Za Mbogo Opens Ddoboozi Newspaper, New Front For Buganda Liberation

ddoboozi_launchThe biggest Baganda student and youth organization in Buganda, Nkoba za Mbogo, made history December 17, 2009, when they started publishing a professional newspaper – Eddoboozi. According to our source in Mmengo Bulange, Eddoboozi is the result of more than a year of careful planning and hard work by patriotic youths, and their advisors, in the midst of numerous roadblocks by the occupation NRM government and its agents.  To deliver this project,  Nkoba za Mbogo received assistance and mentoring from seasoned Baganda journalistssuch as Ssemujju Ibrahim Nganda and Kalundi Serumaga as well as Baganda elders and ordinary kingdom citizens.

The really big day for the staff of Ddoboozi and the entire Buganda Kingdom came last week, when Ssabasajja Kabaka, Ronald Muwenda Mutebi II chose to officially launch the paper (Photo courtesy of Eddoboozi). The lion of Buganda, who appeared very pleased by his subjects’ work, wrote and signed an autograph on one Eddoboozi copy. The Buganda minister for youth, Owek. Mathius Mpuuga presented the Ddoboozi project to Ssabasajja Kabaka.

Baganda, especially in Kampala and Masaka, have welcomed Ddoboozi with much excitement. The Luganda paper comes four months after the oppressive NRM occupation government illegally closed CBS FM Radio, the official radio station of Buganda.  Response in the dispora has been slower only because of lack of awareness. However, it is steadily growing the day.

One of the main writers at Buganda Post chief writer and moderator, Ms. Aisha Nankya, had this to say about the new Baganda newspaper:  “Every Muganda who loves his or her Kingdom and Kabaka must be proud of what  these gallant sons of daughters of Buganda have done. This is evidence that the best days for Buganda are ahead. Buganda Post has a national duty to support and promote Eddoboozi in all ways possible.

Minutes Of A Meeting Between Katikkiro and Bazzukulu Ba Buganda

Despite lack of recognition and, sometimes, outright hostility from some Buganda Government officials, Abazzukulu ba Buganda are widely recognized one of the leading groups in protecting Buganda’s rights. Abazzukulu, as they are often referred to, have for more than 10 years actively argued that Buganda has been under occupation since 1962, and needs to free herself. They are responsible for exposing many anti Buganda plots by Museveni and at Mmengo. For example, in the 1990’s Abazzuklu ba Buganda led the ejection Princess Ndagire from Kasubi tombs after she was hired by Museveni to discredit Kabaka Mutebi by calling him a son of Daudi Ocheng.  Another example was in July 2004, when Abazzukulu challenged Mmengo over Shs 800m which Museveni’s government is alleged to have secretly paid to members of Katikkiro Ssemwogerere’s team to disorganize planned Baganda demonstrations for Federo.

Except for the brief period when Dan Muliika was Katikkiro, the relationship between Mmengo and Abazzukulu over the last 15 years, has been quite tense. In 2006 the group did not spare, even Muliika, when they accused him of being soft for glorifying Federo. Abazukkulu insist that Buganda has been under occupation, since 1966. Federo is a cowardly compromise that demeans what our ancestors died for and the only solution is full national independence under our Kabaka.

Below are the minutes (in Luganda) of a meeting members of Bazzkulu had with Katikkiro JB Walusimbi on August 31, 2009. This was less than two weeks before the infamous genocidal massacre of Baganda by Museveni’s NRM police and army. Throughout the meeting, Abazzukulu expressed disappointment with what they view as incompetence, corruption and anti Buganda activities at Mmengo.

Ebikulu ebyaali mu nsisinkano eyo

Ekyaapa kya Bulange

Twaffundikira ne nsonga y’ekyapa kya Bulange. Ku nsonga eyo watunnyonyola nti ekyaapa kya Bulange kyayawuzibwaamu ebitundu bisatu.  Ekimu kwekuttudde Bulange, ekirala kwekuli oluggya lwa Bulange.  Ekyokusaatu kwekutudde ekizimbe Amin kyeyazimbako (Bulange Plaza).  Watulaga nti mwagala kufuula kizimbe kya Bulange plaza kizimbe kyabusuubuzi ekyawule ku Bulange.  Era watutegeeza nti ekyaapa ekikadde kyabula.  Nti kati kyemulina kya 1993.

Olukiiko lwebuuza ekyayawuzaamu ekyaapa ekyo emirundi esatu.  Olukiiko lwewunnya ekyayawuza ekyaapa ky’oluggya lwa Bulange okukigya ku kizimbe – Bulange kyennyini.

Deputy Katikkiro and Kabaka’s Representative Anger UK Baganda

Owek. Emmanuel SendaulaSome British Baganda are angry at Deputy Katikkiro, Emmanuel Sendaula, and Kabaka’s representative in UK, Nsambu Musisi, for asking them (the Baganda) to keep quiet at a time when their Kabaka and nation are under a state of occupation by the NRM government.

In a Luganda letter that was addressed to all Kabaka’s representatives overseas, Owek. Sendaula indicates that the Kabaka’s representative had been informed in the past that, earlier, the Buganda government passed a resolution that Kabaka and the Ugandan warlord, Museveni, should meet. He adds that the meeting which took place has improved the communication between the two sides. He states that the two sides exchanged documents based on which negotiations were to take place; the Katikkiro would inform Kabaka’s representative in due course.

The Deputy Katikkiro’s letter includes no references to ordinary Baganda except when he asks Kabaka’s representative to tell the Baganda in their areas to be  “very calm”. Owek. Sendaula provides not information at all to his audience to pass over to Baganda in their area. His letter does not include any reference to the 30 Baganda who were massacred by the NRM occupation government, the hundreds who were injured and the nearly 1,000 who have been arrested and tortured over the last two weeks. The Deputy Katikkiro’s letter is dated Monday October 15, 2009, only 2 days after Kabaka’s minister, Lubega Sseggona, was arrested by Museveni. However it does not mention the plight of Ssegona. Even most important, the Deputy Katikkiro letter saying nothing about the health and general well being of Ssabasajja Kabaka, who all Baganda know has endured tough and stressful times since the NRM occupation power barred him from going to Bugerere and started murdering his subjects.

Also significant is that, in his letter, Owek. Sendaula never mentions ordinary Baganda who live the Diaspora. He never acknowledges the allegiance they have shown to the Kabaka and Buganda with their demonstrations and other actions. He only refers to these loyal subjects when he says, “You, the representatives of Ssabasajja outside Uganda should encourage the people you lead to be very calm to give a chance to the negotiations that have started between the Uganda government and Buganda Kingdom, which aim to address Buganda’s open issues.”

In his letter to UK Baganda, Kabaka’s representative Nsambu Musisi also skipped any acknowledgement what UK Baganda have done to show the loyalty they have to Buganda or the Kabaka. And he amplifies Owek. Sendaula’s letter, telling Kabaka’s subjects in UK: “It is best that any planned demonstrations in Britain be postponed.”

One of our sources in London reported that many Baganda in UK are incensed at the condescending attitude of  Owek. Sendaula and Mr. Nsambu Musisi. The situation is further complicated by the fact that Mr. Musisi has popularity issues with most UK Baganda who feel that he was imposed on them by Katikkiro Mulwanyaamuli. According to our source: “Baganda here in London believe that blood of Baganda shed by Museveni only a week ago and the ongoing torture of hundreds of his subjects are most important to Kabaka Mutebi. But that a few cowardly and greedy individuals are helping Museveni to isolate Kabaka from his subjects by making him appear more interested in CBS Radio money or the firing of Tamale Mirundi.”

Another source, who is a computer engineer and Nkoba za Mbogo veteran went as far as challenging Deputy Katikkiro Sendaula and Mmengo to explain why they are eager to sell a Buganda’s which has survived nearly 1,000 years to a man whose true identity is questionable. He said: “First Walusimbi, Sendaula and a few money angry Mmengo personalities were used by Museveni to trick Kabaka into becoming a negotiator. That was an effort to break the centuries old custom, ‘Kabaka tateesa‘. Now they are trying to get a short term, short sighted, secret Regional Tier deal with Museveni based on getting quick CBS Radio and bribe money, to protect their personal interests. That is why they don’t even care about the Baganda blood that was spilt, those in prison or even bad image Kabaka Mutebi may get among his subjects.

“Anyway, they cannot stop us from resisting Buganda’s occupiers and protecting out Kabaka and national interests. The only reason that Museveni is even learnt to dress up, walk as if his feet are OK and behave like a civilized person in front of the Kabaka last Wednesday, is because he and his fellow Balaalo were panicked by the demonstrations September 10-11, 2009. The demonstrators in Buganda, London, New York, Boston and elsewhere showed the Ugandan NRM war lords that Buganda has a backbone. It makes common sense that Baganda must only increase demonstrations if they want to make it clear to Museveni and his NRM occupiers that they have no future without agreeing to all Buganda’s demands. Akeenda, return of all our properties, payment of arrears and Federo.  These demands are well known by all Ugandans, so why would our demonstrations against the murder and senseless arrest and torture of Baganda change anything?”

When contacted for a comment on this story, our New York based Buganda analyst had this to say: “I think Owek. JB Walusimbi and his supporters in Mmengo have made a terrible mistake of sacrificing Nambooze, Sseggona, Mpuuga and other so called Mmengo radicals to appease Museveni, Bukenya and the businessmen in Mmengo. I suspect that if Walusimbi continues on this path then he (Walusimbi) will have no influence at all when the next major demonstrations by Baganda happens, because the demonstrators might be looking for his head. It is like the children making an alarm (okukuba enduulu) when they see a robber running way with family property. Suppose the robber panics and starts to appear cornered. I think that even a 6-year old would smell something fishy if the father comes out of hiding, doesn’t show concern about the children killed or kidnapped by the robber and tells the whole family to keep quite, so neighbors don’t come as he secretly negotiates with the robber.”

Rwandese Godfrey Mutabazi Censures Uganda Radios, His Talking Points

Godfrey MutabaziOver the last two weeks, the chairman of president Museveni’s Uganda Broadcasting Council (UBC) has had a chats with virtually all major radio station owners and ordered them to adhere to certain “profession practices” or face closure like CBS FM Radio (Radio ya Ssabasajja). We have learnt that Mr. Mutabazi did not seek input several members of  the broadcast council and mostly depended on talking points which he put together with assistance from Robert Kabushenga, Tamale Mirundi, Robert Sebunya and Moses Byaruhanga.  His method of work angered some members of the UBC who feel abused and marginalized by state house. It is through these conditions that we received the information in Mutabazi’s talking points.

Our sources have also confirmed that president Museveni approved the measures and their ongoing implementation before he left for the UN general assembly in the USA. And after his encounter with Kabaka on Wednesday, he ordered that the measures be continued, a sign that the meeting with Kabaka did not change anything for him.

According to our sources, Godfrey Mutabazi obtained partial college education in North America before returning home in the early 1990’s to work in Museveni spy network. In 1998, he was appointed to the Uganda Broadcasting Council. He became the chairman around 2003 and started calling himself Engineer Mutabazi. He is highly secretive and ordered that information on UBC members, even names, be removed from the UBC website. Members terms are 3 years but he has been automatically reappointed 4 times.

Both Mutabazi, who implemented the closure of CBS FM Radio and General Kalyekezi Kayihura, the police commander who stopped Kabaka from going to Kayunga are Rwandese Tutsi who came to Uganda as refugees. This fact plus persistent but unconfirmed rumors that president Museveni’s unknown biological father was a Tutsi is feeding the growing belief among Baganda that their kingdom is under occupation by foreign mercenaries.

Uganda has 129 radio stations and 7 TV stations in different states of operation. The biggest broadcasting houses, of which CBS FM Radio has been the market leader for over 10 years, are mostly owned by Baganda. Their leadership significantly depended on their higher coverage of Buganda kingdom events and people, especially the Kabaka.

 

Besides Mutabazi, the other current UBC member are Tim Lwanga Mutekanga, George Omunyokol, Aggrey Kibenge, Kenneth Kazooba, Aga Sekalala, Kagole Kivumbi, Juliana Naumo, Godfrey Kibuuka, Patrick Mukiibi and Catherine Omaswa.

Below is an edited and reorganize version of Mutabazi’s talking points. Certain names, offices and other details have been removed or reworded to protect our sources.

UBC RULES OF THE ROAD TO BROADCASTERS

-TALKING POINTS -

(HIGHLY CONFIDENTIAL)

Kabaka

1.  Stop calling him “His Majesty”; instead use “His Highness” not to contradict the President and other NRM officials.

2.  Use “Mr. Mutebi” instead of “Kabaka” as much as possible. Start slowly and build up.

3.  Stop using the terms “Empologoma”, “Chuchu”, “Nyanja Temanyiirwa”, “Baffe”, “Namunswa” or other terms, which encourage Buganda sectarianism.

4.  Avoid stories that portray him as a strong person who is influenced by moderates and NRM supporters.

5.  Promote stories that portray him as a weak person who is under pressure from a few radical Baganda.

6.  Promote stories and images that suggest that he has a friendly relationship with H.E. the VP.

Buganda

1.  Stop playing the “Kitibwa kya Buganda” song or other nationalistic Buganda songs because they promote sectarianism.

2.  Stop referring to Buganda as a kingdom. Instead, consistently use “Central Region” or, if clarity demands it, “Buganda Region”.

3.  Stop referring to the old Buganda counties. Stick to district and constituency names (even if they include old county names in part).

4.  Freely report all stories where the Katikkiro and members of his cabinet are promoting peace, hard work, friendly relations with other Ugandans and “fair treatment” from the H. E. the President.

5.  Avoid stories that include strong pro-Buganda statements by religious leaders. Promote stories where religious leaders call for calm

6.  Don’t use the words “genocide” or “occupation” or “torture” or “safe house” or similar words in connection with any arrests of Baganda for any reasons.

7.  Refer to Banyala as an ethnic minority which is fighting to secede from Buganda. Stop mentioning the population of Banyala.

8.  Do not promote Baganda only events like clan football matches, cultural competitions, Nkoba za Mbogo, etc.

Buganda Radicals and Rioters

1.  Stop reporting stories on the activities of Allan Waligo, Nambooze, Sseggona, Muliika, Nsubuga Nsambu, Mpanga, Nkoba za Mbogo, and other Baganda radicals. The exception is when the story suggests that they are becoming weak and trying to incite violence against non Baganda.

2.  Keep reporting on police cases against Nambooze, Lukwago and other similar anti-government activists to a minimum.

3.  Do not use the term “political prisoners” to refer to any of the rioters.

4.  Avoid referring to the those who participated in the Kayunga related rioting as “Baganda” since some of them were not Baganda. The rioters were common criminals and a few anti-government elements who exploited the situation to loot.

5. When it make sense you can refer to the radicals who incite violence or those who engage in riots as “terrorists”

Mengo

1.  Stop reporting stories on the activities of Waliggo, Nambooze, Sseggona, Muliika, Nsubuga Nsambu, Nkoba za Mbogo, and other Baganda radicals. The exception is when the story suggests that they are becoming weak and cannot incite Baganda sectarianism.

2.  Keep reporting on police cases against Nambooze, Lukwago and other similar anti-government activists to a minimum.

3.  Avoid using terms like “Buganda Government” or “Buganda Kingdom Government”.

4.  Report positively on the Katikiro and other Mengo people who don’t make outwardly sectarian statement.

5.  Report positively on health, agriculture, education and other developmental program by Mengo.

6. Avoid using the “Owekitibwa” title becuase it can cause misplaced feeling of importance.

Court Orders Uganda Police To Produce 14 Year Old Muganda Girl They Abducted

NakambuguJustice Musoke Kibuuka has ordered the chief of Uganda police, military man Maj. Gen. Kale Kayihura, to produce Jane Nakambugu, a 14 year old Muganda girl who was abducted from her home by a police woman on September 1, 2009.  The order requires Kayihura to produce Nakambugu in court by September 24, 2009.

According to Jane’s parents, Yowasi Kalega and Esther Nakayiwa, their daughter was taken without explanation from her home in Kasana, Bulemeezi county, by a police woman and locked up at Kiwoko police station.

Jane’s parents told the judge that they followed their daughter and her abductor to Kiwoko police station to get the facts were told to come back after their daughter made a statement. They returned on September 3, only to be told that their daughter has been freed the day before. Suspicious of the police behavior, the distraught parents run to Justice Kibuuka’s court to plead for their daughter’s life.

It is not yet clear why the Kiwoko police, notorious among the locals for its high corruption, would abduct  a 14 year old child in a style that was fashionable during dictator Idi Amin’s regime. However, Nakambugu was a 4th grade student at Kiwoko Church of Uganda Primary School, where, as in many Buganda schools, children as young as 10 have learnt to  openly and aggressively express their ethnic identity and commitment to the Kabaka. Moreover, Nkoba za Mbogo, the main Baganda youth organization now boasts over 100,000 members in branches starting from primary schools through universities and professional ranks.

Kyawedde dda! Ssabasajja  is cool with us radical Baganda.  Many of us are constantly accused of being “too radical” by fellow Baganda because we are not willing to compromise with NRM or anyone else who suggests that Uganda is more important than Buganda. Many Ugandans, including prominent Baganda both in Mmengo and outside have vilified us by calling us “tribalists”, “sectarian”, “unpatriotic”, “backward” or  ”too radical”. Even Kabaka’s representatives in Europe and America, serving their own personal interests, have made false reports to Mmengo and Kabaka about us. We have even been accused of being “anti Kabaka” and “anti Mengo” simply because we are not afraid of pointing out Buganda government officials who are in bed with the enemy.

Who are we? We are the millions of Baganda youths in Nkoba za Mbogo, Bana ba Kintu and other organizations, who pioneered the resistance against the marginalization of our Kabaka and our nation Buganda.  We are the Bazukulu ba Buganda, who a few corrupt Buganda government officials, cheating Kabaka, have harassed for years. We the radicals also include members of Ggwangamujje in Europe and America who have not been equivocal about putting Buganda and Kabaka first. We have organized Ttabamiruka conferences in America and Buganda, angering the NRM government, Uganda politicians and even some Buganda government officials. Oh, and we are also deep in Mmengo, fighting the NRM moles who betray our Kabaka and Buganda for a few pieces of silver. A few of us are even Baganda clan leaders, who would rather die poor than betray our Kabaka and our Bazukulu. Some of us radical have been kidnapped and molested, or otherwise harassed, but gone back to the our usual  behavior  of channels to telling the NRM dictators that we won’t quit!  It is us radicals who have also made the ultimate sacrifice for Buganda, getting shot dead by the NRM government’s police and soldiers.

The reason we are radical is simple. We whole heartedly embrace the saying, “Baganda nkoba za mbogo; zegya zoka mu bunya”.  And the plot to destroy Buganda, since 1990, is so thick that if we continue acting “nice and civilized” there might be no Buganda soon.  You will not hear us praising any Ugandan politician, Muganda or not, as the one will save Buganda;  because we know they cannot.  Nor do we get excited about promised from the NRM government because we do not accept the idea that anyone has a right to play “master” over Kabaka and Buganda.   All that talk about Federo is alright so long it is not “given” or “granted” to us. Only Baganda can and should determine how they are ruled, whether Federo or full independence. We do not owe Uganda  anything and cannot be forced to accept other people’s arrangements under duress, as it happened in 1960 and 1995.

We proudly claim that Ssabasajja  is now one of us radical Baganda because his historical actions in September 2009 leave no doubt that he has lost patience with the “Abasajja tubakwaate mpola” philosophy.  We are confident that he is tired of uncivilized, unkempt, Banamawanga telling him to shut up while they rape and pillage his kingdom. Look around him now and you see us, the radicals. We didn’t all start this way. So, it is OK if you are not yet a radical Muganda but we look forward to having you join us. It is such a liberating feeling!

Museveni May Blame Police and Minister For Bugerere Violence

Museveni SeatedWe have learnt from highly reliable sources in  President Museveni state house apparatus that the Ugandan strongman may soon disown the brutal actions of Uganda police against Baganda youths in Kayunga.  According to an email message sent through an intermediary, the source says: “Ugandans are going to be surprised when Mr. Museveni will claim that he only learnt about the problems in Kayunga  on Tuesday or Wednesday. He also intends to attack people who claim that he has anything to do with the threatening letter that his minister Kirunda Kivejinja wrote, warning Kabaka not to go to Kayunga, in Bugerere county.”

Our source could not confirm when Mr. Museveni will make the public statements but speculated that he (Museveni) might do it when he meets MPs who come from Buganda on Thursday or Friday.  As for why Museveni plans to do this the source said: “Museveni has no choice this time. He fully understands that  he underestimated the Kabaka and Baganda on this issue of Bugerere. He also knows that he overestimated the influence that Katikkiro Walusimbi and his supporters still have on Kabaka Mutebi’s decisions. The only option he has, as a military man, is a tactical withdraw. And, based on his past behavior he may blame everything on  Kirunda and [Rwandese police commander]  Kale Kayihura.” The MPs are expected to ask Museveni to explain which his government is blocking Kabaka Mutebi from freely moving in Buganda simply because 22 people demonstrated with sigs that they don’t want him to visit without first consulting their leader, who happens to be an active member of the Uganda army.

In May 2009, the Aga Khan’s The Monitor newspaper printed a Uganda government sponsored story claiming that  Kabaka Mutebi postponed his planned  tour of Kayunga, in Bugerere county, due to fear that Banyala residents might demonstrate against him (see “Kabaka Will Visit Bugerere When Youths Are Home “).  This writer established at the time that the true reason was because Kabaka was traveling to Europe on official duties.  Due to conflict with another tour of Buvuma in July/August, the Bugerere trip was finally rescheduled to start on September 12, 2009.

Since Monday, the Uganda police, under the command of Rwandese refugee Kale Kayihura, has obstructed Baganda youth trying to prepare the site for Kabaka’s main ceremonies at Kayunga. They even fired teargas canisters into the car of  Mengo officials who had gone to Kayunga to oversee  the preparations. The Police also kidnapped Baganda youths who were erecting stalls and held them incommunicado for a day. Earlier, a Musoga minister in Museveni’s government, Kirunda Kivejinja wrote to Mmengo, warning that the Kabaka should not go to Bugerere without the agreement of one Baker Kimeze, the Museveni appointed first king “Bunyala”. Museveni created the pseudo kingdoms of Buruli and Bunyala within Buganda, in direct contradiction of his own Uganda constitution, which does not recognize ‘subkingdoms’ within Buganda.

Despite Museveni’s threats and brutal police actions, Kabaka Mutebi instructed his trusted officials like, David Mpanga, Lubega Ssegona, Betty Nabooze, Kabuuza Mukasa and several others, especially in Nkoba za Mbogo, to spearhead “Operation See You in  Kayunga”.   Through these ‘warriors” Kabaka Mutebi informed his subjects that he was determined to go to Kayunga and not allow a repeat of what happened in Buruli.  According to information from the operational command post, headed by Betty Nambooze,  tens of thousands of Baganda are expected to descend on Kayunga on Saturday, based on contacts with Gombolola and Miruka chiefs across Buganda. President Museveni’s internal security organization has informed their boss of these facts. The main reason why Museveni is backing down is because he has no confidence that his police can handle the situation if they try to stop the Baganda.

London, UK: Stop genocide in Buganda

Dear Buganda Post,

I could not believe it when I read about how Museveni is using Tamale Mirundi to spread violence in my home county Bugerere. That man Museveni may think that we who grew up on bibanja and don’t own land are going to support his genocide programme. I want to assure our Kabaka and the people of Buganda that the people doing these things are not the true people of Buganda, whether Baganda or Banyala. These are foreigners from Bugisu, Teso, Ankole and Sudan and many of them have come during Museveni’s rule. Some like the Sudanese he even brought on lorries.  Mind you, many of the youth of these people now use Baganda or Banyala names to make sure that their own communities are not blamed for anything.

But time will come when all these people have to answer in an international court for the war crimes and the genocide type things they have done in Buganda, Northern Uganda, Congo and southern Sudan. Please Kabaka Mutebi you just continue to be strong and lead us bravely out of this Uganda mess.

No city, USA: Saluting Kabaka on Tamale’s Genocide Campaign

I salute Ssabasajja Kabaka wa Buganda for his courage for being able to say something against the campaign M7 is doing through Tamale Mirundi to promote the burning of land owners in Buganda.  Even shocking is the fact that the TOP radio where Museveni and Tamale Mirundi are spreading their genocidal messages is owned by so called Pastor Jackson Senyonga of Christian Life Centre. This is the same Senyonga who was arrested for fondling a 13 year-old girl during a flight in the USA. It seems that he got out of it but the deal was never publicized.

My question is what is Katikkiro Walusimbi doing, because he listens to Tamale Mirundi saying these things too? How can he just keep quiet about these crimes against humanity in Buganda to the point that Magulu Nnyondo himself has to speak? Abaganda babookya Katikkiro ali mu kugaba nsigo za bijanjaalo?

The way M7 and his people are behaving is typical of desperate people. Like a person who is drowning and dosen’t care who he goes under with him. Every Muganda should on the alert because these are dangerous people. Let us all follow behind our Kabaka and we shall overcome. Ekikute obudde kiributa.

Undisclosed Location: UNAA President vs. Janet Museveni and Ambassador Kamunanirwe

The current UNAA leadership has met stiff resistance from within most UNAA executive board members who have joined effort with the Uganda government officials to bring the current leadership down.  They can’t stand our current President, Lt. Musisi who is determined to revive UNAA to its past glory without the interference of the foreign Ugandan government. These are the facts.

What the Ugandans in North American are asking the Ugandan government is to concentrate on the affairs at home. It should stop imposing and directing itself on Ugandan North American Association, UNAA.  For your information the Ugandan Government official was informed officially by the UNAA Leadership that won’t be able at short notice of two weeks to change the program to accommodate the First Lady, Jennet Museveni to address the UNAA convention.  It is rather humiliating that this same government official through acquaintance got Ben Abe who is NOT part of the Organizing Committee to extend an invitation to the first Lady to address the Forum at UNAA convention. This is the worst that a foreign government can do to a non-profit organization like UNAA, equivalent to coercion and manipulation. See the attached document from the Ambassador giving orders!  I think it may be time for Ugandans in the U.S. to wake and stand up against this foreign government Intervention into the affairs of UNAA!  These are the facts.

Pennsylvania, USA: Promotion of Impunity, Dictatorship and Genocide in Uganda

Dear Editor,

Permit me to express my disgust regarding the increasingly deteriorating political situation currently prevailing in Uganda, more particularly in my native country and nation Buganda. For more than 23 years now, we have been closely following the political development of events back home. While we initially anticipated that the ouster of dictators Idi Amin, Milton Obote and the Okellos; subsequently with coming to power of Yoweri Museveni would be the anti-dote of the terrible dictatorships and their attendant buffoonery that had afflicted Uganda since around 1965, we are sadly coming to the realization that Ugandans just got rid of one form of dictatorship only to replace it with another fascist dictatorship.

All Ugandans will remember that Yoweri Museveni gave the “rigging of elections” as one of the reasons for his taking to the Luwero jungles where many Baganda perished. Few will disagree, however, that on the contrary, Museveni went to the bushes for only self-aggrandizement. Three elections in Uganda have been widely reported as having been massively rigged by Mr. Museveni using the Electoral Commissions, the military and Police. Two of these elections (2001 & 2006) have been publically brought to the attention of the courts of Uganda by Dr. Kizza Besigye Kifefe where it was conclusively adjudicated that these elections were massively rigged. We all remember how with the aid of Mr. Edaward Ssekandi, Yoweri Museveni manipulated and bribed the 7th Parliament with $ 2500 so term limits could be lifted for him to become the life president he is today.

In the heat of 2006 elections, an aide to Yoweri Museveni, a one Lt. Ramadan Magara, shot eight Baganda at the royal gates of Bulange. Inspite of the people’s outcry to have this murderer be brought to justice, this soldier walked scot free for close to two years, all still in the service of the Ugandan strongman. While it is reported that Lt. Magara is now in Luzira, it is more than apparent that he will soon be out on the Kampala streets gunning down again innocent Ugandans. We must remember that he was almost acquitted with a ridiculous verdict of “manslaughter” rather homicide!

Quite recently before the murders of landlords by assumed peasants began in Buganda, the Ugandan strongman was reported to have been going around with a one Tamale Mirundi and a one Lt. Bamwine in Buganda encouraging peasants to form what have been referred to as Bibanja associations. It is through these associations that Baganda prominent men and women are now reportedly been murdered.
Like it happened in the neighboring Rwanda, Joseph Tamale Mirundi is being hosted by not so-respectable but religious-based FM radio stations. Three prominent ones have been names as being TOP Radio, Radio Star and Radio Bukedde. It is through these radios that genocidal messages are being spread out by Tamale Mirundi, Lt. Bamwine and a one Luutu.

The recent brutal murders and burning to ashes of eight Baganda landlords in Buganda at the instigation of Yoweri Museveni together with his aides such as Tamale Mirundi, Lt. Bamwine, Luutu, among others, must not go unpunished. I am calling upon the international human rights organizations to seriously begin investigations into this criminality and impunity. I am also calling upon all Ugandans in the Diaspora and back at home to increase their resistance against the prevailing fascism in Uganda. The world must not just look on as yet another dictator commits genocide in Buganda/Uganda. We cannot wait to see a million Baganda butchered Intarehamwe-style for us to wake up to the terrible pogrom that is beginning to manifest itself in Buganda.

No City, USA: Response To Dr. Abe’s Invitation Of The First Lady

Currently, there is a lot of politics being introduced in UNAA, a non-profit organization. It is critical that we expose what’s happening in UNAA. Please post my article regarding what’s happening in UNAA today.

Ugandans Beware

Initially, official delegations from Uganda Government were invited to attend UNAA conventions in an effort to drum-up investment opportunities for Uganda. Today, the attendance and participation of official delegations from Uganda Government at UNAA Conventions has become almost an established rule, thereby becoming a violation of the principles under which UNAA is supposed to be run.

Case in point is Dr. Abe’s decision to sidestep the organization’s leadership and extend an invitation to the First Lady, who is also a high level NRM politician. It is not only wrong, it is regrettable. UNAA membership includes hundreds of refugees from Uganda. These refugees were forced into exile by the same people you are now asking them to applaud and embrace.  This is not only hypocritical, but also contradicts the basis for their applications for political asylum in the US.

The government of Uganda’s insistence on inserting the First Lady (a high level NRM politician in Uganda), into the UNAA Convention, is a direct violation of the principles governing UNAA, a no-profit organization.

It is therefore imperative for UNAA membership to make a stand against such actions that violate the very core of our organization. Fellow Ugandans and well wishers, the harsh realities that our brothers and sisters in Northern Uganda have endured for the last twenty years have remained buried under layers of a campaign of deception and disinformation, orchestrated by the same hypocrites who are now claiming to be the saviors of Northern Uganda (or is it the newly found oil in Northern Uganda).

In their efforts to control Ugandans in the Diaspora, they have infiltrated UNAA organization in order to introduce their politics of division and deception. These acts have far reaching consequences, with the potential of causing irreparable damage to the organization.

It is time for UNAA membership to stand up and deny Uganda politicians on open door to UNAA platform. Brothers and sisters, we must join hands in our effort to reclaim UNAA’s integrity. We cannot afford to be bystanders, but rather active participants. Together in our diverse political, ethnic, religious, professional, and other background, must unite to demand for conditions that will guarantee our freedom without any manipulation or intimidation both in Uganda and the Diaspora.

Hullo Friend, I humbly ask you to dump your blog post about Google Uganda in Luganda.  It is a privilege that Google considered Luganda language.  It is also rude of you to post such a post on “BugandaPost” even if it is yours personal.  I have known Baganda for working out solutions not decrying/criticizing without contacting.

It is good that you noticed the errors, but not wise to publicize them more-so on Buganda Post.

The gentleman Jon Gosier, whose team volunteered, did this for the nation’s and people’s good. Please, I request you to drop that article for the good.

Tired, Drowning Museveni Blames Baganda For Bunyoro Land Violence

Tired MuseveniIn a letter which a New York based Muganda analysts has called “clear evidence that Museveni is a tired, drowning and anti-Ganda man who Baganda must avoid at all times”, the Uganda strongman called Baganda sub imperialists who grabbed Bunyoro land and turned it into mailo land. Mr. Museveni’s letter, seen by many Baganda as an unveiled anti-Ganda hate campaign, has been read more than once on government radio stations.

In the unsolicited public letter to his own minister of Presidency, Museveni says that the purpose of his memo is “to guide you [the minister] in the tasks you are [she is] to handle in the matter of the Banyoro-Bafuriki question in Bunyoro Region.” Bafuruki are Bakiga, Balaalo, Banyankore and other westerners who have migrated to Bunyoro over the last few decades. Over the last 10 years, the so-called Kibaale district has experienced sporadic land wars between Banyoro and Bafuruki, sometimes resulting in big losses of human life and property.

Mr. Museveni described the problem as, “the modus vivendus between the Banyoro and the Bafuruki in terms of land, and political rights.” (NOTE: Mr. Museveni probably meant to say modus vivendi). Elaborating further, the Uganda strongman claims that the problem has three major elements:

  • The land grabbed by the British colonialists and their Mengo-sub imperialists and turned into Mailo land.
  • Former public land currently occupied by the Bafuruki; and
  • Threatened political marginalization of the indigenous groups of the area (Buyaga and Bugangaizi) – Banyoro, Bagungu, Bachope, Baruuli, Banyara, and, curiously, the Bahima/Balaalo.

Later in his letter, Mr. Museveni, prescribes what he calls nine principles to be part of the solution. Those principles include the following two:

  • Reserving elected district and sub-county (LC 5 and LC 3) political leadership positions for indigenous people of Bunyoro.
  • Evicting all illegal encroachers in forest reserves without compensation and re-settling the gun toting nomadic cattle keepers (Balaalo) of Buliisa in Buganda (being done already).

As he concludes his letter, Museveni asserts that: “All this [Bunyoro land violence] is a consequence of the colonial policies also supported by the traditional chiefs like of Mengo in Uganda, of discouraging the use of Swahili as a national language. If the people of Bunyoro-the Banyoro or the Bafuruki were using Swahili, their differences would be submerged. It is the use of vernacular that provokes, in part, these contradictions.”

Commenting on Mr. Museveni’s letter, our New York based Muganda analysts said: “This is clear evidence that Museveni is a tired, drowning and anti-Ganda man who Baganda must avoid at all times. First, he tells you that Banyoro should have a monopoly on political leadership in their kingdom and controversial Balaalo must be resettled elsewhere. And when it comes to Buganda, he says that Kampala should be expanded to over 30% of Buganda so that non-Baganda can take and get a monopoly on political leadership in that part of Buganda. He also openly tells you that the problem gun toting Balaalo from Bunyoro are being resettled in Buganda – overtly courting genocide in Buganda.

“This man’s disease, whatever it is, has reached the brain. That is why Mengo must emulate Kabaka Mutebi and totally avoid this man. There is so much Buganda can do to advance, even under the current ‘occupied’ status, without talking to this genocide courting man. The challenge for Buganda is to get out of the ‘reactive’ (Museveni yagambye ki?) mode of operation and get into a ‘work according to our plan’ (Museveni yatomera) mode. Museveni is a tired, drowning man; if you stay too close to him, he might grab you and take you under with him.”

RE: Guidance on Banyoro Bafuuriki question.

This is to guide you in the tasks you are to handle in the matter of the Banyoro-Bafuriki question in Bunyroro Region. You should, first of all, define the problem. What is the problem? The problem, obviously, is the modus vivendus between the Banyoro and the Bafuriki in terms of land, and political rights.

This is on top of the old problem of the British Colonialists and Mengo sub-imperialists that grabbed land from Banyoro and engaged in a genocide in the region, resulting into the depopulation of the area. This means, essentially, three elements in the problem.

●The land grabbed by the British colonialists and their Mengo-sub imperialists and turned into Mailo land.

●The land currently being occupied by the Bafuruki that was part of the former public land including the forest reserve, beyond the original settlements of Luteete (Rutete) and Kisiita that were promoted by the government without foreseeing the consequences; and

●The resultant threatened political marginalization of the indigenous groups of the area-The Banyoro, the Bagungu, the Bachope, the Baruuli, Banyara, and the Bahiima.

We, the NRM members, being nationalists and panafricanists, cannot undermine our vision and program by associating ourselves with the vulgarized versions of “national integration.”

Genuine national integration must include scrupulous respect of everybody’s rights to the land of their heritage, politics, and culture. To do otherwise, is, actually, to undermine our vision and program. It is to make the threatened groups resent or even resist, legitimately, our invaluable vision. In any situation, we should always ask ourselves “where is justice in this case?” The NRM must always fight of justice -for just causes.  I am not, for instance, a monarchist. The area of Ankole, where I come from, is, obviously, thriving without a monarchy. Nevertheless, you remember that I spearheaded the restoration of monarchies in the parts of Uganda that wanted them. This was part of my nationalism and part of my panafricanism eventually.

Therefore, in the case of the Bunyoro Region, it is clear that the Banyoro are legitimately there because that is their origin. The Bafuuriki are also legitimately there because some were settled there by the central government, or, the Late Sir Tito Winyi while others have, subsequently, bought land from the original Bafuuriki, the Banyoro, or the absentee Mengo landlords. If the indigenous Banyoro had not been bled by colonialism and Mengo sub-imperialism, such an infusion of Bafuuriki would not have caused disequilibrium.

The Ankole-Mpororo area (Ankole, Rukungiri and Kanungu) is such an example. There, the Bafuuriki were settled in the amahamba (unoccupied wilderness) but the indigenous population remained in the core part of the area in large numbers. The Bafuuriki in such cases are, actually, an advantage for the areas. There can only be some minor problems like those affecting the Banyabutumbi a sub-group of the Banyakore Bahororo that used to live in Imaramagambo forest. The issues of such groups should also be addressed in a conscious way using administrative actions before they become radicalized.

The vulgarized version of integration goes like this: “We are Ugandans and we all have equal inherent rights in all parts of Uganda”-right to property, all political rights such as competing for political offices. That is correct as long as you ensure that in exercise of those inherent rights, you do not fundamentally damage the legitimate inherent rights of others- especially of those indigenous to the area. If that happens, the central government must come in to regulate the enjoyment of the inherent rights of the respective groups so that disequilibrium does not develop or become entrenched.

To throw more light on the incorrectness of the vulgarized version of integration, I would like to pose some few questions.

(i)           If the Bafuuriki dominate political space in the area to which they migrated, where do the indigenous people of the area find another political space?

(ii)          If the Bafuuriki were more nationalistic, why could they not find some person among the indigenous people and vote for them?

(iii)        Can some people from indigenous groups successfully compete, politically in the areas of origin of the Bafuuriki? If not, is this not unequal relationship?

(iv)         Suppose we were to infuse 100,000 Bafuuriki into Acholi or Karamoja, what would be the reaction? If the Acholis and Karamajongs were to react violently, would it mean that they are not Ugandan enough or would it be that the policy was wrong?

Horizontal rural migration by peasants after they have exhausted land in one area is not a progressive way of creating national integration. The more correct way is vertical migration, from the farm to the factory. That is why the factories should be detribalization centres through the use of Swahili on the work site.

Some people confuse normal individual migration with the mass insertion of big groups into an already enfeebled population on account of history. These are easy to distinguish from what we are talking about in Bunyoro. In 1955 the Banyankore (through their Ishengero) elected Hon. Kapa an immigrant from Rwanda as their first MP along with Hon. Katiti. This was positive and, besides, Kapa was a munyakorenised mufuuriki. He was, therefore, capable of defending the multidimentional interests of the Banyakore groups that is economic, political and cultural. Is this not different from a situation where two significant but different cultural groups are precipitately juxtaposed with each other? Is the situation in Bunyoro unique or otherwise?

Having thought about all this for a long time, I am proposing the following principles to be part of the solutions.

1.     Ring-fencing the LC 5 positions in the whole of Bunyoro region for the indigenous people; and also ring-fencing the sub-county leadership in the whole of Bunyoro.

2.    Ring-fencing the positions of Member of Parliament in the whole of Bunyoro region for the indeginous people except for the special constituencies created around Rutete (Lutete) and Kisita resettlement schemes. Number and two will in the spirit of article of 9 and article 10 of the 1995 Constitution of Uganda. They were also envisaged by article 32 of the constitution of Uganda which talked about affirmative action in favour of marginalized groups by reason of history or otherwise for the purpose of redressing imbalances that exist against them.

3.    All the indigenous people that were on the Mailo land in 1964 should be granted ownership and the absentee landlords should leave the land. All the indeginous people that have been on public land should get titles ownership of that land. The Bafuuriki in the settlement schemes already have their land and should get titles if they do not have them. The Bafuuriki who bought land legally should have their rights recognized.

4.    All the illegal encroachers in forest reserves should be evicted without compensation as the normadic cattle keepers of Buliisa are being settled in Buganda.

5.    The towns and trading centre should be exempted from these affirmative action measures. They should be free for all Ugandans. This is the healthy integration. The totally integrated Uganda should have its nucleus in the urban centers, factories, the hotels, the shops, the real estate etc. in oreder to promote healthy integration, industrialization should be promoted to pull redundant population from rural areas to the urban areas. Here there should be no regulation beyond ensuring that the workers are Ugandans.

6.    The indigenous people who get land should be prohibited from selling the land for 20years and also leasing it.

7.    A program of sensitising the Banyoro and Bafuuriki should be promoted.

8.    Government should have a special program for developing Bunyoro using money provided by the central government including the British funds.

9.    Finally there should a sunset clause to terminate or cause a review of this policy after 20years.

All this is a consequence of the colonial policies also supported by the traditional chiefs like of Mengo in Uganda, of discouraging the use of Swahili as a national language. If the people of Bunyoro-the Banyoro or the Bafuuriki were using Swahili, their differences would be submerged. It is the use of vernacular that provokes, in part, these contradictions. I like the indeginous languages, in fact I am about to complete a dictionary in Runyakore-Rukiga. However, I see these vanaculars not as an end in themselves. I see them as a source of enriching Swahili. That is why NRM promotes Swahili. We included it in the constitution; we use it in the army etc.

The committee, should, therefore, look at the principles I have mentioned above and see them work. You should also identify any other problems that I have not identified and propose solutions. You should propose any solutions you feel are useful in the areas for which I have suggested solutions.
