations

On October 9, Mr. Museveni’s worst fears came to pass. Despite the efforts of his propaganda people, the 900 or so crowd was to small for anyone to ignore. However, state house forced WBS TV, NTV, and NBS to suspend regularly scheduled programming and transmit the UBC TV feed from Kololo live for over 5 hours. And the UBC camera were continuously glued on the marching troops and the VIPs, skipping the miserable crowd. And in a sign that Museveni is losing confidence, he gave his shortest independence day speech ever even though the event lasted from 10:00AM to 3:30 AM.

Uncharacteristically, Museveni read his independence day speech strictly from the script, without any of his trademark long strays to abuse or threaten Baganda, aid donors and others. Also, although he had been fully briefed about Kabaka Mutebi’s statement that Buganda has gained nothing out of 47 years of independence, the Uganda warlord did not mention the subject at all (see “Kabaka Mutebi Disowns Katikkiro’s Apologetic Tone“).

Museveni’s speech included nothing he has not said over the last few years.

• He boasted of his record on education and raised eyebrows when he interpreted the rampant unemployment in Uganda as a sign of his successes, saying: “We no longer have to be frustrated by these people who don’t want to work. You find a problem person somewhere, you act, get rid of that person and get another one because they are many here now.”
• He pledged, as he has done numerous since 1986, that he will fight corruption. But immediately warned that the war on corruption, which is now much worse now than in 1986, will not be won overnight but through a protracted struggle. This time, he spared judges and the police and blamed accountants, auditors and accounting officers for the persistent corruption. However, he promised his outwardly bored audience that he has new army of young “clean” accountants and auditor to lead the war on graft. He did not mention where the got their education or earned their professional experience.
• He made the “obvious” observation that recent oil discoveries would increase self-reliance and make Uganda less dependent on foreign aid.
• Mr. Museveni (once again) revealed that problem of theft of drugs is a serious problem in the health sector. He did not mention the status of the corruption charges against his ministers and NRM stalwarts Michael Mukula and Jim Muwhezi.

Museveni’s Colonel’s on Empty Stomachs

The otherwise dull event could not end without typical Ugandan breakdown. The man in charge of the parade at the very long ceremonies, UPDF’s Col. Peter Ekweru, fainted and fell on his face due to hunger and exhaustion. Sources could not confirm how a whole colonel could command an important national parade on a empty stomach.

The SMS we got from out agent in Mubende town,  Buwekula county, where Sabasajja Kabaka chose to celebrate Buganda’s 14th independence observance was simple but very inspiring: “Empologoma ya Buganda ebogodde buto!” (”The lion of Buganda has roared yet again!”). In his first public statements since he was forced to go to Museveni’s statehouse and then tricked into appearing to be negotiating with a commoner, Kabaka Mutebi made it very clear that the current occupation conditions in Buganda are not acceptable.  The SMS from our reporter came seconds after Ssabasajja Kabaka told the mammoth crowd at Buganda independence day ceremonies, “The 47 years of independence which we are observing today have  been wasted by senseless conflicts and governance problems. As a result of this, our development has been paralyzed. Thinking in terms of constant conflicts must stop.”

According to our reporter, the lion of Buganda went on to give as example, leaders who practice decisive politics in an effort to divide Buganda into artificial chiefdoms. Warning that, “we must not tolerate what such leaders are doing.”

In the presence of his wife, Nnabagereka Nnaginda, the Kabaka promised that his kingdom nation will never promote constant ethnic conflicts because, “we value unity and not divisions in Buganda”.

Last week Kabaka Mutebi reluctantly went to Museveni’s state house after the Ugandan warlord threatened that if Ssabasajja did not meet him, he would introduce laws to abolish kingdoms and probably arrest  His Majesty. Our sources tell us that Kabaka Mutebi was not too concerned by Museveni’s empty talk but Katikkiro Walusimbi, other old Baganda and CBS Radio shareholders convinced him that Museveni was willing to entertain most of Buganda’s demands if the Kabaka spoke to him.  Although, Museveni dressed up properly to meet Kabaka Mutebi, including putting on dress shoes and walking his painful feet straight, he broke his promise to Walusimbi within minutes after the Buganda delegation arrived. Museveni took everyone by surprise when he told them to wait he spoke to Kabaka Mutebi for some minutes. The minutes turned into a full hour, after which Museveni’s state house and Katikkiro both started spinning that the private talks between were “ground breaking”.  Nothing on the original agenda took place because of the Museveni scam (kavuyo).

Surprisingly, next day, Katikkiro Walusimbi issued a statement claiming that, the meeting between Ssabasajja and the Ugandan warlord had removed all tensions between Buganda and her NRM occupiers (see “Katikkiro JB Walusimbi Praises Gunpoint Meeting Between Kabaka and Museveni“). Then Deputy Katikkiro Ssendaula wrote to all Kabaka’s representatives outside Buganda  asking them to tell Diaspora Baganda to be “very calm” while Mmengo talks to the occupying forces. Owek. Ssendaula’s letter angered some Baganda because it seems to focus only on  “not upsetting Museveni” and says nothing about the plight of Kabaka Mutebi and many of his loyal subjects who were murdered or are under torture in the NRM governments prisons and safe houses (see “Deputy Katikkiro and Kabaka’s Representative Anger UK Baganda“).

The consensus among all the 4 Baganda analysts who we have contacted is that Kabaka Mutebi made the strong statements in Buwekula to clearly and publicly disown the appeasing, apologetic and sometimes cowardly tone of the statements which his Katikkiro and his Deputy have been making.  One analyst named David Kasozi said: “Once a Muganda radical, always a Muganda radical. And Ssabasajja joined us Baganda radicals a long time ago. We, under Kabaka Mutebi’s leadership,  are not quitting until Buganda is ruled on her own terms, probably as an independent monarchy.”

Some British Baganda are angry at Deputy Katikkiro, Emmanuel Sendaula, and Kabaka’s representative in UK, Nsambu Musisi, for asking them (the Baganda) to keep quiet at a time when their Kabaka and nation are under a state of occupation by the NRM government.

In a Luganda letter that was addressed to all Kabaka’s representatives overseas, Owek. Sendaula indicates that the Kabaka’s representative had been informed in the past that, earlier, the Buganda government passed a resolution that Kabaka and the Ugandan warlord, Museveni, should meet. He adds that the meeting which took place has improved the communication between the two sides. He states that the two sides exchanged documents based on which negotiations were to take place; the Katikkiro would inform Kabaka’s representative in due course.

The Deputy Katikkiro’s letter includes no references to ordinary Baganda except when he asks Kabaka’s representative to tell the Baganda in their areas to be  “very calm”. Owek. Sendaula provides not information at all to his audience to pass over to Baganda in their area. His letter does not include any reference to the 30 Baganda who were massacred by the NRM occupation government, the hundreds who were injured and the nearly 1,000 who have been arrested and tortured over the last two weeks. The Deputy Katikkiro’s letter is dated Monday October 15, 2009, only 2 days after Kabaka’s minister, Lubega Sseggona, was arrested by Museveni. However it does not mention the plight of Ssegona. Even most important, the Deputy Katikkiro letter saying nothing about the health and general well being of Ssabasajja Kabaka, who all Baganda know has endured tough and stressful times since the NRM occupation power barred him from going to Bugerere and started murdering his subjects.

Also significant is that, in his letter, Owek. Sendaula never mentions ordinary Baganda who live the Diaspora. He never acknowledges the allegiance they have shown to the Kabaka and Buganda with their demonstrations and other actions. He only refers to these loyal subjects when he says, “You, the representatives of Ssabasajja outside Uganda should encourage the people you lead to be very calm to give a chance to the negotiations that have started between the Uganda government and Buganda Kingdom, which aim to address Buganda’s open issues.”

In his letter to UK Baganda, Kabaka’s representative Nsambu Musisi also skipped any acknowledgement what UK Baganda have done to show the loyalty they have to Buganda or the Kabaka. And he amplifies Owek. Sendaula’s letter, telling Kabaka’s subjects in UK: “It is best that any planned demonstrations in Britain be postponed.”

One of our sources in London reported that many Baganda in UK are incensed at the condescending attitude of  Owek. Sendaula and Mr. Nsambu Musisi. The situation is further complicated by the fact that Mr. Musisi has popularity issues with most UK Baganda who feel that he was imposed on them by Katikkiro Mulwanyaamuli. According to our source: “Baganda here in London believe that blood of Baganda shed by Museveni only a week ago and the ongoing torture of hundreds of his subjects are most important to Kabaka Mutebi. But that a few cowardly and greedy individuals are helping Museveni to isolate Kabaka from his subjects by making him appear more interested in CBS Radio money or the firing of Tamale Mirundi.”

Another source, who is a computer engineer and Nkoba za Mbogo veteran went as far as challenging Deputy Katikkiro Sendaula and Mmengo to explain why they are eager to sell a Buganda’s which has survived nearly 1,000 years to a man whose true identity is questionable. He said: “First Walusimbi, Sendaula and a few money angry Mmengo personalities were used by Museveni to trick Kabaka into becoming a negotiator. That was an effort to break the centuries old custom, ‘Kabaka tateesa‘. Now they are trying to get a short term, short sighted, secret Regional Tier deal with Museveni based on getting quick CBS Radio and bribe money, to protect their personal interests. That is why they don’t even care about the Baganda blood that was spilt, those in prison or even bad image Kabaka Mutebi may get among his subjects.

“Anyway, they cannot stop us from resisting Buganda’s occupiers and protecting out Kabaka and national interests. The only reason that Museveni is even learnt to dress up, walk as if his feet are OK and behave like a civilized person in front of the Kabaka last Wednesday, is because he and his fellow Balaalo were panicked by the demonstrations September 10-11, 2009. The demonstrators in Buganda, London, New York, Boston and elsewhere showed the Ugandan NRM war lords that Buganda has a backbone. It makes common sense that Baganda must only increase demonstrations if they want to make it clear to Museveni and his NRM occupiers that they have no future without agreeing to all Buganda’s demands. Akeenda, return of all our properties, payment of arrears and Federo.  These demands are well known by all Ugandans, so why would our demonstrations against the murder and senseless arrest and torture of Baganda change anything?”

When contacted for a comment on this story, our New York based Buganda analyst had this to say: “I think Owek. JB Walusimbi and his supporters in Mmengo have made a terrible mistake of sacrificing Nambooze, Sseggona, Mpuuga and other so called Mmengo radicals to appease Museveni, Bukenya and the businessmen in Mmengo. I suspect that if Walusimbi continues on this path then he (Walusimbi) will have no influence at all when the next major demonstrations by Baganda happens, because the demonstrators might be looking for his head. It is like the children making an alarm (okukuba enduulu) when they see a robber running way with family property. Suppose the robber panics and starts to appear cornered. I think that even a 6-year old would smell something fishy if the father comes out of hiding, doesn’t show concern about the children killed or kidnapped by the robber and tells the whole family to keep quite, so neighbors don’t come as he secretly negotiates with the robber.”

Within hours after a lecture from president Museveni’s chief censor, the management of foreigner owned Capital Radio issued a memo announcing new anti-Buganda policies. Rwandese Godfrey Mutabazi, Museveni’ airwaves enforcer visited Capital Radio and, using his infamous talking points (see “Rwandese Godfrey Mutabazi Censures Uganda Radios, His Talking Points“), specified what the station could and couldn’t broadcast. There was no resistance from the owners, who after a brief discussion, instructed the deputy general manager to implement.

Sources in Kampala tell us that members of the Baganda youth population have taken careful note of Capital FM’s eagerness to collaborate Buganda occupiers.

The memo which Capital Radio management sent to all its presenters, to implement the new anti-Buganda policies is shown below.

Re: BUGANDA CONTENT

Following a meeting with the Broadcasting Council today concerning certain forms of on air content on Beat FM that can be deemed inciting and may have potential to inflame public sentiments, we are required to make key adjustments to our content broadcast on both Capital Radio and Beat FM.

All content relating to Buganda-the Buganda Kingdom and the institution of the Kabaka-will not be aired on both stations, unless as positive stories run in the New Vision or Bukedde newspapers covered in our press review. The stories which are positive are those that enhance the relationship between the Central Government and the Buganda Kingdom and do not incite the public into violence. In this context we shall not however give opinion but report them as fact.

More specific to Beat FM, we shall:

(a)  Stop all talk and promos in support of Buganda Certificates.

(b)  Stop all talk and promos in support of the Buganda Football Tournament Cup finals Amasaza Cup this Saturday

(c)   Stop all songs about Buganda and in some cases those about Buganda ’s quest for federo or those eulogizing the Kabaka and SeKabaka’s.

(d)  Stop all traditional drums and shakers that introduced the evening drive interspersed with homage to the Kabaka.

(e)  Stop any other comment that promotes the Buganda Kingdom or the Kabaka.

(f)   Stop all news coverage about Mengo or the Kabaka.

We shall only focus on lifestyle and entertainment content throughout our broadcasts.

Uganda police sources indicate that the number of people who have been arrested in connection with the Kayunga demonstrations is has now grown to over 1,000 and rouge officers and magistrates are making quick money. In the first 5 days after the disturbances where the NRM police and army shot dead 30 Baganda, about 600 people were arrested. Since then, the police has continued to arrest more Baganda, claiming that they are looking for ringleaders and other participants in what they (the police) claim to be public violence and terrorist activities.

Baganda sources within Museveni’s  police force have informed us that the primary reasons why so many people are being arrested are politics and money.  One source told us: “These arrests were ordered from the very top for political reasons. They provide a chance for the NRM to shut up its loudest opponents in Mmengo and the opposition parties, especially DP.  It is one way to put make it difficult for the opposition to start organizing themselves for the 2011 campaigns. The majority are arrested not because of evidence that they did anything but because they used to talk a lot against the NRM government on radio stations. So many of them are Baganda DP or FDC campaigners. In some cases the evidence is manufactured using tips from Banyankore, Bakiga and other non-Baganda who are NRM moles in the opposition parties.”

Another Muganda veteran police officer told our investigator that money is also a big reason why the arrests are growing. The office explained: “As you may expect, when an innocent Muganda is arrested on allegations of inciting violence, his or her family will normally be desperate to have him freed on bail. The arresting officers and the magistrate make some quick money by charging the desperate family anywhere between Shs 150,000 and Shs 400,000 (US$74 to $198) depending on situation. They eat the money and in the books they write that the suspect has been freed on a ‘no cash’ police bond. In law this is called extortion and I know that top people in the police force know that it is going on or may even be supporting it.”

The Uganda police force is commanded by Kalyekezi Kayihura, a Rwanda national who came to Uganda as a refugee and joined Uganda police where Mr. Museveni quickly rose him to the rank of General.

Over the last two weeks, the chairman of president Museveni’s Uganda Broadcasting Council (UBC) has had a chats with virtually all major radio station owners and ordered them to adhere to certain “profession practices” or face closure like CBS FM Radio (Radio ya Ssabasajja). We have learnt that Mr. Mutabazi did not seek input several members of  the broadcast council and mostly depended on talking points which he put together with assistance from Robert Kabushenga, Tamale Mirundi, Robert Sebunya and Moses Byaruhanga.  His method of work angered some members of the UBC who feel abused and marginalized by state house. It is through these conditions that we received the information in Mutabazi’s talking points.

Our sources have also confirmed that president Museveni approved the measures and their ongoing implementation before he left for the UN general assembly in the USA. And after his encounter with Kabaka on Wednesday, he ordered that the measures be continued, a sign that the meeting with Kabaka did not change anything for him.

According to our sources, Godfrey Mutabazi obtained partial college education in North America before returning home in the early 1990’s to work in Museveni spy network. In 1998, he was appointed to the Uganda Broadcasting Council. He became the chairman around 2003 and started calling himself Engineer Mutabazi. He is highly secretive and ordered that information on UBC members, even names, be removed from the UBC website. Members terms are 3 years but he has been automatically reappointed 4 times.

Both Mutabazi, who implemented the closure of CBS FM Radio and General Kalyekezi Kayihura, the police commander who stopped Kabaka from going to Kayunga are Rwandese Tutsi who came to Uganda as refugees. This fact plus persistent but unconfirmed rumors that president Museveni’s unknown biological father was a Tutsi is feeding the growing belief among Baganda that their kingdom is under occupation by foreign mercenaries.

Uganda has 129 radio stations and 7 TV stations in different states of operation. The biggest broadcasting houses, of which CBS FM Radio has been the market leader for over 10 years, are mostly owned by Baganda. Their leadership significantly depended on their higher coverage of Buganda kingdom events and people, especially the Kabaka.

Besides Mutabazi, the other current UBC member are Tim Lwanga Mutekanga, George Omunyokol, Aggrey Kibenge, Kenneth Kazooba, Aga Sekalala, Kagole Kivumbi, Juliana Naumo, Godfrey Kibuuka, Patrick Mukiibi and Catherine Omaswa.

Below is an edited and reorganize version of Mutabazi’s talking points. Certain names, offices and other details have been removed or reworded to protect our sources.

UBC RULES OF THE ROAD TO BROADCASTERS

-TALKING POINTS -

(HIGHLY CONFIDENTIAL)

Kabaka

1.  Stop calling him “His Majesty”; instead use “His Highness” not to contradict the President and other NRM officials.

2.  Use “Mr. Mutebi” instead of “Kabaka” as much as possible. Start slowly and build up.

3.  Stop using the terms “Empologoma”, “Chuchu”, “Nyanja Temanyiirwa”, “Baffe”, “Namunswa” or other terms, which encourage Buganda sectarianism.

4.  Avoid stories that portray him as a strong person who is influenced by moderates and NRM supporters.

5.  Promote stories that portray him as a weak person who is under pressure from a few radical Baganda.

6.  Promote stories and images that suggest that he has a friendly relationship with H.E. the VP.

Buganda

1.  Stop playing the “Kitibwa kya Buganda” song or other nationalistic Buganda songs because they promote sectarianism.

2.  Stop referring to Buganda as a kingdom. Instead, consistently use “Central Region” or, if clarity demands it, “Buganda Region”.

3.  Stop referring to the old Buganda counties. Stick to district and constituency names (even if they include old county names in part).

4.  Freely report all stories where the Katikkiro and members of his cabinet are promoting peace, hard work, friendly relations with other Ugandans and “fair treatment” from the H. E. the President.

5.  Avoid stories that include strong pro-Buganda statements by religious leaders. Promote stories where religious leaders call for calm

6.  Don’t use the words “genocide” or “occupation” or “torture” or “safe house” or similar words in connection with any arrests of Baganda for any reasons.

7.  Refer to Banyala as an ethnic minority which is fighting to secede from Buganda. Stop mentioning the population of Banyala.

8.  Do not promote Baganda only events like clan football matches, cultural competitions, Nkoba za Mbogo, etc.

Buganda Radicals and Rioters

1.  Stop reporting stories on the activities of Allan Waligo, Nambooze, Sseggona, Muliika, Nsubuga Nsambu, Mpanga, Nkoba za Mbogo, and other Baganda radicals. The exception is when the story suggests that they are becoming weak and trying to incite violence against non Baganda.

2.  Keep reporting on police cases against Nambooze, Lukwago and other similar anti-government activists to a minimum.

3.  Do not use the term “political prisoners” to refer to any of the rioters.

4.  Avoid referring to the those who participated in the Kayunga related rioting as “Baganda” since some of them were not Baganda. The rioters were common criminals and a few anti-government elements who exploited the situation to loot.

5. When it make sense you can refer to the radicals who incite violence or those who engage in riots as “terrorists”

Mengo

1.  Stop reporting stories on the activities of Waliggo, Nambooze, Sseggona, Muliika, Nsubuga Nsambu, Nkoba za Mbogo, and other Baganda radicals. The exception is when the story suggests that they are becoming weak and cannot incite Baganda sectarianism.

2.  Keep reporting on police cases against Nambooze, Lukwago and other similar anti-government activists to a minimum.

3.  Avoid using terms like “Buganda Government” or “Buganda Kingdom Government”.

4.  Report positively on the Katikiro and other Mengo people who don’t make outwardly sectarian statement.

5.  Report positively on health, agriculture, education and other developmental program by Mengo.

6. Avoid using the “Owekitibwa” title becuase it can cause misplaced feeling of importance.

The Serumaga family has published a statement which describes in detail the events surrounding the abduction, torture and medical mistreatment of  popular Muganda journalist, Kalundi Serumaga, by Uganda’s  NRM government from September 11 through 15, 2009. According to the family statement, Robert Kalundi Serumaga was abducted by 5 armed men outside the studios of WBS TV, Spear House at about 11pm on Friday September 11, 2009. Robert had just left the studios where he had appeared on the Kibazo live discussion program. He was accompanied by his colleagues.

As they departed, Robert  was approached by the men, two of whom grabbed him by his trouser belt, and told him they were arresting him. He asked them who they were and they claimed to be responded police officers. One held up a piece of paper purposely to support their claim. They then immediately began to assault him.  Robert put up a fight until they threw him to the ground, after which they threw his telephones towards his colleagues.

Apparently, Robert fell unconscious thereafter and was dragged from the scene to De Winton Road where his attackers  bundled him in to the back seat of a waiting Toyota Mark II. He regained consciousness in the car as the men tried to undress him and remove things from his pockets.  The trip ended at the infamous Kireka JATT torture center where, next day, he was repeatedly slapped and punched by president Museveni’s operatives during questioning. In the meantime, Robert’s brother, Kizito Sserumaga searched all Police Stations in Kampala to no avail.

Kizito contacted the Irish Embassy for assistance, as Robert is a citizen of Ireland by birth. A concerted effort by the Serumaga family, involving the Irish ambassador to Uganda, TV stations and the Uganda Journalists Association, plus increasing awareness of the kidnap in the international media, convinced Mr. Museveni to produce Robert Serumaga. He was produced by the notorious CID officer, Jonah Kule on September 12, 2009. However, despite the sorry state of his health, Robert was put in a cell that day, without medical attention, where he was again physically assaulted.

Robert first got treatment on September 13, 2009, when the Police doctor, Dr Moses Byaruhanga, arrived took him to the International Medical Centre at KPC, under heavy guard. Later the Rwandese commander of Uganda police, Kale Kayihura, allowed Serumaga to be moved to Kampala International Hospital as the family wished. Earlier, Dr. Byaruhanga had insisted that Robert must only be admitted in the government’s dilapidated Mulago Hospital, where NRM opponents have been reportedly murdered by Mr. Museveni’s agents.

Contravening Mr. Museveni’s Uganda constitutional requirement that suspects be charged in court within 48 hours, Robert was produced at Buganda Road Magistrate’s Court on September 15, 2009. He was charged with 6 counts of sedition resulting from his remarks during the Kibazo program on WBS TV. He was granted bail and release shortly afterwards.

The Serumaga family also reveals that they took a photo (by cell phone) of one of Robert’s torturers when, at the International Medical Center when one of  Robert’s colleagues recognized him as one his original kidnappers. It a bizarre twist, after learning that someone in the Serumaga party had taken the photo, the police brought their video unit and filmed Serumaga and all his family and friends, in an apparent act of intimidation. The Serumaga family showed the torturer’s police commander Kale Kayihura explained that the man in question had, at the JATT torture center, inserted his thumbs and fingers in Robert’s eyes and attempted to gouge them out. He claimed not to know the man in the photo but said that he will be able to produce him if he is on the police force.

Below is a summary of specific demands that the Serumaga family statement concludes with (see more details):

1. They will not participate in investigations in the torture of Robert by the NRM government and its agents unless INTERPOL is involved.

2. They are unwilling for Robert to return to CPS or any other police station while suspected criminal elements are still employed and deployed there.

3.  They demand disciplinary action is taken against Mr Edward Ochom, of CID for attempting to send Robert to Mulago, which could compromise his safety.

4. They demand that disciplinary action is taken against the police’s Dr Moses Byaruhanga for unprofessional conduct.

5. They demand the investigation of the plainclothes policeman who filmed Robert’s children at Kibuli Police Station on September 15, 2009 and those who threatened Robert’s family on and September 12-13 outside CPS.

6. They demand the investigation of Simon Kuteesa’s role in the abduction and torture of Kalundi Robert Sserumaga.

7. They demand the immediate suspension and investigation of CID’s  Jonah Kule who was seen in deep conversation with the perpetrator who was photographed by the family.

RE: THE UNLAWFUL ARREST, TORTURE AND DETENTION OF KALUNDI ROBERT SERUMAGA ON FRIDAY 11^TH SEPTEMBER 2009 UNTIL TUESDAY 15^TH SEPTEMBER 2009

ABDUCTON

1. KALUNDI ROBERT SERUMAGA WAS ABDUCTED BY 5 armed men outside the studios of WBS television, Spear House at about 11pm on Friday 11^th September 2009. Robert had just left the studios where he had appeared on Kibazo on Friday, a discussion programme.

2. He was in the company of Kibazo, Bernard Tabaire, Charles Rwomushana and Mary Ikazi. The men approached him as their group broke up.

3. As they departed, Mr Sserumaga was approached by the men, two of whom took hold of him by the belt, and told him they were arresting him. He asked them who they were to which one responded police. He held up a piece of paper which may or may not have been an identity card, as he looked away. They then immediately began to assault him.

4. Mr Sserumaga put up a fight until they threw him to the ground. After that he threw his telephones towards his colleagues.

5. He then fell unconscious and was dragged from the scene to De Winton Road and was bundled in to the back seat of a waiting Toyota Mark II. He regained consciousness in the car as the men tried to undress him and remove things from his pockets. When he started demanding to taken to a police station, one of the men tried to cover his mouth, and another fight ensued. As he fought to resist them they punched him and gouged at his eyes with their fingers, and also bent his head backwards and choked him.

JATT/KIREKA 11^TH SEPTEMBER 2009

1. He was driven to Kireka and logged in to a book and put in a cell with 25 other men, mainly youth.

2. In the morning, a procession of guards came to the cell door and made all manner of threats to his life, and make sectarian insults to him, as well as the other prisoners. Finally the doors flew open and a tall well-built and well-dressed man in his mid-forties stood in the doorway and began to slap and punch him in the face while demanding answers.

3. This statement is supported by the medical examination carried out by Dr M. Galukande at International Medical Centre, KPC building on 13^th and International Hospital, Kisugu between 13^th and 15^th September 2009.

4. Kizito Sserumaga searched all Police Stations in Kampala from that time to 3 am to no avail.

CENTRAL POLICE STATION 12^TH SEPTEMBER 2009

1. Kizito contacted the Irish Embassy as Robert is a citizen of Ireland by birth. We went to Central Police Station (CPS) where we were told he was not there and his whereabouts were unknown. We made a public appeal via NTV outside CPS and we were surrounded by 5 armed soldiers in red berets and two plainclothes men. We immediately made another appeal at a Press Conference organized by UJA. During that conference, the Irish Embassy informed us Robert was being transported to CPS after which we went back to CPS. We found Kalundi Robert Sserumaga in the custody of Jonah Kule, O/C CID, at CPS. He was being held handcuffed with two other gentlemen, both Local Councillors from Makindye Division area. They had been tricked out of their houses at night on the pretext that there was a disturbance in the area, and then bundled in to a van at gunpoint and taken to Kireka.

2. We immediately asked that Robert be allowed medical attention. Kule insisted on waiting from instructions but that we would be able to do so. Later we were informed Robert was going to be released after i). WBS deposited a film of the Kibazo on Friday broadcast with CPS, ii) that Robert make 2 supplementary statements and iii). that he provide 3 sureties. These conditions were met. After the process of providing the sureties, Kule suddenly ordered us all out of the room, including Ernest Kalibbala the lawyer and then informed Robert that he had orders from above to return him to the cells.

3. We escorted Robert to the ground floor. After that the police physically pushed us out of the station entrance and down the stairs while brandishing sticks. Those of us already outside were threatened by the armed soldiers seated along the wall, numbering over ten and the man in plain clothes from earlier who was carrying a stick.

4. 13^th SEPTEMBER 2009 We returned to CPS where Robert was now without shoes and had still not received medical attention. He had tried to inform a woman officer -one Commissioner Ayisu- in CID that he had been assaulted at which she laughed and said it was impossible. Mr Simon Kuteesa, Head of Media crimes informed us that he does not put people in car boots. He received a telephone call in our presence and said in our hearing that the prisoner ‘did not look too bad’. The entire time, there were two mambas, outside the station, countless men in plainclothes carrying sticks and whips, people in police uniform carrying sticks.

5. In the afternoon, we telephoned John Nagenda, Media Adviser to the President. We informed him that the story had broken in the international media and that we were going to continue to campaign for Robert’s release. Mr Nagenda was at that point was aware of the abduction but not of the torture. He arranged for us to meet Major General Kale Kayihura, Inspector General of Police. Mr Kayihura informed us the Irish ambassador had spoken to him and asked us what we wanted. We said our first priority was medical attention for Robert. Secondly we were formally complaining about being physically assaulted and ejected from CPS. Mr Kayihura telephoned Mr Ochom, Director CID, CPS and instructed him to have Robert examined at a hospital of our choice and admitted at a hospital of our choice if necessary. IGP Kayihura also telephoned Mr Sorowen the officer in charge of CPS and instructed him to ensure there was no humiliation of suspects and their relatives and the public generally. IGP summoned Mr Ochom and instructed him to implement everything agreed in that meeting and to ensure Robert was taken to a hospital of his choice immediately. He called in on Johnson Karugaba of the Professional Standards Unit to investigate our complaints. We then returned to CPS.

MEDICAL ATTENTION

1. After the Police Surgeon, Dr Moses Byaruhanga arrived, we traveled to International Medical Centre at KPC, under guard. There was an attempt to make Robert travel without shoes in order to humiliate him which we resisted. The armed and uniformed policemen sitting on the back of the pick-up truck and the plainclothes policemen became angry and said they would teach M. Serumaga a lesson (‘Tujja kukulaga enkola’.)

2. Dr Moses Galukande carried out the examination and the results are consistent with Robert’s description of the assault. He diagnosed concussion as Robert could not account for some time between the first onslaught and being bundled in to the car. He recommended observation, neurological tests and rest. Immediately Dr Byaruhanga stated that he had to be referred to Mulago Hospital. He said it was the law and that Mulago was ‘the national referral hospital’. When he insisted, Mary Serumaga tried but failed to telephone IGP, Kale Kayihura. She then telephoned Mr J. Nagenda who spoke to Dr Byaruhanga and told him there was no problem with admitting Robert at International Hospital Kampala as long as he was under guard. He said Government’s only reservation was that we should not expect them to pay the bills, which we accepted. Dr Byaruhanga still insisted that he needed to speak to Mr Ochom, Director CID. We refused to board the vehicles to be taken to Mulago Hospital, a government institution which we felt to be unsafe. Robert stated if they insisted on Mulago, he would prefer to retun to the CPS cells without any treatment. After nearly an hour Mr Ochom relented and allowed us to go to IHK.

3. 13^th September 2009 Robert was admitted at IHK at approximately, nearly 48 hours after he had been very seriously assaulted.

4. Dr Galukande diagnosed concussion and recommended neurological tests. We returned to CPS to collect Robert’s bags. Again, Kule introduced another condition. He wanted, Robert to sign a charge sheet before going to hospital. He also wanted his passport. We ignored both instructions as 48 hours had elapsed and the police were merely trying to legitimize their abduction of Robert Sserumaga. Eventually Kule gave in and we proceeded to IHK.

5. Robert was admitted to IHK at about 8.30pm where he underwent tests and had some bed-rest. He was escorted by over 5 armed soldiers to Kampala Hospital for a CT scan.

FORMAL CHARGES

1. Tuesday 15^th 2009 we were informed that Robert would be collected from the hospital at 10am to go to the Police for finger-printing and formal charging. Robert refused at first to co-operate because he wanted it to be acknowledged that he was being charged after 48 hours of detention had elapsed, i.e. he had been being held illegally.

2. Robert was produced at Buganda Road Magistrate’s Court and charged with 6 counts of sedition resulting from his remarks on Kibazo. The State opposed bail and was overruled by the Magistrate on the grounds that even if Robert were a flight risk, that could be cured by his depositing his passport with the Court. Also that because the validity of the sedition laws was being challenged in the Constitutional Court and it was not possible to try Robert immediately, he would grant bail.

3. We reported to IGP’s office that we were surrounded by ‘security operatives’ outside the court building eavesdropping on our conversations and stated we were holding IGP responsible for our continued security, and left the Court.

LEGAL AND MEDICAL COSTS AND SOLIDARITY

1. We would like to express our gratitude to the members of our communities and the public for your overwhelming support. The journalism profession has been a pillar of strength and has boosted our morale with their presence and their coverage.

2. We are grateful to Open Society, Uganda Journalists’ Association, and East African Journalists’ Association all of whom have offered to pay Kalundi Robert Sserumaga’s legal costs. We are grateful for the fact that his medical costs were covered in advance and without our knowledge. P. E. N. International Clifford Derrick Committee to Protect Journalists (S. Africa) have also expressed solidarity.

INVESTIGATION IN TO THE ABDUCTION AND TORTURE

1. During the time we were waiting for Dr Galukande’s report at IM Centre, Mary Ikazi spotted a man in a lavender jacket, white cap and dark glasses. He was carrying a long thin stick or car, that were commonly used by kiboko squad members during the rioting. He was short in stature, about 5ft tall. He was peeping through the window of IMC where he had been sitting with O/C CID, J. Kule. M. Ikazi froze and told us that he was one of the men who had abducted and assaulted Robert. Mary Serumaga photographed him with a cell phone. The plainclothes policemen with whom he was standing warned him that he was being photographed at which he covered his face with his lapels, turned his back and then they all scattered. One policeman returned and took photographs of M. Serumaga and M. Ikazi. [The following Tuesday at Kibuli Police Station they filmed M. Serumaga and made close-up films of Robert's children in our view. This was an act of intimidation.]

2. 14 September 2009 at about 5.30pm we spoke to IGP Kayihura about the police brutality experienced by Robert Sserumaga. We thanked him for finally permitting the delayed medical treatment even though it required the intervention of the Ambassador of Ireland and other lovers of justice and peace before he acted. We showed him the photograph of the man who had inserted his thumbs and fingers in Robert’s eyes and attempted to gouge them out. We informed him the man had followed us to the International Medical Centre and only ran away after we had photographed him. IGP stated he did not know the man but he would investigate. At first he said he and all those in plain clothes carrying sticks were policemen, if so, he is able to produce this man.

3. We informed IGP that his instructions about the medical facility Robert should be allowed to access were countermanded by Dr M. Byaruhanga the Police Surgeon and Mr Ochom, Director CID at CPS. They preferred to discuss the matter with persons unknown to us. He seemed to express shock that such clear instructions could be changed.

4. We requested Interpol be asked to help locate the abductors, to which IGP responded he has no objection although he would prefer we work with Uganda Police in the matter. He assigned Assistant IGP, Mr J.M. Okoth Ochola, in charge of Special Duties to investigate the matter. We agreed with Mr Okoth Ochola that we would contact him after the court appearance.

5. 15^th September 2009, the same woman officer at CID who had refused to record Robert’s complaint of torture, telephoned him as he left court inviting him to make a statement.

THE WAY FORWARD

1. In view of the fact that the orders of Major General Kale Kayihura IGP are so easily countermanded by officers junior to him, receiving ‘orders from above’; that one of the offending officers (see paragraph 13 ) is now assigned to the investigating team; two officers Kule and Ayisu, have already dismissed the reports of assault as “impossible”, we decline to participate in the investigation unless Interpol is involved.

2. In any case we are unwilling for Robert to return to CPS or any other police station while suspected criminal elements are still employed and deployed there.

3. We demand disciplinary action is taken against Mr Edward Ochom, Director of CID at CPS for trying to ensure Robert was sent to Mulago where his safety would have been compromised. We demand to know from where above Kale Kayihura’s head, Mr Ochom was receiving instructions. As Director of CID at CPS where the kiboko squad move about freely and interact with senior officers and have meals in the police canteen, we hold Ochom responsible for the deployment of the kiboko squad to abduct, detain and torture Kalundi Robert Sserumaga.

4. We demand the same in regard to Dr Moses Byaruhanga who kept us at IM Centre for over 30 minutes while liaising on the telephone about sending Robert to Mulago. Although he was supposed to carry out his own examination, he did not and it appears his role was to ensure Robert was admitted to Mulago Hospital. He failed in that.

5. We demand the investigation of the plainclothes policeman who filmed Robert’s children at Kibuli Police Station on 15^th September 2009 and those who threatened Robert’s family on 12^th and 13 September outside CPS.

6. We demand the investigation of Simon Kuteesa’s role in the abduction and torture of Kalundi Robert Sserumaga. Kuteesa was instrumental in convincing us on 13^th September that Robert was going to be released for medical treatment in a few hours as long as he had three sureties and a passport. He then vanished at about 10pm before Kule said he had ‘orders from above’ to detain him further. Kuteesa has consistently acted in an unprofessional manner treating our complaints about torture as a joke. He too receives anonymous ‘orders from above’ and made a ‘phonecall assuring someone that Robert was not too badly injured even though he had no medical evidence. Simon Kuteesa is a callous and dangerous man.

7. We demand the immediate suspension and investigation of O/C CID, Jonah Kule who was seen in deep conversation with the perpetrator we managed to photograph outside IM Centre during Robert’s medical examination, Kule is in direct command of the kiboko squad and is a danger to all Ugandans.
